No Need to Amend the Budget

Sasin:
Public Debt as a Percentage of GDP is Falling Under PiS Rule. We Aren't Indebting Poland Like Our Predecessors
- The increase in debt is always calculated in relation to GDP, and in relation to GDP, the debt is falling under PiS rule. We are not indebting Poland as much as our predecessors - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
07:58
Sasin:
There Will Be Absolutely No Need or Circumstance to Exceed the 3% GDP Deficit Limit
- We are talking about a certain perspective that lies ahead of us. 3% is not only a magic but also a legal limit, beyond which one should not go regarding the deficit. This is a reassuring message from the Prime Minister, which is a response to the doubts being voiced in public discourse that there will be a need to incur debt to fulfill our promises. Well, no. There will be absolutely no need or circumstance for us to exceed the 3% GDP limit in terms of deficit. Unlike in previous years. Often 7-8% deficit – stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:06
- Regarding the programs we proposed, Kaczyński's "Five," for this year, we are within the budget, which is this year's budget. We are within the budget, including the planned deficit. It would be excellent to expect that we would have no budget deficit. No one in the last 30 years of the Polish Republic has achieved this. I understand that you have a high opinion of our economic capabilities - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego."
08:09
- We have always had economic growth; Poland has never experienced negative economic growth, so let's not talk about some crisis. We can talk about a certain slowdown. Now I also have an important announcement. You reduce everything to what it will cost, but it's not just a cost, it's also a huge profit, these proposals of ours. Because we are currently seeing signs of a certain economic slowdown that are appearing in the global economy. Yes, exactly [if we inject money, we will stop this slowdown]. Right now, this is a powerful pro-development, pro-growth impulse, what we are doing. We are essentially ahead of what could actually happen to the Polish economy, namely a slowdown. I am convinced that we will achieve an excellent result here, and this will also generate additional revenue for the budget - stated Jacek Sasin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:16
Sasin:
If PiS wins the elections in the autumn and governs, the 13th pension will also be paid in 2020
– *The Prime Minister [Morawiecki] only says that there might be a circumstance where this deficit will depend on many factors… A 40 billion deficit would not be anything extraordinary. In the years preceding PiS rule, a 4 billion deficit was considered small* – stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
When asked about the 13th pension next year, the head of KSRM replied: – *We are still before constructing the budget for next year. Because we say very clearly, this is our commitment. If PiS wins the elections in the autumn and governs also in 2020, then the 13th pension will also be paid in 2020*.

I'm Unaware of Any Reconstruction Decision. The Timing Will Be Decided by PiS Political Leadership
- I contact Minister [Zalewska] daily, and I don't get the impression she's focused on her election campaign. Instead, she is absolutely focused on her work at the ministry – stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
- I am not the person who makes decisions in this matter [government changes]. It is not within my competence to decide on the composition of the Council of Ministers. I am unaware of any such decision [about a pre-EP election reconstruction]. If a decision on reconstruction is made, and it certainly will be, considering that some ministers are running in these elections and will likely obtain mandates, the timing of this reconstruction will be a moment decided by the political leadership of PiS – he continued.

Gowin:
Lowering PIT is Not an Electoral Sausage
- Something I am very happy about, namely the lowering of PIT, the lower rate. This is not an electoral sausage. Lowering taxes is always an action stimulating economic development - stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

We Respect Teachers' Expectations. This Year, We Cannot Afford Higher Raises Than Those We Propose
- We are aware that the possibility of a strike is growing with each passing day, but the responsibility for the budget and the state, and for the young generation of Poles, for the children and youth who will take exams, all this responsibility leads us to say: we respect teachers' expectations, this year we cannot afford higher raises than those we propose. The exams will take place - stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.
08:46
Gowin:
It was known for 3 years that Zalewska would run for the European Parliament
08:50
Gowin:
Post-Election Government Reshuffle Seems Inevitable as Some Ministers Will Likely Become MEPs. I Don't Consider an Earlier Reshuffle Necessary
- The government is like a group of commandos deployed on a mission. Here, everyone carries the burdens of the others. Prime Minister Morawiecki will decide on [the government reshuffle]. A few weeks or a dozen or so days ago, in an interview for Polsat, he announced that he would present his proposals in the coming weeks. I think that in a few, or a dozen or so days, we will know what the Prime Minister has decided. A post-election reshuffle will be inevitable, as some ministers will likely take up the roles of Members of the European Parliament. Before the elections – please invite the Prime Minister here. I don't consider an earlier reshuffle necessary – stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

