At 12:00, the 1st National Convention of Agreement will begin in Krakow. The opening address will be delivered by, among others, Jarosław Gowin. At 13:00, the program part of the convention will commence. At 13:55, a press briefing will be held. As we wrote on 300POLITYKA, Gowin's party, with postulates close to the new middle class, will attempt to more strongly set the tone for the ruling formation.

- It's shameful to watch this petty squabble within PiS over money. In reality, the gentlemen have argued over cash, each has built their own little kingdom, no one has influence over anyone anymore, and most importantly, Jarosław Kaczyński has lost influence over President Glapiński – stated Bartosz Arłukowicz during Dariusz Ociepa's program "Breakfast on Polsat News".

- There is no doubt that if Parliament passes this act [on NBP remuneration], and it seems it will be done with some consensus, then the President will definitely sign it, because the earnings of public officials should be transparent - stated Andrzej Dera in Dariusz Ociepa's program "Śniadanie w Polsat News".

- Utter delusion (...) If the Prime Minister of France meets with Salvini, if the German Minister of Interior meets with Salvini, then what? Are they talking to Mussolini? Really, this politician has lost his mind - stated Jarosław Sellin on Dariusz Ociepa's program "Śniadanie w Polsat News," commenting on Sławomir Nitras's words comparing a meeting with Salvini to a meeting with Mussolini.

- Do you know why Glapiński is hiding all of this? Because he knows perfectly well how unclear and opaque this financing system is. If two directors, who are said to be extremely competent – one of them is known for having served, it seems, two terms as a PiS councillor in the Masovian Voivodeship Sejmik. She is known for speaking once, when she took her oath, and submitting one interpellation. These are the competences you are talking about – stated Bartosz Arłukowicz on TVN24's "Kawa na ławę" program.

- You have been distributing these awards for many months and years, and Beata Szydło initiated this process when she shouted from the podium: these funds were owed to us – he added.

- Essentially, I have the impression that Mr. Glapiński behaves like a PiS oligarch, cultivated by Jarosław Kaczyński, who has broken free from your leash – stated Paulina Hennig-Kloska on TVN24's "Kawa na ławę".

- We have completed three years of the United Right's governance. Three years good for Poland. Three years of operation, first by Beata Szydło's cabinet, then by Mateusz Morawiecki's cabinet. Three years of President Kaczyński's leadership, whom we wish a speedy recovery from the virus. These three years require an honest balance sheet. Record-breaking economic growth in the EU, record-low unemployment since 189, record-low budget deficit, record-high satisfaction with life among Poles, and record-high sense of security. All these records are primarily the merit of millions of Poles, to whom I once again want to express my gratitude for the trust they placed in us in 2015. However, these reforms and records would not have been possible without the United Right government. We are not falling into triumphalism. We know that we make mistakes, that we must guard against arrogance and greed. We know that we need fresh impulses in some areas, wise adjustments, and a new programmatic vision. This will be a common programmatic vision of the United Right. We will present it in a few weeks. We will likely present it successively - stated Jarosław Gowin during the Agreement convention.

- We strive for further victories, not for ourselves. We strive for these victories for Poland, because Poland deserves a wise government, people who treat politics as a service. The path to these victories leads through unity, but at the same time, the strength of our camp is internal pluralism, and today I want to present proposals that will be – I deeply believe this – placed on the banners of the entire United Right and will convince new voter groups to us, primarily voters from large, medium, and small cities, because the energy we want to unleash lies in cities – stated Jarosław Gowin during the Porozumienie convention.

„Freedom is primarily about removing excessive bureaucratic barriers. Freedom means facilitating business, it means new space for innovation, it means broader autonomy for universities and scientific institutes. Freedom, finally, means liberating Polish entrepreneurs who create the energy of small, medium, and large cities. We have met to loudly declare: It is time to unleash the energy of cities” - said Jarosław Gowin at the Agreement convention.

- Since the British will soon leave the EU, I want to clearly declare that Poland under the rule of the United Right will take on the role of guardian of economic freedom in a United Europe - stated Jarosław Gowin during the Agreement convention.

“We know how to build alliances. We also know how to communicate with those who decide the shape of the EU,” said Jarosław Gowin at the Agreement convention. “It is possible to be a subject in Europe, and this is the concept of PiS, Agreement, and the entire United Right.” 

- We have shown during this time [of the United Right's rule] that we are consistent, effective, and that we keep our word, and that political declarations made at political rallies or conventions are, in our case, also facts that are then reflected in everyday life, because this is our mission. To change Poland, to build a good future for Poles - stated Beata Szydło during the Agreement convention.

„Our greatest collective success is that we managed to stay together, that we managed to build a community of goals, a political camp that showed Poland and Poles that they are the most important to us. Despite programmatic differences, because we come from different political backgrounds, we have different perspectives on many issues, we have different experiences, we have developed a consensus that translated into the 'Good Change' program, which is now being implemented by the United Right government, but we must do everything to secure an extension of the United Right’s mandate from our compatriots in 2019. This is our duty” – said PiS Vice-President, Deputy Prime Minister Beata Szydło, at the Agreement convention.

