At 9:00 AM, the parliamentary investigative committee for VAT fraud will begin its hearings. First to appear will be Anna Cyrańska, former director at the Ministry of Finance, followed by Dariusz Łuczak, former head of the Internal Security Agency (ABW).

The budget is already a final fact. We have a very clear message. As we can say today, there is absolutely no need to amend the budget. - The increase in debt is always calculated in relation to GDP, and in relation to GDP, the debt is falling under PiS rule. We are not indebting Poland as much as our predecessors - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- We are talking about a certain perspective that lies ahead of us. 3% is not only a magic but also a legal limit, beyond which one should not go regarding the deficit. There will be absolutely no need or circumstance for us to exceed the 3% GDP limit in terms of deficit. Unlike in previous years. - Regarding the programs we proposed, Kaczyński's "Five," for this year, we are within the budget, which is this year's budget. We are within the budget, including the planned deficit. Because we are currently seeing signs of a certain economic slowdown that are appearing in the global economy. Yes, exactly [if we inject money, we will stop this slowdown]. Right now, this is a powerful pro-development, pro-growth impulse, what we are doing. We are essentially ahead of what could actually happen to the Polish economy, namely a slowdown. I am convinced that we will achieve an excellent result here, and this will also generate additional revenue for the budget - stated Jacek Sasin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

– *The Prime Minister [Morawiecki] only says that there might be a circumstance where this deficit will depend on many factors… A 40 billion deficit would not be anything extraordinary. In the years preceding PiS rule, a 4 billion deficit was considered small* – stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

When asked about the 13th pension next year, the head of KSRM replied: – *We are still before constructing the budget for next year. Because we say very clearly, this is our commitment. If PiS wins the elections in the autumn and governs also in 2020, then the 13th pension will also be paid in 2020*.

These demands, I don't know if they are for all teachers, but we can say that the demands formulated by Mr. Broniarz, the president of ZNP, are completely prohibitive demands, not aimed at achieving something for teachers, but aimed at preventing an agreement. Let me make it clear what these demands are: 1000 PLN net, not gross, added to the base from which a teacher's salary is calculated. For a certified teacher, it's 1.8 of this base. So, a demand for 1000 PLN net translates to 1800 PLN net. This is added to the base, and the salary of a certified teacher constitutes about 60% of all teachers. This means an 1800 PLN net raise, which is 2600-2700 PLN gross. This demand for a raise is higher than the minimum wage in Poland - stated Jacek Sasin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego." - We are ready to talk about eliminating various burdens that teachers also face, administrative ones, so that the work of teachers can indeed be effective - he added. - There is certainly no possibility, I want to say this clearly, to accommodate these raises at the level Mr. Broniarz wants, because it would cost 17 billion PLN annually - emphasized the PiS politician.

- I contact Minister [Zalewska] daily, and I don't get the impression she's focused on her election campaign. Instead, she is absolutely focused on her work at the ministry – stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- I am not the person who makes decisions in this matter [government changes]. It is not within my competence to decide on the composition of the Council of Ministers. I am unaware of any such decision [about a pre-EP election reconstruction]. If a decision on reconstruction is made, and it certainly will be, considering that some ministers are running in these elections and will likely obtain mandates, the timing of this reconstruction will be a moment decided by the political leadership of PiS – he continued.

- Something I am very happy about, namely the lowering of PIT, the lower rate. This is not an electoral sausage. Lowering taxes is always an action stimulating economic development - stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

- It would be unfair if such proposals were to be learned about from the media. We are certainly not in a position to meet the expectations formulated by the trade unions. They are talking about 1,000 PLN to the base salary. This actually means, with allowances, around 2,000 PLN. This translates to around 17 billion PLN nationwide, annually. There is no such money in this year's budget, nor, to my most honest knowledge, in next year's either. We are proposing to accelerate the wage increase that was planned for next year - stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

