Thursday's Political Agenda: Funeral Rites for Paweł Adamowicz Begin, Final Day of Parliamentary Session, Constitutional Tribunal on IPN Law
Gdańsk Thursday marks the first day of funeral ceremonies for Paweł Adamowicz. At 3:00 PM, an ceremonial session of the Gdańsk City Council will take place at the Artus Court, attended by councilors from all terms since 1990. At 5:00 PM, the coffin of the Mayor of Gdańsk will be placed on display at the European Solidarity Centre. Residents will be able to pay their respects for the next 24 hours. Warsaw Meanwhile, in the capital, the Warsaw City Council will convene at 5:00 PM for a solemn session to honor Adamowicz's memory and grant him honorary citizenship. At 10:30 AM, the Constitutional Tribunal will announce its ruling on President Andrzej Duda's request concerning the amendment to the Institute of National Remembrance (IPN) Act. Some provisions were repealed in the summer, but - as Krzysztof Szczerski explained - the part concerning the so-called Ukrainian articles has not been dismissed and continues to await consideration by the Constitutional Tribunal. The judgment will be delivered by a five-judge panel. Thursday is also the second and final day of the Sejm session. A two-hour block of votes is scheduled for 4:00 PM.

Skorupka-Kaczmarek:

It was impossible to be bored with Paweł Adamowicz. He was a very combative man

- He was a good man. Simply put. I think this is how Paweł Adamowicz, who was a unique boss, can be described briefly, concisely, in one soldier's sentence. I must say that throughout our collaboration, he provided me with a really solid training ground; it was impossible to be bored with Paweł Adamowicz. Never, when coming to work, did we know what 'attractions' awaited us. He was a very combative man who truly stood up for various kinds of values, which wasn't very popular. It wasn't an action to gain extra points with the public, but an authentic desire to fight – stated the spokesperson for the Mayor of Gdańsk, Magdalena Skorupka-Kaczmarek, in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- He was simply a truly tough man. The fact that the hate flowed over him in such a wide wave, and it really was, because during that time he acquired many different labels from absolutely every side. He was called a communist for defending Dąbrowszczaków Street and a fan of Germans, as politicians here tried to treat us in Gdańsk, asking such a bizarre question, whether Polish is still spoken in Gdańsk, etc. So, there were many difficult moments for him, but he never showed it – she added.

Skorupka-Kaczmarek on Adamowicz: It was sometimes hard to keep up with him

- Believe me, to work with Paweł Adamowicz, you had to work 12 hours a day. It was sometimes hard to keep up with him. He would return from weekends with more new ideas. He expected these ideas from us, and they weren't just ideas for election campaigns. They were simply ideas for Gdańsk. I worked with Paweł Adamowicz because, in my eyes, he was changing enormously as a politician. He learned from us, from the whole world, and it seems to me that he was a little ahead of his time, because the migrant integration model, which evoked such huge negative emotions that flowed our way, is now being used by many Polish cities. Because it's not about Gdańsk wanting to bring in refugees, as they tried to label us, but about our country changing, a lot of people coming from abroad, and simply needing to learn to live with these people, sometimes culturally a bit different, sometimes simply speaking a different language, and preparing cities for this. The equal treatment model was also heavily criticized. There were a lot of things. For instance, the Constitutional Tribunal anniversary - stated the spokesperson for the Mayor of Gdańsk, Magdalena Skorupka-Kaczmarek, in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

08:04

Skorupka-Kaczmarek on Paweł Adamowicz's Death: I Believe He is Proud of Gdańsk, and the City Repays Him
I believe that he [Paweł Adamowicz] is simply very proud of the people of Gdańsk, as he always said, and of his Gdańsk, and the city is repaying him greatly for it. It is truly something incredible. Practically, I spend most of my time now at work, among journalists, but when I go out onto the street, I'm at the shop, I genuinely experience many such situations. Yesterday I was taking a taxi, it was still dark, I assume the taxi driver didn't particularly recognize me, but he himself spoke from the heart about what had happened. People are deeply affected, voices are flowing to us from all over Poland, friends I haven't seen for many, many years are writing to me, saying how shocked they are, simply, that this should not have happened, because it shouldn't have - stated the spokesperson for the President of Gdańsk, Magdalena Skorupka-Kaczmarek, in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

