Friday's Political Agenda: Hermeliński's Term Ends, Poland's Rating Update, and PM Morawiecki Meets Barnier
Today marks the end of the term for Wojciech Hermeliński, the head of the National Electoral Commission (PKW), as he reaches the age of 70. A member's term in the PKW lasts 9 years, but membership expires prematurely if a member turns 70. The successor to Hermeliński – not as head of the PKW, but as a judge – is designated by the President of the Constitutional Tribunal. Julia Przyłębska has already announced on Polsat News that this candidate is Grzegorz Jędrejek. At 9:15 AM, the President of Warsaw, Rafał Trzaskowski, will hold his press briefing. Also today, the agency Fitch is scheduled to update Poland's credit rating. At 11:00 AM, Joachim Brudziński will meet with firefighters from the Łobez district in the West Pomeranian Voivodeship. Subsequently, the Minister of the Interior and Administration will participate in the handover of rescue and firefighting vehicles to firefighters from the State Fire Service (PSP) and Volunteer Fire Brigades (OSP). Prime Minister Mateusz Morawiecki will meet at 11:00 AM with Michel Barnier, the European Commission's chief Brexit negotiator. A statement to the media at the Chancellery of the Prime Minister (KPRM) is scheduled for 11:40 AM. Meanwhile, at 10:00 AM in Poznań, a presentation will take place for the PSL candidate for the European Parliament from the Wielkopolska constituency. The conference will be attended by PSL President Władysław Kosiniak-Kamysz and MEP Andrzej Grzyb. At 11:30 AM in Warsaw, a press conference will be held by councilors from the PiS club, with the participation of European Parliament candidate and councilor Sebastian Kaleta. As announced by the organizers, "the councilors will address and provide information on actions related to clarifying the gigantic discounts granted to PO candidates by a municipal company in the local government elections". At 3:00 PM in Rzeszów, Ryszard Petru will hold a press conference on the effects of the Sunday trading ban and the ongoing signature collection for a citizens' bill to repeal the ban.

Krasnodębski on Brexit: It's Not Tusk's Fault. We'd Be Overestimating His Role a Bit
No, no, this is not Donald Tusk's fault. Why Donald Tusk? I think we would be overestimating Donald Tusk's role a bit. Donald Tusk does not run the Union - said Zdzisław Krasnodębski in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti". - I am not a supporter, I do not believe that Donald Tusk is an outstanding President of the European Council. I don't overestimate his role - Krasnodębski added.

08:10

Krasnodębski on Running from Wielkopolska: PiS Political Committee's Decision. I Didn't Agree Easily, But It's a Prestigious Region

- It was the decision of the Law and Justice political committee. I didn't agree easily, but it's a prestigious region. The proof of this is that I have excellent opponents - said Zdzisław Krasnodębski in an interview with Wojciech Dąbrowski on Polsat News' "Graffiti".

Neumann:

In the Autumn Campaign, We Will Present a Model for Repairing the School System After Zalewska

"It's impossible to bring back junior high schools again to introduce further years of chaos, so we must find a good solution together with the teaching community, local governments, parents, and a model for repairing the school system after Zalewska. We have a few good ideas. We will be presenting them during the autumn campaign" - said the chairman of the Civic Platform-Civic Coalition parliamentary club, Sławomir Neumann, in an interview with Jacek Żakowski on Radio TOK FM's Poranek.

08:23

Neumann on Schetyna-Tusk Meeting: Tusk, like us, is vitally interested in a good result for the European Coalition
A very good, several-hour meeting. There was one more person there, Paweł Graś was also present. It was a very important conversation because it concerned fundamental matters that are happening. For now, there are the European elections, and Donald Tusk, like us, is vitally interested in a good result for the European Coalition. We will communicate certain things together further” - said the head of the Civic Platform-Civic Coalition parliamentary club, Sławomir Neumann, in an interview with Jacek Żakowski on Radio TOK FM's Poranek program.

08:33

Karczewski:

ZNP President Frequently Represented Political Views and Behaved Politically

- We often see the president among the politicians of the total opposition. This association, and the association of orchestrating actions, always happens during times when the right is in power. It has always been like this. The ZNP president has very often represented political views and behaved in a political manner – said Stanisław Karczewski in a conversation with Beata Michniewicz on Polskie Radio Program III's "Political Salon".