- We are at an extremely crucial moment. A moment when we can feel a sense of obligation towards our homeland, our fellow citizens, that we have not wasted the responsibility and trust they bestowed upon us four years ago, and we want to continue this path - stated Beata Szydło during the Agreement's convention.

"Therefore, there is a need once again for us to stand together, to prepare a program, a project that we will propose to Poles. For us to embark together on this path that leads us all to good development, a good future, for us to stand before our compatriots and say: trust us once again, because we keep our word, because together with you we are capable of doing a great deal. Today, Poland, Poles need us to build further floors of our common Polish home on the foundation that has been laid."

- This was what Poland was buzzing about in the final months of last year, and we handled it in an interventionist manner. As we said, we will not bear the costs associated with the increase in electricity prices. This is our great success - stated Jadwiga Emilewicz during the Porozumienie convention.

“Poland, Polish cities, Polish families and Polish entrepreneurs, but also Europe, needs new energy today, both for the daily actions that drive us, that make us change our reality. We also need this energy to maintain the profits we are gaining today from this record economic growth. We are today one of the fastest-growing countries in the European Union” – said Deputy Minister Jadwiga Emilewicz during the Porozumienie convention.

- We do not want to pay where it is unnecessary. We want to spend the resources we have more on living better and more dignified lives. This is the fundamental goal of our program. This program is not abstract. This program has success and will have success; it will concern every Pole, every family, every local government, every entrepreneur, every one of us. It is a program for all of us, but also a program for today's and future generations. That is why it is so important to us today - stated Jadwiga Emilewicz during the Porozumienie convention.

The upcoming week will see the first Sejm session of the year, during which the 2019 budget bill is slated for a vote. It's also possible that MPs will address the bill on NBP salaries, provided the Law and Justice party (PiS) manages to submit it. The Sejm is also likely to consider a bill concerning compensation for public media.

A tweetup with Prime Minister Mateusz Morawiecki will take place at the Chancellery of the Prime Minister (KPRM). The Constitutional Tribunal (TK) will announce its ruling on President Andrzej Duda's motion regarding amendments to the Institute of National Remembrance (IPN) Act. The VAT parliamentary committee will hear testimony from Mateusz Szczurek, while President Andrzej Duda will visit Silesia. Furthermore, the President (PAD) will meet with the media at a New Year's reception towards the end of the week.

PAD in Silesia. On Monday at 7:00 PM, President Andrzej Duda and his wife will host a New Year's reception for the Diplomatic Corps at the Presidential Palace. On Tuesday, PAD will visit Lubliniec, Herby, and Kłobuck in the Silesian Voivodeship. Additionally, a New Year's meeting between PAD and media representatives is scheduled for this week.

Verification Commission Hearing. On Tuesday at 10:00 AM, the verification commission for reprivatization will hold a hearing. Robert N., Marzena K., and Janusz P. have been summoned to the hearing on general principles.

Szczurek's Hearing. On Tuesday at 11:00 AM, the VAT parliamentary committee will question former Finance Minister Mateusz Szczurek. On Thursday at 10:30 AM, the committee will hold a closed-door session. The hearing of former Head of the Chancellery of the Prime Minister, Jacek Cichocki, scheduled for Wednesday, was canceled – possibly due to the votes on the state budget bill.

KPRM Tweetup. On Tuesday at 5:00 PM, a tweetup with Prime Minister Mateusz Morawiecki will be held at the Chancellery of the Prime Minister (KPRM). The event will be promoted on social media under the hashtag #TweetupKPRM. This is the second of four tweetups organized by the Prime Minister's Chancellery during Morawiecki's tenure.

Budget Vote. Wednesday will feature an 8-hour voting block – from 10:00 AM to 6:00 PM – during which the Sejm will adopt the 2019 budget bill. This is according to the preliminary schedule seen by 300POLITYKA. The vote was originally planned for December but was removed from the agenda after schedule changes. Earlier, on Tuesday, the parliamentary Committee on Public Finance will consider amendments submitted during the second reading.

PiS Bill on NBP Salary Transparency. "We have made a decision and are submitting a bill regarding the disclosure of salaries of the National Bank of Poland's management board, as well as previous management boards. We also want to establish an upper limit for NBP staff remuneration. We intend to submit this bill as soon as possible. When it's ready, we will present the details," stated Beata Mazurek at a press conference in the Sejm. Given the Sejm's calendar, it is highly probable that the bill will be presented next week.

Compensation for Public Media. Last week, PiS submitted a bill to the Sejm providing over a billion zloty in compensation to public media. According to the proponents, the compensation is due to the non-payment of subscription fees by individuals legally exempt from this obligation in 2018 and 2019. The proposal was immediately sent for its first reading and is likely to be processed at the upcoming Sejm session, which begins on Wednesday.

