Tuesday's Political Agenda: Government Unveils "Kaczyński's Five" Roadmap, Rapacki and Niemczyk Testify Before VAT Committee, President at National Tripartite Committee

At 9:00 AM, the parliamentary investigative committee for VAT fraud will begin its session, where MPs will first question Adam Rapacki and then Piotr Niemczyk. Also at 9:00 AM, the Minister of Education, Anna Zalewska, will hold a press conference.

At 9:30 AM, Pekao S.A. bank is scheduled to present the results of its report on the situation of micro, small, and medium-sized enterprises in 2018. Half an hour later, at 10:00 AM, the government session will commence. Among other matters, ministers will address the amendment to the Tax Ordinance and the amendment to the Public Roads Act.

It is possible that today, following the government session, the Prime Minister or ministers will present a roadmap for implementing the promises from the so-called "Kaczyński's Five." Last week, Minister Michał Dworczyk and spokesperson Joanna Kopcińska announced this.

At 1:00 PM, President Andrzej Duda will participate in the plenary session of the National Tripartite Committee.

PM on Restoring Bus Connections: I Expect Partial Results Already This Year – April, May
"Our goal is to gradually, but as quickly as possible, restore transport between municipalities and powiats – where it used to be – 15, 20 years ago, and then was phased out. This is important for people, so they can get out of their hometowns," Prime Minister Mateusz Morawiecki said on Jedynka radio.

"I expect partial results already this year – April, May – this is the rebuilding of transport connections. Our local government roads fund corresponds with this project," PMM added.

PMM:

The Opposition Often Calls Us Wizards. We're Not Harry Potter, We've Restored Dignity to State Institutions
"The opposition often calls us wizards. I want to clarify. We are not any Harry Potter; we have restored dignity to state institutions. The most important thing is that we have restored the efficiency of tax and fiscal institutions. We are winning against tax criminals, against VAT mafias. I think everyone will agree that it is better to allocate these funds to retirees, children, youth, people, to a broadly understood group of working individuals, rather than to luxury cars, villas, gold watches, and money laundering operations" – Prime Minister Mateusz Morawiecki said on Radio Jedynka.

Morawiecki:

Żakowski Isn't One for Love Letters to Aleje Ujazdowskie Anymore, But Agrees Our Proposals Must Be Implemented
"I recently read what Mr. Żakowski, the editor, said. Mr. Żakowski, the editor, is not one of those who often writes love letters to Aleje Ujazdowskie. In recent years, because previously he did. He said that what we proposed is everything that everyone has been saying needs to be done. I am glad that our programs unite some of our adversaries, political and journalistic competitors, ourselves, and our social philosophy" – said Prime Minister Mateusz Morawiecki on Jedynka radio.

PM Morawiecki on Teachers' Strike During Exams: I Urge for a Halt, as Children and Parents Will Suffer
"We have accelerated the raises and will be thinking about further ones in the coming years. This year, there will be two 5% increases. It is worth noting that there are local governments responsible for paying motivational, functional, and hazard bonuses. They sometimes save on teachers, so this might sometimes be reflected as a certain thought or reluctance among teachers. It is worth appealing to these local governments. On the government's side, we want to do everything possible, and we are accelerating certain programs" - Prime Minister Mateusz Morawiecki said on Radio Jedynka.

"I strongly urge for such a halt [to the strike before the exams] to occur, because children and parents will suffer from this" - he added.

Zalewska on Teachers' Raises Before April 8th: "I Encourage Trade Unions to Continue Discussions"

The United Right government, while reforming education, emphasized that teachers are underpaid. There have been no raises since 2012. In 2017, the government announced three steps, three times five [hundred zloty increases], totaling over PLN 5.4 billion, an average increase of over PLN 500 in minimum wage. No, these are not sufficient raises. We are talking, and among other things, I made a commitment during talks with trade unions that the salary structure needs to be changed, which is also what trade unions are saying, or possibly to establish a permanent raise, dependent on economic growth – stated Anna Zalewska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego.” She added:

'Negotiations, discussions, involve meeting halfway. The government, the Ministry of Education, the Ministry of Finance have taken several steps, while let's say Mr. Broniarz, who attended only one of the dozens of meetings with trade unions, the time when the public saw Mr. Broniarz in a yellow vest, Mr. Broniarz says: PLN 1,000, but it's not PLN 1,000 because it's PLN 1,000 on top of the base amount, which is PLN 2,000. These are the first steps announced by the government and commitments to ensure a permanent increase."

