The second day of the Sejm's (parliament's lower house) session will commence at 9:00 with questions concerning current affairs and a brief information update. As part of this update, the Chancellery of the Prime Minister is to present data regarding individuals linked to PiS (Law and Justice party) and PO (Civic Platform party) who are simultaneously employed in local government and state-owned companies. This was requested by Kukiz'15 MPs. PO-KO MPs will question the Minister of Energy about electricity price increases. At 16:45, MPs will, during the second reading, work on the bill concerning the indexation of disability and old-age pensions. 

At 9:55, Warsaw PiS councilors will organize a conference on the decommunization of the capital's streets. At 11:00, Minister Anna Zalewska will summarize her three years in the Ministry of Education. At noon, President Andrzej Duda will present state decorations to anti-communist opposition activists. Today marks the 37th anniversary of the introduction of martial law in Poland.

In Brussels, the European Council session begins today, focusing on the EU's long-term budget, the single market, migration, and external relations. EU leaders will also revisit the issue of disinformation, basing their approach on an action plan to be presented by the High Representative and the Commission, in cooperation with member states and in line with previous conclusions.

At 14:00, Prime Minister Mateusz Morawiecki will meet with the leaders of the Visegrád Group countries, and at 15:00, with the President of the European Parliament, Antonio Tajani. At 15:30, Mateusz Morawiecki will participate in a working session of the European Council, and at 19:30, in a working dinner of the heads of all Community states.

- Definitely necessary [motion for a constructive vote of no confidence], because it's time for a real debate. What we saw in the Sejm was the opposite circus. They're outdoing Monty Python. Together, we have a chance to defeat PiS. Divided, we won't achieve this success. If we care about a democratic Poland, these upheavals will subside. This has indeed happened before. - This is not a question of whether the opposition parties will unite, but rather when and in what form. And of course, there are these perturbations, but really, once the dust settles, you will see that by the European elections, the opposition will be largely organized, in 2019. - Robert [Biedroń] had many years, including 10 years in the SLD, to implement most of these things. As an MP, he did not submit a single bill regarding the secularism of the state. - This statement [by Senator Bierecki], if linked with other statements by other individuals, leads to a threat to my safety and my family's, then at the very least on a moral level, it will burden those who speak in such a distressing manner towards me. Four years ago, I was convinced my life was in danger, but the state supported me. Today, the state is repressive towards me. - I am firmly convinced that we acted with full determination to conclude the proceedings as quickly as possible. Firstly, the authorities of this SKOK were to blame, as they are responsible under the law for operating safely in accordance with norms. Secondly, the National Treasury [Kasa Krajowa] before 2013, since the KNF began supervising SKOKs, also performed control functions and had an obligation to cooperate with the KNF - said Wojciech Kwaśniak in an interview with Beata Lubecka on the program "Gość Radia Zet".

„Wholesale [energy] prices are significantly increasing and will continue to rise next year. These are the prices that suppliers, companies, will demand from their customers. Regarding the prices paid by companies, foundations, etc., we have free market prices, and these increases will affect them. They have already affected them to some extent. To some extent, this will be passed on to retail prices for the population. This exemption from energy price hikes for individuals appeared suddenly in Mateusz Morawiecki's speech, but we need to ask where the increase in wholesale prices comes from, which sooner or later will be passed on to customer prices” – said Prof. Leszek Balcerowicz in an interview with Karolina Lewicka on Radio TOK FM's Poranek.

„[SKOKs] is a gigantic scandal, the biggest in the history of the financial sector. The numbers attest to this. Losses – almost 5 billion [PLN] and it’s not over yet. This is also an unprecedented scandal. This is the price paid for years of inaction by the National Savings Bank, headed by Senator Bierecki, who remains unpunished. What’s more, he throws accusations at the people who discovered these losses, when PiS was unable to block the SKOKs from being brought under KNF supervision. We are dealing with a disgraceful, partisan intervention by the prosecution, headed by the prosecutor famous for his impartiality, Ziobro, and his colleague, prosecutor Świączkowski” – said Prof. Leszek Balcerowicz in an interview with Karolina Lewicka on TOK FM Radio’s Morning broadcast.

