Tuesday's Political Agenda: Morawiecki and Rafalska on 500+, Scheuring-Wielgus as Wiosna's Candidate, CJEU on KRS, Parchimowicz Before the VAT Committee

A hearing will be held at the Court of Justice of the European Union concerning questions from the Supreme Court, relating, among other things, to the National Council of the Judiciary's capacity to fulfill its constitutional duty of safeguarding judicial independence.

At 9:00 AM, Minister Jadwiga Emilewicz and Deputy Minister Marek Niedużak will present a legislative package for entrepreneurs at a press conference. At 10:00 AM, a government session will take place.

At 12:00 PM, the parliamentary committee investigating VAT fraud will question Krzysztof Parchimowicz, former director of the organized crime department of the National Public Prosecutor's Office. Also at 12:00 PM, President Andrzej Duda will participate in the ceremonial Gala of the XI Edition of the "Employer Friendly to Employees" competition at the Presidential Palace.

In Rybie, Prime Minister Mateusz Morawiecki will attend a conference on the "Family 500+" program. A meeting between the head of the Polish government and children and parents benefiting from the "Świetlik" community center is scheduled for 12:30 PM, followed by the aforementioned conference with the Prime Minister and Minister Elżbieta Rafalska at 12:50 PM.

At 1:00 PM, in front of the headquarters of the Polish Episcopate, Robert Biedroń will address acts of pedophilia within the Catholic Church and will introduce Joanna Scheuring-Wielgus as Wiosna's candidate for the European Parliament.

At 4:30 PM, President Andrzej Duda will meet with residents of the Grodzisk district in the Greater Poland Voivodeship, and at 6:30 PM, with residents of the Wolsztyn district.

- Today is March 19th. On March 4th, we announced the date of this protest, and for two weeks, nothing has happened. Apart from insults, remarks, and attacks, more or less selective and polite, directed at the union, the teachers, and myself, the government has presented no proposals. We are waiting for these proposals. We are losing time. Nothing is happening that would indicate we are getting closer to solving this problem - stated Sławomir Broniarz in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego."

- Things have accelerated since Saturday, approximately. This is happening because a real threat has emerged, hanging in the air. The presidium of the RDS has been convened for March 25th, which is unfortunately a very distant date. We are waiting for talks today. The OPZZ is providing strong support, but this is a distant date. It also means a week lost for talks and discussion - added the President of the ZNP.

The Ball is in the Government's Court Today

- Perhaps an overly emotional [statement], but a reaction to what happened in Minister Zalewska's statement, which quite dismissively, cynically referred to the scale of the protest, the size of this protest, the fact that a small group of teachers are protesting, so we drew the attention of the teachers, because the message was clear to her. It was incomprehensible to any politician, nor journalists, but the minister knew what lay within the competencies of the pedagogical council, and Saturday's reaction, the initiation of procedures related to the RDS meeting shows that she understood, of course. I hope she understood completely - stated Sławomir Broniarz in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- We would not want the government to treat this as an element of political struggle or an attempt to discredit teachers by prolonging talks and thereby forcing us into such a situation [regarding exams], but I will point out that the ball is in the government's court today, and we are wasting time on some verbal squabbles, on unnecessary discussion in this regard - he added.

This government has been trying for over 3 years to break the principles and foundations on which the EU was built. This government is a direct path to Polexit. They will assure us that they want to be in the EU to decide on the future, but in reality, the PiS government, Minister Ziobro, and Jarosław Kaczyński have led to Poland being subjected to such judgment for the first time in history. If this bad policy regarding the justice system is not stopped, we will truly wake up to a British reality. Politicians are recognized not by their words, but by their actions. And what is happening with the Supreme Court, the Constitutional Tribunal, and the National Council of the Judiciary is, in fact, a direct path to Polexit - stated Borys Budka at a briefing in the Sejm.

Every day, week, and month, every year, they subsidize teacher salaries, the maintenance of schools, their equipment, and extracurricular activities. They invest billions of zlotys from their budgets. The subsidy is not even enough to cover salaries. We expect not only words but also actions from the President. He convenes the Social Dialogue Council, so he is also responsible for social dialogue in Poland. This dialogue must be real, not feigned – stated Władysław Kosiniak-Kamysz at a briefing in front of the Presidential Palace.

- The President should get involved in the negotiations, invite Prime Minister Morawiecki to the Presidential Palace, because of course Minister Zalewska and Prime Minister Szydło are no longer interested in solving this problem, as they are interested in their own campaign. We expect an immediate resumption of dialogue with teachers, a genuine one, and a resolution of this situation – added the PSL chairman.