When asked if she is able to secure larger raises for teachers before April 8th, the head of the Ministry of National Education replied: – I encourage trade unions to continue discussions. – We have accelerated. This year, PLN 2.8 billion was allocated. In addition, from September, an additional billion. In history, there have been no raises at this pace – she added.

08:04

Zalewska:

We Take Teachers Very Seriously. They Deserve Ever-Increasing Raises
We take teachers very seriously. They deserve ever-increasing raises. Yes, we must compensate for what hasn't happened since 2012 – stated Anna Zalewska in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

08:09

Zalewska:

Trade Unions Are Taking Responsibility for What May Potentially Happen

- We are in a situation where trade unions are taking responsibility for what may potentially happen - stated Anna Zalewska in a conversation with Konrad Piasecki on TVN24's "Piasecki's Interview".

- I simply believe in teachers, I am a teacher on leave. I am from the education system. I know that we have given teachers back everything that our predecessors took away - she continued. Asked if the strike could affect the April exams not taking place, the head of the Ministry of National Education replied: - I am convinced, and I want to reassure parents: the exams will take place. I believe in the responsibility of trade unions and teachers.

08:15

Zalewska on EP Elections: This is No Evacuation

- I want to remind you that this is not an exodus, not an evacuation. Brussels is very close, and I am not of retirement age. Therefore, I want to be very active. Elections are ahead of us. I think the editor remembers, and our viewers do, that in November 2016, I received the mandate of a Member of the European Parliament. Prime Minister Kaczyński and Prime Minister Szydło asked me not to take up that mandate and to carry out difficult reforms - stated Anna Zalewska in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:20

Zalewska:

Szczerski apologized, and for that I thank him

Minister [Szczerski] apologized, and for that I thank him. I thank him for the apology," stated Anna Zalewska in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation," when asked about the President's Chief of Staff's remarks on teachers, celibacy, and the 500+ program.

08:32

Czarzasty:

There are moments when we must unite for higher goals

- You've raised a good topic. When asked about the European Coalition, as there are 5 entities, and there will be significantly more, there's diversity, program inconsistency. But I wanted to offer this interpretation, and I think I'll persuade my friends from the European Coalition to adopt it: we differ, but every party differs. There's no need to force commonalities. Only diversity leading to one goal is most honored in Poland - stated Włodzimierz Czarzasty in an interview with Krzysztof Ziemiec on TVP1's "Kwadrans polityczny".

- There are moments when we must unite for higher goals. Are these higher goals present now? Yes. The first matter is that we need to send MEPs to the EU who will ensure it doesn't fall apart. Is this important? Yes. Because Great Britain has taken the first very serious step in this direction, to leave the EU - continued the SLD leader.

- The second reason – we are genuinely afraid of what happened to England, meaning, that Poland might be taken out of the EU - he emphasized.

09:32

Dworczyk:

According to my knowledge, a press conference after the government meeting will be held at 2:00 PM

- Today, the Prime Minister [Morawiecki] will present it after the Council of Ministers. According to my knowledge, there will be a press conference at 2:00 PM where the roadmap will be presented, explaining exactly when and what actions will be taken, how this new 'Fifth of PiS', or as some call it, 'Kaczyński's Fifth', will be implemented - stated Michał Dworczyk in an interview with Jacek Prusinowski on Radio Plus.

09:35

Dworczyk on Kaczyński's "Five Points": Most Likely Today, the Prime Minister Will Ask the Sejm Marshal for an Additional Sejm Session. At Least One, Possibly Two.
We already know that most likely today the Prime Minister will turn to the Marshal of the Sejm, asking for an additional [Sejm] session, at least one, and possibly two. We are still finalizing the details here. We want this legislation [concerning Kaczyński's "Five Points"] to proceed smoothly, but also calmly. We do not want to do this in any nervous manner - stated Michał Dworczyk in an interview with Jacek Prusinowski on Radio Plus. - Undoubtedly, with the current Sejm calendar, we would not fit it in, or it would have to be done in such a nervous atmosphere with a very extended session. Hence the decision to turn to the Marshal of the Sejm with a request for at least one, and perhaps two additional sessions - he added. - I believe, as the preparation schedule also suggests, that it would likely take place in April [the additional session/sessions] - informed the Head of the Chancellery of the Prime Minister.

09:51

Możdżanowska on her statement that PiS lied, lies, and will lie: It's taken out of context

- Today, I think I am more credible than the European Coalition in terms of running, because I have one set of values, the ideas I represent - stated Andżelika Możdżanowska in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

- This is taken out of context [an archival statement that PiS lied, lies, and will lie], from the further conversation. Please quote the entire conversation. It related to an issue that was the current situation which I was assessing and commenting on. And that I can always, perhaps expressively, state certain things… Primarily, the fulfillment of election promises and the possibility of actions that are effectively being implemented today [this is what convinced me about PiS] - she added.