Ziobro:

Prison Service Findings Did Not Indicate Offender Expressed Aggressive Intentions Towards Himself or Others
  • The data originating from the Prison Service indicates that the police provided information, without specifying the source, that they had operational intelligence suggesting the offender declared the possibility of committing a similar crime again and was critical of the previous verdict. In this situation, the Prison Service undertook all legally available actions to verify this. Specifically, they conducted interviews with the inmate himself, who was nearing the end of his sentence, as well as with fellow inmates. There were conversations involving the facility's management, the psychologist who was working with him, and also the educator. The content of these discussions was documented and subsequently forwarded to the police. From these Prison Service findings, it did not emerge that the offender expressed aggressive intentions, either towards himself or towards third parties – said Zbigniew Ziobro in an interview with Daniel Wydrych and Piotr Goćko on "Sygnały Dnia" (Signals of the Day) on Polish Radio Channel One.

08:21

Trzaskowski:

It's impossible to ensure local officials are protected all the time

"It's very difficult for a local official to disconnect from their voters. The president of a country, who plays a more diplomatic role, is one thing, but local officials, who must be among the people, are another" - said the Mayor of Warsaw, Rafał Trzaskowski, in an interview with Karolina Lewicka on Radio TOK FM's Poranek program.

"I can't imagine being protected every day, but perhaps in public situations, we need to consider changing our habits. I will be thinking about this. It's impossible to ensure that local officials are protected all the time" - he added.

08:24

Trzaskowski:

The Right-Wing Tries to Interpret Everything I Do Lately as Ideological Action

"Everything I've been doing lately, the right-wing is trying to interpret as ideological action. I don't understand how anyone can be against lessons on tolerance, on how to behave online so as not to fall victim to hate. I discuss these topics with my children" - said the Mayor of Warsaw, Rafał Trzaskowski, in an interview with Karolina Lewicka on Radio TOK FM's Morning program.

08:27

Ziobro on Stefan W.'s Five-Year Sentence: 'We've Prepared a Draft Penal Code Ready to Go, Awaiting Prime Minister's Decision to Proceed; It Proposes Harsher Penalties for Such Crimes'

- We have prepared a draft Penal Code that is ready and is only awaiting the Prime Minister's decision on when work can commence and it can be submitted to the Council of Ministers. This draft proposes stricter penalties, precisely for these types of offenses (Stefan W. robbed banks - ed.), targeting life, health, and liberty. Robbery-type, aggressive crimes. So that criminals can face much higher sentences - said Zbigniew Ziobro in an interview with Daniel Wydrych and Piotr Goćek on "Sygnały Dnia" on Radio Jedynka.

08:37

Ziobro on Hate Speech: We Must Ask Ourselves. Do the words, and sometimes vulgarities, spoken during these debates by the country's elite, not express hatred rather than love?

- Hate speech is a major problem. It is also a problem concerning the scope of criminal law intervention in public debate. Because we must ask ourselves whether these parliamentary debates, which take place in and around the Polish parliament, are parliamentary or unparliamentary. Do the words, and sometimes vulgarities, spoken during these debates by the country's elite, not express hatred rather than love - said Zbigniew Ziobro in an interview with Daniel Wydrych and Piotr Góćek on Jedynka radio's "Sygnały Dnia".

08:41

Bielan:

Anyone Still Trying to Convince Poles Polexit Can Happen Without Them Noticing Severely Underrates Polish Intelligence

- We see how complicated the process of leaving the EU is for the British, who organized a referendum two and a half years ago in which they voted to leave the EU. If anyone still wants to convince Poles that Polexit, i.e., taking Poland out of the EU, can happen without Poles even realizing it during the process, then they are truly and severely underestimating the intelligence of Poles - stated Adam Bielan in an interview with Piotr Gociek on "Sygnały dnia" PR1.

