In the afternoon, President Andrzej Duda will meet with the Minister of Agriculture, Jan Krzysztof Ardanowski, and the Minister of Environment, Henryk Kowalczyk. As reported yesterday by Radio Plus, the discussion is to concern the planned mass culling of wild boars. The Ministry of Environment, in its purported fight against African Swine Fever, plans to kill 210,000 animals by the end of the month.

The Polish Teachers' Union will organize wage negotiations with Minister Anna Zalewska at 11:00. A press conference by its president, Sławomir Broniarz, will be held at 15:15, at which the decision regarding a potential teachers' strike will be announced.

At 13:00 – as usual, in a closed session – the parliamentary committee for special services will convene. The MPs are expected to discuss the stay of foreigners in Poland in the years 2017-2018. However, at the session, Paweł Kukiz – as he announced yesterday on "Kropka nad i" – intends to remind the services about suspicions related to Deputy Minister Adam Andruszkiewicz and his alleged cooperation with Russian services: - Back when Andruszkiewicz and Chruszcz were in Kukiz’15, I asked the services to look into various situations. Tomorrow there is a session of the committee for special services, and I will remind them of the questions I asked.

- The President of the National Bank of Poland is fulfilling his role well. The NBP is operating very effectively. There are economic results that are undeniable. From this point of view, there are no problems whatsoever. In life, I often wonder if there are ideal presidents anywhere. Each of us has our flaws, quirks, character traits, and I don't think there are any ideal presidents. I haven't met one yet – stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- No, I am convinced these were unnecessary words [from Adam Glapiński about Jarosław Gowin]. That's all I can comment on. I personally believe that the independence of the NBP, which is enshrined in this institution, involves, among other things, weighing one's words sufficiently so as not to engage in any political conflicts - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- There is a bill [regarding mortgage borrowers] in the Polish parliament. Real help. These are parliamentary relations [regarding the pace of work]. The president has fulfilled his promise. He submitted an appropriate bill for real assistance to mortgage borrowers who are in a difficult situation. We currently have a declaration that the work will be accelerated and I hope it will be completed in the first quarter of this year. These are the statements of politicians who are dealing with this matter in parliament - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation".

- There is autonomy, the president can ask, but he cannot force, and the president's request to accelerate the work has been articulated. No, he is not satisfied [the president with how this work is progressing]. Yes [he showed it]. Well, precisely in this way, by asking for these works to be accelerated - added the presidential minister.

- There will definitely be a new proposal. We wouldn't be meeting if there wasn't a new proposal. Out of respect for the trade unions, it is precisely the trade unions who will find out first. I believe that out of respect for teachers, who were disregarded by my predecessors – I remind you that the last raise was in 2012 and it was just over 3%. For many years, privileges were taken away, I have returned all the privileges – said Anna Zalewska in an interview with Beata Lubecka on the program „Gość Radia Zet”.

"It appears that Mr. Adam Glapiński possesses immense knowledge about the functioning of the entire Law and Justice party, and previously of Centre Agreement, and that this unique knowledge allows him to maintain a unique relationship with President Kaczyński" - stated Cezary Tomczyk from Civic Platform in an interview with Karolina Lewicka on TOK FM Radio's Morning broadcast.

"It was always the case with Antoni Macierewicz that when elections were on the horizon, he would hide somewhere. Today, Adam Glapiński is becoming the new Antoni Macierewicz, and that's quite strange because he himself probably wasn't fully prepared for such a role," said Cezary Tomczyk from Civic Platform (PO) in an interview with Karolina Lewicka on Radio TOK FM's Morning program.

- Yesterday, I spoke with Marshal Tyszka. We will likely be able to announce our version, our solution to this problem [NBP salary transparency] today - stated Paweł Kukiz in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

I am a member of the Polish Hunting Association. I joined the PZŁ primarily to be able to help with forest management. I have never shot a roe deer, a wild boar, etc., which might also be a kind of deviation for a hunter. But I have never shot these animals – stated Paweł Kukiz in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti". He added:

"I understand that populations can be regulated, as that is what forest management entails. But crossing certain ethical barriers is, for me, banditry. Banditry. Wild boars currently have what's called 'huczka', meaning their rutting season is around November. Then the gestation period begins, which lasts about 3 months. Right now, there will be shooting of pregnant sows. If these boundaries are crossed… Perhaps I'm exaggerating a bit, but if such an ethical barrier is crossed, then it's equally possible to propose an idea that we reduce CO2 by annihilating the West Pomeranian Voivodeship and, I don't know, Silesia."

- The very act of shooting pregnant sows is banditry. It's like what Bandera and his UPA did to Poles back then – added the leader of Kukiz'15.

