Thursday's Political Agenda: Sejm Debates 'Emerytura Plus' and Ardanowski's Future, Pawlak Faces SKVAT Committee, Spring's Program Convention, European Coalition Unveils Slogan and 10 Goals

The Sejm will resume its session at 9:00 AM, with a block of votes beginning an hour later, at 10:00 AM. In this session, MPs will decide on the adoption of the bill concerning a one-time bonus for pensioners and disability pensioners, the so-called thirteenth pension, and on supporting Civic Platform's motion for a vote of no confidence against the Minister of Agriculture. The Sejm will also appoint the President of the Personal Data Protection Office.

At the request of Civic Platform, the current affairs briefing, scheduled from 2:15 PM, will address the situation in education and the planned teachers' protest. Among the questions in current affairs, parliamentarians will seek to learn, among other things, details regarding the prosecutor's office's actions concerning Srebrna (PO-KO motion), the Podkarpacie affair (PO-KO motion), and the level of healthcare financing in 2019 (PiS motion).

At 9:45 AM, the Amber Gold investigative committee will convene for a closed-door session once again. Immediately after the votes, the VAT fraud investigative committee will begin hearings. Former Minister of Economy, Waldemar Pawlak, will appear before the MPs first, followed by Karol Jen, a former advisor to the "Friendly State" committee.

At 11:00 AM, President Andrzej Duda will participate in the international conference "How Communism Fell. 1989 in Central and Eastern Europe". At 1:00 PM, Spring's program convention will take place with the participation of Robert Biedroń. At 1:30 PM, the slogan and 10 goals of the European Coalition will be presented with the participation of Grzegorz Schetyna, Władysław Kosiniak-Kamysz, Katarzyna Lubnauer, Włodzimierz Czarzasty, and Marek Kossakowski.

Nowoczesna Withdraws Amendment Paving the Way for Recognition of Civil Partnerships Formed Abroad

Katarzyna Lubnauer's party submitted a minor amendment to modify the provisions of the government's draft bill, only to withdraw it before the voting block, as confirmed by the Speaker of the Sejm. Some of our sources suggest that the European Coalition deemed the issue of civil partnerships to be detrimental in the current climate, and that Civic Platform may have pressured for the matter to be downplayed.

The amendment concerned a government draft bill on the submission of certain official documents in EU member states, which in practice deals with the mutual recognition of documents by authorities within the EU. To the original wording "a certificate stating that, according to Polish law, a marriage can be contracted," Nowoczesna sought to add "a certificate is also issued in the event of wishing to enter into a civil partnership in another EU member state."

The amendment was submitted in committee, subsequently failed, and was consequently put forward as a minority motion – it was the only amendment scheduled for a vote. Ultimately, this did not happen, and only the bill's adoption was put to a vote. – *I inform you that the amendment has been withdrawn* – announced the Speaker of the Sejm.

During yesterday's session of the parliamentary committee, Mirosław Suchoń, who submitted the amendment on behalf of the club, argued that the club desired "a provision in the law stating that a certificate confirming that, according to Polish law, a marriage can be contracted – that this certificate would also be issued in the case of wishing to enter into a civil partnership in another EU member state." – *There are no reasons, ladies and gentlemen – I am addressing the government here – to stand in the way of our citizens' happiness, therefore I request the adoption of our amendment* – stated the politician from Nowoczesna.

A rift between the Civic Platform-Civic Coalition club and Nowoczesna became evident yesterday in the aforementioned Committee on Administration and Internal Affairs during the second reading. Although PO MPs supported Suchoń's amendment in the debate, only he voted for it during the vote. The remaining opposition clubs abstained.

The scope of the law, which was the subject of the amendment, related to one of the documents that a Polish citizen can already present abroad, confirming their legal capacity. Such a document can be obtained at any time. It does not currently have the consequences described in the article's title, nor would it have had such consequences after the amendment's adoption. Therefore, the article's title is inaccurate.

The Nowoczesna Parliamentary Club submitted an amendment changing the wording of art. 2 point 15 of the Act on the submission of certain official documents in EU member states in order to avoid potential interpretational doubts, so that a certificate confirming that a marriage can be contracted according to European law would also be issued to persons wishing to enter into a civil partnership in EU member states.

However, during further expert consultations, it turned out that such a document is not required in any country, and certificates confirming that someone is not in a partnership are also currently issued by the authorities of every municipality to individuals who wish to marry or enter into a civil partnership abroad. Therefore, there was no need to create new legal solutions. The proposed amendment proved to be unnecessary, hence its withdrawal.
