The Senate session will commence at 9:00 AM. Senators will address, among other matters, the bills that were passed by the Sejm the day before yesterday: concerning the 'Mama4+' program, NBP salary transparency, and amendments to the Electoral Code.

Marshal Stanisław Karczewski's press conference is scheduled for 10:00 AM. An hour later, at the Chancellery of the Prime Minister, Prime Minister Mateusz Morawiecki will meet with children visiting the Council of Ministers' headquarters.

- Almost everything aligns, just a bit reversed. I didn't want to buy an apartment from him [Robert Nowaczyk]. The story is that I wanted to buy an apartment, and the editor probably had such illicit desires once too. I didn't buy [an apartment] in a reprivatized tenement house, I didn't buy from Mr. Nowaczyk, but indeed I wanted to buy an apartment in 2016, which is not an illicit act. I bought it a year later - stated Zdzisław Krasnodębski in an interview with Robert Mazurek on RMF FM.

„We will not withdraw [from the NBP bill]. A committee meeting was held yesterday. Doubts are arising concerning the details, but regarding the principle itself and the intention behind drafting this law, we have absolutely no doubts. Today, we will pass this law – either with some amendments or without amendments” – stated the Marshal of the Senate, Stanisław Karczewski, in an interview with Beata Michniewicz on Jedynka radio.

- Whether this is a matter that truly exists or an acquisition for law firms or patrons, that's another topic – Jadwiga Emilewicz said in a conversation with Beata Lubecka on the program "Gość Radia Zet".

- What do you mean? – the journalist inquired.

- A promotional campaign advertising the services of two patrons, who, as is known, engage in matters that are not accidental but have very strong political implications – Emilewicz added.

“We are developing very well. Record economic growth, GDP growth over 5%, so we should be happy. Large budget revenues. This makes us very happy, but we must spend these funds rationally,” said Senate Marshal Stanisław Karczewski in an interview with Beata Michniewicz on Jedynka radio.

- This is a very serious problem. A gangster emerges, I apologize. He wasn't convicted… Well, but you yourself say he's well-known. Okay, then I'm waiting for the lawsuit. I'd be very happy to meet. A respected patron of the arts, Nowaczyk, emerges and throws accusations left and right, and everyone is extremely agitated. They think something happened. My name is mentioned. I think I've been involved in public activity for about 30 years. I always thought, somehow, that people should be more inclined to believe than to such a significant patron of the arts, widely known in Warsaw – stated Zdzisław Krasnodębski in a conversation with Robert Mazurek on RMF FM.

"A very interesting proposal [by Biedroń on citizen's pension], but the budget can't afford it. These are utopian goals and plans. Looking at his past activities and the program we know, it's rather an appeal to the electorate of Civic Platform and Nowoczesna. Mr. Biedroń comes from that political milieu" - said the Marshal of the Senate, Stanisław Karczewski, in an interview with Beata Michniewicz on Jedynka radio.

I think that knowing social sentiment, they could be harmful. However, is there anything in these tapes that, for example, could personally outrage me? I read it carefully, and that's not the case. It doesn't outrage me because I see no reason, and probably the law, as far as I understand – I'm not a lawyer – has not been violated anywhere – stated Zdzisław Krasnodębski in an interview with Robert Mazurek on RMF FM, when asked if the Kaczyński tapes could harm PiS.

- Minister Tchórzewski announced after his recent talks at the European Commission that such an amendment should appear as soon as possible. I assume, as was stated, that by the end of the first quarter, we should have solutions to mitigate the risks associated with rising electricity costs - Jadwiga Emilewicz said in an interview with Beata Lubecka on the "Gość Radia Zet" program.

– I think that Minister [Macierewicz] was careless, and I also truly believe that one of the weaknesses of our governments is personnel policy. This is [among other things, evidenced by the example of Bartłomiej M.]. I think some young people are promoted too quickly, and then it is difficult to resist the temptation of power – stated Zdzisław Krasnodębski in an interview with Robert Mazurek on RMF FM.