- I emphatically deny all these rumors. I am glad I can deny them once again. Journalists have been calling me… I am pleased to be mentioned among such well-prepared colleagues, but I deny this information. The entire process of selecting the Polish commissioner, and indeed all commissioners, is a very complex one that will begin after the EP elections. We, as a political camp, are still focused on the local government elections, but of course, we will begin preparations for the European elections in the new year - stated Adam Bielan in an interview with Dorota Łosiewicz on TVP1's "Political Quarter", when asked if he would become an EU commissioner.

“How can you trust liars? We are dealing with a team of habitual liars. Therefore, one must maintain enormous distance from their declarations. If they so vehemently assure they have no intention [of leaving the EU], the greater our skepticism should be” – said Prof. Leszek Balcerowicz in an interview with Karolina Lewicka on Radio TOK FM's Morning Show.

- I think these words are quite unambiguous. Frans Timmermans wants to influence Polish elections, and who governs Poland. He has the right to do so, but he should not link it to dealing with the issue of the rule of law in Poland or Hungary. In these matters, there is an obvious conflict of interest. Timmermans should recuse himself from this issue for the duration of the campaign - stated Adam Bielan in an interview with Dorota Łosiewicz on TVP1's "Political Quarter Hour".

- If anything is a farce, it's primarily another no-confidence vote with Grzegorz Schetyna as the candidate for prime minister. I don't even know how many times the opposition has submitted this motion this term. Each time, they lost unequivocally. In general, pitting Schetyna against Prime Minister Morawiecki has something of a farce about it, because let's remember, Schetyna is the most unpopular politician in the country, with the highest level of distrust, versus Morawiecki, who is relatively well-regarded, being the second most popular politician in Poland - stated Adam Bielan in an interview with Dorota Łosiewicz on TVP1's "Kwadrans polityczny" (Political Quarter of an Hour).

- The public is entitled to full information about the actions of all entities representing the state, so they can become acquainted with it, rather than the public receiving selected information, which, in my opinion, is not complete information - said Wojciech Kwaśniak in an interview with Beata Lubecka on the program "Gość Radia Zet".

- In my assessment, he [Bogdan Święczkowski] presents facts in an incomplete manner, but this will ultimately be determined in court proceedings - Kwaśniak added.

- The President has a sense of responsibility for the entire state as the President of the Republic of Poland, but I see no connection or dependence between the KNF affair and any sense of responsibility on the part of the President - said Paweł Mucha in an interview with Agnieszka Burzyńska on the program "Fakt Opinie".

- The state should clarify this matter. I don't understand why a receivership wasn't introduced at SKOK Wołomin, when officials signaled such a need. I don't understand why it took so long from the moment a notification of suspected criminal activity was filed by the KNF, to the moment the KNF utilized the tools legally assigned for such cases - said Paweł Mucha in an interview with Agnieszka Burzyńska on the program "Fakt Opinie".

- I have that conviction. Let the prosecutor's office act, there is too much politics surrounding this case. There should be no statements from politicians or political commentary here. This is a criminal proceeding - said Paweł Mucha in a conversation with Agnieszka Burzyńska on the program "Fakt Opinie".

„Every program needs updating. We meet regularly across the country regarding senior policy, education policy. Looking at what has happened in the last two years, [the Poland 2.0 program] is not current because in 2015, when PiS took power, no one expected how many things would happen in three years. No one expected how the education system would be destroyed, that forests in Poland would be cut down to the root, that the army in Poland would be dismantled, or an attempt at such dismantling. It's difficult to talk about any current program from 2016, given how PiS's actions have diametrically changed Poland” - said Agnieszka Pomaska from PO in an interview with Jacek Prusinowski on Radio Plus.

I can absolutely imagine Schetyna cooperating with Lubnauer. I have great respect for Katarzyna Lubnauer, who approached this entire situation in an incredibly sensible manner. It's no secret to anyone that I am rather on the left side of PO and close to Barbara Nowacka's views. I think that in the next term, there's a chance to address ideological legislation, because there is space for it within PO, but above all, there is an expectation from people – added the PO MP.