Lubnauer:
Poland Cannot Afford PiS's Proposals
- We are probably the only group in parliament right now that quite unequivocally says that Poland cannot afford the proposals submitted by PiS - stated Katarzyna Lubnauer in an interview with Robert Mazurek on RMF FM. She added:
"If we hear from Prime Minister Mateusz Morawiecki that the state deficit is to be as high as 2-3% next year. But that's the maximum; if we exceed 3%, we enter the excessive deficit procedure. Then we could face financial penalties of up to 0.5% of GDP. Meanwhile, if the state debt - as we currently have - is around 49% of GDP, then according to European Union rules, we should not exceed 1% of GDP in terms of state deficit. There are no sanctions then, but there are recommendations."
09:12
Lubnauer:
We Will Likely Vote Against 500 Plus for the First Child
- We don't have the final club decision yet, but we previously voted against 500 plus, and likely this time we will also vote against 500 plus for the first child. We believe there are other priorities - stated Katarzyna Lubnauer in an interview with Robert Mazurek on RMF FM.
- A very simple rule: we believe the state has other priorities, that at a time when there is no money for teacher salary increases, for a better functioning healthcare system, where - I remind you - we still have healthcare spending just above 4% of GDP - and a safe level above 6% of GDP is only a safe level for healthcare. The majority of Poles are concerned about access to healthcare. Care for the disabled. If there is no money for these, then there is no money for social programs like 500+. However, there are acquired rights, there is continuity of the state and responsibility for the state's commitments - added the leader of Nowoczesna.

Czarzasty:
Biedroń has already resigned from his councilor mandate, now he will resign from his MEP mandate if he gets it, then from his parliamentary mandate, and in the end, we'll elect him president and he'll resign from the presidency
- [Joanna] Scheuring-Wielgus is second [on the Spring ticket] behind Robert Biedroń, because Biedroń, as we all remember, said that if he is elected, he will resign from that mandate. By the way, I recommend voting directly for Scheuring-Wielgus, because really, what is the point of performing this acrobatic feat? It's deceit. We are running to attract votes, and we are so few that consequently, in a moment, we will run in other elections to attract votes, we resign, we run in other elections to attract votes, we resign. This is an absurdity. Biedroń has already resigned from his councilor mandate, now he will resign from his MEP mandate if he gets it, then from his parliamentary mandate, and in the end, we'll elect him president and he'll resign from the presidency. There are different ways to conduct politics. From what we can see, different politics is possible - stated Włodzimierz Czarzasty in an interview with Paweł Lisicki on "Salon polityczny Trójki".

Łapiński:
Schetyna United the Opposition. There Will Be One Main Opposition List, and That Is Primarily His Success
09:59
Łapiński:
I Don't Think Poles Widely Ponder Where Budget Money Will Come From. They're More Likely Looking at Whether Their Wallets Will Have the 13th Pension and 500+ for the First Child.
10:02
- This is the best proof of how unpredictable and unreliable the European Coalition and Civic Platform are. On the one hand, they promise and say various things, and in the votes, something else emerges. Today, Civic Platform says they are for 500+, and in the Sejm, they voted against - said Deputy Minister Paweł Szefernaker on Polskie Radio 24.
- They say they are going to represent Polish interests, but when it comes down to it, one votes 'for,' another 'against,' and a third abstains. Yesterday's vote showed that when it comes down to it, some of them abstain. So why did they go to Strasbourg? - he added.
10:03
10:09
- I would have a big problem with it, because there are a lot of misrepresentations in the debate. We need to find a balance between authors' rights and press rights. I would have a problem with it. I probably wouldn't support this directive, with these articles. I would abstain from voting - said the Mayor of Warsaw, Rafał Trzaskowski, in a conversation with Piotr Witwicki on Polsat News.
- The party's stance was clear, to vote against it if Article 13 was there, but other MEPs who worked on this directive believe that after all these changes, there is no risk of content censorship on the internet and that this risk is indeed very limited - he added.
10:19
Trzaskowski:
Absolute Majority, 98% of EPP Candidates Will Join the EPP. Żukowska: No One from the SLD Will Be in the EPP
“An absolute majority has declared that they will be in the EPP. Two people say it will be difficult for them to join the EPP. An absolute majority, 98% of all candidates, declares that it will be difficult for them to join the EPP. The rest will join the EPP” - said the Mayor of Warsaw, Rafał Trzaskowski, in an interview with Piotr Witwicki on Polsat News.
SLD spokesperson Anna-Maria Żukowska responded to these words on Twitter.

