I am convinced that all these outlets, including all those places where negative emotions arise, should be considered, but I wouldn't point to just one medium. I am convinced that all those media outlets that stir up emotions should think twice before showing certain materials. I believe that materials of this kind that stir up emotions appear in many media outlets. This is what we need to pay attention to. Of course, in a situation where it is public television, it also has a different character and a different weight for public opinion. It is not a private medium where the owner can decide whether something should be broadcast or not. Therefore, it is subject to greater social control, greater state control. Those who are making these programs today should demand more from themselves, and society should also demand more from them – said Paweł Szefernaker in an interview with Marcin Fijołek on Siódma9's "Poranek" (Morning Show).

- But God forbid, I don't think it's a matter of one medium being responsible right now. Because it's simply unfair to frame it that way. Many materials that shouldn't appear are present in many media outlets, and I am convinced that there are many media outlets with many more sins on their conscience in this regard than public television. Public television should be particularly sensitive on this point, and I think Poles today demand this sensitivity from all those who create public television. But I'll repeat myself. I am certainly convinced that there are many more media outlets that are not subject to such social control because they are private media, and they do much more harm to raise emotions during public debate, and I repeat, it serves no purpose – Szefernaker added.

- The matter is serious, and therefore we want to participate in this discussion with all seriousness. We can talk about future solutions, changes in the code, the mental health act, but that can be done in parliamentary committees; it doesn't require such a specific meeting as between the head of government and parliamentary faction leaders. Therefore, we hope that the Prime Minister will begin our meeting today by presenting a report on the investigation into the murder of Paweł Adamowicz, on the actions of the services, the prosecutor's office, the Prison Service, which so far have only reached public opinion through leaks, as well as perhaps omissions or lack of reaction from the special services when many people informed either the Prison Service or the police, because the perpetrator's mother, his accomplice in attacks, guardians, psychologists, all informed that there was a person who was a political extremist, had extreme political views, and threatened those on the other side of the political scene, and the lack of reaction to such behavior causes enormous concern. We want to start this calm, closed conversation from this point, in order to address the causes, not just fight the consequences. That is why I will go to this meeting [with Prime Minister Morawiecki], but counting on it having a broader scope than what the Prime Minister is proposing - stated Sławomir Neumann at a briefing in the Sejm.

- We expect three things from this meeting. Firstly, the reinstatement, the reopening of all investigations discontinued by the prosecutor's office related to acts of hatred in Poland. Secondly, the admission of the auxiliary prosecutor's representative, who was present and observed the proceedings in this investigation. Thirdly, the absolutely swift dismissal of the management of TVP, which has a huge role in creating this atmosphere of hatred in Poland, this hate speech and slandering people, and stripping political opponents of the PiS government of their dignity - he added.

In accordance with Article 2(1) of Council Decision 98/415/EC, Member States shall consult the European Central Bank on any legislative proposal within its fields of competence, as laid down in the TFEU, particularly concerning monetary policy, means of payment, national central banks, the collection, compilation and dissemination of monetary, financial, banking, payment and balance of payments statistics, payment and settlement systems, and rules applicable to financial institutions, insofar as they have a significant impact on the stability of financial institutions and markets. In view of these provisions, it should be noted that the draft law contains proposals concerning the national central bank. - The meeting with the chairpersons of parliamentary clubs and caucuses has concluded. It's very good that this meeting took place. I would like to sincerely thank all representatives of the parties and clubs who accepted this invitation and in a substantive, calm manner, as it should be in such a situation, we discussed topics related to the matters concerning the dramatic crime that occurred on January 13th. This matter primarily concerns the following question: how to prevent such incidents in the future, when a person who is mentally ill, a repeat offender, a criminal, is released into freedom after serving a prison sentence, and society wants to have assurance that this person does not pose a threat to security. Therefore, I first asked Minister Szumowski to propose solutions, to present what has already been worked out in the Ministry of Health regarding such situations. Then I asked the Minister of Justice, Zbigniew Ziobro, to also present possible solutions that could contribute to preventing such situations in the future. I also asked Minister Joachim Brudziński to present a detailed timeline of events that led, according to the services under the minister's command, to this tragic event on January 13th and which also took place after this event until today. This was very important information that also formed the basis for our discussion - stated Prime Minister Mateusz Morawiecki at a briefing in the Sejm.