- I am a proponent of our list being as broad as possible. All of us together who share fundamental values: democracy and Europe. On one hand Roman Giertych, and on the other even Robert Biedroń. This requires extraordinary delicacy and prudence from the leaders, but it is not impossible - stated Joanna Mucha in an interview with Marek Kacprzak on the program "Tłit" WP.

- Since 1989, we have had 4 issues that have driven us: democracy, Europe, decentralization, and the free market. In all these dimensions, PiS is now taking us backward and wants to return us to the pre-’89 era. If someone tells me this is just anti-PiS, I say it is truly anti-PiS - added the Civic Platform MP.

The tweet from the politician Kamila Hennig-Kloska (KO) to the journalist Tomasz Durczok has been circulating on the internet for several days. The reason for the dispute was the journalist's statement on TVN24 that he considers the "election campaign of Mrs. Hennig-Kloska and her colleagues to be an election campaign without a plan." The politician from Koalicja Obywatelska decided to respond to this statement.

Kamila Hennig-Kloska, a member of the Sejm from the Civic Coalition, responded to Tomasz Durczok's statement on Twitter. The politician wrote that she "will not allow herself to be evaluated by a man who has been convicted of a crime against women."

The journalist stated, among other things, that "the election campaign of Mrs. Hennig-Kloska and her colleagues is an election campaign without a plan." The politician decided to respond to this on Twitter:

"Mr. Durczok, you, of all people, do not have the mandate to judge women," Hennig-Kloska wrote. "I will not allow myself to be evaluated by a man who has been convicted of a crime against women."

- I have the impression today that we can only attack Law and Justice from this pro-democratic side, and everything that isn't Law and Justice is perfect. I'm rooting for Civic Platform because a Christian Democratic, right-wing party like that is needed, but we can't forget about all the distortions. That is, I wouldn't want the party that enabled Law and Justice to rule today, the party thanks to which Jarosław Kaczyński grew so strong, to return to power - said Robert Biedroń in an interview with Piotr Maślak on Gazeta.pl's "Morning Conversation".

We are clarifying the omissions of all state bodies that may have committed omissions in this matter. The investigation is multifaceted; one of its threads is also the analysis of the Kasa Krajowa (National Treasury) case. It is an undisputed fact that what you proposed as a remedy for irregularities, which certainly also occurred during the period when Kasa Krajowa supervised SKOK Wołomin, and these were, so to speak, systemic issues, at that time there were such gaps and holes through which funds leaked – said Zbigniew Ziobro in the Sejm.

However, what you conducted, what was supposed to be an antidote, a remedy for the problems, turned into a gigantic rift from which masses of money flowed, millions, totaling over two billion zlotys. This was during the KNF (Financial Supervision Authority) period. This greatest harm, gigantic damage, and the bandits' profit occurred when you took full responsibility for the oversight of SKOK. This lasted for over two years. You truly have something to be ashamed of. Do not attack prosecutors for their diligent work in this matter – added Ziobro.

„Mr. Morawiecki is lying again. Yesterday he said that energy prices would not increase, and today Minister Tchórzewski confirms that energy prices will increase. He also confirms that neither the Prime Minister nor the minister have any influence on how energy prices will be shaped. The increase in energy prices is a fact. This is primarily experienced by local government units” - said Zbigniew Gawlik from PO-KO at a press conference in the Sejm.

„The Prime Minister's lie is obvious. It stems directly from the fact that the government is in typical panic mode, having no time to make rational, effective decisions, but must do something so that listening citizens think everything will be fine. The fact is that we will all pay more for energy indirectly through transportation services, in schools, hospitals, and in street lighting” - added Zbigniew Konwiński.

“We have good news for the opposition, for all who wish the opposition and democratic parties well. Nowoczesna will become a parliamentary club. This is an act of solidarity within the opposition, from formations that want a better Poland. And to achieve this project, cooperation is needed, offering a hand in difficult times, not tripping each other up. Everyone who wishes Poland well should cheer for a stronger opposition,” said the leader of the Polish People's Party (PSL), Władysław Kosiniak-Kamysz, at a press conference in the Sejm. “We are truly not interested in who trips us up. We know that we will offer a hand”.