08:44

Dulkiewicz on Her Candidacy in the Gdańsk Elections: It's Too Early for Me to Think About It Now. Though I Won't Hide That Many Strangers Approach Me and Say 'Madam Mayor, Please Continue the Mayor's Work.'

- It's too early for me to think about it, to talk about it today. Let us bury the President with dignity, let us bid him farewell with dignity. Though I won't hide that many strangers approach me on the streets and say 'Madam Mayor, please continue the Mayor's work' - said Aleksandra Dulkiewicz in an interview with Robert Mazurek on RMF FM's "Morning Conversation".

08:52

Dulkiewicz:

The President's Most Important Commemoration Will Be When We All Learn Lessons from What Happened

- The motto of the women of Gdańsk, 'nec temere, nec timide' (neither rashly nor timidly), courageously but with consideration, was very close to the President. It seems that we need to reflect here. The President consciously said that symbols are important, of course, but I believe that the President's most important commemoration will be when we all learn lessons from what happened - said Aleksandra Dulkiewicz in an interview with Robert Mazurek on RMF FM's "Morning Interview".

09:50

Dworczyk on Appointing Dulkiewicz: 'Such Decisions Are Always Analyzed, But This Was Quite Obvious'

"Such decisions are always analyzed, but this was quite an obvious matter. She was President Adamowicz's First Deputy, and yesterday evening the President signed the decision appointing Ms. Aleksandra Dulkiewicz to perform the duties" - said Minister Michał Dworczyk in an interview with Beata Michniewicz on Radio Trójka.

09:52

Budka:

The Key is Not to Succumb to Populism and Demand the 'Beasts Act' for Every Released Inmate

- First and foremost, all information appearing in public space should be thoroughly checked and investigated: whether there were indeed signals concerning the inmate's mental health. Whether appropriate help was provided, and above all, whether the release occurred without knowledge that he would not pose a threat to others upon his release. All of this should be investigated by the prosecutor's office. But as I say, the most important thing is not to succumb to populism here and demand from the state that the 'Beasts Act' be applied to every inmate who is released, because that would be unfeasible and absolutely unlawful - said Borys Budka in an interview with Jacek Prusinowski on Radio Plus's "Sedno Sprawy" (The Core of the Matter).

09:53

Dworczyk on Not Fielding Candidates in Gdańsk: The Decision Will Be Understandable and Expected by All

Mr. Wałęsa said he would not run in the elections, and Platforma would not field its candidate. That is good. The Gdańsk environment was a specific one, although more closely associated with PO councillors. It seems to me that such a decision will be understandable and expected by all” – said Minister Michał Dworczyk in an interview with Beata Michniewicz on Polskie Radio Trójka.

09:59

Budka on Kaczyński, Mazurek, and Terlecki's Absence at Adamowicz Commemoration in Sejm: They Should Judge Their Own Behavior in Their Conscience. I'm Simply Upset.

- It's sad, because even if it were a simple delay, there are moments when one cannot be late, where every such gesture will be interpreted as a statement. It's not the first time Jarosław Kaczyński has been late for this type of minute of silence, because I recall that he did not honor the late Andrzej Wajda with us. He was in the Sejm at that time, and Ms. Mazurek and Mr. Terlecki were too. They should judge their own behavior in their conscience. I'm simply upset - said Borys Budka in an interview with Jacek Prusinowski on Radio Plus's "Sedno sprawy" (The Essence of the Matter).

10:10

Budka on Gdańsk Elections: In this tragic situation, there is no other option but to respect the verdict of voters from a few months ago. I think there will be one candidate.
- We agreed not to raise this issue at all until the funeral of the late Paweł Adamowicz, but I, as Borys Budka, Vice-Chairman of Civic Platform, most often hear voices from my colleagues that in this tragic situation, there is no other option but to respect the verdict of voters from a few months ago. I think there will be one candidate - said Borys Budka in an interview with Jacek Prusinowski in "Sedno Sprawy" on Radio Plus.