- It's always been like this in Poland, that parties [that didn't exist] had 10% - stated Zdzisław Krasnodębski in an interview with Robert Mazurek on RMF FM. He added:

"I think there is such a segment of voters who might vote [for Robert Biedroń's movement]. It might be a more lasting phenomenon than Nowoczesna. More lasting, but I don't assume it will be some major movement."

- Judging by Stefan Niesiołowski's affair, it seems to me that most Poles still cherish heterosexual love - stated the PiS MEP.

- I do not have such information. I have not participated in any discussions concerning this matter. However, I have participated in discussions regarding the transparency of salaries at the NBP. It is no secret that I am a staunch advocate for such transparency - stated Jarosław Gowin in an interview with Beata Michniewicz on "Polityczne Salon Trójki," when asked if PiS is considering withdrawing from the regulations on the upper limit of salaries at the NBP. He added:

"If transparency of salaries at the national bank is contrary to its impartiality and independence, it means that in Western Europe we do not have independent national banks, because everywhere there the level of salaries is public. As for the restriction, here indeed various arguments clash, both from economists and lawyers. We, and by 'we' I mean the government camp, have leaned towards the interpretation of lawyers who claim that setting upper limits is not contrary to the principle of the bank's independence."

According to the Deputy Prime Minister, salaries at the NBP should be maintained at a market level, meaning comparable to those in commercial banks.

- According to rumors that have reached the media, rumors that in my opinion should be verified based on disclosed data, at least some of the NBP officials earned, are earning significantly above market standards. In my opinion, neither public opinion nor the political class can tolerate this - stated Jarosław Gowin in an interview with Beata Michniewicz on "Trójka's Political Salon".

- I understand that now, because of this big flop, this bomb that Gazeta Wyborcza announced, they are trying to spin it using some side threads, to present the matter in such a way as to show that there is something to it. Meanwhile, there is nothing to it – said Łukasz Schreiber in an interview with Jacek Prusinowski on Radio Plus's “Sedno Sprawy” (The Heart of the Matter).

- Nothing in the recordings revealed so far calls into question either the honesty or the professionalism of Jarosław Kaczyński - stated Jarosław Gowin in an interview with Beata Michniewicz on "Trójka's Political Salon".

- I fundamentally disagree with him. That is, on practically no issue. You know, political games are always difficult to predict who they will take from and who they will give to, but I will not join the chorus of those supporters and propaganda mouthpieces of Civic Platform who are trying to destroy and discredit this formation in its infancy - said Łukasz Schreiber in an interview with Jacek Prusinowski on Radio Plus's "The Heart of the Matter".

„This is a motion to the Sejm and formal matters that must be clarified, and here Stefan Niesiołowski's swift decision to waive it is, I believe, the most justified. From the perspective of the prosecutor's office's work, it's a formal but crucial matter. This issue needs to be resolved, but it cannot be done without lifting immunity or waiving it” - stated the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, in an interview with Wojciech Dąbrowski on Polsat News. 

- It was indifference, arrogance, and in some areas, confabulation on the part of the esteemed lawyer. If I were to comment on it, I would sum it up in one word: utter embarrassment – stated Stanisław Karczewski during a press conference.

„A political party cannot engage in business activities. The question is, where is the board of this company or foundation. It is the board that should be dealing with this, not those who are the founders, because I understand that President Kaczyński acts in such a role” – said the leader of PSL, Władysław Kosiniak-Kamysz, in an interview with Wojciech Dąbrowski on Polsat News. 

- Our opponents are focused on their biggest competitor, Jarosław Kaczyński, whom they want to destroy, but they won't succeed because he is a crystal-clear man. And on Law and Justice. Well, they won't get far with such a program. Even if they unite and all known, unknown, more valued, less valued politicians come together, who want to fight PiS - said Stanisław Karczewski during a press conference.

