Friday's Political Agenda: PM Morawiecki in Bosnia and Herzegovina

Prime Minister Mateusz Morawiecki will be visiting Bosnia and Herzegovina. The head of the Polish government will meet with COM EUFOR MG Martin Dorfer at 10:30 AM and with NATO mission commander BG Marti Bissel at 11:00 AM.

At 11:35 AM, the Prime Minister will participate in a ceremonial roll call at Camp BUTMIR in Sarajevo, where he will deliver a speech. At 12:00 PM, a briefing from the commander of the Polish Military Contingent is scheduled, followed by lunch with the soldiers of the Polish Military Contingent at 12:35 PM.

The last planned item on the agenda for the visit is a meeting with the Prime Minister of Bosnia and Herzegovina, Denis Zvizdić, at 1:00 PM.

07:34

Karczewski on EC accusations regarding the electricity law: I have assurances from the ministry that the problem was subject to our experts' opinions, that everything is in order, and that such accusations should not exist.

- During the debate, and the debate was long, because in the Senate we discussed this matter for many hours. Late at night, we voted on this law. This issue was raised. I have assurances from the ministry that this problem was subject to our experts' opinions, that everything is in order, and that such accusations should not exist. I am rather calm about the effect of the European Commission's actions - said Stanisław Karczewski in an interview with Henryk Szrubarz on the radio program "Sygnały dnia" on Jedynka.

07:40

Karczewski on Kaczyński-Salvini Meeting: 'Completely Natural. Almost All My Counterparts Who Come to Poland Seek a Meeting with J.K.'
- These are completely natural conversations. I must say, by the way, that all, well almost all my counterparts who come to Poland, seek a meeting with Jarosław Kaczyński - Stanisław Karczewski said in an interview with Henryk Szrubarz on "Sygnały dnia" on Radio Jedynka. - The European Parliament elections are ahead of us, and talks before the elections are completely natural. All parties are talking, and we are also talking about possible coalitions for the European Parliament - Karczewski added.

07:43

Karczewski on Andruszkiewicz: You Really Can't Judge Him Before He Starts Working. Let Him Work Peacefully

- You really can't judge him before he starts working. Let him work peacefully, and I hope that in a short time, the minister will show that he is the right man for the right place - said Stanisław Karczewski in an interview with Henryk Szrubarz on "Sygnały dnia" (Signals of the Day) on Polskie Radio Program 1.

Czarzasty on Left-Wing Talks: We Met Before the New Year. If Conditions Are Right, We Will Run Together

- I think there are quite a few parties on the left that, thanks to their wisdom, are currently uniting into a bloc. I'm speaking well of the Razem party, I'm speaking well of the Greens. I have always spoken well of PPS, UP, SDPL, and the Feminist Initiative. We are meeting, we all met even before the new year. The outcome [of this meeting] was that if the conditions are appropriate, we will run together, but before that, we will do a few nice, joint programmatic things. For example, yesterday there was the first joint press conference in the Sejm in history, where representatives of the Razem party, the Greens, and other structures, including SLD, were present. We addressed all those scandalous matters concerning domestic violence. These are small steps - stated Włodzimierz Czarzasty in an interview with Wojciech Dąbrowski on Polsat News' "Polityczne Graffiti". The SLD chairman added that he does not plan for a future outside the Sejm.

08:12

Czarzasty:

I'm indigestible, Schetyna won't digest me. Such guys aren't eaten

- One must talk to everyone, because it was precisely through arrogance and a lack of dialogue with smaller parties that the SLD lost votes in many cases - stated Włodzimierz Czarzasty in an interview with Wojciech Dąbrowski on Polsat News' "Polityczne Graffiti". He added:

"Let me tell you: generally speaking, I am indigestible. Schetyna won't digest me, because such guys simply aren't eaten. I'm too big, I weigh a bit too many kilograms. I'll manage. I'm an experienced politician. If cooperation is arranged on partnership terms, and that's the kind of cooperation we're thinking about with Mr. Kosiniak-Kamysz, Ms. Lubnauer, and other structures, then it will be arranged wisely. If someone wants to eat someone, then I invite them to the cafeteria. However, if someone wants to conduct serious politics, they know that without the PSL and the SLD, they could only govern in one regional assembly in Poland, i.e., in Pomerania, I'm speaking about Civic Platform. If someone possesses such knowledge and imagination, and Mr. Schetyna possesses both knowledge and imagination, then he knows that if he goes to the Sejm alone or builds or co-builds a bloc not on partnership terms, then at that moment he will be sitting with a very numerous club and will be criticizing Mr. Kaczyński in opposition for four years."

- There are talks with all entities that we recognize as democratic structures, standing on the side of Europe and the Constitution. That means with Civic Platform, with PSL, with Modern, and with the left-wing forces I mentioned - continued the SLD leader.

08:15

Czarzasty:

I'm keeping my fingers crossed for Biedroń. Let him build it, and we'll see what comes of it

- I wish him [Robert Biedroń] well. He conducts politics in an unconventional way. He's not a newcomer, as he was in the SLD and, of course, in the Palikot Movement. The Palikot Movement, as we know, ceased to exist, although he was a well-known figure there. I'm keeping my fingers crossed for him. I'm really keeping my fingers crossed for Robert. Let him build it, and we'll see what comes of it. Usually, new formations get a boost in polls at the beginning. It was like that with Mr. Borowski, with Palikot. In those cases, the poll numbers were around 15%. Then they fall by half. At the moment, Robert has a project valued at 7%. That's more or less it. Some studies say 5%, others say 9%, I'm talking about the average, and I'm absolutely not trying to undermine him. He's running a campaign in a specific way, I'll be honest, but also a very interesting one – stated Włodzimierz Czarzasty in an interview with Wojciech Dąbrowski on Polsat News' "Polityczne Graffiti".

08:17

Lubnauer:

We Must Build a Broad Coalition. Currently, It's Easier for Me to Build with the PSL

- Reason, rationality, and responsibility for Poland mean that we must build a broad coalition, which should be an autonomous entity. Of course, it is currently easier for me to build with some entities than with others. It's easier for me to build with the PSL, due to the gesture made by the PSL, Kosiniak-Kamysz, and the Union of European Democrats, which allowed the Modern Poland club to be in the Sejm now – said Katarzyna Lubnauer in an interview with Beata Lubecka on the program "Gość Radia Zet".

08:23

Lubnauer on the United Opposition List: I have no doubt such a list is needed and possible

- We are trying to conduct talks across every possible model, in order to reach a situation where we have a broad coalition agreement that truly offers a chance for a good result, victory in the European elections, mobilization of voters, and victory in the 2019 parliamentary elections. If you ask about my will, I would say that if it depended solely on me, yes, there would be such a list. I have no doubt that such a list is needed, I have no doubt that such a list is possible – said Katarzyna Lubnauer in an interview with Beata Lubecka on the program "Gość Radia Zet".

08:40

WKK:

I Don't Want to Participate in the Race for Leadership. I'd Like Kaczyński to Be the Opposition Leader After the Elections

- Thank you for every vote of confidence. But it's not polls that win elections; we need to win the parliamentary elections in the autumn. Every party truly has ambitions to govern, and that's why people go into politics – to change reality, create living conditions, and implement their programs. It's natural that everyone wants to hold power, not be in opposition. However, to achieve that, you need to win elections, and that's much more important. There's one most important thing – it's not about who will be the leader now, because I don't want to participate in the race for leadership; that race doesn't interest me. I would like, naturally, after the elections, for Jarosław Kaczyński to be the opposition leader – stated Władysław Kosiniak-Kamysz in an interview with Robert Mazurek on RMF FM. - Today, let's not compete for leaders; let's build a common list for the European Parliament – added the leader of PSL.

