At 10:00 AM, at the "Dialog" Social Accord Center, talks will resume between the government and protesting trade unionists from the Polish Teachers' Union (ZNP) and the Forum of Trade Unions (FZZ).

Teachers consistently demand a 30 percent salary increase, either with retroactive effect from January 1st or spread over two installments. Ministers have previously signed an agreement with the educational branch of Solidarity and would like ZNP and FZZ to sign the same document.

Also today, Prime Minister Mateusz Morawiecki is expected to present details regarding a roundtable discussion on the situation in education. Such a debate, involving teachers, trade unionists, social partners, and opposition representatives, is planned to take place after Easter – on Wednesday, Thursday, or Friday. President Andrzej Duda has expressed his readiness to make the Belweder halls available for this purpose.

- As a matter of principle, I do not intend [to challenge the legality of the procedure or the manner in which the final exams for junior high schools and primary schools were conducted]. I issued an opinion on this matter, which was widely commented upon. I am saying, it can be grounds for annulment. We formulated this opinion taking into account the many years of experience of the RPO [Commissioner for Human Rights] bureau, when various individuals dissatisfied with the exams, after exams themselves, for example, the matura exams, undertook various attempts to question these exams. I am not so much a Wernyhora, but rather a person who, if a legal act appears that has flaws, points out that these flaws exist, and so that we are not surprised later when some students or their parents try to challenge the exams precisely due to the improperly staffed examination committees - stated Adam Bodnar in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

– No, absolutely not. I am the last person to suggest such a thing [filing applications to annul exams]. I am simply showing that there are legal arguments that can be presented, but I am not presenting them now, post factum; I presented them when that [Ministry of Education] regulation was issued, because it is my duty to point out legal reservations to such draft legal acts – stated Adam Bodnar in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Just a moment, nothing is settled yet. Today we have a meeting at the Social Dialogue Council at 10:00 AM, because this is the place where disputes between the social and governmental sides should be resolved - said Andrzej Dera in an interview with Piotr Witwicki on the Polsat News program 'Wydarzenia i Opinie' (Events and Opinions).

- This is a decision for the First Lady. I'll put it this way. I wouldn't rule out the First Lady joining these negotiations at all, because by nature, by conviction, by passion, she has always been a teacher and continues to practice this profession - said Andrzej Dera in an interview with Piotr Witwicki on the program „Wydarzenia i Opinie” on Polsat News.

- The regulation was issued [by the Ministry of National Education] on April 2. My opinion was on April 4. This argument about a stick in the spokes only started to appear when the strike began. I have the impression that it might have been convenient for politicians to present it that way, but I would like to say one thing. If someone were to look closely, including Marshal Bielan, who also presented such formulations regarding various opinions on educational law before the Constitutional Tribunal, they would know that we are simply consistent in opining on various legal acts concerning the education system – stated Adam Bodnar in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I cannot act in a way where I constantly wonder if something will appeal to politicians or not – he added.

President Donald Trump has been invited to the 80th anniversary commemorations of the outbreak of World War II. We're quietly hoping, there are informal signals that we can count on this visit – said Andrzej Dera in an interview with Piotr Witwicki on the Polsat News program "Events and Opinions".

- I believe that, in the end, there won't be a problem with the matura exams, that these are purely theoretical deliberations at the moment. However, in principle, I believe that finishing school should be linked to the matura exam taking place and providing a pass to further career and educational development – stated Adam Bodnar in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- The majority of demands [from guardians of disabled individuals from a year ago] have not been met. In fact, one of the most important demands was to equalize the social pension with the minimum disability pension. That was a concrete achievement by the government. The government declared some issues, for example, the creation of a unified adjudication system. To this day, this has not been completed, although work on this matter has indeed been ongoing, but it is not apparent that it will conclude with legislation – stated Adam Bodnar in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

– We are two hours before the start of talks that will be conducted by the government with trade unions, also with the participation of Minister Dera. I am still hoping for declarations regarding the suspension or perhaps withdrawal from this protest. I hope we are getting closer to an agreement, while a round table would be a broader discussion concerning issues related to the education system, and I think it would be good if this round table did not take place under such pressure of current matters – stated Paweł Mucha in an interview with Piotr Gociek on PR1's "Sygnały dnia".