08:41

Karczewski on Schetyna's Promise of PLN 1000 for Teachers: 'If I Can Be Malicious, Yesterday He Went to Tusk to Ask Where He Could Find This Money'

- If I can be malicious, yesterday he went to Chairman Donald Tusk to ask where he could find this money. There are contradictory reports, contradictory opinions from the politicians of the total opposition. Some say they will not change our 'Kaczyński's Fifth' announcements and that he will find additional money. It is difficult to find such money. It is impossible - Stanisław Karczewski said in an interview with Beata Michniewicz on Polskie Radio Program 3's "Political Salon".

08:44

Civic Platform on European Parliament Elections from Wielkopolska: 'These are specific elections, shaping the national delegation. Regardless of our constituency, the most important thing is rebuilding a strong position in the EU'

- These are specific elections [to the EP]. These specific elections are about shaping the national delegation. Regardless of the constituency we run from, the most important thing is to implement what is most important for us. Building a strong position for Poland in the EU, rebuilding it - stated Ewa Kopacz in an interview with Beata Lubecka on Radio Zet.

08:46

Karczewski:

Czerwińska Participated in Shaping "Kaczyński's Five"

- Teresa Czerwińska participated in shaping "Kaczyński's Five". She is one of the main authors of our excellent budget. Sealing the system is a great success of this government. It's impossible, there is no, there will be no – this was the concept of the previous government - said Stanisław Karczewski in an interview with Beata Michniewicz on Polish Radio Trójka's "Political Salon".

08:48

PEK:

If I Receive a Mandate with the Consent of Wielkopolska Voters, My Ties Will Be Very Close. I Will Have Offices There, I Will Spend Time There
When I was Prime Minister, was I Prime Minister only for Warsaw and Mazovia? When I was a minister, was I only for Warsaw and Mazovia? No, I was Prime Minister for all of Poland, a minister for all of Poland, for everyone living in Poland - stated Ewa Kopacz in an interview with Beata Lubecka on Radio Zet. I have actually fallen in love with this land. I travel there, I am in Wielkopolska, I am learning their customs and traditions, but also meeting people on the street. I do not come from Wielkopolska, I do not have family there, but if I receive this mandate [Member of the European Parliament] solely by the will and consent of the voters from Wielkopolska, then my ties will be very close. I will have offices there, I will spend time there - emphasized the former Prime Minister.

08:55

Karczewski on Senators Running for European Parliament: Absolutely No By-Elections. The Senate Will Be Smaller for Elections

- There will be no by-elections. Absolutely no by-elections. Unfortunately, it happened that one of the PO senators recently passed away. The Senate will be smaller for elections. I wish the PiS senators success in obtaining a mandate – said Stanisław Karczewski in an interview with Beata Michniewicz on Polskie Radio Program III's "Political Salon".

08:55

PEK on their English: At a basic level. What you say is important, not the language you say it in

- At a basic level [English]. Of course, everyone will polish their English. But are you convinced that everyone who gets [to the EP] speaks fluent English? No. What you say is important, not the language you say it in. This is not an election for polyglots, but for politicians who will firmly advocate for Poland's interests and fight for Polish matters in the European Parliament - stated Ewa Kopacz in an interview with Beata Lubecka on Radio Zet.

08:57

PEK:

I Will Debate Krasnodębski. In the Same Language He Uses with Kaczyński and Szydło

- I will certainly stand for a debate with him [with Zdzisław Krasnodębski]. In the same language he uses when talking with Kaczyński and Szydło. I will speak with him in that language - stated Ewa Kopacz in an interview with Beata Lubecka on Radio Zet.

09:06

Ewa Kopacz: I will encourage Tusk to run for president

- Time will tell [whether Donald Tusk will run for president] - stated Ewa Kopacz in a conversation with Beata Lubecka on Radio Zet. She added:

"Unequivocally yes [I will encourage Donald Tusk to run for president]. I believe he is an excellent candidate. The best that can be. Today we have a president who is dependent on his political base. We have a president who today, regardless of the declarations we hear from him and the proposals he makes, and to which he has legislative rights, then tries to sow doubts in public opinion about whether it should really be that way, and the party interests of his political base are a priority for him."