First Reading of 'Emerytura Plus' Bill in Parliamentary Committee
On Tuesday, April 2nd, at 6:00 PM, the parliamentary committee on social policy and family will hold the first reading of the government's draft bill on a one-time cash benefit for pensioners and disability pensioners in 2019. This is the so-called 'Emerytura Plus' (Pension Plus) program, which the government adopted at its last session. As announced, the Sejm is expected to address it during an additional Sejm session next week.

Sport Unites Like Few Other Fields, and We Need Unity Today
“I am immensely pleased that Polish sport is increasingly being noticed by large Polish companies, that the successes of athletes are appreciated, and that large Polish corporations are creating their own scholarship programs,” said Prime Minister Mateusz Morawiecki during the “Copper Rivalries” conference.
“For me, there is no doubt that sport is one of the key areas of social and public life. Sport unites like few other fields, and we need unity and togetherness today. I am glad that when our athletes win, regardless of political affiliations, we all rejoice,” he added.

Szumilas:
Has the Government Closed Negotiations with Teachers? Is April 1st Truly a Joke?
„In the face of the crisis in education, teachers and parents are listening very carefully to the voices of government representatives. They would like to hear what solution will come from the government, what solution the government is proposing, so that a teachers' strike does not occur and so that exams can proceed smoothly. Following the recent statements by government members, I have a fundamental question: has the government closed negotiations with teachers, and is the date of April 1st truly a joke, because yesterday we heard that the budget is not made of rubber, and today Minister Sasin says that the 1000 zlotys that teachers are demanding is a prohibitive amount” - Krystyna Szumilas from Civic Platform (PO) said at a press conference in the Sejm.
12:43
Jaki:
Today and Tomorrow I Have a Series of Meetings in Podhale and I'm Using My Leave
- If this [government] reconstruction is necessary and linked to the results of the European Parliament elections, then it will certainly happen. As you know, the final decision here will belong to the Prime Minister and the leaders of the United Right camp - stated Patryk Jaki at a briefing in Zakopane.
- Regarding the matter of my leave, I am of course on leave today. Today and tomorrow I have a series of meetings in Podhale and I am using my leave. When I am on leave, I am using my own money - added the candidate for MEP.
13:00
Jaki:
Only Two Countries Have Benefited from the Euro; The Rest Have Lost. I Am Convinced It Would Cause Hyperinflation in Poland
- I would like Poland to fight for its economic interests in such a way that it does not adopt the euro quickly, because, as you know, one can refer to the latest reports, there are only two countries that have benefited from the euro. The rest have lost. I am convinced that in Poland, it would cause hyperinflation of prices, and our task is to take care of the citizens - stated Patryk Jaki at a briefing in Zakopane.

"The whole truth about KE leaders: one day they promise they will implement and continue the social programs introduced by PiS, and the next day, after just a few hours, they deny it, create difficulties, and say it won't be implemented or will be changed. To this lack of credibility, arrogance and hubris is added, talking about 'an election handout in the form of 880 zloty'" - said Deputy Prime Minister Beata Szydło at a press conference.
"This is the truth about the KE, about politicians who lie, change their minds, who say one thing during election campaigns and do another when they govern. Yesterday, ACTA was voted through, a blow to freedom of speech. PO, as recently as last year and just a few days ago, announced that they would never vote for this bad directive, which strikes at freedom of speech. Yesterday, the majority of PO MEPs voted 'yes'" - she added.

There is no possibility of exams not taking place
"The exams will take place. There is no possibility of exams not taking place. The youth can calmly prepare for these exams. Parents can be at ease. When it comes to the functioning of schools and childcare, school principals are responsible" - said Deputy Prime Minister Beata Szydło at a press conference.