Conventions will be held until May 18th. Obviously not now, as it's Holy Saturday. All the time will be used for these conventions. The topics will be national and European. So far, the conventions have had a guiding theme, so I assume that will also appear at the upcoming ones. The final convention will be a summary convention of what we have proposed and what we have done - Beata Mazurek said in an interview with Beata Michniewicz on the "Political Salon" of Radio Trójka.

"These [changes to OFE] just show that there was no money for Kaczyński's 'Five for Workers' from the very beginning. The raid on OFE is something that could have been expected" - said Ryszard Petru from Teraz! in an interview with Karolina Lewicka on Radio TOK FM's Morning Show.

"It's impossible for everything that has been promised to be fulfilled. I will submit such an amendment next week. Instead of 500 zlotys per child - 250. There would be enough money for teacher raises of exactly one thousand zlotys".

The amendment concerns regulations related to the appointment of positions in the Supreme Court, nomination proceedings for judicial positions, the lifting of judicial or prosecutorial immunity, and the jurisdiction of Supreme Court chambers. Its stated aim is to streamline procedures in these areas, according to the description on the Sejm's website. The bill itself, submitted yesterday by the PiS parliamentary club, is not yet available. Marek Ast is the representative of the initiators.

UPDATE: The bill is now available on the Sejm's website. The PiS proposal includes several points, one of which can be described as safeguard provisions (for the current government) concerning the selection of the Supreme Court President and the presidents of individual chambers. One change eliminates the quorum requirement for adopting a resolution on candidates for the First President of the Supreme Court. Another grants the President the power to appoint the President in the absence of a resolution. In the case of presidents of individual chambers, the President will be able to appoint them from among all judges of a given chamber if a resolution is not passed within a specified period.

“By dismantling the foundations of a strong state, a democratic rule of law, Poland today cannot even discuss adopting the euro. Such artificial, substitute topics lead nowhere. There are many questions for Kaczyński, or many problems that Kaczyński should solve. Kaczyński is trying to talk about something that will not happen in Poland for the next few years,” said the head of the Civic Platform-Koalicja Obywatelska club, Sławomir Neumann, in an interview with Karolina Lewicka on TOK FM Radio’s Morning Show.

I immediately announced that we would pay the strikers double. I appointed one of the biggest activists at that time, Jacek M., and he paid out the money immediately. I suggested to the teachers that in these circumstances, you should do the same. Stand on your heads to pay the strikers double, so that this government yields like that government did – said Lech Wałęsa during a press conference. - I would do this. I would sit down at the table, see what they propose, and say: thank you very much, it's impossible to reach an agreement with you. We are leaving. Teachers, grit your teeth, we will wait for a change of government, and then there will be an agreement – added the former president.

We hope for a substantive discussion. We have some proposals that meet the expectations of teachers primarily, because that is extremely important, but it seems to me that the most crucial thing today is a joint stance that would involve suspending the strike. If it must continue, let it, but we appeal for the strike to be suspended so that matriculation students can take this very important exam. All of this is in the hands of the trade unionists today - stated Michał Dworczyk in a conversation with journalists.

- I must say that we observe with regret and concern the actions of some politicians and trade unionists who are trying to politicize the strike, to which teachers have the right. Therefore, an appeal to Mr. Broniarz and Mr. Schetyna not to use teachers instrumentally and cynically. Teachers who want to earn a decent living. These earnings are indeed too low. For years, salaries have been frozen. We propose an increase in salaries, striving to meet the teachers' expectations, but we must do it in such a way that, on the one hand, teachers are satisfied, and on the other hand, the state budget can withstand it. Hence our proposal for broader discussion, dialogue, and the creation of a round table. However, what we are seeing, and how some local government officials from Civic Platform, like Mr. Schetyna, PO activists, and unfortunately some trade unionists, are trying to radicalize the sentiments of some protesters, this causes objection and great concern, because children and youth preparing for their maturitas exams are suffering. We appeal to the teachers to return to the children, so that the maturitas exams can take place according to plan – stated Michał Dworczyk in a conversation with journalists.

