Political Monday Plan: RDS Discusses Education Situation 7 Days Before Teachers' Strike, Biedroń's Conference, PAD in Gorzów Wielkopolski

At 9:00 AM, discussions on the situation in education will resume at the Social Dialogue Council. Prime Minister Beata Szydło asked various trade union organizations, as ZNP represented by its president Broniarz, the Forum of Trade Unions, and representatives of Solidarność were present – though it's worth noting that Piotr Duda's representatives were there without his authorization – to prepare a common, unified proposal, Elżbieta Rafalska stated on Polish Radio. The teachers' strike is scheduled to begin on April 8th.

At 9:30 AM, Danuta Huebner will hold a press briefing in Warsaw to inaugurate her European Parliament election campaign. "I regret to say that there are no grounds to go to the Presidium of the Main Board tomorrow and discuss the strike itself or its potential suspension, which Deputy Prime Minister Beata Szydło expected. The demands we put on the table, along with the demands regarding the method of achieving these results, have not been absorbed by the government side. We can only count on a breakthrough tomorrow. I hope that the government side recognizes the seriousness of the situation, its complexity, and the complicated matter, and stops making remarks about it being a protest with political undertones" - said the head of ZNP, Sławomir Broniarz.

The Forum of Trade Unions is scheduled to decide tomorrow at 1:00 PM whether it will join the nationwide strike organized by ZNP, which is set to begin on April 8. Solidarity, on the other hand, is waiting solely for the fulfillment of the 15% pay rise demand (so far, the government has declared 10%) and is prepared to sign an agreement with the government.

The talks are scheduled to resume tomorrow at 8:00 AM.

- Today I sent a letter to the Pomeranian Voivode, Dariusz Drelich, asking him for what I requested on Friday via the media, to all of you, to reconsider the decision granting permission for cyclical gatherings of the factory commission of NSZZ "Solidarność" of the Gdańsk Shipyard on several days each year. Naturally, we are most concerned about the date of June 4th. In the letter, I write, among other things, that Solidarity Square is the very core of our citizenship. On one hand, the essence of our memory, and on the other hand, a very strong and deep identity. Not only for the people of Gdańsk, Poles, but also for Europeans. Regarding memory, I believe each of us remembers. If not, they have heard from historical accounts that the erection of the monument to the fallen shipyard workers of December 1970 was one of the main demands of the striking crews united in solidarity in August 1980. An act was carried out, which seems heroic today, because in a very short time, just a few months, it was possible to erect a great monument with donations from all Poles. A monument that stands there to this day, it is sacred. I also treat it as such. The place, Solidarity Square, and the European Solidarity Centre, established five years ago, are precisely for the purpose of nurturing this memory - stated Aleksandra Dulkiewicz at a briefing in Gdańsk.

- I am puzzled, how, when we have been speaking very loudly for months that the holiday of freedom and solidarity, including June 4th, is for everyone, for Karol Guzikiewicz, for Voivode Dariusz Drelich, for everyone, for families with children, for grandparents who want to come and show their grandchildren, perhaps tell them about their own history, of which they were a part, how can this holiday be so divisive. I wonder what means the Voivode or the shipyard Solidarność would want to use to block Solidarity Square from June 4th to June 22nd. I don't know what means, but I have a historical image in my memory. Do you remember June 12, 1987, when the state authorities gathered representatives of the party and services from all over Poland to fence off Solidarity Square, and John Paul II knelt alone at this monument. Do Voivode Drelich and his followers want to resort to such means today? Is this how Solidarity Square should look on June 4th? I think not - added the Mayor of Gdańsk. As she emphasized, she is asking the Voivode for a conversation and to reconsider his erroneous decision.

Government to Discuss So-Called 'Lex Uber' on Tuesday

The Council of Ministers will address the draft amendment to the Road Transport Act, commonly known as 'Lex Uber', at its session tomorrow. This item was not included in the agenda published this morning but was added during the day.

As stated in the description, the proposal aims to "regulate the activities of entities mediating the ordering of road passenger transport services, ensure equal competitive conditions on the market and opportunities for conducting business activities in passenger transport, and guarantee passenger safety."

"The draft meets expectations arising from the need to liberalize certain conditions related to obtaining a license authorizing the performance of domestic road transport services as a taxi, passenger car, and motor vehicle designed to carry more than 7 and no more than 9 people, including the driver. Such a solution aims to facilitate entrepreneurs in starting business activities related to the commercial transport of people by the aforementioned vehicles. The proposed solutions take into account significant aspects of the organization of the road passenger transport market, including the functioning of new business models. The obligation for all intermediaries to hold a license for mediating passenger transport and the resulting conditions are intended to introduce fair and equitable principles for conducting business activities in this market segment."

Changes to the Sejm's Schedule. First Reading of "Emerytura plus" Still on Wednesday Plenary Session

The Tuesday session of the Sejm's Committee on Social Policy and Family, where the first reading of the bill on a one-time monetary benefit for pensioners and annuitants in 2019, i.e., the so-called "Emerytura plus" program, was to take place, has been cancelled.

At the same time, the first reading will be held in the plenary hall on Wednesday, during the two-day Sejm session. The consideration of the government's proposal – after the first reading – is scheduled for the same day at 1:00 PM. There is a strong indication that the bill will be voted on in Thursday's morning voting block.

It is not yet known at what time the first reading will take place – the new version of the schedule is not yet available – but it can be assumed that it will occur at the beginning of the session after 10:00 AM, given that the committee is to convene at 1:00 PM.