10:20

Waszczykowski:

Tusk should pressure the EC on Brexit. I haven't seen him do anything.
Let's be specific about who could help. At this moment, this is a role for two politicians in Brussels. One is Tajani, President of the European Parliament; he is Italian, and it would seem that due to his Italian origin, he should be helping Great Britain at this time, as Italy is also in a complicated situation. And the second is Donald Tusk, President of the European Council. It is they who should, at this moment, take over, perhaps not the negotiations with Great Britain, but exert some pressure on the European Commission to finally engage in talks with Great Britain. This is because any agreement with Great Britain is better than no agreement with Great Britain - stated Witold Waszczykowski in an interview with Wojciech Dąbrowski on Polsat News' "Polityczne Graffiti." - I haven't seen him [Donald Tusk] do anything at all. Perhaps he will finally dare to go beyond Twitter, a hundred-plus characters, and start talks, because as a Pole, he should also be aware that this also harms Polish interests. We have serious relations with Great Britain, both economically; we are a strong participant in that market and profit from it. We have a positive trade balance, and besides that, we have over a million Poles. So, it is indeed worthwhile to conclude some agreement between the EU and Great Britain to save all of this. A move is also expected from him at this moment - added the former Minister of Foreign Affairs.

10:30

Sawicki:

Couldn't They Wait 5 Minutes to Start the Sejm Session? It Started at 10:20 AM Anyway, Not 10 AM as Planned

- The style of political debate causes demons to awaken in some people. I do not believe Deputy Sejm Marshal Beata Mazurek's explanation that being late for a minute of silence in the Sejm was an accident - stated Marek Sawicki in an interview with Marek Kacprzak on WP's "Tłit" program. He added:

"Everything Beata Mazurek says, you have to later divide by 4, 6, or 18 and search for even a sliver of truth in it. Yesterday, they lacked courage, because I was at the Senior Convention, and we were all there. The Senior Convention ended at least 15 minutes before the Sejm session began. What's more, there have been many Sejm sessions that we didn't start because Jarosław Kaczyński wasn't there. The seat was empty, and Marshal Kuchciński deliberately didn't enter the chamber for a long time, or he entered and waited, and didn't start until Jarosław Kaczyński appeared. Couldn't they have waited those two minutes? Because that's approximately how long Grzegorz Schetyna's speech lasted, that's how much time we dedicated to that tragedy. And couldn't they have waited 5 minutes to start the Sejm session? It started at 10:20 AM anyway, not 10 AM as planned."

- Frankly, I have never heard the word 'sorry' from this politician [Jarosław Kaczyński] and I don't expect to ever hear it. He is the politician who has successfully, gradually introduced hate speech into politics. I don't expect him to be capable of saying the word 'sorry' - added the PSL politician.

10:31

Sawicki:

I hope these two warring camps of PiS and PO will be rejected by society. I urge my leader and PSL not to go into an anti-PiS formula for the elections.
I hope that these two warring camps of PiS and PO, I hope they will be rejected by society. And that is why I urge my leader and PSL not to enter the elections in an anti-PiS formula, not to go into a formula of one bloc against another, but to go with their own rational program, not in an atmosphere of conflict - stated Marek Sawicki in an interview with Marek Kacprzak on the WP program "Tłit".

Spychalski:

The President Will Attend the Funeral, Wishing to Honor President Adamowicz. He Will Speak If the Family Wishes So.

The President will be present at the funeral, he will be in St. Mary's Basilica on Saturday. The President wishes to honor President Adamowicz. Someone from the ministers from the Chancellery will certainly accompany the President, but at this moment I cannot say precisely who. There is media information that [will be] Prime Minister Morawiecki, Prime Minister Gliński” - said the President's spokesperson, Minister Błażej Spychalski, in a conversation with journalists in the Sejm.

We respect the family's wishes. If it were the family's wish for the President to speak, then I think he will [speak]. If there is no such wish, we will respect the family's will” - he added.

