Prime Minister Mateusz Morawiecki will be visiting Bratislava, Slovakia, where he will participate in a summit of the Visegrad Group (V4) and the German Chancellor. A working lunch of the Prime Ministers of Poland, the Czech Republic, Slovakia, Hungary, and Germany will commence at 12:25. A press conference following the deliberations is scheduled for 13:35. The V4 leaders – without Chancellor Merkel – will meet again at 14:20.

At 10:00, the parliamentary investigative committee for VAT fraud will question former Deputy Minister of Finance Janusz Cichoń. At 13:00, in a closed session, members of the special services committee will be briefed on the Middle East conference, which will take place in Warsaw on February 13th and 14th.

At 11:00 in Gorzów Wielkopolski, the Minister of Agriculture will meet with farmers from the Lubusz region. A press conference will follow at 13:00.

- Everyone learned about the European Coalition practically from the media, apart from the participants. I understand that this is not yet a coalition, but rather an appeal to create one. The European Coalition is not enough. We need a Polish Coalition, meaning a coalition for the entire year 2019, because the most important things will happen in the autumn - said Katarzyna Lubnauer in an interview with Wojciech Dąbrowski on the program "Graffiti" Polsat News.

"These proposals that are being put forward by Spring are not proposals for working, active people who, when running their own businesses, have to pay ZUS [Social Insurance Institution], which is increasingly high. These proposals will bring even greater burdens related, for example, to ZUS. They must bring higher tax burdens because it's unfeasible, it doesn't add up," said Katarzyna Lubnauer in an interview with Wojciech Dąbrowski on Polsat News's program "Graffiti".

- I saw that such information appeared from the NBP Governor that he would seek a meeting with the President. I think so. It is completely natural for the NBP Governor, constitutionally mandated, to want to meet with the President, to discuss various issues. So, I think so - stated Błażej Spychalski in an interview with Marcin Zaborski on RMF FM. The topic would be the amendment to the Act on the NBP, currently being processed in parliament.

- The President himself, when asked if he would accept such a solution, replied that yes. That he is in favor of full transparency [regarding earnings] being introduced here, because the NBP is a public institution - stated Błażej Spychalski in an interview with Marcin Zaborski on RMF FM.

- This is an intergovernmental conference [the so-called Middle East summit] organized by the Ministry of Foreign Affairs, and of course, the President's participation is planned. We have it here, in Warsaw, in Poland, so the President will certainly welcome the conference participants and, if necessary, will also hold bilateral meetings. Several such meetings are planned. Certainly, there will be a meeting with the US Vice President and the Prime Minister of Israel - stated Błażej Spychalski in an interview with Marcin Zaborski on RMF FM.

„These invoices must be paid. I understand that an agreement was not reached. Preparing documentation, gathering investors – not everything in business has a positive outcome, but the services were rendered and payment is due. I understand it will likely end up in court. We will not resolve this” - said the leader of PSL, Władysław Kosiniak-Kamysz, in an interview with Beata Lubecka on Radio Zet. 

„The number of these scandals will finally spill the beans. There have been very many in recent months, and this electorate, perhaps not the hardcore base, but those in the center who gave them victory in the last election, may say that it was supposed to be so good, with humility and work, but instead there are rewards and bonuses. It was supposed to be crystal clear and honest” – said the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, in an interview with Beata Lubecka on Radio Zet.

"The European Coalition is just a spring plan. It's not enough. Spring is very important, but autumn is the most important," said the leader of the PSL, Władysław Kosiniak-Kamysz, in an interview with Beata Lubecka on Radio Zet.

"The Kaczyński brothers [at the Round Table] were on a different side. They were on the side of independent Poland" - stated presidential advisor Prof. Andrzej Zybertowicz on TOK FM Radio's Poranek. He was responding to Karolina Lewicka's question about the Round Table deliberations in the context of Andrzej Gwiazda's opinion that communists and their agents sat down together in February 1989.