08:50

WKK:

I Would Like Us to Create a Broad Agreement for the European Elections

- I am a proponent of a broad agreement. I would like us to create a broad agreement for the European elections, because with the dignified treatment of all partners, with a dignified month for everyone, not in a way that someone would want to play the role of a hegemon and be dominant, but rather that everyone combines different values. The European elections are actually good because the common denominator, a strong Poland in a strong Europe, I think, is acceptable for many formations - stated Władysław Kosiniak-Kamysz in an interview with Robert Mazurek on RMF FM.

08:58

WKK:

PiS is not a partner with whom any agreement can be built. We didn't join them this term, we won't join them next term

- We did not go into a coalition with PiS after the local elections, which many said: look how many PSL members will betray us, how they will go after this power in the regional assemblies. We were not tempted anywhere. This is not a partner with whom any agreement can be built today. Nobody has such a desire [for a coalition with PiS after the elections]. We did not enter into it this term, in the regional assemblies, and we will not enter into it next [term] - stated Władysław Kosiniak-Kamysz in an interview with Robert Mazurek on RMF FM.

PM Cancels Visit to Bosnia and Herzegovina Due to Illness; Defense Minister to Lead Delegation

- Due to Prime Minister Mateusz Morawiecki's temporary health indisposition, a change has been made to the head of the delegation during the visit to Bosnia and Herzegovina. The head of the Polish delegation will be the Minister of National Defence, Mariusz Błaszczak. The Prime Minister will be represented by the Head of the Prime Minister's Chancellery, Michał Dworczyk, and the Head of the Political Cabinet, Marek Suski - informed the Prime Minister's Chancellery.

09:17

Paruch:

Around 10% of Electors Will Decide Who Wins the Election and By How Much

- There is no shift towards the center. Reasoning in terms of left-center-right leads to defeats. The center is mythical, it's about 7% of voters who are waiting for an offer from the left or the right, and they are, by the way, already catered for. The issue is much more complicated – the results of the parliamentary elections in Poland, who will win the elections and by what margin, will be decided by 10% of active Polish voters. They live their own daily lives, and their political choices are determined by the situation, the social context of the elections, expectations, and even irrational elements. Emotions decide the results – and the question is who will evoke what emotions in the election year – stated Waldemar Paruch in an interview with Marcin Fijołek on the morning program Siódma9.

09:23

Paruch, asked about new PiS proposals, suggests an announcement regarding the tax-free allowance:

Yes, but not only that.

- These will be proposals for the 2020 tax year. Tax proposals will certainly appear in PiS's electoral promises. Let's wait for the specifics - the party will announce them, as it is PiS's program, as well as the Prime Minister, who is the leader of Law and Justice (...) Will it also be a matter of the tax-free allowance? Yes, but not only that. We will learn the specifics, I think, at the turn of February and March - stated Waldemar Paruch in an interview with Marcin Fijołek on the morning program Siódma9, when asked about the plans related to new program proposals that PiS is preparing.

09:41

Schetyna:

I'm not in politics to be Prime Minister. I am in politics today, tomorrow, and for the coming months to restore Poland to the European mainstream

- If we start dividing positions and portfolios today, deciding who will be Prime Minister, who Deputy Prime Minister, and who Minister of Digitization or another, we will certainly not win the elections. I know this is interesting, engaging - said Grzegorz Schetyna in an interview with Jacek Żakowski on TOK FM's "Pornak".

- I am not in politics to be Prime Minister. I am in politics today, tomorrow, and for the coming months to restore Poland to the European mainstream, to confirm the rule of law, parliamentary democracy, and civil liberties - Schetyna added.

09:51

Schetyna on Coalition: We Need to Build Around the Strongest, Together with the Strongest, While Maintaining Subjectivity. Standing Beside, Not Fighting Each Other

- The conclusion is that we need to build around the strongest, together with the strongest, while maintaining subjectivity. Standing beside, not fighting each other. Being on the same level. To build something that allows us to benefit from the electoral law - said Grzegorz Schetyna in an interview with Jacek Żakowski on "Poranek TOK FM".

