Friday marks the third and final day of the Sejm's last session of the year. Three voting blocks are scheduled for today: at 9:30 AM, 12:30 PM, and 10:45 PM. At 11:00 AM, a Christmas wafer meeting will take place in the main hall of the parliament, and in the evening, MPs will debate and decide on Civic Platform's motion for a constructive vote of no confidence in the government. Civic Platform's candidate for Prime Minister is Grzegorz Schetyna.

At 9:00 AM, the Mayor of Warsaw, Rafał Trzaskowski, will hold a press conference on urban greenery. At 10:00 AM, a two-day Congress of Civil Rights, organized among others by the Commissioner for Human Rights (RPO), will commence.

The Slovak Minister of Foreign Affairs will be visiting Warsaw. A meeting with the head of the Polish Ministry of Foreign Affairs is scheduled for noon, and at 2:10 PM, the ministers will participate in a press conference.

Also at noon, Robert Biedroń will summarize the "Brainstorming" meeting series at a press conference. Meanwhile, Prime Minister Mateusz Morawiecki will attend the second day of the European Council summit. In Katowice, as part of COP24, President Andrzej Duda will meet with the UN Secretary-General at 12:00 PM and with the chairman of the Intergovernmental Panel on Climate Change at 12:45 PM.

Because if we look at a significant part, a large part of the mainstream media, they don't act like media that present both sides' arguments in a balanced way, but rather as the opposition's propaganda mouthpieces. – Grzegorz Schetyna should fear that after what he heard two days ago from Prime Minister Mateusz Morawiecki, and I am surprised he still wants more, still demands to receive more, because PO (Civic Platform) received a terrible thrashing through the reminder of facts and figures. - This is nothing new [the request for a vote of confidence for the government], because previous heads of government have used this type of measure - both Leszek Miller and Donald Tusk. It's completely natural. The Prime Minister was traveling to Brussels. He went with an even stronger mandate, with a strong mandate and greater certainty that he can represent Poland and that he has support. – To shorten the Prime Minister's statement, our goal is for the average Pole not to feel the electricity price hike on their bill, and this will happen. We know full well that nothing will change and a no-confidence motion is merely an attempt to instigate further conflict, just like the vote of confidence for the Prime Minister. It changes nothing. „I absolutely believe that a significant part of [the narrative concerning the Azov Sea aggression] is anti-Russian propaganda that harms us. The lack of an Eastern policy is my fundamental accusation. It is known that it concerns Crimea. We are not paying attention to this, we completely ignore the fact that the population of Crimea is Russian-speaking, over 80% are Russians” - said Kornel Morawiecki in an interview with Jacek Prusinowski on Radio Plus.

We cannot speak of deceiving voters. We must be able to realistically assess the city budget and make bold decisions, even if they are unpopular. The councillors made a decision on a pre-election wave. It turned out to be not very good. I will maintain that it was not a responsible decision then. The Warsaw councillors made a decision just before the elections regarding a 98% rebate, which means 1.7 billion PLN less in the city budget – 1/8 of Warsaw's budget. And this was a decision made then without awareness of its consequences. They were unaware of what it would mean for Warsaw's budget, because they were surprised yesterday. I would give the councillors courage and say that in this difficult situation, they behaved responsibly. The situation is also dynamically changing, there will be electricity price increases. We pointed out that there would be a problem with the budget because of electricity price increases, which will affect our trams, hospitals, and we will have to pay for it - said Paweł Rabiej in an interview with Marek Kacprzak on Wirtualna Polska's "Tłit". - The presidency started off difficult, but managing a city involves making difficult and responsible decisions. Money is needed for education, for nursery support. Without 1/8 of the city's budget, it would be difficult to implement all of this - added Rabiej.

The government will ask the Mazovian Voivode to examine the resolution of the Warsaw City Council concerning discounts for the capital's residents. This is what Deputy Minister of Investment and Development, Konrad Sobiń, announced on Thursday.

The deputy minister pointed out that the discount in question is a reduction in the so-called "bonification" - a one-time fee paid by the buyer when purchasing a property from the local government.

He stressed that the resolution, if implemented, would be unfavorable for the city's budget. "This is a matter of public money, and we must ensure that it is spent legally and efficiently," Soboń said.

He added that the Ministry of Investment and Development, along with the Ministry of Interior and Administration, will analyze the legal basis for the resolution and its potential impact on the city's finances.

On Wednesday, January 16th, an 8-hour voting session will take place – from 10:00 AM to 6:00 PM – during which the Sejm will adopt the draft budget bill for 2019. This is according to the preliminary schedule that 300POLITYKA has seen. Originally, the vote was planned for this week, but this item was removed after changes to the schedule.

„We don't know what the work productivity is like on Christmas Eve. We know it's certainly much lower than on any other day of the year. We have no doubt that in many workplaces, even if someone is present and clocks in, gives their signature, the question of efficiency on that day is entirely justified. Let's not pretend it's the most intense day of the year” - said the leader of the Polish People's Party (PSL) Władysław Kosiniak-Kamysz at a press conference in the Sejm.

„I think there's no need to discuss this matter with the Law and Justice (PiS) party at all, because it seems natural that a party referring to tradition and Christian values would want the day of preparation for Christmas or Easter to be free, even for Christian reasons. And they even call themselves a pro-worker party, so two premises converge for us” - he added.