Constitutional Tribunal to Announce Ruling on the National Council of the Judiciary on March 14

The public announcement of the ruling concerning the Act on the National Council of the Judiciary (KRS) has been scheduled for next Thursday, March 14, at 11:30 AM. In essence, the case pertains to the Sejm's election of KRS members from among judges, as well as an appeal against a KRS resolution regarding appointments to judicial office. The hearing was originally scheduled for January 3 but was postponed. The Constitutional Tribunal's ruling will be announced just a few days before the Court of Justice of the European Union (CJEU) hearing on the KRS, which is scheduled for March 19.

Dulkiewicz:

If Płażyński heard of any case of lack of transparency, suspects an offense or crime, it is his duty to report it to the relevant authorities

I remember the autumn local government campaign quite well, because I had the honor, the privilege, but also a lot of hard work on my shoulders, I was the campaign manager. I remember how President Adamowicz invited Kacper Płażyński to look at the contracts that link the city of Gdańsk with investors, concerning, for example, so-called road provisions, i.e., the financial contribution to what the investor brings in when redeveloping the space, specifically for the reconstruction of surrounding roads, among other things. He hasn't bothered yet. But he has only been a councilor for four months” - said the president-elect of Gdańsk, Aleksandra Dulkiewicz, in an interview with Beata Lubecka on Radio Zet.

In Poland, there are relevant bodies that deal with the transparency of relations: the Central Anticorruption Bureau (CBA), the prosecutor's office, etc., etc. If Mr. Councilor, as a public official, and he often presents himself and everyone addresses him as 'Mecenas' (a title often used for lawyers or respected figures), then he probably knows what duties rest upon him. If he heard of any case of lack of transparency, suspects an offense or crime, then it is his duty to report it to the relevant authorities” - she added.

Platforma Restores the Board in the Sejm:

It's Impossible to Hide the Kaczyński Scheme.

- We are presenting once again the Kaczyński scheme, meaning the scheme of power, which shows the network of connections between PiS politicians and the Srebrna company. The recordings, which the whole of Poland has heard about, are today transferred onto this board so that each of you can see what this network of connections looks like, but today we want to say something more. Let's remember that the board disappeared due to the intervention of the Marshal's Guard, at the request of Marshal Kuchciński, and we want to say very clearly and strongly: in Poland, truth cannot be arrested. It cannot be the case that a political formation responsible for governing the country today washes its hands of what is happening in Poland. It cannot be the case that the truth will be hidden somewhere under the stairs, that it will be arrested somewhere, simply because the authorities think they can hide something. Well, it is impossible to hide the Kaczyński scheme. Today, the whole of Poland heard these recordings, knows what these conversations sound like, that Jarosław Kaczyński negotiated with an Austrian businessman the construction of towers worth billions of zlotys in the center of Warsaw. The whole of Poland heard Kaczyński say that without winning the elections in Warsaw, these towers could not be built. This is outrageous, and we will do everything to show you this scheme of power that is being born before our eyes every day. For years, Jarosław Kaczyński talked about a scheme. The paradox of this matter is that Kaczyński found no scheme, but he created one: a scheme of power based on the most important PiS politicians, a company he created, businessmen, and obscure conversations. We are here today to show you this scheme, so that it is clear, so that everyone can draw their own conclusions - stated Cezary Tomczyk in the Sejm.

Dworczyk:

Council of Ministers has just changed the VAT tax matrix. Examples of changes: pacifiers and baby strollers from 23% to 8%, octopuses or caviar from 8% to 23%

Minister Michał Dworczyk announced on Twitter that the Council of Ministers has just amended the VAT tax matrix. He provided examples of the changes: pacifiers and baby strollers will now be taxed at 8% instead of 23%, while octopuses and caviar will see their VAT rate increase from 8% to 23%.

Tarczyński on Gosiewska's Words: The Only Woman I Party With is My Fiancée

- I don't party with any wives. The only woman I party with is my fiancée. This is a kind of political language, some friction, but emotions always arise during the period of preparing lists - stated Dominik Tarczyński in an interview with Marek Kacprzak on the WP program "Tłit", when asked about Beata Gosiewska's statement from yesterday.

- Beata Gosiewska is a person who has contributed significantly to PiS. She has done a lot of good, and the fact that Roman Giertych is trying to promote himself using her is purely a political game. He is constantly thinking about returning to politics - he added.