09:47

Neumann on Schetyna-Tusk Meeting: A Discussion on How the European Coalition Can Utilize Tusk and How We See His Future Role. I Would Have Been an Ideal Candidate for the Then-Ruling Opposition for President in 2020

I don't want to go into details. It was a good conversation about how the European Coalition can leverage Donald Tusk's potential and how we envision Donald Tusk's role in the future. We've been discussing for many months that he would be a good, even ideal candidate for the opposition, the European Coalition, then already ruling, for president in 2020” – said Sławomir Neumann, the leader of the Civic Platform-Koalicja Obywatelska parliamentary club, in an interview with Jacek Żakowski on TOK FM Radio's Morning program.

10:19

Trzaskowski:

We've found a solution that should primarily reassure Warsaw residents. There are no increases in perpetual usufruct.
I want to reassure everyone, because we have found a solution that should primarily reassure the residents of Warsaw. I want to state clearly that there are no increases in perpetual usufruct. The increases that we saw at the end of the year have all been cancelled. These increases are not happening. We have also prepared a clear solution. We are aware that a transformation is being introduced, with a 98% discount. Therefore, only one transformation fee needs to be paid - said Rafał Trzaskowski during a press conference.

10:40

Soboń:

If it turns out that local governments are using their freedom to delay enfranchisement, we will legally limit it

We take local governments seriously, and in the law giving Poles ownership, we have granted them enormous freedom. Local governments decide when to divide properties, about fees, and they organize certificates. If it turns out that local governments are using this freedom to delay enfranchisement, we will legally limit it” - said Deputy Minister Artur Soboń in an interview with Jacek Prusinowski on Radio Plus’s „Sedno Sprawy” (The Heart of the Matter).

10:44

Trzaskowski on Discounts for Election Materials on Buses: Such an Offer is Directed to All Committees. Some Use This Discount, Others Do Not

- Let's not manipulate. Discounts are always for everyone. Always, in subsequent election campaigns, if they are held. And indeed, they are held for every election campaign, such an offer is directed to all committees. Some use this discount, others do not. In this case, four committees took advantage of this discount - said Rafał Trzaskowski during a press conference.

10:57

Emilewicz on Sunday Trading Ban: I will present a report prepared by the ministry at the next government meeting

- At the next government meeting, I will present a report [on the Sunday trading ban] that we have prepared in the ministry. We have examined what Poles do on their free Sundays, whether the money they spent in shops remains in their savings accounts - stated Jadwiga Emilewicz in an interview with Łukasz Kijek on Gazeta.pl.

- This is very interesting data that strongly contests the information currently available on the market, which is commissioned by large retail chains. I don't think there will be any legislative revolution - she added.

11:09

Miller on Whether He'll Take the 13th Pension: Of Course. If the Government Gives, You Should Take

- Of course [I will take the 13th pension]. If the government gives, you should take. If the government claims there's money for it and generously distributes funds without introducing any differentiation, then the government assumes everyone will take it - stated Leszek Miller in an interview with Marek Kacprzak on WP's program "Tłit".

- A big injection of money, yes. Of course, I'm not complaining, because I know there are pensions of 1,000, 1,500 zł - he continued. - Money should be transferred with intent. Not to millionaires, but to people who are less or moderately well-off - emphasized the former Prime Minister.

11:11

Miller:

Schetyna Largely Deals the Cards in the European Coalition, and There's Nothing Strange About It

- Undoubtedly, Grzegorz Schetyna deals the cards in the European Coalition to the greatest extent, and there's nothing strange about it, because he is the leader of the largest coalition party - stated Leszek Miller in an interview with Marek Kacprzak on WP's "Tłit" program.

11:20

Miller:

If Tusk Thinks About Playing a Political Role in Poland, It Would More Likely Be the Presidential Campaign

- Donald Tusk is doing what he can. But it's not Donald Tusk pushing Great Britain out of the EU, but Great Britain doing it of its own volition - stated Leszek Miller in a conversation with Marek Kacprzak on WP's program "Tłit". He added:

"I believe Brussels is wrong to allow the British government and the British to extend the transition period. It is very good that Brussels presented an agreement that should have been adopted by the British parliament, it was not adopted, so today should be the last day of Great Britain's presence in the EU."

