Wednesday's Political Agenda: Sejm Debates 'Mama4+' Program, Electoral Code Amendments, and Public Media Compensation; Government to Report on Adamowicz Murder Investigation

The Sejm session will commence at 11:00 AM with a brief voting block. Subsequently, MPs will address the "Mama4+" program at 11:10 AM, amendments to the Electoral Code at 12:00 PM, and compensation for public media at 1:00 PM. Another voting block is scheduled for 2:00 PM, during which MPs will decide on any potential motions to reject bills at their first reading.

At 2:15 PM, at the request of the PSL party, a government representative will present information regarding the investigation into the murder of Gdańsk Mayor Paweł Adamowicz. This will be followed by a debate featuring 5-minute statements on behalf of parliamentary clubs and circles.

Second readings of draft legislation concerning salaries at the National Bank of Poland (NBP) are scheduled for 3:45 PM, the second reading of "Mama 4 Plus" for 8:45 PM, and the Electoral Code for 9:15 PM. The first day of deliberations will conclude with a voting block (starting from midnight), and MPs will return to work within the same session on February 20th.

At 9:00 AM, the Joint Commission of the Government and Local Government will convene at the Ministry of Interior and Administration, and at noon, the Sejm investigative subcommittee for Amber Gold will hold a closed-door meeting.

At 10:00 AM, the Razem Party will organize a press conference to present a motion to the National Electoral Commission (PKW) requesting an audit of Law and Justice's financing. Meanwhile, Prime Minister Mateusz Morawiecki will participate in an event celebrating "100 Years of Diplomatic Relations between the United States and Poland" at 6:15 PM.

We begin in Venezuela, where the struggle of opposition leader Juan Guaidó, recognized by the United States as the head of state, against the incumbent president Nicolás Maduro continues. Yesterday, the Venezuelan Attorney General filed a request with the Supreme Court to block Guaidó's accounts and prevent him from leaving the country. On Monday, we mentioned that without the army's support, the self-proclaimed president of Venezuela would not be able to seize real power in the country. To win over the military, he promised them pardons and guarantees of "inviolability." This seems to be gradually convincing officers and sergeants, but the practical problem with this solution is that the international community, and above all Guaidó's biggest ally – the United States, may not support a solution that guarantees a peaceful future for the armed wing of the Maduro regime. Juan Guaidó is recognized as the president of the Bolivarian Republic by: the US, Brazil, Colombia, Argentina, Peru, Ecuador, and Paraguay. Standing firmly behind Nicolás Maduro are: Russia, Iran, Turkey, and China. (Al Jazeera, Financial Times) Meanwhile, in the aforementioned Iran, the Foreign Minister does not place economic hopes in Europe. Mohammad Javad Zarif told the Iranian parliament that he does not expect economic relations with the Old Continent to balance out the isolation from the United States and Israel. Washington is doing everything it can to sever any economic relations Iran has. The Americans managed to convince the Polish Minister of Foreign Affairs for the February meeting in Warsaw concerning the Middle East to be held without the presence of Tehran's representatives. Zarif described this situation as a "desperate anti-Iranian circus." Our interpretation: Poland has traded potential benefits from cooperation with a large, resource-rich market (e.g., oil imports by Orlen and gas by PGNiG) for the satisfaction of the United States, its strategic partner. On the one hand, this can be seen as conceding ground to the Americans, although it may also bring geopolitical benefits to Poland in the longer term. We will see how the situation unfolds. Venezuela's CPI is 18 points, placing it 168th, while Iran, with 28 points, is in 138th position. The conclusions from this year's report are not optimistic: the uninterrupted failure of most countries in the fight against corruption contributes to the crisis of democracy worldwide. Unifeeder argues that the expansion of its offer is driven by the desire to ensure the continuity of goods supplies for any Brexit scenario. The inaugural transport will depart from Gdynia on February 22nd (Friday) and dock at Gateway on February 25th (Monday). Premier Mateusz Morawiecki poinformował, że rozmawiał z kanclerz Niemiec Angelą Merkel na temat negocjacji dotyczących wyjścia Wielkiej Brytanii z Unii Europejskiej.

„Rozmawiałem z kanclerz Angelą Merkel na temat Brexitu. To jest kwestia, która jest niezwykle ważna. […] Dzisiaj rozmawiałem również z moją ekipą, rozmawiałem z kilkoma liderami, z Angelą Merkel, co będziemy robić, jakie kroki będziemy podejmować, żeby jednak wspólnymi siłami, przy udziale wszystkich państw UE, ale przede wszystkim z Wielką Brytanią, starać się zapobiec twardemu Brexitowi” – powiedział premier. Dodał, że celem jest „osiągnięcie jak najlepszego porozumienia dla wszystkich stron”.

Premier Morawiecki przypomniał, że „już od dłuższego czasu” rząd Prawa i Sprawiedliwości „stara się, żeby ten Brexit nie był twardy”.

„Pracujemy nad tym, pracujemy w ramach UE, pracujemy w ramach kontaktów dwustronnych, tak żeby ten Brexit nie był twardy. Jest to w interesie Polski, jest to w interesie Europy, jest to w interesie Wielkiej Brytanii” – podkreślił.

Szef rządu zapewnił, że „Polska nie ma nic przeciwko, żeby Wielka Brytania pozostała w UE”.

„Natomiast jeśli Wielka Brytania chce wyjść, to chcemy, żeby to wyjście było jak najmniej bolesne dla wszystkich, dla Europy, dla UE i dla Wielkiej Brytanii” – dodał.

Prezes PiS Jarosław Kaczyński poinformował w środę, że rozmawiał z premierem Mateuszem Morawieckim o Brexicie, podkreślając, że „UE nie powinna ponosić kosztów związanych z wyjściem Wielkiej Brytanii z UE”.

Trzaskowski on GW Publication: In My Opinion, the Law Was Broken, But Lawyers Will Judge

- Anyone observing this in Poland, even if they don't understand the legal intricacies, even if it turns out the law wasn't broken, though in my opinion it was, lawyers will judge... I believe the law was broken, but lawyers and courts will judge that. However, certainly, even if someone doesn't understand that, they understand the unprecedented arrogance, the stunt, and the brazenness of the ruling party, which contradicts all the ideals it has held high until now – stated Rafał Trzaskowski in an interview with Katarzyna Kolenda-Zaleska on TVN24's "Fakty po faktach".

Sejm Will Not Pass PiS's Public Media Compensation Bill Today

It is now certain that MPs will not vote on the bill concerning compensation for public media during this session. The PiS proposal was originally scheduled for consideration in the morning, then the time was changed to 10:45 PM, and now it has been moved to 1:30 AM, crucially, after the night voting block.

In theory, the bill could have been passed with express speed, without referral to a committee – this has happened before in this term. However, in the current situation, it is impossible because the first reading will only take place after the voting block, which, according to the current schedule, is planned to start at midnight.

The next Sejm session – a continuation of the current one plus the next – is only scheduled for February 20-22. Moreover, the Senate will not convene again until a month later, on March 20-22. If PiS does not decide on an additional Senate session after March 22, or another additional Sejm session before February 15, the issue of public media financing will be prolonged until the end of March/early April.

Another Change to the Sejm's Schedule: First Reading of the Public Media Bill Before the Voting Block

Just a moment ago, another modification was made to the Sejm's session schedule. The first reading of the PiS bill concerning the introduction of compensation for public media will take place before the voting block, in a few to a dozen or so minutes. Theoretically, this revives the scenario of the bill being passed in an expedited procedure, without committee review. Otherwise, the work will drag on until the next session.
