Government Submits Self-Amendment to Electricity Price Bill, Expands Novelization by 10 Pages

The government has submitted a self-amendment to the draft law concerning electricity prices. The amendment significantly expands the scope of the novelization, adding an additional 10 pages of text. This move suggests a more comprehensive approach to regulating electricity costs than initially presented.

Sasin:

End of Year Sees a Pile-up of Legal Acts Requiring Publication. The Amendment to the Supreme Court Act Will Have to Wait a Bit in the Queue

- There is no secret here. At the moment, at the end of the year, there is a backlog of legal acts that must be published, laws, and regulations that come into effect with the new year. I think the queue of acts is simply so large that this law will probably have to wait a bit for publication – stated Jacek Sasin in an interview with Beata Michniewicz on "Trójka's Political Salon", when asked why the amendment to the Supreme Court Act had not yet been published in the Journal of Laws.

- I want to state very clearly: there is absolutely no intention here of delaying anything – added the PiS politician.

Kopacz on the Electricity Act: They Used Our Solutions

- If we trace the entire history of these electricity prices, they rose, then they didn't rise, other times they rose, but only a little. Along the way, company presidents lost their jobs. In the meantime, the President of URE said that it was a cartel of energy companies. Who supervises these companies? No one other than the Prime Minister. One must conclude that the companies supervised by the Prime Minister wanted to exploit Poles, and the Prime Minister became outraged. Now he says they won't exploit anymore because I won't allow it. They used our solutions - said Ewa Kopacz in a conversation with Beata Lubecka on the program "Gość Radia Zet".

08:41

Sasin:

Energy Price Hikes Stem from Predecessors' Failure to Veto Harmful 2014 Agreements
We had hoped this matter could be resolved differently, without legislation. But it turned out, unfortunately, that another path is… There were various concepts, it's no secret. Minister Tchórzewski previously presented the concept of compensation. It had indeed been prepared for a very long time, with discussions on this topic ongoing practically since mid-year. I would like to remind you that Minister Tchórzewski held very intensive talks with the European Commission regarding the acquisition of additional funds for these compensations. This was successful, and consent was obtained to sell these certificates, which grant the right to emit greenhouse gases, that have expired. Therefore, they were no longer a valuable paper in circulation, yet consent was obtained for their sale. This will bring at least PLN 5 billion to Poland to cover costs here, allowing us to afford to address the increases in energy prices. These increases are not caused by government decisions, but by the fact that our predecessors in 2014 failed to ensure that harmful regulations or agreements for Poland were vetoed, which have resulted in us having to pay more for energy today - stated Jacek Sasin in an interview with Beata Michniewicz on "Trójka's Political Salon."

08:44

Kopacz on Schetyna: He's a Man Who Will Fight Until the Last Moment

- I think that those who don't know Grzegorz Schetyna, those who don't know what a determined politician he is, how he prioritizes the polls of our party and Civic Coalition over his personal polls, are a bit unfair to Grzegorz Schetyna, because he is a man who will fight until the last moment - Ewa Kopacz said in an interview with Beata Lubecka on the program "Gość Radia Zet".

08:44

Sasin:

From the Start, There Was No Danger of Citizens Feeling These Price Hikes

- From the very beginning, there was no danger that citizens would feel these price increases. The discussion concerned rather how to do it, whether it should be that the citizen pays more and receives compensation, or another path. We adopted such a resolution that simply the citizen, every Pole should not notice that this increase has occurred at all, and this law guarantees it - stated Jacek Sasin in an interview with Beata Michniewicz in "Trójka's Political Salon".

