Political Agenda for Tuesday: Economic Summit in Davos, Government and Committee Meetings

Today marks the beginning of the economic summit in Davos, where Poland is represented by its President and Prime Minister. At noon, President Andrzej Duda will meet with business representatives at the invitation of Bank Pekao S.A. and will participate in a panel discussion on the Fourth Industrial Revolution. At 2:00 PM, he will visit the Polish House, and at 2:15 PM, he will meet with journalists. In the afternoon, further discussions are planned with the president of the economic forum and representatives of global business.

On Tuesday, President Andrzej Duda will be a guest of Bank Pekao and PZU, where he will open the Polish House. This is a venue where debates, presentations, and conferences on global and Polish economic issues will take place throughout the Forum.


Prime Minister Mateusz Morawiecki will meet with Markus Schäfer, a member of the Mercedes-Benz Cars Board of Management responsible for Production and Supply Chain. The welcome is scheduled for 9:30 AM, and a meeting with media representatives for 9:50 AM.

The government session will commence at 10:00 AM. Ministers will address, among other things, the bill on supplementary parental benefits, and the Minister of Foreign Affairs will provide information on Brexit.

Also at 10:00 AM, a closed-door meeting of the verification committee will be held. A press conference following the proceedings is scheduled for 11:30 AM. At 5:00 PM, a tweetup with Prime Minister Mateusz Morawiecki will take place at the Chancellery of the Prime Minister.

At 11:00 AM, the parliamentary committee investigating VAT fraud will question Hanna Majszczyk, former Undersecretary of State at the Ministry of Finance. Meanwhile, Senate committees will work on the state budget for 2019. The entire Senate will address the state's financial plans starting tomorrow.

There's a chance we can convince many countries to deepen EU reform

- We certainly need to listen to the voice of national parliaments, which express the will and voice of individual nations. I'll give an example. A few years ago, when I was still Minister of Development, we dealt with the issue of mobility. And there, several countries, including Denmark, which is not a Central European country, nor one of the less developed ones. We developed a yellow card procedure. A yellow card should prompt the European Commission to reflect. And what did the European Commission do? It did nothing. It put that yellow card in a drawer. So, we are now working, for example, on a red card procedure. To have the possibility to force the European Commission into deep reflection regarding the legislation it proposes. Therefore, there is a chance here that we can convince many countries to a deepened reform of the European Union. - The convention of the Democratic Left Alliance will take place at the beginning of February, and it will make the final decision. I say this with great calm, because when I look at other parties, they are already making very precise declarations, and then they back out of those declarations. The time for decisions will come, and we will make a calm, rational decision. It is important for Poland to be in a strong European Union. We are for further integration of the European Union, we support pro-European movements, not eurosceptics. Everyone knows which side we are on - added the SLD leader.

PSL-UED Parliamentary Club Writes to Sejm Marshal, Submits Motion for Government Information on Adamowicz Murder Investigation

- The PSL-UED parliamentary club is submitting a motion to supplement the agenda of the 77th Sejm session with the item: "Government information regarding doubts emerging around the investigation into the murder of Gdańsk Mayor Paweł Adamowicz, and the functioning of the prison system and justice system" - wrote Władysław Kosiniak-Kamysz in a letter to the Marshal of the Sejm.

"Every day, new information reaches us regarding the investigation into the murder of Gdańsk Mayor Paweł Adamowicz. There are further leaks that subsequently turn out to be false information, including reports concerning the preparation of an assassination attempt on the President of the Republic of Poland. Now we hear that the killer did not use a media identifier that was allegedly secured earlier. This case has affected everyone, and all Poles should hear explanations of this horrific crime. Furthermore, citizens have the right to know whether the Polish state acted as it should have. Did state services do everything to prevent the tragedy?

Additionally, the question must be answered as to why, even if the immediate family informed that the convicted individual, despite the end of his sentence, could be dangerous to others, the police and prison service did nothing with this information? The numerous questions that have arisen require a clear answer so that a similar policy never happens again."

- East of Germany, there are hundreds of places where the European spirit of the place, the genius loci, is felt as strongly as in Aachen, Paris, or Berlin. And millions of people live there whose hearts beat for Europe. A Europe of nations that are solidary and equal. My Gdańsk is such a place. I am returning from there, from the funeral ceremonies of the murdered president of my city, Paweł Adamowicz. He loved Gdańsk, he was a Polish patriot and a European through and through. He bravely defended the rule of law, he helped refugees out of the kindness of his heart, not because someone imposed quotas on him. And for 20 years he built his city. One of his many achievements is the magnificent, vibrant Museum of "Solidarity," and it was he who insisted on naming it the European Solidarity Centre. A few days ago, in this very place, the people of Gdańsk paid homage to their president. Over 50,000 people stood for many hours on a cold night to be able to bow before the coffin with his body for even a second. Europe exists for such people and thanks to such people. Work on strengthening it and do not let this idea die. France and Germany need it to the same degree, without any difference, as Poland, Lithuania, Bulgaria, or Ireland. Remember this today and tomorrow, as I will keep reminding you of it in any case - stated Donald Tusk during his speech on the occasion of signing the cooperation treaty between France and Germany in Aachen.