"I am absolutely ready for a substantive debate, I have the opportunity to invite any representative of PO for a debate. Please choose the place and time, an English-language debate. I am very ready to talk with Róża Thun, Ewa Kopacz, or Bronisław Komorowski. We'll see how they handle English, diplomacy, and their knowledge of European issues"

Szumilas:

We Expect the Situation in Education to Be Taken Seriously. Meaning, an Invitation for Talks, Immediately.

- We expect the minister and the prime minister to take the current situation in education seriously. Seriously, meaning an invitation for teachers to talks, and immediately. Not the attitude they are presenting today, which is to blame the teachers and wash their hands of solving the problem - stated Krystyna Szumilas at a briefing in the Sejm.

Media Blitz, Roadmap, Events, and a Leaflet: Chancellery of the Prime Minister Launches Promotion of the "New Five"

The Chancellery of the Prime Minister is launching a media promotional campaign related to the so-called new five, sometimes also called Kaczyński's five, presented at the PiS convention in February. According to our sources, Prime Minister Morawiecki will be highly active in the media in the coming days – a so-called roadmap is to be presented at a conference, he was on Polish Radio in the morning, and will be a guest on Polsat in the evening.

"In the coming weeks, the Prime Minister will present projects from the new five during events and gatherings across Poland," says one of Mateusz Morawiecki's closest associates. To accelerate the implementation of the five, the head of government will ask the Marshal of the Sejm to convene one or two additional Sejm sessions. Our sources also emphasize that the Chancellery of the Prime Minister has heavily invested in the internet and new media, which is evident in the reach and communication methods achieved.

The Chancellery of the Prime Minister has also prepared special leaflets about the new five, which will be distributed throughout Poland during the aforementioned events and meetings. - Ladies and Gentlemen, our new program proposals for Poles are the result of repairing the state and its important institutions. This is the task we set ourselves when we took the helm in Poland over 3 years ago and we are consistently implementing it. A better-organized state is also a state with a heart. We see people's aspirations and needs and want to support them in all areas. The fundamental goal of a good government is to improve the quality of life of Polish families – regardless of their place of residence or social position. For most Poles, being European does not mean abandoning cultural or social values, but continuously raising the standard of living and the quality of public services and institutions to Western European levels. This is our goal. This is the Poland – an increasingly wonderful place to live – that we want to create and repair, listening to the voice of Polish society. This is what #NowaPiątka serves," wrote Prime Minister Mateusz Morawiecki.

The leaflet, in addition to the costs of implementing the new five, also includes information about its funding sources. These include, among others, a reduction in the VAT gap, as well as lower CIT and the small ZUS program, which is expected to result in a reduction of the grey economy by approximately 1-2% of GDP within 2-3 years.

In Campaign Style, With Guests, But No Journalist Questions: Prime Minister and Ministers Unveil the Roadmap for the "Kaczyński's Five"

Prime Minister Mateusz Morawiecki, at the Prime Minister's Chancellery, presented the details and the so-called roadmap for the five promises made by Law and Justice at their last convention. Earlier – as we reported on 300POLITYCE – a special leaflet was created, graphically illustrating the plan for implementing these announcements.

"Today, we are presenting a certain schedule for the implementation of these five points. I have asked the ministers responsible for achieving these goals to present the first legislative proposals and specific implementation dates for each of these points," stated Prime Minister Morawiecki. Thus, in the case of the 500+ program for every child, the Council of Ministers is to adopt the draft in mid-April, parliamentary work is to conclude by the end of the month, and the program's expansion will take effect on July 1st. For the additional, thirteenth pension, the legislative process is also expected to be completed by the end of April, with the benefits to be paid out on May 1st.

Young people's tax exemptions and the reduction of PIT for individuals in the first tax bracket will have a longer implementation period. Parliamentary work should be completed before the parliamentary recess, with entry into force planned for the beginning of October. "We want to offer everyone a dignified life in Poland. In a few years, we aim to catch up with richer European countries. This is the goal of PiS's new five points," Morawiecki added.

During the presentation, the sources of financing for the promises were also outlined. Among them, the government lists: digitalization of public administration (2-3 billion PLN), sealing the National Health Fund (NFZ) (1-2 billion PLN) and the Pension and Disability Insurance Fund (FUS) (2-3 billion PLN), and the so-called fiscal impulse (3-6 billion PLN). "I am confident that we will be able to once again acquire [funds] from the grey economy, the black economy, from VAT mafias, tax criminals, international groups that have avoided paying taxes in Poland," the Prime Minister announced.