08:52

Gowin:

Porozumienie, through Emilewicz, to present a counter-proposal for Polish energy development, challenging Tchórzewski's plan

- These are emergency measures, but in response to the sharp increase in energy prices, resulting primarily from the rise in coal prices. Especially since the European Commission has increased CO2 emission fees by 400%. It was necessary to react with emergency measures, and you are right, Mr. Editor, that emergency measures are not enough. A strategic vision for the development of Polish energy is needed. Minister Tchórzewski has presented such a proposal for discussion. This discussion is currently underway, and my party, Porozumienie, through Minister Emilewicz, or rather through her pen, will present its comments, or even a counter-proposal, which has already been dubbed the Emilewicz Plan - said Jarosław Gowin in an interview with Marcin Fijołek on the program "Poranek" on Siódma9.

08:54

Sasin:

We've Proposed Regulations for Renegotiating Energy Price Contracts. We're Establishing a Compensation Fund for Energy Companies
An amendment to this bill [regarding electricity prices] has also been prepared. It was sent to the Sejm yesterday. We also recognized this need. Indeed, we are dealing with a process that has been ongoing for some time. We are dealing with entities, not only local governments but also entrepreneurs, who have already signed contracts for higher electricity prices. In this amendment, we have proposed regulations to the parliament that introduce a mechanism for renegotiating these contracts. All contracts concluded after July 1st of this year for prices higher than what consumers previously paid will be renegotiated so that this price remains the same. Simultaneously, we are creating a special compensation fund, let's call it that, which will compensate energy companies for the lack of this increase - stated Jacek Sasin in a conversation with Beata Michniewicz on 'Trójka Political Salon'.

09:07

Dworczyk:

Significant VAT Changes Are Here and Likely to Continue

- There are already, and likely will continue to be, very interesting changes in VAT. As for CIT, which was 19%, from this year it will be 9%, making it the lowest tax of its kind in Europe. The most important thing is to create regulations that will facilitate the development of entrepreneurs – stated Michał Dworczyk in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti."

09:08

Dworczyk on Electricity Prices: We Have an Ambitious Plan for This Bill to Pass Today

- We have an ambitious plan for this bill to be processed today. Today, the Sejm is to deal with this project, and then the Senate. I am sure that this project, which is being processed today, has been well prepared and energy prices will not increase in 2019 - stated Michał Dworczyk in a conversation with Piotr Witwicki on Polsat News's "Polityczne Graffiti".

09:10

Dworczyk on GW's NBP Publication: 'The Amounts You Mention Seem Very High, But We Are Discussing Media Reports'

- The amounts you mention seem very high, but we are discussing media reports. I encourage you to speak with a representative of the National Bank of Poland - stated Michał Dworczyk in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

Asked whether there would be bonuses in the Chancellery of the Prime Minister this year, he replied: - Prime Minister Morawiecki announced cuts to many costs a year ago when he began his term. Among other things, the number of undersecretaries and deputy ministers in the entire government was reduced by 20%, and payments of bonuses and premiums for people in political positions were blocked, and nothing will change in this regard.

09:34

Neumann:

PiS Bears 100% Responsibility for High Electricity Prices in Poland

We will not increase bills for people. We will vote for this act. Full responsibility for the increases in electricity prices, because they will happen anyway, will concern local governments, businesses, the full responsibility lies with the PiS government. They bear 100% of the blame for the fact that we have such high electricity prices in Poland today” - stated Sławomir Neumann, the chairman of the Civic Platform-Civic Coalition (PO-KO) parliamentary club, in an interview with Jacek Żakowski on TOK FM Radio's Morning program.

11:01

Kosiniak-Kamysz:

There is great energy chaos and a complete lack of strategy

"It is evident that Prime Minister Morawiecki is completely failing to handle the issue of electricity prices. First, there were supposed to be increases, then compensations, and now reductions. Editor Berenda reported on the latest developments in the project concerning energy price reductions or the absence of increases. More provisions are being added to this act. There were 2 pages this morning, and now there are 12. There are plans for renegotiating agreements already concluded with local governments and entrepreneurs. There is great energy chaos and a complete lack of strategy," said the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, at a press conference in the Sejm.

11:25

PM Morawiecki to Opposition: How Dare You Stand Before Poles Now and Not Explain What You Did?

