Tuesday's Political Agenda: President Duda in Czechia, Government Session, Bondaryk Before VAT Committee

In the morning, Prime Minister Mateusz Morawiecki will meet with Belgian Prime Minister Charles Michel. The welcome is scheduled for 8:30 AM, the meeting will begin at 8:35 AM, and working breakfast at 8:40 AM.

The government session will commence at 10:00 AM. The agenda includes, among other items, an amendment to the Value Added Tax Act and a draft of a new act on healthcare for students.

Also at 10:00 AM, the commission on Warsaw reprivatization has scheduled its closed-door deliberations. At 11:00 AM, the team is expected to present its decision regarding properties at Senatorska 9 and Morszyńska 27.

At 1:00 PM, the VAT investigative committee will question former head of the Internal Security Agency, Krzysztof Bondaryk. An hour earlier, at 12:00 PM, the committee will convene for a closed-door session. This is the only interrogation scheduled for this week.

President Andrzej Duda, along with the presidents of Czechia, Slovakia, and Hungary, will participate in ceremonies marking the 20th anniversary of NATO enlargement, which will take place in Prague. The official ceremonies are scheduled to begin at 11:00 AM, participation in the Presidential Debate at 11:30 AM, and a meeting of the presidents with media representatives at 12:35 PM.

President Duda: In a Very Good Economic Situation, We Can Increase Our Defense Spending Faster Than Previously Planned

At a press conference following a meeting of the Visegrad Group presidents, Andrzej Duda was asked about the government's stance on his proposal to increase defense spending to 2.5% of GDP. In response, Andrzej Duda - quoted by the Chancellery of the President - pointed out that a law was recently adopted, according to which defense spending is set to increase to 2.5% of GDP by 2030.

- Indeed, I appealed for this to be 2.5% by 2024, but it must be clearly stated that this is conditional on Poland's economic situation being at least as good as it is now. That is, that we will have economic results that are as good, or even excellent, as we are experiencing at this moment - the president explained.

- What we have adopted into law is mandatory, while what I am appealing for is non-mandatory, meaning optional - he emphasized. He added that there has been no clear answer from the government, neither positive nor negative. Consequently, the matter, in his opinion, is open.

- If such possibilities arise, I am convinced that the government will implement spending in such a way as to achieve these higher spending levels (on defense) as quickly as possible, as much as the state's wealth and the budget's capacity allow - PAD stated.

- I am only appealing to remember that in a very good economic situation, we can increase our defense spending levels faster than we anticipated when introducing the new law - Andrzej Duda reiterated.

In an open letter to the President of the Polish Teachers' Union (ZNP), Robert Biedroń, the leader of the Spring party, assured that his group supports the salary demands of education employees. He also criticized the actions of the Morawiecki government. The content of the letter is presented below:

Dear Mr. President,

On behalf of Spring, we wish to express, through you, our solidarity with the female and male employees of Polish education who are demanding decent remuneration for their difficult and responsible work.

Spring supports the salary demands articulated by the Polish Teachers' Union because – as we clearly stated at our party's founding convention – the teaching profession must regain its prestige and cease to be perpetual volunteer work.

We consider increasing the salaries of female and male teachers as an investment in the development of Polish education and a good future for young generations.

Responsible authorities, aware of the challenges of the 21st century, should treat education as a priority of their policy. A responsible government should conduct a substantive social dialogue.

We note with regret that Mateusz Morawiecki's government is failing the responsibility exam for the future of our children and the successful development of our country.

An extra session of the Sejm, initiated at the Prime Minister's request to implement the so-called "Kaczyński's Five" legislative package, will most likely take place on April 3-4, according to information obtained by 300POLITYKA. Additionally, the "normal" session scheduled for April 10-12 will be shortened to two days, April 11-12, but will be continued on April 25. The changes to the schedule are expected to be approved tomorrow morning.

Sejm to Vote on Brexit and European Parliament Mandates This Week, Not on Sunday Trading Bill

A motion to supplement the agenda with the consideration of a draft amendment to the law on limiting Sunday trading was to be voted on Friday morning. However, this proposal is not included in the new schedule – only a proposal from Nowoczesna is listed.

As we wrote on 300POLITYCE, the motion was submitted by the PiS club – this information was indicated next to the item. It ultimately turned out that it concerned a draft submitted by the ruling party at the end of last year (which, incidentally, was frozen).

However, the new version of the schedule indicates that the PiS draft concerning the filling of European Parliament mandates in the event of Brexit will be passed this week – the second reading is scheduled for Thursday at 6:30 PM, and the first reading for Friday morning.