- Blaming Tusk for what is happening in Great Britain is a primitive and stupid view - he continued. - If Donald Tusk thinks about playing any political role in Poland, it would more likely be the presidential campaign - emphasized the former prime minister.

11:49

Kaleta:

Evidence Suggests PO Politicians Benefited from Subsidized Promotional Services of a Municipal Company. A Major Bus Scandal in Warsaw

- Evidence strongly suggests that politicians from Civic Platform (PO) benefited from promotional services of a municipal company at below-market costs. Therefore, we are preparing a draft notification to the prosecutor's office - said Sebastian Kaleta during a press briefing.

- We want to see if it's possible that the same companies had contracts for the municipal campaign, and then shortly after, Civic Platform politicians joined for the last two weeks of the campaign. This is a very serious matter. A major bus scandal in Warsaw. We will investigate the case - added Kaleta.

12:39

PMM:

If the UK Applies for Further Brexit Extension, We Will Consider It Constructively

I wanted to emphasize our partnership and express my gratitude. We find ourselves today at a crucial moment, on the day when we are expecting another vote in the British Parliament in a few hours. This vote will decide the fate of Brexit. For us, the fundamental issue is for Great Britain to remain in the EU. We have wanted this from the very beginning, and I have repeatedly urged Prime Minister May on this matter, but these are internal affairs of the British society, which decided as it did in the referendum” - said Prime Minister Mateusz Morawiecki after a meeting with the EU's Brexit negotiator, Michel Barnier.

We are at a point where, after the vote in the British Parliament, two scenarios will be possible. One is a no-deal Brexit, which we are trying to avoid together with the leaders of other countries. That is why, during the last European Council meeting, we provided further opportunities. We are also realists and expect that in the event of a negative vote, we are open to extending the process, to an application for an extension of the process of Great Britain's withdrawal from the European Union” - he added - “If Great Britain applies for a further extension, we will consider it constructively, because the way this process is organized will be very important”.

Civic Platform Demands Prime Minister's Explanation on Government Funds for 'Kaczyński's Five-Point Plan' Promotion, Calls for Election Campaign Finance Law Check

The intensified activity of Prime Minister Morawiecki and the services subordinate to him has raised concerns. It turns out that vehicles that should be at the disposal of state services, which should be used for carrying out tasks, such as ITD vehicles, are being used to promote the PiS party program. There are dozens of pieces of evidence for this. This situation raises serious concerns regarding the financing of a party campaign with public funds, which is an illegal action. The situation involving Prime Minister Morawiecki and employees of the Prime Minister's Chancellery also caught attention. On March 22nd, an announcement appeared in the Public Information Bulletin (BIP) stating that the Prime Minister's Chancellery (KPRM) had ordered advertising space for the promotion of an unspecified government program for a considerable 800,000 PLN during the European Parliament election campaign period. Looking at the legislative work of the Council of Ministers, there is no program among these documents that corresponds to the content of the order. Doubts arise as to whether this announcement, which would be placed in newspapers, will serve to promote the party's program and will have nothing to do with the actions of the Council of Ministers” - said Arkadiusz Myrcha from Civic Platform at a press conference in front of the National Election Commission (PKW) headquarters.

We are appealing to Prime Minister Morawiecki with a demand to withdraw the announced tender. Additionally, we are calling on Prime Minister Morawiecki to provide full information on what funds were used to implement the promotion of the so-called Kaczyński's five-point plan” - he added.

The PKW, in addition to conducting elections, also deals with the examination of party financing and party election campaign financing. We are submitting a request to the PKW to investigate this case, to what extent it violates the Act on Financing of Political Parties and Election Campaigns” - argued Jan Grabiec.