„Just as there was a debate this week regarding the assassination of President Adamowicz, there should be a personal address from the Prime Minister concerning the accusations made yesterday before the verification committee. The Prime Minister cannot remain indifferent in such a situation. He must clarify this matter” - stated the leader of PSL, Władysław Kosiniak-Kamysz, in an interview with Wojciech Dąbrowski on Polsat News. 

„We are considering [a motion]. This is a fresh matter. We have no problem with submitting such a motion before the next session” - he added.

- This is a very difficult, unpleasant matter. If all of this is true, or even partly true, it is compromising and the end of the politician, former Civic Platform member, Stefan Niesiołowski - said Stanisław Karczewski during a press conference.

- Bartłomiej M. was and is an extremely popular individual due to his previous positions. Before we pass very harsh judgments, let's wait for the court to rule in this matter - stated Michał Dworczyk in an interview with Marek Kacprzak on the WP program "Tłit". He added:

"This is an uncomfortable situation for the PiS [Law and Justice party] camp, because individuals formerly associated, and I emphasize formerly, as they are not currently members of PiS, either because they were expelled or because they resigned themselves after being stripped of various functions - I am referring to the protagonists of these events. This is uncomfortable; such situations happen in life, and it's important how we react to them. The PiS government has shown that there is no special treatment."

- The material we know today provides no basis to claim the law was broken - stated Michał Dworczyk in an interview with Marek Kacprzak on WP's program "Tłit", when asked about the so-called Jarosław Kaczyński tapes.

- This matter has a political and media aspect. Journalists from "Gazeta Wyborcza" and opposition journalists do not hide the fact that this matter is of a media nature. It was meant to strike at the leader of PiS, it was meant to strike at the entire Law and Justice party, at our entire political formation - he added.

- We have our tasks, which we are consistently carrying out. I'm talking about Civic Platform and the entire broad Civic Coalition, which must be much broader and even more representative of the pro-European and pro-democratic current. I'm thinking about the approaching campaign, the European campaign and the parliamentary one in the autumn. This will be crucial for Poland's development in the coming years, not only due to the necessity of rebuilding Poland's position in Europe but also due to systemic issues. I think about democracy and the rule of law in Poland, and Robert Biedroń should be in this camp – stated Andrzej Halicki in an interview with Piotr Maślak on Gazeta.pl.

- Regarding Vice-Chairwoman and former Prime Minister Beata Szydło - she has openly announced her interest in running in the European elections. It is very highly probable that she will run, just a moment of patience is needed. The party will certainly present its personnel decisions regarding the European elections - stated Waldemar Paruch in an interview with Łukasz Jankowski on Radio Wnet.

Asked if Beata Szydło could be the Polish candidate for EU Commissioner, he replied: - She would be a very good candidate. Having experience in leading the country, she was after all Prime Minister for two years, and having experience in foreign policy. PiS has several potential candidates to put forward. Beata Szydło is undoubtedly the leader on this list.

"The verification committee was created as a political idea. Conceived by Jarosław Kaczyński to provide a springboard for attacking political opponents, and led by Patryk Jaki, it is becoming an increasing problem for Law and Justice. It is clearly visible that all threads converge around the privatization issue, but related to land on which Jarosław Kaczyński and a foundation associated with him were to build skyscrapers" - stated Andrzej Halicki from Civic Platform at a press conference in the Sejm. "Yesterday's testimonies mean that questions cannot remain unanswered and actions that the committee should undertake are necessary".

"I will submit a motion to the chairman, and I hope the committee will vote for it, to hear additional witnesses. Some members of the committee question the credibility of advocate Nowaczyk. I will persistently request the subpoena of Jakub R., as well as the subpoena of Maciej Wąsik and Ernest Bejda" - added Robert Kropiwinicki.