09:56

Sasin on Electricity Bill: We Have Expert Opinions Showing No Public Aid Involved
This will be the response of the Minister of Energy, as the Minister of Energy is in contact with the European Commission on this matter. Not only after the adoption of this bill [concerning electricity prices], but also before. As I understand it, the issue concerns discussions about potential, possible public aid for energy companies. We have expert opinions showing that public aid is out of the question in any case. These are expert opinions from the Ministry of Energy – stated Jacek Sasin in a conversation with Jacek Prusinowski in "The Core of the Matter" on Radio Plus. - At best, this could be referred to as some form of remuneration or compensation for companies due to the solutions that have been adopted, similar to, for example, travel discounts. In that case, they are compensated – added the head of the Council of Ministers. - The Ministry of Energy is in dialogue with the European Commission, and all necessary documents will, of course, be presented. Such a discussion is completely normal. I am convinced that our arguments will be heard by the European Commission – he continued. Asked about the statement of the EC spokesperson, who yesterday referred to this mechanism precisely as public aid, he replied: - Perhaps this statement is the result of not very in-depth knowledge of these solutions, and I think it is the task of the Minister of Energy to broaden this knowledge within the European Commission.

Deputy Minister of Family on the Bill Against Domestic Violence: Such a Project Should Not Leave the Ministry Walls. I Place Myself at Rafalska's Disposal

10:05

Schetyna on the Post-Election Reality: President Duda, With All Due Respect, It's Only Five Months

- President Duda, with all due respect, it's only five months. We'll manage with that. It will be five absolutely critical months because we will have to pass laws - said Grzegorz Schetyna in a conversation with Jacek Żakowski on "Poranek TOK FM".

10:07

Schetyna on snap elections: March 17th. Realistic in 40-50%

- Two possibilities. October, mid-October. This accelerated variant of March 17th - said Grzegorz Schetyna in an interview with Jacek Żakowski on "Poranek TOK FM".

- Realistic? What do you bet on? - the journalist pressed.

- I think it's between 40 and 50 percent. Because there is a critical, very significant decomposition within the ruling camp, that is visible. There is the ECJ ruling regarding the KRS on March 19th, which will be very important and will have resonance - replied the Civic Platform leader.

10:40

Ociepa:

Jarosław Kaczyński to be the Guest of Honour at the Agreement Convention

- At the [Agreement's] convention on January 13th, we will have a very interesting message of a libertarian character, a message of responsibility for Poland and for Europe, and in a very concrete dimension. Energy issues, presented competently by Minister Emilewicz, or local government issues, presented by Jakub Banaszek, show that Agreement is a party that very well defines today's challenges and the opportunities that Poland could and should seize - stated Marcin Ociepa in an interview with Marcin Fijołek on the morning program Siódma9.

- The guest of honour will be President Jarosław Kaczyński. This is an example of how closely we cooperate within the United Right camp. Of course, because Jarosław Gowin is the Deputy Prime Minister and Minister of Science and Higher Education, and Jadwiga Emilewicz is the Minister of Entrepreneurship and Technology, we are able to practically influence how the state functions. The Constitution for Science and the Constitution for Business are examples of how Agreement realistically implements its programs and its vision for the state - emphasized the Undersecretary of State for Entrepreneurship and Technology.

Golbik:

We Still Have a Man Involved in a Corruption Scandal at the Head of the NBP. That's Why We Demand Glapiński's Resignation

- Why is Adam Glapiński, entangled in such a serious scandal, still holding the position of the President of the National Bank of Poland? This is a situation that would not occur in any democratic country, yet it continues to happen in Poland. We still have a man involved in a corruption scandal at the head of the National Bank of Poland. That's why we demand Adam Glapiński's resignation - Marta Golbik said during a press conference in the Sejm.

