Monday's Political Agenda: 300 Days of Morawiecki's "Five-Point Plan", Schetyna on the "Kaczyński Affair", Justice Committee on Vote of No Confidence in Ziobro

At 8:30 AM in Warsaw's Praga-Południe district, the "300 Days of Morawiecki's Five-Point Plan" campaign will kick off, which we wrote about on 300POLITYKA. The head of government will visit Raszyn (at 10:00 AM, with Minister Andrzej Adamczyk), Białobrzegi (at 11:30 AM, with Minister Jadwiga Emilewicz), Jedlińsk (at 12:15 PM, with Minister Jerzy Kwieciński), and Zagańsk (at 2:10 PM, with Minister Teresa Czerwińska), respectively. In each location, the Prime Minister is expected to demonstrate how the promises made as part of the so-called "Morawiecki's Five-Point Plan" are being implemented in practice. At 4:35 PM, a meeting between the head of government and a large family is planned in Gołcza.

At 9:30 AM in Wrocław, Civic Platform leader Grzegorz Schetyna will issue a "statement regarding the Kaczyński affair".

At 2:30 PM in Warsaw City Hall, a declaration in support of the LGBT+ community in Warsaw will be signed. The meeting will be attended by the Mayor of Warsaw, Rafał Trzaskowski, Aldona Machnowska-Góra, the coordinating director for culture and social communication, and representatives of organizations representing the LGBT+ community. 

At 6:00 PM, the parliamentary Justice Committee will issue an opinion on the PO-KO club's motion for a vote of no confidence in Minister Zbigniew Ziobro. The justification cites, among other things, scandals surrounding SKOKs (cooperative savings and credit unions) and the Financial Supervision Authority, and accuses him of violating the rule of law. 

A two-day summit of the Visegrád Group and Israel begins in Jerusalem. Poland will be represented by Minister Jacek Czaputowicz. Yesterday, the wPolityce.pl portal reported that the Prime Minister had informed Benjamin Netanyahu by phone about his absence. Earlier, the government had accepted Jerusalem's explanations regarding the Israeli Prime Minister's statement on Thursday about punishing those who accuse Poles of collaborating with Germans during the Holocaust.

- As announced earlier on the bus, this matter, which is currently somewhat hanging in the air today, concerning Minister Czaputowicz's trip to Israel, is now being weighed one way or the other. That is the truth about history, nothing will change it, and we will break certain racist stereotypes. I am pleased that the Prime Minister of Israel, in his telephone conversation with me yesterday, fully reiterated the declaration that we signed in June 2018 – stated Prime Minister Mateusz Morawiecki at a briefing in Raszyn.

- What happened, those words, are an example of anti-Polonism, racist anti-Polonism. We certainly cannot agree to this, and we will react to it – added the head of the Polish government.

They supposedly backed down from this, but following that, there were some bilateral talks between Prime Minister Morawiecki and Netanyahu, which led to what is happening today," said Civic Platform spokesperson Jan Grabiec in an interview with Jacek Prusinowski on Radio Plus.

"Professional Polish diplomacy should lead to a situation where Poles are apologized to for these statements," he added.

A Modern Bank - The Largest in the Country

The PKO Bank Polski 100th anniversary spot showcases the bank's history, from Józef Piłsudski's decree and the financing of Gdynia's construction, through the creation of Rotunda and its now-iconic logo, to online banking and the IKO application.



The history of PKO Bank Polski began on February 7, 1919, when the Chief of State Józef Piłsudski, Prime Minister Ignacy Paderewski, and the Minister of Posts and Telegraphs Hubert Linde signed a decree establishing the Postal Savings Bank (Pocztowa Kasa Oszczędności). From that moment on, everyone, even minors, could save money at the bank. Starting from scratch in 1919, by 1938, the Bank was already the largest depository of our society's savings in Poland.