Czarnecki:

Government Reshuffle Will Definitely Not Happen Before Elections. If At All, Then After July

A reshuffle might occur when we already know who will be in the European Parliament, then we will talk... – stated Ryszard Czarnecki in "Sygnały dnia" on PR1. He added:

"[A reshuffle] will definitely not happen before the elections. Secondly, the European Parliament will be constituted on July 2nd, which is more than a month after the elections, and by common sense, then a reshuffle may occur, because it's difficult for it to happen earlier, when those ministers or deputy ministers who will be elected, and I don't know if all of them will be elected, the voter decides, to the European Parliament, they will not yet be MEPs at that time, so a reshuffle, if it happens at all, then it will be after July"

Say a Resounding No to PiS Taking Poland Out of the EU. Hetman's New Clip

"On February 4, 2016, Governor Przemysław Czarnek from PiS removed the EU flag from his office. Will PiS take Poland out of the EU after May 26? Say a resounding no to PiS taking Poland out of the EU," says the narrator in the new clip by Krzysztof Hetman, a PSL MEP running for another term.

PiS Builds on Momentum, Unexpectedly Expands "The Five" into "The Five Plus"

There will be "The Five Plus." - There is another issue that gives us a tailwind in a completely unexpected segment of the electorate - we hear from Nowogrodzka Street.

- PiS will expand "The Five" at its Saturday convention in Gdańsk - this sensational piece of information was unofficially confirmed to 300POLITYKA by a PiS politician. The direction of the expansion of "The Five" is said to be a complete surprise: - Nobody expects this, and we won't say anything more. The leader will announce everything - we hear.

According to 300POLITYKA's interlocutors, Jarosław Kaczyński himself, after consultations with the Prime Minister, is said to have proposed the expansion of his "Five" to surprised campaign staff. - The leader is observing the course of the campaign very carefully and has seen that there is another matter that gives us a tailwind in a completely unexpected segment of the electorate - we hear.

At Nowogrodzka Street, there is a conviction that Kaczyński's "new Five" has energized the ruling right-wing's campaign, especially at the local level. It is evident not only from polls but also from observations by leading PiS politicians that "The Five" may have reversed the perception that the political trend could change.

- After all, in every journalistic program we participate in with the opposition, the conversation mainly revolves around "The Five." The opposition is left somewhat empty-handed, and moreover, tension is growing within its ranks. Politicians from Nowoczesna say they will vote against it, PSL for it, and Schetyna is still fueling the discussion about our program, sometimes calling it handouts and at other times trying to outdo us. It doesn't hold together - a politician from Nowogrodzka tells us.

- Additionally, the grassroots meetings that our candidates and MPs are already conducting on a large scale show that people are primarily interested in "The Five" - our interlocutor says. - They ask for details, about what and when. Essentially, other topics do not exist at these meetings, and only the convinced and activists attend them - he adds.

Therefore - as we hear - Jarosław Kaczyński will announce the expansion of "The Five" in a direction no one expects at Saturday's convention in Gdańsk. - And once again, we will dominate public discussion for several days, and the opposition, before they come up with something, will be left with five press conferences a day in the Sejm, which nobody even notices anymore - a leading PiS politician tells us.

Tusk Convenes Extraordinary EU Summit for April 10th to Address Brexit

Donald Tusk, President of the European Council, has announced an extraordinary European Council meeting scheduled for April 10th. The primary agenda item for this summit will be the ongoing Brexit negotiations. The announcement was made via Twitter.

The decision to convene an emergency summit underscores the urgency and complexity of the Brexit process, as the United Kingdom's departure from the European Union continues to present significant challenges for both the UK and the remaining EU member states. The summit is expected to focus on finding solutions and agreements regarding the terms of the UK's withdrawal, potentially including discussions on the Irish border, citizens' rights, and future relations.

Further details regarding the specific objectives and expected outcomes of the April 10th summit are anticipated to be released in the coming days.

Jakubiak on discounts for election materials at Warsaw's MZA: "I think it's illegal"

- I think it's illegal. The National Electoral Commission could address this issue, but I don't know if they want to know about it - Marek Jakubiak said in an interview with Adrian Klarenbach on Polskie Radio 24.

- I am a proponent of the theory that it was not Trzaskowski who won the election, but rather a very artificially induced anti-PiS panic - Jakubiak added.

16:42

Jakubiak on LGBT+: It was sheer audacity, and the WHO, this entire health organization, should be torn up and thrown in the trash

- The honest truth is that there won't be people here who can be called specialists, can be called experts, etc. Children aged four will not be teaching me some idiocies. I won't say more because I'll get angry - said Marek Jakubiak in an interview with Adrian Klarenbach on Polish Radio 24.