Bodnar on the bill against domestic violence: I have doubts about who was truly its author

Eliminating the concept of "one-off violence" as encompassing situations that should be the subject of interest from the state, from local authorities, is scandalous, that's how it should be called, and also various other issues, e.g., releasing municipalities from the obligation to prepare programs to counteract violence, that one must first check if we are dealing with a conflict within the family, and only then proceed with the procedure of establishing a blue card, all this dilutes the system. It should be a system that is efficient, provides an appropriate reaction quickly, and above all, ensures adequate protection for the victim. The victim, the potential victim, is always at the center of every support system and state response, and unfortunately, this project went in a slightly different direction (…) I have doubts about who was truly its author, because of course the author is the Ministry of Family, Labour and Social Policy, but I know that in various advisory teams there are individuals associated with Ordo Iuris, including Mr. Jerzy Kwaśniewski, but what's interesting, if one were to look at the composition of these various teams, they function there not under the name Ordo Iuris but Caritas Polska, so it seems to me that it's also worth checking whether the Prime Minister actually had the proper influence on the shape of this bill, or perhaps the ministry had too much freedom in shaping the content of this regulation – stated Adam Bodnar in a morning conversation with Gazeta.pl.

"I am aware of the political tension in Poland and that not always what one would want is feasible, but I continue to believe that when it comes to civil rights, when it comes to solving specific problems, such meetings should be possible. There has been [no meeting with the prime minister so far] (…) I am aware that politics has various faces and causes various challenges, and I am not trying to be naive and I see how it looks, for example the whole discussion about the budget of my office, but what comforts me is that at the formal level, the exchange of letters, correspondence, responses to my postulates, solving some of the problems I point out, is not so bad, meaning that the procedures resulting from the Ombudsman's Act are being followed, with some exceptions. It seems to me that the biggest problem lies with the Ministry of Justice."

13:46

Brejza:

We Demand Information on the Role of Extreme Ideologues from Ordo Iuris in Developing This Radical Bill

- Only an extremely perverted mind could come up with a definition of violence according to which a woman can be raped once and it is not domestic violence, or can be slapped and harassed multiple times, and it will also not be domestic violence according to PiS politicians. We demand information as to why Minister Rafalska is lying, what was the role of extreme ideologues from Ordo Iuris in developing this radical bill [on countering domestic violence], which is intended to prevent victims of domestic crime from escaping the quagmire - stated Krzysztof Brejza at a briefing in the Sejm.

Trzaskowski:

We Already Know the Government is Working on New Domestic Violence Legislation. I've Sent a Letter to Rafalska on the Matter

18:17

Kuźmiuk:

Young People Largely Hold Right-Wing Views. The Program Implemented by PiS is Close to Them. Andruszkiewicz is, I Believe, Their Representative

- He is a representative of a huge number of young people, from what I read. I don't know Mr. Andruszkiewicz specifically. It's about the environment of young people. Young people, as research indicates, largely hold right-wing views. So I understand, the program implemented by Law and Justice is close to them. Adam Andruszkiewicz is, I believe, their representative, in some part – said Zbigniew Kuźmiuk in an interview with Marcin Zaborski on RMF FM's "Afternoon Conversation".

19:21

Krasnodębski:

Tusk Was Merkel's Candidate
- He was certainly not [Donald Tusk] a candidate for this position [President of the European Council] of the Polish government, for a second term. He was Angela Merkel's candidate. I understand that this is precisely what the Minister of Foreign Affairs wanted to say, that we all know that Jacek Saryusz-Wolski was the Polish government's candidate for this position - stated Zdzisław Krasnodębski in an interview with Piotr Witwicki on Polsat News' "Events and Opinions" program.

19:33

Krasnodębski:

I Learned About Mr. Andruszkiewicz's Existence Just a Few Days Ago

- I will confess something to you. I mainly spend my time in Brussels and Strasbourg. I learned about Mr. Andruszkiewicz's existence just a few days ago, when journalists started asking me about him. I apologize profusely, but I do not know [his] views, I have not studied them – stated Zdzisław Krasnodębski in a conversation with Piotr Witwicki on Polsat News' "Wydarzenia i opinie" (Events and Opinions).