- I can declare: the government will do everything to ensure that every graduate this year can continue their education and enroll in higher education. However, today everything is in the hands of the teachers, hence our appeal to Mr. Broniarz and Schetyna not to instrumentalize this protest - stated Michał Dworczyk in a conversation with journalists.

Asked about the amendment to the education law, the head of the Chancellery of the Prime Minister replied: - The well-being of young people is at stake, who should be able to take their final exams, and hence our appeal.

- What is happening in Toruń is infuriating. It must be scandalous because we are dealing with another provocation, as this situation should be called, where there isn't a single zloty for teachers, but nearly 150 million is found for this so-called "first teacher of the Republic" from the perspective of Law and Justice - said Mariusz Witczak during a press conference in the Sejm.

President Jarosław Kaczyński announced a declaration regarding the euro. I believe Poles should first hear a more fundamental declaration from him concerning the security of Poland's interests. This is the declaration I sent to Jarosław Kaczyński with space for a signature. Specifically, it concerns several fundamental questions. The first is whether Jarosław Kaczyński will fully respect the results of the 2003 referendum. That was the moment when Poles decided to join the European Union. I would like to hear a commitment from Jarosław Kaczyński to respect the results of the 2003 referendum. I would also expect a declaration that no actions will be taken that weaken Poland's position in the EU. Thirdly, and most importantly, that the Law and Justice (PiS) government, nor Jarosław Kaczyński himself, will undertake any attempts to renegotiate the accession treaty concerning Poland's membership in the eurozone, nor on any other matter that undermines the very purpose of the European Union's existence – said Ryszard Petru during a press conference in the Sejm.

Michał Dworczyk, a prominent figure in Polish politics, announced a new government proposal aimed at improving the conditions for educators and, by extension, the well-being of young people.

Speaking on the matter, Dworczyk stated, "The welfare of our youth is our highest priority. Therefore, the government is proposing a salary increase of 250 PLN for senior teachers, effective from September 1st."

However, this proposed raise is contingent on a specific condition. "This increase," Dworczyk clarified, "is based on the assumption of an additional 90 minutes of weekly contact time with students."

On Thursday, April 25th at 11:00 AM, the parliamentary committee on education, science, and youth will review the opposition's motion to express a vote of no confidence in the head of the Ministry of National Education, Anna Zalewska. The date for considering the motion in the plenary hall is not yet known – as of now, this item is not included in the current schedule for Thursday's session. If not now, then the next Sejm session will take place from May 15th to 17th. This is the last session before the European elections – unless a decision is made to convene an additional one.

„There is no doubt that the provisions violate the standards of the Polish Constitution and the rule of law as contained in the EU treaties. This is another step towards taking Poland out of the European Union, practically removing EU standards from Poland. It is impossible today to reconcile EU standards, treaty provisions with the legal order that PiS is introducing through such changes” - said Jan Grabiec from Civic Platform (PO) at a press conference in the Sejm.

„The very first analyses of this law show that at least 3 ideas violate the principles of the rule of law. This is the statutory termination of proceedings concerning the appointment of judges made by the current, politicized National Council of the Judiciary (KRS). It is granting President Andrzej Duda broader powers regarding the selection of the First President of the Supreme Court and chamber presidents. It is increasing the role of the Disciplinary Chamber controlled by Ziobro's people” - added Kamila Gasiuk-Pihowicz from PO-KO.

„It looks a bit like the door is opening for a purge of all judges. If the current government wants to arrest judges who are not compliant with the current authorities, nothing will stand in their way anymore. These are Belarusian standards in an EU country. Introducing such Belarusian standards will only deepen the conflict with the European Union. At the end of this legal chaos, there will simply be Polexit” - emphasized Gasiuk-Pihowicz.