- We are aware that the possibility of a strike is growing with each passing day, but the responsibility for the budget and the state, and for the young generation of Poles, for the children and youth who will take exams, all this responsibility leads us to say: we respect teachers' expectations, this year we cannot afford higher raises than those we propose. The exams will take place - stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

• It has been known for 3 years that [Anna Zalewska] would run in the European Parliament elections. I would like to remind you that at the end of 2015, she resigned from taking up the mandate of a Member of the European Parliament precisely to take responsibility for this, as we can see, difficult reform. She had clear expectations from her party, PiS, to quickly implement the reform and bring about a return to 4-year high schools – stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

- The government is like a group of commandos deployed on a mission. Here, everyone carries the burdens of the others. Prime Minister Morawiecki will decide on [the government reshuffle]. A few weeks or a dozen or so days ago, in an interview for Polsat, he announced that he would present his proposals in the coming weeks. I think that in a few, or a dozen or so days, we will know what the Prime Minister has decided. A post-election reshuffle will be inevitable, as some ministers will likely take up the roles of Members of the European Parliament. Before the elections – please invite the Prime Minister here. Absolutely not. There are no such expectations [that Minister Czerwińska should resign]. Everyone in the government considers Minister Czerwińska to be an outstanding professional. I can say this with even greater conviction, as she was an excellent Deputy Minister of Science for 1.5 years – stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet.

Generally speaking, the estimates were conducted by Prime Minister Morawiecki before the convention where this program was announced. His authority, as someone who achieved spectacular successes in private business, and then very significant successes as Deputy Prime Minister and Minister of Development, and subsequently Prime Minister in the public sector. The details are, of course, to be refined, primarily in the Ministry of Finance, but also in other ministries, because the government and the budget must be viewed as a whole. Of course, the [financing] isn't buttoned up to the last detail, because the economy is a dynamic space. Much depends on the pace of economic development, whether it will be like in 2018, a pace of 5% or 4% - stated Jarosław Gowin in an interview with Beata Lubecka on Radio Zet. He emphasized that he is convinced that in 2019 and 2020, the 3% deficit is not at risk.

- We are probably the only group in parliament right now that quite unequivocally says that Poland cannot afford the proposals submitted by PiS - stated Katarzyna Lubnauer in an interview with Robert Mazurek on RMF FM. She added:

"If we hear from Prime Minister Mateusz Morawiecki that the state deficit is to be as high as 2-3% next year. But that's the maximum; if we exceed 3%, we enter the excessive deficit procedure. Then we could face financial penalties of up to 0.5% of GDP. Meanwhile, if the state debt - as we currently have - is around 49% of GDP, then according to European Union rules, we should not exceed 1% of GDP in terms of state deficit. There are no sanctions then, but there are recommendations."

- Wise countries, when the economic climate is favorable, save money, and incur debt when there is a crisis. However, if someone incurs debt when the economic climate is favorable, it means that when a crisis comes, they will have a severe crisis. What the Polish government is doing is irresponsible. Most European Union countries this year, 2018, will probably have a budget surplus. In 2017, it was 13 out of 27-28 countries. However, in 2018, there may be even more such countries. Poland has consistently had a deficit - emphasized the leader of Nowoczesna.

- We don't have the final club decision yet, but we previously voted against 500 plus, and likely this time we will also vote against 500 plus for the first child. We believe there are other priorities - stated Katarzyna Lubnauer in an interview with Robert Mazurek on RMF FM.

- A very simple rule: we believe the state has other priorities, that at a time when there is no money for teacher salary increases, for a better functioning healthcare system, where - I remind you - we still have healthcare spending just above 4% of GDP - and a safe level above 6% of GDP is only a safe level for healthcare. The majority of Poles are concerned about access to healthcare. Care for the disabled. If there is no money for these, then there is no money for social programs like 500+. However, there are acquired rights, there is continuity of the state and responsibility for the state's commitments - added the leader of Nowoczesna.

