At 9:00 AM, the parliamentary investigative committee for VAT fraud will begin its session, where MPs will first question Adam Rapacki and then Piotr Niemczyk. Also at 9:00 AM, the Minister of Education, Anna Zalewska, will hold a press conference.

At 9:30 AM, Pekao S.A. bank is scheduled to present the results of its report on the situation of micro, small, and medium-sized enterprises in 2018. Half an hour later, at 10:00 AM, the government session will commence. Among other matters, ministers will address the amendment to the Tax Ordinance and the amendment to the Public Roads Act.

It is possible that today, following the government session, the Prime Minister or ministers will present a roadmap for implementing the promises from the so-called "Kaczyński's Five." Last week, Minister Michał Dworczyk and spokesperson Joanna Kopcińska announced this.

At 1:00 PM, President Andrzej Duda will participate in the plenary session of the National Tripartite Committee.

"Our goal is to gradually, but as quickly as possible, restore transport between municipalities and powiats – where it used to be – 15, 20 years ago, and then was phased out. This is important for people, so they can get out of their hometowns," Prime Minister Mateusz Morawiecki said on Jedynka radio.

"I expect partial results already this year – April, May – this is the rebuilding of transport connections. Our local government roads fund corresponds with this project," PMM added.

"The opposition often calls us wizards. I want to clarify. We are not any Harry Potter; we have restored dignity to state institutions. The most important thing is that we have restored the efficiency of tax and fiscal institutions. We are winning against tax criminals, against VAT mafias. I think everyone will agree that it is better to allocate these funds to retirees, children, youth, people, to a broadly understood group of working individuals, rather than to luxury cars, villas, gold watches, and money laundering operations" – Prime Minister Mateusz Morawiecki said on Radio Jedynka.

"I recently read what Mr. Żakowski, the editor, said. Mr. Żakowski, the editor, is not one of those who often writes love letters to Aleje Ujazdowskie. In recent years, because previously he did. He said that what we proposed is everything that everyone has been saying needs to be done. I am glad that our programs unite some of our adversaries, political and journalistic competitors, ourselves, and our social philosophy" – said Prime Minister Mateusz Morawiecki on Jedynka radio.

"We have accelerated the raises and will be thinking about further ones in the coming years. This year, there will be two 5% increases. It is worth noting that there are local governments responsible for paying motivational, functional, and hazard bonuses. They sometimes save on teachers, so this might sometimes be reflected as a certain thought or reluctance among teachers. It is worth appealing to these local governments. On the government's side, we want to do everything possible, and we are accelerating certain programs" - Prime Minister Mateusz Morawiecki said on Radio Jedynka.

"I strongly urge for such a halt [to the strike before the exams] to occur, because children and parents will suffer from this" - he added.

– The United Right government, while reforming education, emphasized that teachers are underpaid. There have been no raises since 2012. In 2017, the government announced three steps, three times five [hundred zloty increases], totaling over PLN 5.4 billion, an average increase of over PLN 500 in minimum wage. No, these are not sufficient raises. We are talking, and among other things, I made a commitment during talks with trade unions that the salary structure needs to be changed, which is also what trade unions are saying, or possibly to establish a permanent raise, dependent on economic growth – stated Anna Zalewska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego.” She added:

'Negotiations, discussions, involve meeting halfway. The government, the Ministry of Education, the Ministry of Finance have taken several steps, while let's say Mr. Broniarz, who attended only one of the dozens of meetings with trade unions, the time when the public saw Mr. Broniarz in a yellow vest, Mr. Broniarz says: PLN 1,000, but it's not PLN 1,000 because it's PLN 1,000 on top of the base amount, which is PLN 2,000. These are the first steps announced by the government and commitments to ensure a permanent increase."

When asked if she is able to secure larger raises for teachers before April 8th, the head of the Ministry of National Education replied: – I encourage trade unions to continue discussions. – We have accelerated. This year, PLN 2.8 billion was allocated. In addition, from September, an additional billion. In history, there have been no raises at this pace – she added.

In essence, the case pertains to the Sejm's election of KRS members from among judges, as well as an appeal against a KRS resolution regarding appointments to judicial office. The hearing was originally scheduled for January 3 but was postponed. The Constitutional Tribunal's ruling will be announced just a few days before the Court of Justice of the European Union (CJEU) hearing on the KRS, which is scheduled for March 19.

This is outrageous, and we will do everything to show you this scheme of power that is being born before our eyes every day. For years, Jarosław Kaczyński talked about a scheme. The paradox of this matter is that Kaczyński found no scheme, but he created one: a scheme of power based on the most important PiS politicians, a company he created, businessmen, and obscure conversations. We are here today to show you this scheme, so that it is clear, so that everyone can draw their own conclusions - stated Cezary Tomczyk in the Sejm.

Minister Michał Dworczyk announced on Twitter that the Council of Ministers has just amended the VAT tax matrix. He provided examples of the changes: pacifiers and baby strollers will now be taxed at 8% instead of 23%, while octopuses and caviar will see their VAT rate increase from 8% to 23%.

This is a kind of political language, some friction, but emotions always arise during the period of preparing lists - stated Dominik Tarczyński in an interview with Marek Kacprzak on the WP program "Tłit", when asked about Beata Gosiewska's statement from yesterday.