- So, by how much did energy prices rise during the four years of the PO-PSL government, 2008-2012? By 50%. Energy prices for households increased by 50%. How dare you stand before Poles now and not explain what you did back then? How could you have brought about such a situation, such increases between 2008 and 2012 - said Prime Minister Mateusz Morawiecki in the Sejm.

11:25

PM to the Opposition: Today, there are local governments, especially some led by Civic Coalition, that want to use the energy price discussion as a pretext to raise fees for waste removal, water, and public transport.

- These solutions will also be good for local governments. I want to emphasize this with all my might because today, ladies and gentlemen, there are local governments, especially some governed by Civic Coalition, by Civic Platform, that want to use the beginning of the discussion around energy prices as a pretext, and pay attention, dear compatriots, they want to raise the price for waste removal, these local governments want to raise the price for water, and even for public transport, as I heard in one of the largest cities in Poland - Prime Minister Mateusz Morawiecki said in the Sejm.

11:28

Civic Platform's Motion to Expand Agenda for State Treasury Land Discount Bill Rejected. Kierwiński to Law and Justice: You Have a Chance to Avoid Being a Group that Robs Poles

Mr. Kaczynski, at a party rally, said that the lack of a 98 percent discount is robbing Poles, so we are giving you and Prime Minister Morawiecki a chance, in this regard, that the government led by Mateusz Morawiecki, in this small segment, does not rob Poles, so that you are not a group that robs Poles. This is a very short bill. You can convince your colleagues to vote for it” - said Marcin Kierwiński from Civic Platform while submitting the motion to expand the agenda.

11:50

Neumann to PiS: People, you are behaving as if you are being forcibly ripped from some medieval open-air museum

- Minister Tchórzewski is not giving up, he is going further. In August this year, he entrusts all matters of energy to the Mother of God, I quote, and counts on this act to allow Polish energy to modernize and develop better. People, you are behaving as if you are being forcibly ripped from some medieval open-air museum, really. Poland does not need a miracle, it does not need divine electricity, but cheap electricity - said Sławomir Neumann in the Sejm.

12:14

Petru:

We will vote against this bill because it postpones problems worth 9 billion

- We will vote against this bill [on electricity prices] because it postpones problems worth 9 billion [zł] and the increases will hit Poles even harder. It's simply humbug - stated Ryszard Petru in the Sejm.

Ozdoba and Kubicki File Interpellation and Request for Audit of Recruitment in the Capital's City Hall

Warsaw City Councilors Michał Ozdoba and Oliwer Kubicki have submitted an interpellation and a request to the Audit Committee concerning recruitment processes within the Warsaw City Hall.

The interpellation, a formal parliamentary question, along with the request for an audit, aims to scrutinize the transparency and fairness of the hiring procedures employed by the city's administrative bodies.

While the provided link points to a tweet from Oliwer Kubicki on December 28, 2018, its content requires direct access to understand the specific details of their concerns. However, the action itself signifies a call for greater accountability and oversight in public sector employment within the Polish capital.

The move by the councilors suggests potential allegations or suspicions regarding irregularities in how positions are filled, prompting a formal investigation to ensure that recruitment is conducted in a manner that is both professional and in the public interest.

PMM:

In 2008, Prime Minister Tusk shelved his greatest asset – the veto. The lack of a veto has led us to the predicament we are in today

You deprived yourselves of a fundamental asset, which in 2008, because negotiations lasted throughout 2008 and were planned in such a way that a veto would be possible at the end. And what did Prime Minister Donald Tusk say? That he would not veto. If someone at the beginning of negotiations says they are putting their main assets, their very effective weapon, into a drawer, what negotiation position do they have throughout the subsequent process? And even your ministers were furious about what was ultimately negotiated. It’s all captured in the transcripts. Even you were dissatisfied with it, and the lack of a veto then, as suggested by President Lech Kaczyński, that the veto could have been used, has led us precisely to the predicament we are in today. It could have been used then. President Lech Kaczyński knew the dynamics and logic of negotiations” – said Prime Minister Mateusz Morawiecki in the Sejm.