- In the context of proposals, very concrete legislative proposals that have already been worked out and presented in the initial phase. We have also asked representatives of the opposition, parliamentary caucuses and clubs, to also propose their experts, and we will also invite non-governmental organizations dealing with this issue, and opposition parliamentary clubs and caucuses can also propose such organizations with whom they cooperate - he continued. - I assure you that we will work out, and I hope after this meeting, that we will work out together with the opposition a joint version of appropriate legal regulations that will prevent such situations in the future, thus leading to an increase in the level of security - added the Prime Minister.

- I want to emphasize the good atmosphere of this meeting and my opinion on this matter, which I believe is shared by the participants of this meeting, that after all, a political competitor, a political opponent is not an enemy. That one must know how to talk, both in the political world, as well as in the world of media, in the sphere of opinion formation, and thus opinion leaders too, should certainly not only take great care of all the words they utter, check them thoroughly, think about them, but also tone down public debate, where possible - stated Prime Minister Mateusz Morawiecki at a briefing in the Sejm. As PMM emphasized, they managed to reach an agreement on many issues, while in some they stuck to their own opinions.

To start with, the Prime Minister and ministers presented the situation, how they acted after the murder, and what recommendations they have regarding legal changes, asking for support from the opposition and expert work, particularly in the Ministry of Health, related to the treatment of mentally ill individuals leaving prison,” said Sławomir Neumann after the Prime Minister’s meeting with the leaders of parliamentary clubs.


The second part of the discussion concerned what Platforma raised. We have absolutely no certainty today that the person who committed this political murder is mentally unbalanced. Three points are important with which I went to the meeting. We have full agreement from the Prime Minister and the Minister of Justice. If a family requests a representative in the investigation, we have the Prime Minister’s declaration that such a positive decision will be made, and it will be possible to have someone who will oversee the investigation,” he added.


The second matter relates to the resumption of proceedings upon the request of victims of various incidents and events related to hatred. This issue has no clear resolution, as Minister Ziobro is not very keen on resuming these proceedings. A clear rift between the Prime Minister and the Minister of Justice is visible,” Neumann explained. 


The third thing is TVP and the dismissal of the authorities of public television, which we hold enormously responsible for raising the level of aggression in political debate, a level no longer accepted by the majority of the political class. There is absolutely no cooperation or agreement. The Prime Minister sided with TVP, and the matter was concluded on behalf of PiS by Marshal Terlecki, who believes that this television is exceptionally pluralistic, and everything shown there accurately reflects reality,” he added.

We will involve non-governmental organizations, and thus, we invite them today to engage in the legislative process - said Władysław Kosiniak-Kamysz during a press conference in the Sejm. - The second issue is our motion from the PSL-UED club, also supported by other groupings, for which I am grateful: a parliamentary debate, not behind closed doors, on the doubts concerning the investigation into the death of President Adamowicz, and the actions of the police and prison service before and after these events - the PSL chairman continued. - Unfortunately, the topic that almost all of us raised in our statements, the issue of Polish Television, was not addressed by the government side, and particularly not by the PiS club. This sentiment was expressed by Chairman Terlecki. He shows no reflection; I do not see any reflection in him. Perhaps the Prime Minister would want to, as I sense, but there is likely no agreement within the PiS camp, leading to this internal struggle where those convinced that Polish Television needs no repair, no change, are currently winning. But the Prime Minister is the Prime Minister, and he will either prove shortly that he has influence over what happens in television as well, or the change in dialogue will not happen, the change in human relations will not happen without a change in television.