TK on IPN. On Thursday at 10:30 AM, the Constitutional Tribunal (TK) will announce its ruling on President Andrzej Duda's motion concerning amendments to the IPN Act. Parts of the provisions were repealed in the summer, but as Krzysztof Szczerski explained, the part concerning the so-called "Ukrainian articles" is not being discontinued and awaits further consideration by the TK. The ruling will be issued by a five-judge panel.

„The second decade of the 21st century is coming to an end. When 20 years ago we spoke of RES (Renewable Energy Sources), it seemed like we were talking about a club for the few, the rich, fancies, and unfulfillable imaginings. Today, after more than 20 years, these technologies have developed so much that the costs of photovoltaic installations, the costs of heat pumps, have decreased by 30%, 40%, and even 50%. Their installation does not require obtaining complicated and complex permits. We can do it very quickly. We will achieve these effects this year too” - said Deputy Minister Jadwiga Emilewicz during the Agreement convention. 

- Europe awaits Polish ideas and proposals reflecting our Polish perspective on European integration. Our aspiration remains steadfastly a Europe of free nations and equal states, absolutely respecting the principles of partnership. Therefore, we believe that it is in the well-understood interest of the EU and its member states to counteract the emergence of so-called different speeds, both informal and legally institutionally sealed. We stand for EU unity against divisions. Current and particular political differences cannot justify any divisions. These would directly mean weakening a united Europe - stated Adam Bielan during the Porozumienie convention.

"We are facing crucial European elections. Extremely important, because there is no doubt that the European Union is currently in a serious, multi-dimensional crisis, both institutional and identity-related. This also concerns us, as we are and wish to be an active member of our European community and its lasting and inalienable element. Therefore, we want to engage fully with our partners to address and resolve the problems plaguing Europe and Europeans," said Deputy Speaker Adam Bielan during the Porozumienie convention.

"We, Poles, are citizens of a country with a centuries-old tradition, deeply rooted in the core of European culture and identity. We were, we are, and we want to remain at the heart of Europe. Today, with all conviction and certainty, we say: the European Union is not some imagined alternative of metatheoretical strategies. The European Union is us" - said Deputy Speaker Adam Bielan during the Agreement's convention.

- Poland has every economic argument to remain outside the eurozone currently. Thanks to our own currency, we possess autonomous monetary policy instruments that protect our economy from losing competitiveness - stated Adam Bielan during the Agreement convention.

Minister Sprawiedliwości, Prokurator Generalny Zbigniew Ziobro poinformował o przebiegu śledztwa ws. ataku na prezydenta Gdańska Pawła Adamowicza.

„Prokuratorzy są na miejscu zdarzenia w Gdańsku. Zabezpieczono nóż, którym został ugodzony śp. prezydent Adamowicz. Zbierane są dowody ze wszystkich możliwych źródeł. Z uwagi na dobro śledztwa na tym etapie nie udzielamy dalszych informacji” – napisał w piątek na Twitterze minister sprawiedliwości.

Prokuratura Krajowa przejęła śledztwo ws. zamachu na prezydenta Gdańska Pawła Adamowicza. W środę wieczorem (9 stycznia) w Gdańsku prezydent miasta został ugodzony nożem na scenie podczas Wielkiej Orkiestry Świątecznej Pomocy. Zmarł w poniedziałek (14 stycznia).

Do ataku doszło w trakcie gdy prezydent Adamowicz prowadził na scenie wywiad. Napastnik, 27-letni Stefan W., podszedł do niego, zabrał mikrofon i zadał kilka ciosów nożem, po czym zaczął krzyczeć z mównicy „Witajcie! Nazywam się Stefan W. Siedziałem niewinnie w więzieniu. Ja z Hejt STOP i dlatego mnie to spotkało”. Po tym jak padły jego słowa sprawca został obezwładniony przez ochronę. Paweł Adamowicz został przewieziony do Uniwersyteckiego Centrum Klinicznego w Gdańsku, gdzie przeszedł wielogodzinną operację. W czwartek (10 stycznia) poinformowano, że jego stan jest bardzo ciężki.

Zatrzymany Stefan W. był wcześniej karany za przestępstwa przeciwko życiu i zdrowiu, a także za przestępstwa związane z handlem narkotykami. Ostatnio odbywał karę więzienia w Areszcie Śledczym w Gdańsku. Był już wcześniej sądownie karany, m.in. za usiłowanie zabójstwa.

W związku z atakiem na prezydenta Gdańska, w mediach pojawiły się liczne wypowiedzi polityków i komentatorów, w których potępiano przemoc i mowę nienawiści. Prokuratura bada wątki przestępczości zorganizowanej, w tym to, czy Stefan W. działał sam, czy też miał wspólników.