Dworczyk:

Further Programmatic Proposals for Poles to be Presented at the Turn of January and February
At the moment, work is underway on various solutions aimed at supporting entrepreneurs as well as the middle class, which our most important politicians discussed at the last PiS convention. One thing is certain. At the turn of January and February, as announced by Prime Minister Morawiecki, further programmatic proposals for Poles, prepared by PiS, will be presented – stated Michał Dworczyk in an interview with Jacek Nizinkiewicz on the program "Rzecz o polityce”. He added that "these proposals are a surprise."

Schetyna on the Scenario of Another KO Prime Ministerial Candidate: Those Who Win the Elections Will Decide Who Will Be the Prime Ministerial Candidate

- I am pleased that your portal and you personally are betting on the opposition winning the elections. For that, I wanted to thank the entire editorial team. If we win the elections, then we, those who win the elections, will decide who will be the prime ministerial candidate – stated Grzegorz Schetyna when asked by Marcin Fijołek from wPolsce.pl if he was considering a scenario where he would not be the prime ministerial candidate for the Civic Coalition (KO).

Cimoszewicz on Parliamentary Work: The Line of Absurdity Was Crossed Long Ago. It's a Political Responsibility, Falling on the Party with a Parliamentary Majority, but Also Personal, Falling on the Speaker
- The line of absurdity was crossed long ago, when the debate was reduced to club statements, lasting a dozen or so minutes, when MPs in the most important discussions were granted the right to speak for one minute, brutally enforced. This is unfortunately a heavy political responsibility, falling on the party with a parliamentary majority, but also a personal one, falling on the Speaker of the Sejm – said Włodzimierz Cimoszewicz in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

20:00

Cimoszewicz on Parliamentary Work: This is a place for speech, for debate, for verbal dispute, not a fistfight. Currently, this has been replaced by barrack-style discipline

- Parliament testifies to something. And history, but the very definition of this institution is a place where one speaks, where one debates, where there is verbal dispute, not a fistfight. That is one of the reasons why it was invented. Currently, this has been replaced by barrack-style discipline, and the Polish Sejm, and unfortunately the Polish Senate as well, are today instruments of very opportunistic manipulation - said Włodzimierz Cimoszewicz in a conversation with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".

20:07

Cimoszewicz on the Electricity Act: These Actions Aim to Distort Market Competition

- These are actions aimed, in essence, at distorting market competition. In one of the most important markets, the energy market. We will see, among other things, whether these forms of compensation from the compensation fund, created for this purpose, will not be challenged by the European Commission as violating the principles of free competition and permissible state aid – said Włodzimierz Cimoszewicz in an interview with Grzegorz Kajdanowicz on TVN24's “Fakty po faktach”.

20:22

Małecki on Adopted Energy Price Solutions: Not Just for 2019. It's a Stable Mechanism for Future Years Too

This mechanism is being introduced for the first time in 2019. Across Europe, we are currently witnessing a strong impact from horrendously high energy prices. Poland is no exception. It is one of the countries in Europe that will be affected by electricity price increases. We have prepared a solution that will protect Poles from these increases. This is a solution not only for 2019. It is a stable mechanism also for future years. It can be a pillar, a foundation for low energy prices in the coming years” - said Maciej Małecki of PiS in „Gość Wiadomości” on TVP Info.

20:27

Czerwiński:

We've Returned to Building a Fuel and Energy Monopoly

„What do we have today? We've returned to building a fuel and energy monopoly. Power plants have become co-owners of mines. This large monopoly, using its position, has led to the Prime Minister, the government, and the ministers being backed into a corner,” Andrzej Czerwiński of Civic Platform (PO) stated on "Gość Wiadomości" on TVP Info.