In a block of votes, MPs adopted the government's draft bill on the indexation of pensions and disability benefits. The bill introduces a one-time modification to the currently binding indexation rules, which will involve increasing the lowest benefits accordingly to:

a) PLN 1100 for the lowest old-age pension, disability pension for total incapacity to work, survivor's pension, and social pension.
b) PLN 825 for the lowest disability pension for partial incapacity to work.

The bill also stipulates the application of the statutory indexation rate, while ensuring a minimum guaranteed benefit increase of PLN 70.

“What is happening today [in Warsaw] is the fulfillment of what I said during the election campaign. I said that Rafał Trzaskowski is a politician who will focus his work on foreign trips and investing in ideology, because that’s what he was known for in the elections. On Rafał Trzaskowski’s [FB] profile, you will see his foreign trips, taking money away from the promises he made for ideology, for the tram of diversity. Didn’t Patryk Jaki say this?” - asked Deputy Minister Patryk Jaki at a press conference.

“It is with great regret that I say we were right during the election campaign when we presented Rafał Trzaskowski as a candidate of ideology. It pains me to see how the development of Warsaw will be pushed aside, and ideological projects and foreign trips will become the most important,” he added. 

“Just as it is in Warsaw today, it will be exactly the same across Poland if Civic Platform wins. A few days after the elections, there will be a swift withdrawal from all promises, and then it will turn out that - just like Rafał Trzaskowski - we had everything calculated, but the conditions changed, and we have to abandon this program,” Jaki said.

“I cannot recall such an outright political, electoral lie. To pass a resolution a few days before the elections and say, ‘Look, Varsovians, you will have a 99% rebate,’ and then to withdraw from it almost two weeks after the inauguration and call your program unrealistic – I don’t recall another such situation, such brazen arrogance,” he added.

Today we are facing a situation where, in a truly Putin-esque style, the Law and Justice government is attempting to transform the KNF scandal slogan into a slogan returning to the SKOKs case and a slogan returning to the case of Mr. Jakubiak, Mr. Kwaśniak, and their associates who were detained on December 6th. Therefore, we have decided to issue a joint statement. In this statement, we say that we do not agree with and are extremely outraged by the way Mr. Kwaśniak was treated - Joanna Mucha stated in the Sejm.

As eight MPs, we are signing a statement saying that if personal guarantees are needed from us, we are ready to provide such guarantees to the individuals who were detained on December 6th. Besides myself, the statement was signed by Janusz Cichoń, Izabela Leszczyna, Jarosław Urbaniak, Marcin Święcicki, Marta Golbik, Krzysztof Brejza, and Zofia Czernow - Mucha added.

“I can assure you that without the very active efforts of our diplomacy, there would be no such entries. I am among those prime ministers and presidents, especially from the eastern part of the EU, who emphasize the dangers associated with Russia’s aggressive policy, and thanks to our actions, the European Council conclusions include a condemnation of Russia’s aggressive policy,” said Prime Minister Mateusz Morawiecki at a press conference in Brussels. 

- Yesterday, on the 37th anniversary of martial law, I asked all the other 27 leaders of the European Council for a minute of silence and explained in a few minutes what martial law was. What tragedy it led to, what a great freedom movement 'Solidarity' was, how much Poland and Europe, of course, owe to it. We stand by this position and hope that we will move this issue forward by at least a small step, a tiny step, at the upcoming European-African summit in Vienna - said Mateusz Morawiecki during a press conference following the European Council summit. 

„Today the ball is on the other side of the court. The situation in the House of Commons is not easy, however, we are counting on reflection on the British side as well, that a 'no deal' situation would be unfavorable for the EU, but above all for Great Britain. These negotiations and talks proceeded in a difficult atmosphere, but we are sticking to the agreements made a few weeks ago and we will see if Prime Minister [May] manages to build an adequate majority in parliament” - said Prime Minister Mateusz Morawiecki at a press conference in Brussels. 

- Wherever a higher price was proposed, those contracts will be renegotiated. There will be no price increases, as the Prime Minister stated very clearly. There will be no increases for individual consumers, companies, or local governments - Jacek Sasin said in a conversation with Marcin Zaborski on RMF FM's "Afternoon Conversation".

- In the coming days, we will present how this will look. The message is very clear. As I said, wherever proposals have been made or contracts have already been concluded, we will ensure that these prices revert to their previous level - Sasin added.

If anyone were to read the justification that Grzegorz Schetyna presented on behalf of Civic Platform, they would see that it provides no basis to claim this is a serious political initiative. In this justification, firstly, the accusations are 'newspaper accusations,' a collage of less and more verified media reports. There is no deeper analysis there. Secondly, the very name 'constructive vote of no confidence' anticipates a certain constructiveness of the motion. Not only in the form of presenting their candidate for prime minister, but also in presenting an alternative program. - Replacing Mateusz Morawiecki's government with that of would-be Prime Minister Grzegorz Schetyna is like swapping a Ferrari for a Trabant or a scooter. No one will agree to that. "What's the situation in agriculture? You went to the countryside, ate some cottage cheese, got dizzy, and the whole world is going crazy! During your exposé, you even decoded the acronym ASF for us. Nobody expected that from you. And what came of it? For breeders - 1/4 of farms liquidated, 200 ASF outbreaks in pigs. What about the doubled subsidies? The Sejm rejected the motion for a constructive vote of no confidence against Morawiecki's government. 163 deputies voted in favor, 233 against, and 20 abstained.