Earlier, the PiS spokesperson informed that Jarosław Kaczyński had sent a pre-litigation summons to Ryszard Petru for calling him a "fraudster." The party leader demands that Petru remove the post and pay 10,000 PLN to the "Association for the Support of John Paul II Hospice in Ostrowiec Świętokrzyski."

February in politics is primarily defined by Robert Biedroń's inaugural convention, the final stage of talks before the European Parliament elections – which President Andrzej Duda will announce this month – and the potential presentation of programmatic proposals by PiS.

The Sejm will convene only once, to address the opposition's motion to dismiss the Minister of Justice and likely vote on compensation for public media. The topic of judicial reforms will return to the media headlines, once again due to European structures.

Other topics include the so-called Middle East summit, the Visegrad Group summit and the German Chancellor, as well as the Munich Security Conference. The issue of Jarosław Kaczyński's tapes will likely also be present in the public sphere, especially if the "Gazeta Wyborcza" editorial office possesses more of them.

Biedroń's Convention. On February 3rd, Robert Biedroń's convention will take place in Warsaw, during which the name and faces of the new grouping, along with a package of programmatic proposals, will be presented. As part of promoting the new party, Biedroń will begin a tour across Poland the day after the convention, visiting 13 major cities. Over the month, the leader of the new formation is scheduled to meet with 20,000 people during open forums. As we wrote on 300POLITYCE, Biedroń will present, among other things, projects concerning women, and he plans to inaugurate his EP campaign at the beginning of March.

CJEU on the Supreme Court. On February 12th, a hearing will be held at the EU Court of Justice concerning the European Commission's complaint against Poland regarding the Supreme Court Act. This is unofficial information and is not yet available on the Court's website in Luxembourg, but according to findings by Polskie Radio's Brussels correspondent, Beata Płomecka, the parties – Poland and the European Commission – have been informed.

Middle East Summit. The USA is organizing an international summit dedicated to the situation in the Middle East, specifically focusing on Iran's role in the region. The summit is planned to take place in Poland, a fact confirmed by the Polish Ministry of Foreign Affairs. The summit will be held on February 13th-14th. The United States will be represented by Vice President Mike Pence on behalf of Donald Trump.

EU on Poland. On February 19th, another discussion on the situation in Poland and judicial reforms is scheduled to take place at an EU ministerial meeting. According to Polskie Radio, the discussion will not be in the form of a hearing, as there is no majority in the EU for this, but rather a summary of Warsaw's ongoing dialogue with Brussels. "The European Commission is to present information not only on talks with Poland but also with Hungary," stated one EU diplomat.

Sejm on Dismissing Ziobro. On February 20th at 10:00 AM, the Sejm will consider the PO-KO motion of no confidence in the Minister of Justice, Zbigniew Ziobro. According to the schedule, the debate will last 1.5 hours, and the vote will occur between 12:00 PM and 1:00 PM. The motion was submitted to the Sejm on January 8th but was only published and sent for consideration on January 23rd.

Sejm on Compensation for Public Media. At the end of January, the Sejm held the first reading of a bill proposed by PiS concerning compensation for public media. The proposal was not voted on immediately but was sent to committee. Therefore, there is a chance for its adoption at the session from February 20th-22nd. However, the Senate will only convene after this Sejm session on March 20th-22nd, meaning if an extraordinary session of the upper house is not called, the matter will be postponed until April.

Announcement of EP Elections. According to the Electoral Code, elections for Members of the European Parliament take place within the electoral period established by EU law. However, the elections are called by the President by decree, no later than 90 days before the election date, setting the date for a non-working day. In practice, this means that Andrzej Duda will have to officially announce the elections by the end of February at the latest.

Opposition Talks. The deadline for announcing the EP elections means that February is practically the last possible month for the opposition to engage in concrete talks. As we hear from PSL, the Main Council is expected to convene around mid-February to make appropriate decisions. One possible date is February 9th, but it's not ruled out that the matter could be extended by a week. Meanwhile, on February 16th, the SLD convention will be held with delegates from across the country, which will vote on the formula for participation in the EP elections and likely the minimum program. Most likely, in the second week of February, SLD leaders will present the details.