12:28

Spychalski on President's Meeting with KRRiT Members: President Requested Council to More Intensively Focus on Inappropriate Content, Violence, and Hate Speech in Media
This was a meeting [with KRRiT members] at which the President conveyed his strong request to the members of the National Broadcasting Council, asking the Council to more intensively pay attention to inappropriate things appearing in some media. We are talking here about both violence and hate speech. The Council members received this with understanding. They will pay more attention to this than before," said the President's spokesperson, Minister Błażej Spychalski, in an interview with journalists in the Sejm.

12:46

Spychalski on Constitutional Tribunal's Ruling on the IPN Act: "The Tribunal Confirmed the President's Arguments and Objections"

The Tribunal today ruled that the provisions challenged by the President are indeed inconsistent with the Constitution. The Tribunal has confirmed the President's arguments and objections, so it was a good thing that the Constitutional Tribunal issued this ruling, stating that certain phrasings used in this [IPN] Act are indeterminate and should be statutorily precise and clear” - said Minister Błażej Spychalski in an interview with journalists in the Sejm.

It is difficult for me to comment on the pace at which the Constitutional Tribunal works. As a lawyer who has analyzed the TK's work pace, it seems to be stable for many years. The resolution was important for our country, for stability and legal certainty” - he added.

Pomeranian Voivode Grants Aleksandra Dulkiewicz Power to Act as Mayor of Gdańsk

The Pomeranian Voivode, Dariusz Drelich, has officially handed over the authority to perform the duties of the Mayor of Gdańsk to Aleksandra Dulkiewicz. This significant handover follows the tragic passing of the former Mayor, Paweł Adamowicz, earlier this year. Dulkiewicz, who served as the Deputy Mayor, will now step into the acting mayoral role, ensuring the continuity of city administration. The formal transfer of powers took place in a ceremony, underscoring the gravity and importance of this transitional period for the city of Gdańsk.

13:28

Petru:

All Opposition Parties Should Boycott TVP Public Affairs Programs Until Kurski is Sacked

We know that words can kill. What happened in Gdańsk should serve as a warning to the entire political class, and especially to the ruling party. The venom spewing daily from TVP is increasing the level of hatred. After Monday's "Wiadomości" report, the ruling party's natural reaction should have been to dismiss the CEO of TVP. This did not happen. The PSL is collecting signatures for a petition to dismiss the CEO of TVP. I believe that the opposition should make a very strong gesture. Namely, all opposition parties, both parliamentary and non-parliamentary, should refuse to participate in public affairs programs on TVP until the CEO of TVP, Jacek Kurski, is dismissed. We must all do this, so that there isn't a situation where some don't participate and others are boycotting this boycott. Therefore, I appeal to all parties, with some of whom I have already spoken, to collectively refuse to participate in TVP programs until Jacek Kurski is dismissed – stated Ryszard Petru during a briefing in the Sejm.

Less than a year ago, a puppet of mine was burned in Białystok. The prosecutor's office discontinued the proceedings, considering that there were no elements of a crime. I therefore request the prosecutor's office to reopen the investigation and I am asking Minister Ziobro to take a position on this matter – he added.

Warsaw City Council Unanimously Grants Honorary Citizenship to Adamowicz. Trzaskowski: Mr. President, We Will Continue Your Work

- Paweł Adamowicz remained faithful until the end to a democratic, tolerant, and open Poland. The kind he defended in his homeland – Gdańsk. He pursued a policy of zero tolerance for prejudice, xenophobia, and antisemitism there. Warsaw and all its residents pay tribute to Paweł Adamowicz – said Rafał Trzaskowski during an extraordinary session of the city council.

- Mr. President, we will continue your work. We are proud that you will be an honorary citizen of the capital city of Warsaw, because you have become a symbol. A symbol of openness, tolerance, and closeness to people – added the Mayor of Warsaw.

19:40

Dulkiewicz:

We are in constant contact with the Voivode. I thank him for all the support he shows us, the residents of Gdańsk, and the President's family.