Within its first 20 years of existence, the Postal Savings Bank became the largest savings institution in Poland, and the abbreviation PKO – a symbol of saving. The originator of the Postal Savings Bank was Hubert Ignacy Linde. Even during World War I, he developed a project for the organization of the Polish postal service and its associated savings bank, presenting it to the Regency Council in Warsaw, which held supreme authority in the Kingdom of Poland. On November 4, 1918, Hubert Linde approached the head of the department of the Polish Liquidation Commission in Krakow (a substitute for the Polish provisional government) and presented him with a project for the organization of the Polish Check Bank, which was intended to take over the functions of the Austrian Postsparkasse. Subsequently, after a meeting with the Prime Minister of the Polish government, Jędrzej Moraczewski, Linde was tasked with establishing the Postal Savings Bank, subordinate to the Ministry of Posts and Telegraphs. On December 8, 1918, Hubert Linde presented the PKO organizational project to the Prime Minister, and on December 28, he was appointed Director of PKO and Minister of Posts and Telegraphs. Thus, he was simultaneously his own superior and subordinate, a situation intended to facilitate the efficient building of the new financial institution.

Civic Platform: We Received a Pre-Litigation Summons from the Head of the Central Anticorruption Bureau

- Once again, special services in Poland have been used for private purposes. On Friday, we received a pre-litigation summons from the head of the Central Anticorruption Bureau (CBA). The head of the CBA feels offended that we are saying the CBA is not fulfilling its statutory duties, that it is not dealing with the Srebrna affair, the Kaczyński tapes affair, an affair in the background of which is corruption. Ernest Bejda, not as a private individual, but as the head of the CBA, has decided to threaten MPs with lawsuits. He decided to say that either we stop talking about this matter, or we will be harassed by the state ruled by PiS, because that's what it really boils down to. This is not the first time that services subordinate to PiS have tried to silence opposition MPs, as well as independent media, in this matter. It is clear that the great affair, the Kaczyński tapes affair, is a very, very big problem for PiS, given that people appointed by PiS, PiS officials, resort to such dramatic measures to silence us - stated Marcin Kierwiński at a briefing in the Sejm.

Even if the head of government denies it, today's tour across the country – showcasing the effectiveness of Morawiecki's "Five" – is in practice the beginning of an electoral cycle. Meetings with large families and Polish companies, or a stop at Orlen – these are all classic campaign maneuvers, known from previous elections. This is also a prelude to the party's Saturday convention, where program proposals are expected to be presented.

Our sources from the government circles emphasize that the goal is to demonstrate the credibility of Morawiecki's team – something that was announced a little over a year ago and has been successfully implemented for some time. Indeed, the school starter packs were introduced, and a lower CIT for small taxpayers. Moreover, most of the previous commitments – led by 500+ or the lowering of the retirement age – have been fulfilled. The tax-free amount has been partially raised, and in the case of Swiss franc loan holders, a parliamentary committee is resuming its work this week.

In this sense, today's tour was a classic, well-organized event. The Chancellery of the Prime Minister almost completely controlled the narrative: although five briefings with individual ministers took place, none of them allowed for questions to be asked. The head of the Polish government also spoke with journalists on a bus – in the context of the V4 summit – but these were very brief statements, practically without questions as well.

Of course, such control of the narrative minimizes the risk of even one imprecise statement that could overshadow the entire trip. However, it is difficult to speak of a complete success for today's tour, given that the topic of the day is the recurring tension on the Israel-Poland line, and journalists are primarily interested in the Visegrad Group summit in Israel, not the degree of implementation of Morawiecki's "Five." Well, maybe except for public television. Today, tomorrow, and possibly for several more days, the main headlines will not be PiS's program proposals, but the clash with Israel.

The number of unfavorable topics for the ruling party might give the impression of a political low point, but – as we have already written on 300POLITYKA – Jarosław Kaczyński's party is entering the electoral cycle in a moderately good position. It's just that 2019 is not 2015; after four years of PiS rule, it naturally has to face inconvenient topics that, to a greater or lesser extent, overshadow the "positive" narrative.

It is also worth noting that the Prime Minister – unlike PiS's frequent practice – does not disappear during crises.