Potential Programmatic Presentation by PiS. Politicians of the ruling party announced that new programmatic proposals from PiS would be presented at the turn of January and February. The assassination of President Adamowicz somewhat altered these plans, but it is possible that their disclosure will occur in February, although we hear that another possible date is March. In a recent interview for 300POLITYCE and WP, Prime Minister Mateusz Morawiecki said: "I approach the program extremely seriously, deadly seriously, and I must honestly say that it is currently in the analysis phase. We do not yet have a ready program; we are calculating various things, thinking about 2020, 2021, and it would be premature to honestly say today that we have something prepared from start to finish. Various issues and scenarios are currently being calculated."

International Meetings. On February 7th, the Visegrad Group summit and the German Chancellor will take place in Bratislava, according to information on the Chancellery of the Prime Minister's website. On February 18th-19th, as announced by the Israeli Ministry of Foreign Affairs, the prime ministers of Hungary, the Czech Republic, Poland, and Slovakia will visit Jerusalem for the first Visegrad Group summit outside the V4 countries. Additionally, the Munich Security Conference will be held in mid-February.

- I will ask about honesty. What will the political group look like, whose parliamentarians from this political bloc will find themselves in the European Parliament, because if I'm not mistaken, they will later have to go to the EPP, and perhaps they will all be in a political group with Orbán. I can't imagine what that will look like. Biedroń said that he is running in the European elections independently, and no one will force us to do so, and I have the impression that this is Grzegorz Schetyna's political blackmail, to make us run on one list. No, we have one idea. This is an idea that involves the fact that Poles should have a choice. They are not doomed to PiS and Platform, and it's time to end this Polish-Polish war - said Krzysztof Gawkowski in an interview with Marcin Zaborski on RMF FM's "Afternoon Conversation".

- On these tapes, we see a good image of the President [Jarosław Kaczyński], because the President, after all, in a cultured manner… There is a lawsuit, these lawsuits will follow. Good name is very important and very significant in politics. Everything that is happening, being presented illegally, also requires a legal explanation, and that is why the President is demanding it. This is completely natural and obvious – stated Stanisław Karczewski in an interview with Piotr Witwicki on Polsat News's "Wydarzenia i opinie".

Some people associate everything with sex. There are such people, even politicians. For the Civic Platform, everything is associated with Poland leaving the EU. We are a rational party, rational politicians, with our feet firmly on the ground. We know that 80% of Poles want Poland to be in the EU. They assess it positively. Within these 80% are also, the majority, a decisive majority of PiS politicians. Jarosław Kaczyński, myself, very many politicians from the strict leadership, if not all in the strict leadership. There is absolutely nothing to discuss - stated Stanisław Karczewski in an interview with Piotr Witwicki on Polsat News's "Events and Opinions". - Today I saw dinosaurs standing on a stage, whom Prime Minister Kopacz yesterday wanted to throw stones at. That's my first association - he added. - It's not dangerous for us - the Marshal of the Senate continued, when asked about today's European Coalition conference.

The amount of solidarity, warm words, expressions of support flowing from ordinary citizens, various institutions, local governments, presidents of various cities declaring concrete donations, but what is more pleasing is that more and more people are declaring that they want to visit the ECS, see the exhibitions, learn about our common history, participate in educational activities, and this is very pleasing. The amount is huge, we are very happy, this is true solidarity - said Aleksandra Dulkiewicz in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

- The Prime Minister Gliński's wish, as he told me, is for European memory to truly remember that this first brick from the Berlin Wall was torn out here in Gdańsk. When I asked how the Prime Minister intended to do this, by cutting the institution's budget by a third, I was told that the institution is disobedient and they would try to achieve it by other means.