"With the exception of Lech Wałęsa, who is very deceitful, who allows himself to be reduced to the role of a puppet in a certain political game, I do not condemn other individuals [participants of the Round Table deliberations] by name" - he added.

"Perhaps without 'Bolki', meaning opposition activists who secretly collaborated with the political police, many revolutions would have had a bloodier course. Perhaps 'Bolki' are a price worth paying for a bloodless revolution, but one should not deceive oneself with romantic visions that on one side there were angels and on the other devils" - said Prof. Andrzej Zybertowicz in an interview with Karolina Lewicka on Radio TOK FM's Morning program.

“Even this morning I read an analysis stating that from a formal point of view, this invoice shown in GW is flawed because it lacks signatures. Perhaps these were documents that did not meet appropriate business standards. There's a problem assessing the legal status of this invoice” – said Professor Andrzej Zybertowicz in an interview with Karolina Lewicka on Radio TOK FM's morning program.

„The leader of the Peasants' Party says that the fundamental difference between the two concepts is that the European Coalition is meant to be a creation built for the EP elections, while his coalition is also for the Sejm and Senate elections. It would be good if the Peasants' Party also ran together with the European Coalition, because it is a party that, like the SLD, has made a significant contribution to Poland's accession to the European Union” – said former Prime Minister Leszek Miller in an interview with Karolina Lewicka on TOK FM Radio's Poranek.

 

„It turns out the invoice existed, but the issuer didn't receive their money. This is inexcusable. I know how this situation is being explained, because Jarosław Kaczyński does not hide from his associates, including the investor, that if all of this comes out before the Warsaw local elections, the situation will worsen, because a political party is not established to, and here Kaczyński is right, build skyscrapers” - said former Prime Minister Leszek Miller in an interview with Karolina Lewicka on Radio TOK FM's Poranek. 

- The gap is made up of, among other things, such untaxed, non-VAT transactions in which President Kaczyński and the Srebrna company participate. Today I am filing a request for a tax audit to be conducted at the Srebrna company, because this is what, among other things, constitutes the grey economy and the VAT gap. Were the services that Srebrna company used fiscalized, taxed, or was at least VAT paid. I will submit such a request for a tax audit - said Zbigniew Konwiński in an interview with Jacek Prusinowski in Radio Plus's "The Heart of the Matter".

The deadline for electoral committees in Gdańsk to submit signature lists supporting their candidates passed at midnight. The required 3,000 signatures were collected by: Grzegorz Braun (nearly 6,000), Aleksandra Dulkiewicz (25,000), and Marek Skiba (5,000).

According to the election schedule, candidates can be registered with district election commissions until February 11th, and a week later, broadcasts prepared by electoral committees will begin airing in the media.

The elections for the Mayor of Gdańsk will take place on March 3rd.

"In the ECS, there is nothing about Lech Wałęsa's collaboration with the SB. There isn't much, if anything, about the role of Andrzej Gwiazda and Anna Walentynowicz. There is some kind of fabrication by one party and political environment that does not want to acknowledge in any way that this history needs to be discussed honestly and reliably."

- Services, preparatory work performed de facto for Srebrna, as indicated by Jarosław Kaczyński himself, constitute its revenue and, according to regulations, should be taxed with both income tax and VAT. The beneficiary of the preparatory work is Srebrna, as admitted by Jarosław Kaczyński in recordings. It is the owner of the land for construction, so it should pay CIT. The preparatory work has increased its assets. Services for Srebrna, in accordance with the VAT Act, are subject to this tax. However, the tax was not paid. We have been hearing for two years, three years how the PiS government, how Prime Minister Morawiecki, fights the VAT gap. We have a classic example of a VAT gap emerging. This is a model example. A service was performed, but VAT was not remitted. Therefore, we are filing, together with Ms. MP (Marta Golbik - ed.), for an appropriate audit - said Zbigniew Konwiński in the Sejm.

The invoice reported by Gazeta Wyborcza today is not a basis for payment as it's unclear what it concerns. Anyone can issue such an invoice to anyone.