- Beata Gosiewska is a person who has contributed significantly to PiS. She has done a lot of good, and the fact that Roman Giertych is trying to promote himself using her is purely a political game. He is constantly thinking about returning to politics - he added.

Not the attitude they are presenting today, which is to blame the teachers and wash their hands of solving the problem - stated Krystyna Szumilas at a briefing in the Sejm.

The Chancellery of the Prime Minister is launching a media promotional campaign related to the so-called new five, sometimes also called Kaczyński's five, presented at the PiS convention in February. According to our sources, Prime Minister Morawiecki will be highly active in the media in the coming days – a so-called roadmap is to be presented at a conference, he was on Polish Radio in the morning, and will be a guest on Polsat in the evening.

"In the coming weeks, the Prime Minister will present projects from the new five during events and gatherings across Poland," says one of Mateusz Morawiecki's closest associates. To accelerate the implementation of the five, the head of government will ask the Marshal of the Sejm to convene one or two additional Sejm sessions. Our sources also emphasize that the Chancellery of the Prime Minister has heavily invested in the internet and new media, which is evident in the reach and communication methods achieved.

The leaflet, in addition to the costs of implementing the new five, also includes information about its funding sources. These include, among others, a reduction in the VAT gap, as well as lower CIT and the small ZUS program, which is expected to result in a reduction of the grey economy by approximately 1-2% of GDP within 2-3 years.

Prime Minister Mateusz Morawiecki shared calculations from the Centre for Anti-Corruption Economic Studies (CASE) on Twitter. According to these figures, the VAT gap in Poland was reduced by an unprecedented 23 billion Polish złoty over two years.

As 300POLITYKA has learned, at the upcoming Sejm session next Thursday at 9:00 AM, the Minister of Foreign Affairs will deliver an "exposé," which is the annual report on the tasks of Polish foreign policy. The debate on this matter will occupy the main part of the day and is scheduled to conclude at 5:00 PM.

Prime Minister Mateusz Morawiecki, at the Prime Minister's Chancellery, presented the details and the so-called roadmap for the five promises made by Law and Justice at their last convention. Earlier – as we reported on 300POLITYCE – a special leaflet was created, graphically illustrating the plan for implementing these announcements.

"Today, we are presenting a certain schedule for the implementation of these five points. I have asked the ministers responsible for achieving these goals to present the first legislative proposals and specific implementation dates for each of these points," stated Prime Minister Morawiecki. Thus, in the case of the 500+ program for every child, the Council of Ministers is to adopt the draft in mid-April, parliamentary work is to conclude by the end of the month, and the program's expansion will take effect on July 1st. For the additional, thirteenth pension, the legislative process is also expected to be completed by the end of April, with the benefits to be paid out on May 1st.

Young people's tax exemptions and the reduction of PIT for individuals in the first tax bracket will have a longer implementation period. Parliamentary work should be completed before the parliamentary recess, with entry into force planned for the beginning of October. "We want to offer everyone a dignified life in Poland. In a few years, we aim to catch up with richer European countries. This is the goal of PiS's new five points," Morawiecki added.

During the presentation, the sources of financing for the promises were also outlined. Among them, the government lists: digitalization of public administration (2-3 billion PLN), sealing the National Health Fund (NFZ) (1-2 billion PLN) and the Pension and Disability Insurance Fund (FUS) (2-3 billion PLN), and the so-called fiscal impulse (3-6 billion PLN). "I am confident that we will be able to once again acquire [funds] from the grey economy, the black economy, from VAT mafias, tax criminals, international groups that have avoided paying taxes in Poland," the Prime Minister announced.

Ministers Andrzej Adamczyk, Elżbieta Rafalska, and Leszek Skiba participated in the roadmap presentation. Invited guests were also present at the Chancellery of the Prime Minister, to whom the Prime Minister distributed signed posters with the implementation schedule of the individual programs at the end.

Although the presentation was advertised as a press conference, journalists were not given the opportunity to ask questions.

- I will always repeat that dialogue is very important, regardless of how effective that dialogue is, in terms of the ultimate outcome, even of establishing some common position. Even if it doesn't succeed, dialogue is always a very valuable and necessary phenomenon - said President Andrzej Duda during a meeting of the Social Dialogue Council.

- I asked for today's meeting so that I could discuss with you, and learn your opinion on the social and economic consequences of fulfilling one of my most important electoral promises, namely the lowering of the retirement age - the President continued.

- However, there is another topic that is heavily emphasized. Namely, the amount of pensions. Here, we often hear complaints. I hear them especially. First and foremost, unfortunately, also in the context of the 500+ program. On a few occasions, I've even directly heard: "You gave the young people well, the young people receive it because they are raising children, and we raised these young people who are now raising children; we didn't receive any help back then, and now, on top of that, we have low pensions."

During a meeting at the National Security Bureau (BBN) attended by President Andrzej Duda, Minister of National Defence Mariusz Błaszczak, and top military commanders, the situation following the crash of a MiG-29 aircraft was discussed.

The President reportedly suggested to Błaszczak that the acquisition of 5th generation fighter jets be granted national rank.

"The Commander-in-Chief of the Armed Forces, Andrzej Duda, addressed the Minister of National Defence with a suggestion to grant national rank to the HARPIA program, ensuring state budget funding and the procurement of 5th generation aircraft – in as effective a formula as was the case with the F-16 aircraft," reads a statement on the President's Chancellery website.