- Yesterday, at a press conference, NBP President Adam Glapiński informed us that he possesses significant knowledge about the ongoing prosecution proceedings concerning Marek Chrzanowski, the central figure in the corruption scandal at the KNF, the "bank for one zloty" affair. President Glapiński also revealed to the media and the public when Marek Chrzanowski would be released from custody. Today, we are directing our question to the Prosecutor General, Minister of Justice Zbigniew Ziobro. We are asking if the NBP President has insight into the prosecution proceedings. Has President Glapiński contacted Marek Chrzanowski? Has President Glapiński perhaps visited Marek Chrzanowski in detention? "Since the National Bank of Poland deals with matters related to banking in Poland, and people of very high reputation and competence are supposed to work there, it is difficult to pay such individuals little, because they will work in commercial banking institutions. It's a matter of balance: do we want to have the best specialists, or do we want to have weak specialists, with the best ones working in the commercial sphere" - said the President's spokesperson, Minister Błażej Spychalski, in an interview with Jacek Prusinowski on Radio Plus's "Sedno sprawy" program.

„The President wants to find out what the actual factual situation is [regarding the culling of wild boars]. On the one hand, we have media reports suggesting that 90% of the wild boar population is to be eliminated, and on the other hand, information coming from circles around both ministries indicates that this is absolutely untrue. This is about official information directly from constitutional ministers. We want to have full knowledge conveyed by the ministers. It would be surprising if it turned out that the decision is to cull 90% of the entire wild boar population in Poland”  - said the President's spokesperson, Minister Błażej Spychalski, in an interview with Jacek Prusinowski on Radio Plus's „Sedno Sprawy” (The Essence of the Matter).

"[We will want] to disclose the salaries of all employees. As soon as we pass the act, we will want to do it as soon as possible," said Deputy Marshal Ryszard Terlecki in a conversation with journalists in the Sejm.

Asked about Adam Glapiński's criticism of Jarosław Gowin, he said that "tensions are always possible".

– I also will not fight the Church. I kindly inform you that the project does not concern a fight with the Church, I do not intend to fight either the Church or faith, and I approach believing people with full respect and understanding. However, I expect that the state budget will spend its money rationally. It is nowhere stated that we are to learn faith using money from the budget, and this is what is taught for two hours a week, from preschool, where religion is actually taught, up to high schools. There is no such justification, therefore let's not mix opinions – stated Barbara Nowacka in an interview with Piotr Maślak on Gazeta.pl.

– Jacek Sasin will say whatever is convenient for him, and he clearly has not read the project. 1 billion 400 million from the state budget should be allocated to education, but to education that children need – she continued, when asked about Jacek Sasin's words that he wants to provoke a religious war in Poland.

- PiS has cultivated its own princes. [Adam Glapiński] is absolutely such a prince, a lord of his domain, unfortunately using our public money, who gives salaries to his favorite collaborators. Salaries that you, I, and some of the people watching us could only dream of in a year, which is outrageous. If, on top of that, one could demonstrate competence, understand that these ladies actually possess the necessary skills, then perhaps it wouldn't carry so much weight - stated Barbara Nowacka in an interview with Piotr Maślak on Gazeta.pl.

„For some time now, there have been rumors that Father Rydzyk is interested in building his own political party. In reality, this isn't about building a political party, but about further scams targeting public institutions, institutions connected to the State Treasury. Some time ago, PGE took over a company previously owned by the French, a company operating in Toruń that supplies heat to the city's residents. This company has so far refused to cooperate and collaborate with Father Rydzyk regarding the reception of heat from geothermal sources. For one reason only: it is not economically viable. There is no economic justification for it” – Stanisław Gawłowski from Civic Platform (PO) said at a press conference in the Sejm.

„I know how these kinds of unclear situations surrounding earnings can affect public sentiment, especially within our electorate. I am in consultation with voters. Yesterday I had meetings and had the opportunity to talk with people on this topic. What I am doing is implementing the programmatic, ideological assumptions that PiS has proclaimed for many years. I mean openness, transparency in public life, a modest state” - said PiS senator Jan Maria Jackowski in an interview with journalists in the Sejm. 

„We have made a decision and are submitting a bill regarding the disclosure of salaries of the National Bank of Poland's board, as well as previous boards. We also want to set an upper limit for the NBP staff's remuneration. We want to submit this bill as soon as possible. When it's ready, we will present the details” – said the PiS spokesperson and Deputy Marshal Beata Mazurek at a press conference in the Sejm.

„Yesterday I said that I learned about the [Civic Platform's] bill from media reports, and that if it meets the formal and legal requirements, we would support it. However, it's not just a matter of disclosing salary amounts, but the public opinion says that these salaries are very high, so we want to approach the matter comprehensively. Not only to disclose them, but also to set their upper limits” – she added.

„We are currently working on the bill. There are various proposals, various concepts. It will be developed holistically, and we will present it. Upper limits will be defined for management staff” – Mazurek announced.

