And whom does the Minister of Environment represent today: does he represent food producers, the Polish Hunting Association, or all of us? Political Week Ahead: Sejm on Budget, Constitutional Tribunal on IPN, Potential PiS Bill on NBP, PAD in Silesia, Szczurek's Hearing

The upcoming week will see the first Sejm session of the year, during which the 2019 budget bill is slated for a vote. It's also possible that MPs will address the bill on NBP salaries, provided the Law and Justice party (PiS) manages to submit it. The Sejm is also likely to consider a bill concerning compensation for public media.

A tweetup with Prime Minister Mateusz Morawiecki will take place at the Chancellery of the Prime Minister (KPRM). The Constitutional Tribunal (TK) will announce its ruling on President Andrzej Duda's motion regarding amendments to the Institute of National Remembrance (IPN) Act. The VAT parliamentary committee will hear testimony from Mateusz Szczurek, while President Andrzej Duda will visit Silesia. Furthermore, the President (PAD) will meet with the media at a New Year's reception towards the end of the week.

PAD in Silesia. On Monday at 7:00 PM, President Andrzej Duda and his wife will host a New Year's reception for the Diplomatic Corps at the Presidential Palace. On Tuesday, PAD will visit Lubliniec, Herby, and Kłobuck in the Silesian Voivodeship. Additionally, a New Year's meeting between PAD and media representatives is scheduled for this week.

Verification Commission Hearing. On Tuesday at 10:00 AM, the verification commission for reprivatization will hold a hearing. Robert N., Marzena K., and Janusz P. have been summoned to the hearing on general principles.

Szczurek's Hearing. On Tuesday at 11:00 AM, the VAT parliamentary committee will question former Finance Minister Mateusz Szczurek. On Thursday at 10:30 AM, the committee will hold a closed-door session. The hearing of former Head of the Chancellery of the Prime Minister, Jacek Cichocki, scheduled for Wednesday, was canceled – possibly due to the votes on the state budget bill.

KPRM Tweetup. On Tuesday at 5:00 PM, a tweetup with Prime Minister Mateusz Morawiecki will be held at the Chancellery of the Prime Minister (KPRM). The event will be promoted on social media under the hashtag #TweetupKPRM. This is the second of four tweetups organized by the Prime Minister's Chancellery during Morawiecki's tenure.

Budget Vote. Wednesday will feature an 8-hour voting block – from 10:00 AM to 6:00 PM – during which the Sejm will adopt the 2019 budget bill. This is according to the preliminary schedule seen by 300POLITYKA. The vote was originally planned for December but was removed from the agenda after schedule changes. Earlier, on Tuesday, the parliamentary Committee on Public Finance will consider amendments submitted during the second reading.

PiS Bill on NBP Salary Transparency. "We have made a decision and are submitting a bill regarding the disclosure of salaries of the National Bank of Poland's management board, as well as previous management boards. We also want to establish an upper limit for NBP staff remuneration. We intend to submit this bill as soon as possible. When it's ready, we will present the details," stated Beata Mazurek at a press conference in the Sejm. Given the Sejm's calendar, it is highly probable that the bill will be presented next week.

Compensation for Public Media. Last week, PiS submitted a bill to the Sejm providing over a billion zloty in compensation to public media. According to the proponents, the compensation is due to the non-payment of subscription fees by individuals legally exempt from this obligation in 2018 and 2019. The proposal was immediately sent for its first reading and is likely to be processed at the upcoming Sejm session, which begins on Wednesday.

TK on IPN. On Thursday at 10:30 AM, the Constitutional Tribunal (TK) will announce its ruling on President Andrzej Duda's motion concerning amendments to the IPN Act. Parts of the provisions were repealed in the summer, but as Krzysztof Szczerski explained, the part concerning the so-called "Ukrainian articles" is not being discontinued and awaits further consideration by the TK. The ruling will be issued by a five-judge panel.

Prosecutors have secured the knife used to stab President Adamowicz. They are at the scene. Evidence is being collected from all possible sources

Minister Sprawiedliwości, Prokurator Generalny Zbigniew Ziobro poinformował o przebiegu śledztwa ws. ataku na prezydenta Gdańska Pawła Adamowicza.

„Prokuratorzy są na miejscu zdarzenia w Gdańsku. Zabezpieczono nóż, którym został ugodzony śp. prezydent Adamowicz. Zbierane są dowody ze wszystkich możliwych źródeł. Z uwagi na dobro śledztwa na tym etapie nie udzielamy dalszych informacji” – napisał w piątek na Twitterze minister sprawiedliwości.

Prokuratura Krajowa przejęła śledztwo ws. zamachu na prezydenta Gdańska Pawła Adamowicza. W środę wieczorem (9 stycznia) w Gdańsku prezydent miasta został ugodzony nożem na scenie podczas Wielkiej Orkiestry Świątecznej Pomocy. Zmarł w poniedziałek (14 stycznia).

Do ataku doszło w trakcie gdy prezydent Adamowicz prowadził na scenie wywiad. Napastnik, 27-letni Stefan W., podszedł do niego, zabrał mikrofon i zadał kilka ciosów nożem, po czym zaczął krzyczeć z mównicy „Witajcie! Nazywam się Stefan W. Siedziałem niewinnie w więzieniu. Ja z Hejt STOP i dlatego mnie to spotkało”. Po tym jak padły jego słowa sprawca został obezwładniony przez ochronę. Paweł Adamowicz został przewieziony do Uniwersyteckiego Centrum Klinicznego w Gdańsku, gdzie przeszedł wielogodzinną operację. W czwartek (10 stycznia) poinformowano, że jego stan jest bardzo ciężki.

Zatrzymany Stefan W. był wcześniej karany za przestępstwa przeciwko życiu i zdrowiu, a także za przestępstwa związane z handlem narkotykami. Ostatnio odbywał karę więzienia w Areszcie Śledczym w Gdańsku. Był już wcześniej sądownie karany, m.in. za usiłowanie zabójstwa.

W związku z atakiem na prezydenta Gdańska, w mediach pojawiły się liczne wypowiedzi polityków i komentatorów, w których potępiano przemoc i mowę nienawiści. Prokuratura bada wątki przestępczości zorganizowanej, w tym to, czy Stefan W. działał sam, czy też miał wspólników.
