Tuesday's Political Agenda: Senate Session, Government on PiS Election Promises, Biedroń in Olsztyn, Pekao Conference

At 9:00 AM, a press conference will be held by Pekao S.A. to present the bank's financial results for Q4 2018.

Also at 9:00 AM, an additional session of the Senate will commence. The agenda will include "urgent" bills from the upcoming Sejm session. It is not out of the question that this concerns, among other things, compensation for public media, as well as an amendment to the electricity act, although these points are not yet on the agenda. Senate Marshal Stanisław Karczewski's press conference is scheduled for 10:15 AM.

The government session will begin at 10:00 AM. There is only one item on the agenda, but yesterday on TOK FM, Minister Michał Dworczyk announced that members of the Council of Ministers will discuss the program points that PiS proposed on Saturday. A press conference with some ministers, possibly including the Prime Minister, is likely to follow the government session.

Also at 10:00 AM, a closed-door session of the verification committee will take place. A meeting with the media is expected around 10:45 AM. Meanwhile, Robert Biedroń will visit Olsztyn. A press conference is scheduled for 1:00 PM, and the regional convention of the Wiosna party will be held at 6:00 PM.

There are many social and professional groups that have been protesting for months, demanding raises, better treatment, and a real conversation. Their demands have not been taken into account in the government's projects, government proposals. The government should solve problems, not create them, causing this frustration among our compatriots to grow. We do not see such action. It is more of an action directed at a group of people who can reciprocate in elections. We will, of course, support projects that put more money in the wallets of Polish families, such as 500+ for the first child or support for pensioners, although not all of these projects solve social problems. One-time support for pensioners is not systemic support, like a tax-free pension – stated Władysław Kosiniak-Kamysz at a briefing in the Sejm.

- Today, I want to present a project that will be submitted to the Marshal, concerning support for teachers. This is a professional group that has been fighting for many months for better quality of education in Poland, for children to have better access to knowledge, so that this knowledge is passed on as carefully as possible, so that there is not only education but also upbringing in school. They are fighting so that parents are calm about their children's future and, of course, so that teachers' working conditions are as dignified as possible – he continued.

In my opinion, there is simply a lack of will to disburse them. If there are any further regulations, they will say that a comma is missing. Once the comma is there, there will be some pretext. In my opinion, they are simply looking for a pretext not to pay out this money, which is, of course, regrettable. And here I will allow myself a political comment: it is regrettable, especially in this context, that as you can see, millions of zlotys are available for LGBT, but there are not 100,000 zlotys for the daughter of the late Jolanta Brzeska. President Appoints Heads of Two Supreme Court Chambers

- By decisions of February 21, President Andrzej Duda appointed Supreme Court Judge Joanna Lemańska to the position of President of the Supreme Court overseeing the work of the Chamber of Extraordinary Control and Public Affairs, and Supreme Court Judge Tomasz Przesławski to the position of President of the Supreme Court overseeing the work of the Disciplinary Chamber - informed the Presidential Chancellery.

During the ceremony, the president congratulated the presidents of the two new chambers of the Supreme Court. - These are very important chambers, established to change the image and public opinion of the Supreme Court, and above all, of the Polish justice system - emphasized Andrzej Duda. He added: - It is very important that Poles have the feeling that courts in Poland are fair, that they make just rulings, and that judges are a special professional group, serving society.

The President also thanked the judges of the Disciplinary Chamber for their work so far. - Judges are the third branch of power. Special requirements must be placed on judges. It cannot be the case that a judge is above the law. Quite the opposite: they are subject to the law in a special way - recalled Andrzej Duda. He assured that he was aware of how difficult this work is. - You are from the same milieu. I know that [your work] often meets with ostracism, with social and professional dissatisfaction, but it is necessary. It must be carried out in a state that is lawful, democratic, and above all, wants to be a just state.

The President also emphasized the exceptional role of the Chamber of Extraordinary Control and Public Affairs of the Supreme Court. - It raises many doubts, especially in the media, but I had no doubts - he recalled.

In conclusion, addressing all members of the two new chambers in the Supreme Court present at the ceremony, the president stated: - I know, as I am also an observer and participant in public life, that many unpleasant situations occur in the Supreme Court today. For you as experienced lawyers, as honest, upright people – I have no doubts about that. I ask you to endure this calmly. Those who humiliate you with various terms... I am unfortunately thinking here of situations that occur within the court itself, from judges, very often high-ranking judges. [These situations] are very unpleasant, but in essence, they bear witness to themselves. If someone demeans another person with various terms or actions they take, they bear witness primarily to themselves. And they show that they have no moral qualifications to be a judge. Because a judge cannot demean another person, whoever they may be. Even if they are a repeat offender, a murderer - they must treat them with respect. This is the essence of the justice system. These people bear witness to the fact that they should never have been nominated for this highly specific service. I ask you to approach it this way. There is no other way. You just have to wait calmly until they leave.

The estimated increase in spending for the first child under the Family 500 Plus program is 17 billion PLN, the "thirteenth pension" for retirees is 11 billion PLN, the absence of PIT for individuals up to 26 years old is 2 billion PLN, and buses to small municipalities and districts are 1.5 billion PLN. The sum the budget will incur after reducing labor costs is yet to be calculated, and even the previously mentioned promises amount to a colossal sum of 31.5 billion PLN annually. -- PAULINA HENNING-KLOSKA: This can be financed at the expense of healthcare, raises for the public sector. -- SKÓRZYŃSKI ON ECONOMISTS' CONCERNS: There are countries in Europe with budget surpluses. The Polish government has a deficit, and yet it will spend even more on social programs – which are already extensive – than it has in the past. Senate Adopts Bill on Compensation for Public Media Without Amendments

In the evening voting session, the upper house adopted the so-called bill on compensation for public media without amendments. The PiS proposal will now go to the President. The Senate also adopted amendments to the electricity bill without changes.