"Yesterday, Italian Deputy Prime Minister Matteo Salvini visited. Besides holding the office of Deputy Prime Minister, he is also Minister of the Interior and the leader of a major party. He was received by the Polish Minister of the Interior, then the Prime Minister, and finally held consultations with Party Leader Kaczyński. The discussion concerned issues such as problems with emigration to Europe and border protection. These were the key topics in the discussion with Minister Brudziński. Further meetings and consultations have been agreed upon," said Witold Waszczykowski from PiS at a press conference in the Sejm.

"During the conversation with Prime Minister Morawiecki, a broader European context was discussed, as was the case during the conversation with Party Leader Kaczyński. The current situation in Europe, the European Union, the upcoming parliamentary elections, and what may come after the elections in Europe were discussed. The only agreements reached concern further meetings and further consultations; however, no agreements have been reached regarding pacts, pre-emptive alliances, or joint European Parliament clubs," he added. 

– There was a complete lack of any concrete proposals regarding a 1000 PLN salary increase. And telling us to 'go to local government and look there' is simply absurd – stated Sławomir Broniarz in an interview with journalists.

– We have a discussion before the main board [ZNP] in half an hour, about what we can do after the meeting with the Minister of Education – he added. When asked about what proposals were made, the ZNP president replied that there were none. Furthermore, as he stated, "money doesn't grow just from talking."

- We primarily raised the issue of the trainee teacher. The trainee teacher, according to the regulation and the salary scale, already earns 2.5 thousand PLN gross in 2019, and simultaneously, we strengthened our position. We asked the trade union side to respond to this with a bonus, a bonus that will be "for starters," as we're calling it for now - said Anna Zalewska during a press conference. 

- This is intended to solve the problem of so-called "post-contract hours." Let me remind you, our predecessors increased the teaching load by two hours for every teacher, two hours that each teacher had to work for free. We abolished this obligation, but situations still arise where teachers are forced into these types of activities. Therefore, we want to resolve this by increasing the hours available to the director - Zalewska continued.

- Every teacher who receives an "outstanding" evaluation, not just a diplomaed teacher as is currently the case, will receive additional funds monthly, earmarked funds that will serve as extra remuneration for outstanding work - Zalewska added.

- At the same time, we proposed to the trade unions to return to what was in effect many years ago, namely to joint negotiations with local governments. This is because it is the local government that sets teacher salaries - said the Minister of Education.

- Requests are emerging to examine the teacher's salary structure, because apart from the minimum wage, there are still 16 different allowances. Teachers get upset because not all of them receive these allowances, and they, on average, show that they earn much more money - stated Zalewska.

The Polish Teachers' Union (ZNP) has announced the initiation of a collective dispute with the government. The union is demanding a significant increase in teachers' salaries.

According to a statement released by ZNP, the current remuneration for educators is insufficient and does not reflect the importance of their work. The union cites growing inflation and the rising cost of living as further reasons for the urgent need for salary adjustments.

The collective dispute is a formal process in Poland that allows trade unions to negotiate with employers, including the government, on behalf of their members. If negotiations fail, it can lead to further actions, such as strikes.

ZNP has stated that it is open to dialogue with the government to find a mutually acceptable solution. However, they emphasize that they will not back down from their demands for fair compensation for teachers. The union is urging the government to take their concerns seriously and to engage in constructive negotiations.

The Prime Minister, when asked and pressed by a journalist at a press conference about how he assesses this situation, decided that an immediate public explanation was necessary regarding the salaries of NBP employees and their qualifications, said Jadwiga Emilewicz in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

Subsequently, when you produce energy for your own needs, you are already a winner, because you will have cheaper heating, hot water, and electricity during sunny periods - Emilewicz continued. - I don't want to exterminate all wild boars in Poland. That's the first thing. There was no order, no command regarding the extermination of wild boars. The plan is outlined as every year, for this year, for this hunting season, because it is outlined that way; the season runs from April 1st to the end of March, and for the 2018/2019 season, the planned procurement is 185,000 wild boars. That means killing them, which compared to previous years, on average around 240-250, over 300,000, is still a much smaller figure than in previous years. So far, 168,000 wild boars have been shot. Perhaps by the end of the season, it will be some 30,000. That is, by the end of March - stated Henryk Kowalczyk in an interview with Anita Werner on "Fakty po faktach" TVN24.

I know that two locations are being consulted and that the international community must also weigh in on this matter. A strategic, political decision must be made this year if we are serious about this investment. - Hunters have raised doubts about shooting pregnant sows. There is no order to shoot pregnant sows, but to avoid any doubts, to bypass all doubts, I intend to issue a recommendation that hunters do not shoot pregnant sows and those that are accompanied by young. - With that statement (regarding Chrzanowski's release from custody), but also with the way he conducted yesterday's press conference, he showed that he is completely unsuited for this position, that he is unprepared to be the head of an independent and extremely important institution like the National Bank of Poland.