- There is a ready solution on the table, which is part of the PSL's social package, which includes a 1000 PLN gross salary increase for teachers. We declare this unequivocally. If this demand is not met now, then after winning the elections in the autumn, the PSL will guarantee the fulfillment of this commitment – emphasized Piotr Zgorzelski.

The situation is very serious, which is why, on behalf of the Union of Metropolises, we appeal to the government to stop destroying Polish education and to engage in a multi-faceted dialogue with local governments regarding the future of Polish schooling. We lament this, but so far we have been dealing solely with Minister Zalewska's monologue, not a genuine conversation about the challenges we face. Moreover, the government is attempting to shift all its incompetence, chaos, lack of professionalism, and incredible arrogance, and the costs of this behavior onto the shoulders of local governments. This absolutely cannot be accepted. The Prime Minister has the audacity to claim that local governments are not contributing to education, when in fact it is the opposite. We bear the majority of the costs associated with education, and it is we who must also take responsibility for ensuring the well-being and sustenance of children who will attend school on April 8th. This is all on our shoulders,” said Rafał Trzaskowski, the Mayor of Warsaw, at a press conference.  “The main problem is that no one is talking to us about this. I constantly see a smiling Minister Zalewska, whose thoughts are, I believe, already in Brussels, claiming that there is no problem whatsoever, that everything has been resolved, and that there is no chaos, while we see children poring over their lessons late into the night, we see total chaos, and we see the determination of teachers, and we understand that determination, while no one takes teachers seriously, and politicians from the ruling party constantly insult them,” he added.

- I want to emphasize above all that these talks have been ongoing for a long time, and perhaps it's worth comparing the last 2-3 years of our government to, for example, the previous three, where even in pre-election years, the chairman of this teachers' union [ZNP] did nothing to persuade those in power at the time to grant any increases. Back then, in 2013, 2014, 2015, in the budget planned by our predecessors, Civic Platform and Polish People's Party, not a penny was allocated for increases for employees, and it's worth asking what those unionists were doing then? - stated Prime Minister Mateusz Morawiecki at a briefing in Rybie. He added:

"However, we are fully aware of how important this professional group is. For children, young people, and families, from the perspective of shaping their character and building their knowledge base, it is of course a crucial professional group. That is why, starting in 2017, when we shaped our first budget from scratch in 2016, we allocated over PLN 400 million for 2017, and later, in 2018, PLN 2 billion, and for 2019, the year we are in, nearly PLN 4 billion, because there have already been two increases: the first in January, and then in September we have the second agreed one. But that's not all, because for teachers who are entering their professional lives and are under 26 years old, it will be tax-free work, meaning they will receive more net money in hand precisely by this tax amount. Furthermore, also from October this year, there will be a 6% tax reduction and a doubling of income-generating costs, which will also mean tens of zlotys more in their pockets, depending on the teacher's salary, it will be slightly more or less."

We unequivocally deny Minister Zalewska’s information about the allegedly low level of teacher engagement in the process resulting from the Act on the Resolution of Collective Disputes. In every commune, in every county, in every organizational unit across the country, collective disputes have been initiated. Today, midway through the referendum action, we can confidently speak of very high support for strike action. The lowest indicator is 72% support in one of the schools in Silesia. In the vast majority, the scale of support reaches over 90 percent. We are awaiting the government's reaction, hence our appeal to Prime Minister Morawiecki to initiate talks with ZNP and the Forum of Trade Unions and not to exclude any trade union organizations from dialogue, nor to divide unions into better and worse” - said ZNP leader, Sławomir Broniarz, at a press conference.

Swift Sejm Analysis Bureau Opinion and Kukiz'15 Anti-Corruption Bill Sent for First Reading

On March 8th, Kukiz'15 submitted an anti-corruption bill to the Sejm. Just five days later, on March 13th, the proposal was sent for its first reading at a Sejm session, and two days after that, on March 15th, the Sejm's Analytical Bureau issued its opinion – in summary, concluding that the bill is compliant with EU law and is not a bill implementing EU law.

The project is therefore ready for proceedings, although the date of its consideration is unknown as there is no schedule yet for the upcoming additional session. Paweł Kukiz mentioned this project, among others, as one of the conditions for a potential future coalition with PiS. Meanwhile, Piotr Zaremba recently wrote in DGP that Kukiz's latest album is being exceptionally heavily promoted by the President of Polish Radio, Andrzej Rogoyski.

The Kukiz'15 project – as Tomasz Rzymkowski, a representative of the initiators, stated a few days ago quoted by Interia – aims to "stricten the law against individuals who have committed corruption offenses," including through a ban on such individuals holding public office.