• Contacts within the European Coalition are very good. It's a difficult coalition. I always say, and I think more and more leaders in this coalition are speaking with a similar voice: we are different. Simply put, we are different. These are five different parties with different programs - stated Włodzimierz Czarzasty in an interview with Paweł Lisicki on "Trójka's Political Salon".
• On the most important matters, despite programmatic differences, we must find common ground. This is a big deal and I wanted to also say: a great skill. Schetyna won't eat me, nor will I eat Schetyna. We are big boys, we can't digest that. Nor Mr. Kosiniak-Kamysz, nor Ms. Tracz, nor Ms. Lubnauer - added the leader of the SLD. As he emphasized, the main point of the European Coalition is to prevent Poland from being taken out of the European Union and to ensure the EU remains a stable entity.

- [Joanna] Scheuring-Wielgus is second [on the Spring ticket] behind Robert Biedroń, because Biedroń, as we all remember, said that if he is elected, he will resign from that mandate. By the way, I recommend voting directly for Scheuring-Wielgus, because really, what is the point of performing this acrobatic feat? It's deceit. We are running to attract votes, and we are so few that consequently, in a moment, we will run in other elections to attract votes, we resign, we run in other elections to attract votes, we resign. This is an absurdity. Biedroń has already resigned from his councilor mandate, now he will resign from his MEP mandate if he gets it, then from his parliamentary mandate, and in the end, we'll elect him president and he'll resign from the presidency. There are different ways to conduct politics. From what we can see, different politics is possible - stated Włodzimierz Czarzasty in an interview with Paweł Lisicki on "Salon polityczny Trójki".

Grzegorz Schetyna has done something quite significant. He has united the opposition. There will be one main opposition list, and this is primarily his success, because he worked towards it, he probably did the most in this matter. This unification likely took place on his terms in some way. I don't want to say whether he subjugated others or not, because I don't know it that well, but certainly this unification happened on his terms, and he was probably the person who cared most about this coalition and who is also likely gaining the most from it at this moment - stated Krzysztof Łapiński in an interview with Jacek Prusinowski on Radio Plus.

The Prime Minister has already clearly explained that there will definitely be money in the budget and there is no problem. I don't know if Poles, on a daily basis and en masse, are strongly interested in where the money will come from for what they will receive, whether it's a pension or 500+ or something else. I don't think it's something Poles ponder every day. They are more likely looking at whether the 13th pension will be in their wallets, whether there will be 500+ for the first child, so I don't think this will be a problem in the long run. Aside from the concerns of the Prime Minister or the Minister of Finance, who must construct the budget – stated Krzysztof Łapiński in an interview with Jacek Prusinowski on Radio Plus.

- This is the best proof of how unpredictable and unreliable the European Coalition and Civic Platform are. On the one hand, they promise and say various things, and in the votes, something else emerges. Today, Civic Platform says they are for 500+, and in the Sejm, they voted against - said Deputy Minister Paweł Szefernaker on Polskie Radio 24.

- They say they are going to represent Polish interests, but when it comes down to it, one votes 'for,' another 'against,' and a third abstains. Yesterday's vote showed that when it comes down to it, some of them abstain. So why did they go to Strasbourg? - he added.

The ACTA2 Directive will have to be implemented into Polish law by Poland. It is important to carry out the implementation in such a way that the negative consequences for internet users are as minimal as possible. Copyright must be protected, but in the 21st century, the freedom that the internet provides is also important. The direction of ACTA2 - in articles 11 and 13 - is to introduce censorship preventatively. The method of implementation into Polish law will be important – said Deputy Minister Paweł Szefernaker on Polish Radio 24.

- I would have a big problem with it, because there are a lot of misrepresentations in the debate. We need to find a balance between authors' rights and press rights. I would have a problem with it. I probably wouldn't support this directive, with these articles. I would abstain from voting - said the Mayor of Warsaw, Rafał Trzaskowski, in a conversation with Piotr Witwicki on Polsat News.