"We have been in constant contact [with Voivode Drelichem] since Sunday evening. I truly thank the Voivode for all the support he is showing us, the residents of Gdańsk, and Mr. President's family. The gentlemen knew each other because they share a common past, including a political one, in the KLD" – said the Commissioner of Gdańsk, Aleksandra Dulkiewicz, in an interview with Piotr Witwicki on "Wydarzenia i opinie" on Polsat News.

19:47

Dulkiewicz:

Next Week We Will Sit Down and Consider What Lies Ahead, How to Preserve the President's Legacy and Testament, and How to Become Better Towards Each Other

We are talking about it a lot. Currently, we are in constant contact with the president's wife, his brother, and his loved ones. Together, we are preparing for the farewell of Mr. President, but we are also discussing what will happen next, how to preserve this legacy and testament, and how to make ourselves better towards each other. We have a few ideas, but we want to sit down calmly together next week” – said Aleksandra Dulkiewicz, Commissioner of Gdańsk, in an interview with Piotr Witwicki on Polsat News's „Wydarzenia i opinie” (Events and Opinions).

20:29

Siemoniak:

It in no way undermines democracy if public debate proceeds in a normal, civil manner

- Regarding such posts on online forums or references to posts on social media, these are not threats, but rather a lot of some kind of abusive, vulgar formulations are uttered. I am accustomed to this and immune to it because, unfortunately, it is some part of, I don't know if it's public debate, but some method of operation for someone, because these posts are anonymous - stated Tomasz Siemoniak in an interview with Piotr Witwicki on the program "Wydarzenia i opinie" on Polsat News.

- If we draw such conclusions from this tragic situation, from these days, that we must react, that there is zero tolerance for such aggression, then it can only be for the good. It in no way undermines democracy if public debate proceeds in a normal, civil manner, if differences are articulated in such a way that the other side is not insulted - he added.

20:30

Sikorski:

I Join the Appeals to Jurek Owsiak. Millions of Poles, Myself Included, Appreciate the Billion Zlotys He Has Raised for Hospitals and Children Through Years of Wonderful Activity

- I join the appeals to Jurek Owsiak, asking him to understand that we all face hate, that he is overrepresented, but I would like him to know that millions of Poles, myself included, appreciate the billion zlotys he has raised for hospitals and children through years of wonderful activity - said Radosław Sikorski in an interview with Monika Olejnik on the TVN24 program "Kropka nad i".

20:36

Sikorski on Adamowicz: Everyone Knew What He Did in Gdańsk. He Turned a Grey City into a European Metropolis

- Everyone knew what he did in Gdańsk. He turned a grey city into a European metropolis. And how proud he was of it. He was a true host. These city mayors are co-authors of Poland's great success. It's thanks to them that Poland looks the way it does. That such a man was murdered at such a moment, on one of the kindest days of the year, when we all give generously and rejoice, was meant to be a victory of evil over good - said Radosław Sikorski in an interview with Monika Olejnik on TVN24's "Kropka nad i" program.

20:41

Sikorski:

Narutowicz was also murdered by a madman, but one with political motivation who read the Endecja press. The point is that a context for attacking judges was created

- President Narutowicz was also murdered by a madman, but one with political motivation who read the Endecja press. And madmen always have different motivations. The point is that a context for attacking judges was created, and after all, what does a prisoner mostly think about? Getting out. And here a judge increased his sentence beyond what the prosecution wanted, and then, I believe, refused him release three times. So when he heard that judges were a caste, he probably agreed with that – Radosław Sikorski said in a conversation with Monika Olejnik on the TVN24 program “Kropka nad i”.

20:54

Siemoniak:

I will attend Adamowicz's funeral
Yes, yes, many local government officials and Civic Platform MPs are going, some are leaving tomorrow, I am going on Saturday for the funeral at the basilica. I think a great many people. There will be residents of Gdańsk, people from all over Poland. I think thousands, if not tens of thousands, knew President Adamowicz at some point personally. Even if they didn't know him personally, they knew him from the media, from television, they respected him. They visited Gdańsk, they saw what a beautiful city it has become, how important it is on the map of Poland – stated Tomasz Siemoniak in an interview with Piotr Witwicki on Polsat News' "Wydarzenia i opinie".