- Thousands of people are listening to us, I hope. I don't want to upset them more with this fact. Firstly, it was sheer audacity, and the WHO, this entire health organization, should be torn up and thrown in the trash - added Jakubiak.

19:57

Boni:

I believe there will be no Polexit, though many PiS politicians' actions suggested such a desire

- I believe there will be no Polexit and I would not want there to be a Polexit. That is my opinion. However, there have been many different behaviors and public statements by various PiS politicians that could indicate such a desire was emerging - said Michał Boni in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" on Polsat News.

20:01

Biedroń:

Any political party that is a political 'startup' like Wiosna would dream of the poll numbers we have today

Every political party that is a political startup like Wiosna would dream of the poll numbers we have today. We are on the podium, from the beginning, even with low poll results” – said the leader of Wiosna, Robert Biedroń, in an interview with Piotr Witwicki in „Wydarzenia i opinie” on Polsat News – „Wiosna is needed because there is a need for revitalization in Polish politics”.

20:03

Kuźmiuk:

Germany is pursuing a beneficial project with a third country before our eyes, disregarding other member states. This is not how the EU can develop.

- Energy solidarity, enshrined in the Lisbon Treaty, is being disregarded as Germany pursues a beneficial project with a third country before our very eyes, to be frank, without a care for the other member states. This is not how the European Union can develop. If we do not return to our roots, to the implementation of these fundamental principles, the European Union will fall apart from within – said Zbigniew Kuźmiuk in an interview with Piotr Witwicki on the program "Wydarzenia i Opinie" on Polsat News.

20:03

Biedroń:

Today is Spring, and we will bring the Middle Ages to Power-Weary Political Parties

Today is spring, and we will only bring the Middle Ages to all political parties that are tired of power, that lack the strength to deal with the problems of Poles. What program does Civic Platform have today concerning ecology, equal opportunities, or housing construction? It has none. The European Coalition does not have such a program” – said the leader of Wiosna, Robert Biedroń, in an interview with Piotr Witwicki in „Wydarzenia i opinie” on Polsat News.

20:07

Biedroń on Theology: Why Should We Fund the Education of Priests?

If we teach about mythology, if we teach religious studies, then yes, but not theology. Let them teach theology where it belongs. Separation of church and state. I don’t understand why we should fund church universities. Philosophy, absolutely, but not theology, because theology is the domain of the church. Why should we fund the education of priests? I don’t understand it. If it’s secular [theology], then yes” – said the leader of Wiosna, Robert Biedroń, in an interview with Piotr Witwicki on Polsat News’ “Wydarzenia i opinie.”

20:12

Biedroń on Expanding Kaczyński's 'Five Plus': The Sixth Postulate: An End to PiS

"[I would expand Kaczyński's five plus] with a sixth postulate: an end to PiS. Today, PiS is incapable of realizing any postulate. It is very close to elections, the state budget has been drained. Kaczyński has ceased to be effective, he has ceased to be credible," stated Robert Biedroń, leader of Wiosna, in an interview with Piotr Witwicki on Polsat News's "Wydarzenia i opinie" program.

20:13

Kuźmiuk on Polexit: We Never Even Thought About Such a Thing, Let Alone Spoke About It
"We never even thought about such a thing [Polexit], let alone spoke about it. Given that over 80% of Poles want Poland to be a member of the European Union, a political party that would carry the banner of Poland's exit from the European Union would commit suicide," said Zbigniew Kuźmiuk in an interview with Piotr Witwicki on the "Wydarzenia i Opinie" program on Polsat News.

20:17

Biedroń on NBP Salaries: "It's a Pathology that the NBP President's Assistant Earns Almost as Much as the President. This is a State Turned Upside Down"

"I am glad we have learned how much was being paid at the National Bank of Poland (NBP). It is a pathology that the NBP President's assistant earns almost as much as the president. This is a state turned upside down, which is why transparency in this area is important" - said the leader of Wiosna (Spring), Robert Biedroń, in an interview with Piotr Witwicki on "Wydarzenia i opinie" (Events and Opinions) on Polsat News.