Saryusz-Wolski:
Tusk Sides with Limiting Internet Freedom
- A mechanism for censoring and filtering the internet has been introduced. For me, freedom is more important than property rights. This creates the threat that someone will not resist the temptation to use this tool not only for copyright protection or safeguarding, but simply to censor, just as books were once burned at the stake. It will be one button called 'delete'. Furthermore, there is a threat that foreign services of great powers, hostile to the West, could gain access to filtering and censorship centers. And we know that social platforms like Facebook were used to falsify democratic elections in Western countries – Western Europe and America. This is a very dangerous tool. Matters can be resolved differently, yet censorship and internet filtering are emerging at the cost of freedom, and the perpetrators of this failure are the PO MPs and Chairman Tusk, who in this matter stands on the wrong side. Not on the side of freedom, but on the side of limiting freedom on the internet – stated Jacek Saryusz-Wolski in an interview with TVP Info.

Sejm to Address 13th Pension and Agriculture Minister's Dismissal Vote at Next Session
- At the next Sejm session, MPs will consider the 'thirteenth' pension bill for retirees and pensioners, as well as the Civic Platform-Kukiz'15 motion to dismiss the Minister of Agriculture - informed Beata Mazurek. She added, "it will be an opportunity to remind everyone what good the Law and Justice party has done in the agricultural sector." The next Sejm session will take place on April 3-4, i.e., next week.

- You rightly noted that this is a rumour. That has already been denied [information about the resignation of the Finance Minister]. I have not heard such information from Mrs. Czerwińska or from anyone representing the government or the Prime Minister - stated Beata Mazurek at a briefing in the Sejm.
- We are also not discussing that at all [regarding Minister Zalewska's resignation]. At least not in the circles I have participated in - she added. As the PiS spokesperson emphasized, she had not heard about a government reshuffle.

On April 7th in Warsaw, European Commission Vice-President Frans Timmermans, the face – as his supporters say – of the fight for the rule of law in Poland, will meet with the leader of the Spring party, Robert Biedroń, 300POLITYKA has learned. The meeting is set to take place during the Commissioner's special visit to Warsaw – we hear.
According to our sources, everything indicates that Spring will be the only Polish party Timmermans will meet with, and also the only one he will support in the European Parliament elections, as the so-called spitzenkandidat (lead candidate) of the European socialists in the European elections.

The preliminary schedule for next week's additional Sejm session indicates that on Wednesday, April 3rd, at 11:00 AM, the second reading of the bill concerning a one-off monetary benefit for pensioners and disability pensioners in 2019 will take place. This is the so-called 'Emerytura Plus' (Pension Plus) from Kaczyński's 'five-point' plan. The first reading is scheduled for the previous day, in the evening, in a Sejm committee.
Many signs point to the Sejm adopting the government's proposal the following day, Thursday morning, between 9:00 AM and 11:00 AM. If this proves unsuccessful, the next session will be held a week later. At that time, MPs will also appoint the President of the Personal Data Protection Office. PiS's candidate for this position is Jan Nowak.
Furthermore, on Wednesday, the Sejm will consider the Civic Platform-Koalicja Obywatelska (PO-KO) motion to dismiss Jan Krzysztof Ardanowski from his position as Minister of Agriculture and Rural Development. This item will be addressed between 8:15 PM and 9:45 PM. MPs will also – as part of the first reading – discuss the PiS bill concerning a 15% reduction in the tax on certain minerals.