- Let's not throw the baby out with the bathwater and let's remember that political dispute is a part of democracy, it is inherent in the democratic system. It won't be the case that politicians will immediately start loving each other; what's important is that when criticizing each other, they don't cross certain boundaries - added the Deputy Marshal of the Senate.

We would like to announce that today we are submitting a draft law to the Sejm amending the Act on the National Bank of Poland. This is a law that will resolve doubts, reservations, or accusations directed at the bank concerning the transparency of financial statements, as well as the level of remuneration – Ryszard Terlecki informed at a briefing in the Sejm. - Fulfilling the declarations made by our group, we have prepared a draft law amending the Act on the NBP. It mainly concerns the part regarding the shaping of remuneration in the NBP, the transparency of these salaries, and their amounts – said Andrzej Szlachta. He further stated:

Parliamentary Schedule Poses Problems for PiS [Analysis 300POLITYKI]

By limiting the Sejm's role to a minimum in the election year (one session per month with a slight exception in July), PiS intended to deprive the opposition of a platform for raising inconvenient issues. However, recent weeks demonstrate that such a schedule is at times proving to be a burden for the ruling camp. To pass the electricity price law, it was necessary to convene an additional session immediately after the holidays. Now, the problem resurfaces with the law concerning salaries at the National Bank of Poland (NBP).

Statements from prominent PiS politicians suggested that the draft was to be prepared quickly. While the proposal will indeed reach the Sejm any moment now, the January session has already concluded. The next one is not scheduled until February 20-22, leaving the ruling party with a choice: either convene an additional Sejm session – which has been discussed on Wiejska Street – or wait a month. Deputy Marshal Terlecki's latest statement suggests the latter scenario is more probable.

The period of mourning for the murdered President Adamowicz was, of course, not the ideal time to present emotionally charged proposals, so in that sense, the delay is understandable. However, the day-to-day political grind is returning to the media, and the murder of Paweł Adamowicz will gradually recede from the front pages in the coming days. With a 'normal' Sejm schedule, the issue of NBP salaries could have been resolved much faster, with the project presented and passed within two weeks.

Furthermore, the current schedule of the Sejm and Senate will delay these works even more. If a decision for an additional Sejm session is not made, projects passed at the next session (February 20-22) will await Senate consideration for practically a month. The upper house convenes on February 13-15 – before this February Sejm session – and then not until March 20-22. The Senate can always be convened earlier, but this would only confirm how poorly the schedule is arranged. In such a scenario, the law would take effect around April.

A similar problem exists with the law on compensation for public media. TVP needs funds, and PiS wanted to resolve the matter quickly and pass the project during this session – the schedule was prepared to vote on the entirety on Thursday evening or Friday. Previously, the proposal underwent urgent review by the Bureau of Analysis and Expertise (BAS). At the last minute, the project was withdrawn, leading again to either an additional session or at least a month's delay. Although, concerning compensation for TVP, signals are emerging from the Presidential Palace that Andrzej Duda dislikes this initiative.

Even the postponement of the budget vote fueled speculation about whether PiS would opt for early elections. Such a scenario seemed unrealistic from the outset – especially since failing to pass the budget on time does not automatically shorten the term – but it provided opposition politicians with ammunition to create a narrative. After all, it was Grzegorz Schetyna who spoke of a potential March election date. MPs were granted a long, month-long break from parliamentary work, but the effect was that the topic resurfaced periodically.

A potential solution could be to limit Sejm sessions only to the period of the actual campaign, around May – before the European Parliament elections – and September and October – before the parliamentary elections. The current Sejm schedule causes chaos, and MPs – as they themselves point out – cannot plan their fieldwork because an additional session can be convened at any moment.

As we hear, an additional session of the Sejm may be held in the coming days. One of the proposed dates is Friday, if the Sejm's Presidium convenes tomorrow. It is not known what the parliamentarians would deal with – it is possible that it concerns a bill on salaries at the National Bank of Poland or compensation for public media.

UPDATE: According to the latest information, the Sejm session would take place next week on Wednesday, January 30th. This – as our sources say – is the most probable date for now, but nothing is certain until the Presidium meeting.

In that case, plans are changing, because earlier in the day Marshal Terlecki indicated that there would likely be no additional session, unless the Senate introduces amendments to the budget.

PM to Meet with Apple CEO During Davos Forum

Prime Minister Morawiecki will begin his visit to the World Economic Forum in Davos tomorrow evening. The head of the Polish government – according to a schedule seen by 300POLITYKA – will meet with the CEO of Visa Europe and the President of AT&T Communications on Wednesday, and will also participate in a dinner hosted by the President of Goldman Sachs.