- We of course accepted the invitation because, as the government, we emphasize that we are always open to dialogue and discussion, because only in this way can we reach an agreement. This is particularly important at this moment because we are in the hot period of final high school exams (matura). Fortunately, thanks to the great determination and dedication of thousands of volunteers, it was possible to conduct the exams for 8th graders and middle school students, but now it is the time for the matura exams, an extremely sensitive period - stated Michał Dworczyk at a briefing in the RDS (Social Dialogue Council). - We heard today that the trade unions' proposal has two points. The first point concerns inviting mediators to further talks. The second point concerns salary increases. The proposals so far can, in the shortest terms, be presented in such a way that the trade union centers expected a 30% salary increase. then this proposal changed, that 30% this year, in 2019, was to be divided into two tranches, 15% each. Today we heard that the same 30% is to be divided into three further tranches, while the 30% remains unchanged all the time. In short, from a fundamental point of view, no change can be seen in this. We are of course open to introducing any new experts, mediators to the talks, although we emphasize that the chairperson of the RDS plays an excellent role as a mediator, not only institutionally but also as a person who conducted these meetings perfectly. Nevertheless, in the upcoming roundtable, we are open to using all experts proposed also by the trade union centers - added the Head of the Chancellery of the Prime Minister. As he emphasized, it can be stated briefly that there is no new idea.

- This proposal [from the trade unions] is practically the same as before. Unfortunately, their stance is very rigid, which certainly does not facilitate talks. Nevertheless, we are ready and want to remain in dialogue, we want to talk, because the most important thing now is to conduct the maturity exams (maturas) - stated Beata Szydło at a briefing in the Social Dialogue Council (RDS).

- We have prepared a new proposal for trade unions. This proposal is the commencement of a significant increase in teachers' salaries, which would begin next year, from September, from the new school year in 2020. I will give an example. An average of PLN 250 for a certified teacher for an increase of 90 minutes of work per week, and this pay rise program would be spread out, we assume, over two or three years - stated Beata Szydło at a briefing in the RDS (Social Dialogue Council).

- I hope, we all deeply believe, that we will reach an agreement, because that is what Polish schools need most today - emphasized the Deputy Prime Minister.

The government will do everything to ensure that the matura exams take place. I know that more and more teaching councils are proceeding with student classification. We sincerely thank all the principals and teaching councils that are making such decisions. I am aware that further council meetings are also scheduled for the week after the holidays. - We are also receiving disturbing signals, which is why we wanted to appeal again to Chairman Broniarz and Chairman Schetyna not to further inflame tensions among some striking teachers and not to exploit this situation. We know that in some local governments, local politicians are indeed exacerbating the situation, and here we are truly appealing for the well-being of the youth to be taken into consideration above all else at this moment, so that the strike is at least suspended during the maturita exams. If it must continue, we respect that, of course, let it continue, but for the duration of the maturita exams, we very much ask, we appeal for this form of protest to be suspended - stated Michał Dworczyk at a briefing in the RDS.

- On the seventh day of negotiations, no agreement was reached between the trade union and government sides - stated Dorota Gardias at a briefing at the RDS.

"Mr. Kaczyński invented this euro topic just as he invented three-year-old, masturbating children two or three months ago. This is an escape from the topic of teachers, from current issues. The euro must come to Poland," said the leader of the SLD, Włodzimierz Czarzasty, in an interview with Agnieszka Burzyńska for "Fakt Opinie".

Today, as an Easter gift, the Prime Minister [Szydło], in an effort to de-escalate the conflict with teachers, proposed an increase in teaching hours by two hours from September next year and a compensation of approximately 125 PLN net for a certified teacher. The proposal submitted in writing by the trade union centers to the government, which concerned the phased implementation of the projected salary increase in 2019 by 30%, taking into account what the government has already proposed and based on 2018 figures, was rejected by the government. We are to go to our colleagues with this information, asking for consultations regarding the government's proposal, because the Prime Minister expects that the community might react differently than the union leadership. Therefore, I assure the Prime Minister that we will promptly undertake such appropriate consultations – stated Sławomir Broniarz at a briefing at the RDS.

- I have an appeal to the government side, because we will surely sit at the negotiating table again more than once, for us to try to avoid discrediting our partner and constantly referring to my alleged contacts with Grzegorz Schetyna. Progress is such that we are no longer an appendage of the SLD, but now of Civic Platform, because this is not only testing the partner, but it is simply rude and untrue. Even more so because we should refer to substantive issues, bearing in mind that perhaps it will be necessary to sit down at the negotiating table with this partner again - stated Sławomir Broniarz at a briefing at the RDS.

When I hear today that Jarosław Kaczyński feels such aversion, such disgust towards the euro, his deputy prime minister, minister of finance, the unfortunately deceased Zyta Gilowska, had a plan to join the euro.