Schetyna:
I Worst Assess This Kind of Politics, Namely Political Corruption. Here's Money, It's the First and Last Time, Just Remember Elections Are in Two Weeks
- We don't have this project on the table yet [regarding Emertury Plus]. It's even simpler than it seemed, as it's to be paid out in May, two weeks before the elections, in order to effectively direct the emotions of pensioners and disability pensioners towards these [European Parliament] elections. I believe PiS is completely missing social expectations. They don't sense these emotions - stated Grzegorz Schetyna in an interview with Bogdan Rymanowski on Polsat News' "Events and Opinions."
- In September [last year], 300 PLN was paid out before children went back to school, before the start of the school year, and absolutely no one noticed it. I don't know how it will be now. I have the worst thoughts, I worst assess this way of conducting politics, which is precisely this kind of political corruption. Here's money, it's the first and last time, just remember that elections are in two weeks. This is classic PiS politics - added the Civic Platform leader.
20:08
- A dignified pension, a higher pension, the possibility of a 13th pension, as we have said many times, after all, this idea comes from us, from our shadow cabinet. We talked about staying in the labor market, having higher pensions, and simply earning more. This was the offer for pensioners. And here it is given once, and it is dedicated to the election campaign - stated Grzegorz Schetyna in an interview with Bogdan Rymanowski on Polsat News' "Wydarzenia i opinie".
- Of course we will support [the Emerytura Plus bill], because it is difficult to take money away from those who are entitled to it, that is, in this case, pensioners and disability pensioners, but we will talk about teachers, people with disabilities - he added.
20:15
Schetyna:
No Cuts to 500+ for the Unemployed. Augustyn's Remarks About Quitting Jobs for the Benefit Misunderstood.
- Of course not [there will be no restriction on access to funds from the 500+ program for the unemployed]. But we want to be very clear, and this is how I understand the statement by MP Augustyn, that it is difficult to imagine, to accept a situation where someone quits their job, or both parents quit their jobs, to receive 500+ and create a household budget from it. We care about activity in the labor market, so that work pays off. Hence the "Higher Wages" program - stated Grzegorz Schetyna in an interview with Bogdan Rymanowski on Polsat News' "Wydarzenia i opinie".
20:18
Schetyna:
If the government fails to meet the expectations of the teaching community and does not grant the 1000 PLN gross raise, we will provide that raise.
20:25
Schetyna:
There's panic in PiS. They feel an approaching defeat
- I believe there is panic [in PiS]. That they feel defeat, an approaching defeat. They are organizing an evacuation operation to Brussels. They are running there, wanting to get there as quickly as possible to forget, to start earning in euros, to forget about the troubles they have left here. But Poles will not forget – stated Grzegorz Schetyna in an interview with Bogdan Rymanowski on Polsat News' "Wydarzenia i opinie".
20:30
Schetyna:
Parliamentary elections will be a fight for everything. I don't believe Zdrojewski will raise the white flag. I know him too well.
- I have spoken with him [Bogdan Zdrojewski] many times and told him that he is needed in national politics. It's not as if these are elections that end everything - stated Grzegorz Schetyna in an interview with Bogdan Rymanowski on Polsat News' "Wydarzenia i opinie". He added:
"Of course, we will fight shoulder to shoulder in the parliamentary elections. I will convince him that these most important elections, the elections for everything, will take place in October 2019. If someone doesn't want to stand in them and fight truly, for Poland, for democracy, for the rule of law, for the most important things, it means they are raising the white flag. I don't believe Bogdan Zdrojewski will do that. I know him too well."
20:37
- Certainly not [the coalition, in the event of an election victory, will not introduce adoption of children by homosexual couples]. I am sure. [Civil partnerships] – we will see what the composition of the coalition, the parliament will be, what the voters' expectations will be on this matter. I'm actually talking about this in an interview [for one of the portals], I highly recommend reading it, the interview will be published tomorrow. If we have a ready majority in parliament on this issue, then I am ready to push this project forward – stated Grzegorz Schetyna in a conversation with Bogdan Rymanowski on Polsat News' "Wydarzenia i opinie”.
20:40
Giertych:
Perhaps Some State Treasury Companies Should Be Partially Privatized to Fund Teacher Salary Increases, as They Earn Far Too Little
Perhaps some State Treasury companies should be partially privatized to ensure funds for salary increases for teachers, who earn far too little," stated Roman Giertych in an interview with Monika Olejnik on TVN24's "Kropka nad i" (The Dot Over the 'i').
21:44
Gowin:
We Will Ensure Exams Take Place. Plan B is Being Prepared. Minister Zalewska Will Speak at the Appropriate Time
„If the conversation [with teachers] leads to nothing, we will ensure that the exams take place. I can assure all parents and students of this. Plan B is being prepared. Minister Zalewska will speak on this matter at the appropriate time. For now, we are still hoping to reach an agreement with the trade unions and the entire teaching community” – said Deputy Prime Minister Jarosław Gowin in an interview with Anita Werner on „Fakty po Faktach” on TVN24.
21:54
Gowin:
I have my knowledge and my predictions, but regarding Czerwińska's fate, only two people can speak: herself and the Prime Minister
“[The decision to resign] is the sovereign decision of every minister. It would not be wise for any member of the government to say whether they would be surprised [by Czerwińska's resignation]. I have my knowledge, I have my predictions, but regarding Minister Czerwińska's fate, there are only two people in the government authorized to speak about it: herself and Prime Minister Morawiecki” - said Deputy Prime Minister Jarosław Gowin in an interview with Anita Werner on “Fakty po Faktach” on TVN24.
“Prime Minister Morawiecki highly values Minister Czerwińska's competencies” - he added.