Ministers Andrzej Adamczyk, Elżbieta Rafalska, and Leszek Skiba participated in the roadmap presentation. Invited guests were also present at the Chancellery of the Prime Minister, to whom the Prime Minister distributed signed posters with the implementation schedule of the individual programs at the end.

Although the presentation was advertised as a press conference, journalists were not given the opportunity to ask questions.

President Duda at the Social Dialogue Council: Pension Amounts and the 500+ Program

- I will always repeat that dialogue is very important, regardless of how effective that dialogue is, in terms of the ultimate outcome, even of establishing some common position. Even if it doesn't succeed, dialogue is always a very valuable and necessary phenomenon - said President Andrzej Duda during a meeting of the Social Dialogue Council.

- I asked for today's meeting so that I could discuss with you, and learn your opinion on the social and economic consequences of fulfilling one of my most important electoral promises, namely the lowering of the retirement age - the President continued.

- This topic comes up at every one of my meetings [with voters]. I have never heard any complaints. I often receive thanks that this promise has been fulfilled - stated Duda.

- However, there is another topic that is heavily emphasized. Namely, the amount of pensions. Here, we often hear complaints. I hear them especially. First and foremost, unfortunately, also in the context of the 500+ program. On a few occasions, I've even directly heard: "You gave the young people well, the young people receive it because they are raising children, and we raised these young people who are now raising children; we didn't receive any help back then, and now, on top of that, we have low pensions."

Following the MiG-29 Crash, PAD Wants to Grant 'National Rank' to 5th Generation Fighter Jet Acquisition

During a meeting at the National Security Bureau (BBN) attended by President Andrzej Duda, Minister of National Defence Mariusz Błaszczak, and top military commanders, the situation following the crash of a MiG-29 aircraft was discussed.

The President reportedly suggested to Błaszczak that the acquisition of 5th generation fighter jets be granted national rank.

"The Commander-in-Chief of the Armed Forces, Andrzej Duda, addressed the Minister of National Defence with a suggestion to grant national rank to the HARPIA program, ensuring state budget funding and the procurement of 5th generation aircraft – in as effective a formula as was the case with the F-16 aircraft," reads a statement on the President's Chancellery website.

For the lowest-earning groups of teachers, we must secure a bit more funding to increase motivation and achieve pay equality. For me, the teaching profession is absolutely a vocational calling. Warsaw's Crisis Staff Linked to Strike. We Need to Care for Children, We Need to Feed Them

- The crisis staff is linked to the strike. That is a different matter. We prepared for a larger number of students going to high schools, although it cost us a lot of effort and a lot of money. We must prepare. We need to care for children, we need to feed them - said Rafał Trzaskowski in a conversation with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

Bugaj on Zybertowicz: If he apologized, I see no need for him to bear financial responsibility
- This touches me in that Professor Zybertowicz is a researcher of secret services. Because if Andrzej Gwiazda said this once, he might have blurted it out, but if Prof. Zybertowicz said it, the matter is serious. Another matter is what responsibility he should bear; if he apologized, I see no need for him to bear financial responsibility at all - said Ryszard Bugaj on Kropka nad I.

Trzaskowski:

Tomorrow I will announce a program for decommunization of streets. There are streets that shouldn't exist. There are several heroes who should have streets named after them.

- Tomorrow I will announce this program [regarding the decommunization of streets]. Indeed, there are streets that shouldn't exist. There are several heroes who should have streets named after them. We will make these decisions, even though it is a difficult decision, because the vast majority of Warsaw residents do not want to change street names; they have gotten used to the existing ones - said Rafał Trzaskowski in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

Brudziński on the Opposition: We are Changing Politics. Are They Shouting? They are Disoriented, but That's Good. We Count on Poles Seeing That the Situation in Poland is Indeed Changing

- We are changing politics. Are they shouting? They are disoriented, but that's good. We count on Poles, regardless of the resources used against the Law and Justice government, including from abroad, seeing through their own household budgets that the situation in Poland is indeed changing - said Joachim Brudziński in a conversation with Edyta Lewandowska on the program "Gość Wiadomości" on TVP Info.

Brudziński on Running for EP: I Want to Gain Additional Competencies to Be an Effective National Politician. I Will Return to Polish Politics After This Term.
- If you want to be effective in national politics and in European politics, you also need to have a certain resource, experience, and competencies resulting from working in Brussels. I want to treat my presence in the European Union as a kind of investment. That is, I want to gain additional competencies to be an effective national politician. It is obvious that I will return to Polish politics after this term - said Joachim Brudziński in an interview with Edyta Lewandowska on the program "Gość Wiadomości" TVP Info.