20:01

Lubnauer:

What happened in December has eroded trust, and it must be rebuilt

- Certainly, what happened in December [the takeover of Modern MPs by Civic Platform] has eroded that trust, and that trust must be rebuilt, because I don't think anyone has any doubts that the Civic Coalition, which we built with Schetyna, brought benefits to both parties. We introduced a lot of content related to Modern into our programmatic, but also daily, communications, for example, concerning women's rights, modernization issues - stated Katarzyna Lubnauer in an interview with Piotr Witwicki on Polsat News's "Wydarzenia i opinie" (Events and Opinions).

- Thanks to this, the opposition, Civic Platform, managed to retain eight regional assemblies, and Modern managed to get councillors elected. Therefore, it was a typical win-win coalition. Of course, the way it was dissolved, one could say, by Civic Platform in the form of this takeover of MPs, does not build trust - added the leader of Modern.

20:05

Miller on Andruszkiewicz's Nomination: PiS Doesn't Want Any Political Forces to Emerge to its Right

- PiS doesn't want any political forces to emerge to its right. And Rydzyk, etc. Perhaps this is a pacifying signal to those circles, meaning, showing them it's better to go with us, and you will have certain benefits – said Leszek Miller in an interview with Katarzyna Kolenda-Zalewska on the program "Fakty po faktach" on TVN24.

20:08

Miller on Early Elections: 'Not Likely. Kaczyński's Mind Holds Deep Trauma, Having Once Shortened a Term and Lost Power'

- I think it's not likely, because first of all, President Kaczyński's mind holds a deep trauma, as he once shortened a term and lost power - Leszek Miller stated in a conversation with Katarzyna Kolenda-Zalewska on the TVN24 program 'Fakty po faktach' (Facts After Facts).

20:09

Lubnauer:

It's easier for me to talk to Kosiniak-Kamysz than Schetyna right now

- I hope we can return to a basic level of trust [with Grzegorz Schetyna], but it will be harder. At the moment, it's easier for me to talk to Kosiniak-Kamysz, who extended a hand to us at the right moment by bringing Protasiewicz over to us, than with Grzegorz Schetyna, with whom what happened in December still seems to divide us - stated Katarzyna Lubnauer in an interview with Piotr Witwicki on Polsat News' "Wydarzenia i opinie".

20:12

Miller on Running in EP Elections: It Would Be Difficult for Me to Consider Such a Situation Unless Such a Decision is Made at Home, But I Won't Be the Only One Deciding. It Tempts Me a Little

- I would prefer not to comment, because I don't know what will happen in my home in the coming days and weeks. It would be difficult for me to consider such a situation unless such a decision is made at home, but I won't be the only one deciding whether I can participate in such elections. You know, it tempts me a little – said Leszek Miller in an interview with Katarzyna Kolenda-Zalewska on TVN24's program "Fakty po faktach".

20:18

WKK:

If We Start Competing for the Opposition Leader, We'll Remain in Opposition
- If we start playing games of nominating people for various roles within the opposition today, I agree with Grzegorz Schetyna, it will end badly. Let's show how we want to change Poland - said Władysław Kosiniak-Kamysz in an interview with Katarzyna Kolenda-Zaleska on the TVN24 program "Fakty po faktach". - I don't want to be drawn into races within the opposition. Let's look for what can unite us. If we start competing for the opposition leader, we will remain in opposition, and that doesn't interest me at all - added Kosiniak-Kamysz.

20:22

WKK:

Biedroń Clearly Declared He's Considering Running Independently. We Will Try to Form a Broad Coalition

- Robert Biedroń clearly declared that he is rather considering running independently. Okay. I respect that, everyone has the right to make such a decision. We will try to form a broad coalition. We will do everything, and January is the month when this should be decided - said Władysław Kosiniak-Kamysz in an interview with Katarzyna Kolenda-Zaleska on the program "Fakty po faktach" on TVN24.