- The party's stance was clear, to vote against it if Article 13 was there, but other MEPs who worked on this directive believe that after all these changes, there is no risk of content censorship on the internet and that this risk is indeed very limited - he added.

“An absolute majority has declared that they will be in the EPP. Two people say it will be difficult for them to join the EPP. An absolute majority, 98% of all candidates, declares that it will be difficult for them to join the EPP. - A mechanism for censoring and filtering the internet has been introduced. For me, freedom is more important than property rights. This creates the threat that someone will not resist the temptation to use this tool not only for copyright protection or safeguarding, but simply to censor, just as books were once burned at the stake. - At the next Sejm session, MPs will consider the 'thirteenth' pension bill for retirees and pensioners, as well as the Civic Platform-Kukiz'15 motion to dismiss the Minister of Agriculture - informed Beata Mazurek. On April 7th in Warsaw, European Commission Vice-President Frans Timmermans, the face – as his supporters say – of the fight for the rule of law in Poland, will meet with the leader of the Spring party, Robert Biedroń, 300POLITYKA has learned. The preliminary schedule for next week's additional Sejm session indicates that on Wednesday, April 3rd, at 11:00 AM, the second reading of the bill concerning a one-off monetary benefit for pensioners and disability pensioners in 2019 will take place. This is the so-called 'Emerytura Plus' (Pension Plus) from Kaczyński's 'five-point' plan. The first reading is scheduled for the previous day, in the evening, in a Sejm committee.

Many signs point to the Sejm adopting the government's proposal the following day, Thursday morning, between 9:00 AM and 11:00 AM. If this proves unsuccessful, the next session will be held a week later. At that time, MPs will also appoint the President of the Personal Data Protection Office. PiS's candidate for this position is Jan Nowak.

Furthermore, on Wednesday, the Sejm will consider the Civic Platform-Koalicja Obywatelska (PO-KO) motion to dismiss Jan Krzysztof Ardanowski from his position as Minister of Agriculture and Rural Development. This item will be addressed between 8:15 PM and 9:45 PM. MPs will also – as part of the first reading – discuss the PiS bill concerning a 15% reduction in the tax on certain minerals.

- We don't have this project on the table yet [regarding Emertury Plus]. It's even simpler than it seemed, as it's to be paid out in May, two weeks before the elections, in order to effectively direct the emotions of pensioners and disability pensioners towards these [European Parliament] elections. I believe PiS is completely missing social expectations. They don't sense these emotions - stated Grzegorz Schetyna in an interview with Bogdan Rymanowski on Polsat News' "Events and Opinions."

- In September [last year], 300 PLN was paid out before children went back to school, before the start of the school year, and absolutely no one noticed it. I don't know how it will be now. I have the worst thoughts, I worst assess this way of conducting politics, which is precisely this kind of political corruption. Here's money, it's the first and last time, just remember that elections are in two weeks. This is classic PiS politics - added the Civic Platform leader.

- Of course we will support [the Emerytura Plus bill], because it is difficult to take money away from those who are entitled to it, that is, in this case, pensioners and disability pensioners, but we will talk about teachers, people with disabilities - he added.

- Of course not [there will be no restriction on access to funds from the 500+ program for the unemployed]. But we want to be very clear, and this is how I understand the statement by MP Augustyn, that it is difficult to imagine, to accept a situation where someone quits their job, or both parents quit their jobs, to receive 500+ and create a household budget from it. We care about activity in the labor market, so that work pays off. If the Morawiecki government, or any other prime minister after him, before the October elections, fails to meet the expectations of the teaching community and does not grant the 1000 PLN gross raise, then I have said it very clearly and today I can confirm it. - I believe there is panic [in PiS]. That they feel defeat, an approaching defeat. They are organizing an evacuation operation to Brussels.