“Harmony builds, discord destroys. I thank the PSL and the Union of European Democrats, and Jacek Protasiewicz, who decided on this step. We want to build a coalition for the future that will defeat PiS, but also a coalition that will offer Poles a prospect for a better Poland. Such a coalition will be stronger the stronger its components are,” explained the leader of Nowoczesna, Katarzyna Lubnauer. “I am convinced that we will remain in the club, but beyond all that, I think everyone realizes, after the experiences of last week, that it wasn't worth it. And I think everyone understands that at this moment”.

“Neither does this gesture mean that I or the UED MPs are political jumpers, club-hopping, changing our colors, nor are we people for hire. From the beginning, our formation has called for unity and cooperation within the opposition,” explained Jacek Protasiewicz.

- Regarding what Vice-President Timmermans said, we can note that the European Commission is taking an exceptionally long time to analyze a simple, four-page law [on the Supreme Court]. We point out that as early as April-May we made certain changes, and we have made them now too, which demonstrate our extended hand, our readiness for dialogue and compromise. More and more member states and prime ministers are also noticing that the Vice-President of the European Commission is in so-called election mode, and thus escalating his stance. Unfortunately, this does not serve the purpose of finding a compromise, but I continue to believe that the remaining members of the college and the member states, who clearly see our position and are increasingly surprised by what some other members of the college of commissioners are saying and do not want to work out or propose a compromise, that all of this does not serve to build peace, stability, and a compromise approach, which is, after all, the foundation of the EU. We showed our goodwill and extended our hand, and now we await an extended hand from the other side - stated Prime Minister Mateusz Morawiecki during a conversation with journalists in Brussels, when asked about the words of Frans Timmermans.

A person who is a key element of the entire SKOK scandal should not hold such a position, as it could influence the investigation into the truth – stated Leszek Czarobaj at a briefing in the Sejm.

The leader of the Law and Justice party (PiS), Jarosław Kaczyński, along with a delegation, laid flowers at the grave of Father Jerzy Popiełuszko.

These are people who trip over their own feet in opposition; it's scary to think what would happen if they were to govern Poland today. It would certainly end up as what we see in Warsaw today – said Paweł Szefernaker in a conversation with Adrian Klarenbach on Polish Radio 24.

„I am not a spokesperson for the Constitutional Tribunal, so I will not comment on any letters. I am also not a judge of the Constitutional Tribunal. Mrs. Przyłębska responded to the letter yesterday, and for me, that is a binding statement. I understand there are two sides to the opinion. I am not a party to this matter. The President's opinion is more credible than what I would say” – stated the spokesperson for Law and Justice, Deputy Marshal Beata Mazurek, in an interview with Justyna Dobrosz-Oracz for wyborcza.pl.

- I assume there will be no such dilemma. If it does, I will always consult every decision with the authorities of the Union of European Democrats - Jacek Protasiewicz said in an interview with Marcin Zaborski on RMF FM's "Popołudniowa rozmowa" (Afternoon Conversation).

- I will not be a figurehead. I will tell you that many activists of Nowoczesna, including Ms. Gasiuk-Pihowicz and Ms. Lubnauer, until recently were members of the Democratic Party, and before that, the Freedom Union, which are formations that had different names but today call themselves the Union of European Democrats - Protasiewicz added.

"Very risky, because voters can forget or forgive image blunders, but those concerning amounts, wallets, and funds are usually remembered," Jacek Protasiewicz said in a conversation with Marcin Zaborski on RMF FM's "Afternoon Talk". "This decision is even more costly as it validates the argument often used by Law and Justice politicians, that those in opposition want to abolish the 500+ program and raise the retirement age," Protasiewicz added.

The next session of the Council of Ministers will take place on Wednesday – not on the traditional Tuesday – at 10:00 AM. The agenda includes, among other things, the guidelines for Polish Foreign Policy for 2019.

- I think yesterday was checkmate. Mate and Mateusz. This game, because it is one game, our political dispute has been ongoing and has already begun. Pre-campaign, because it's not officially a campaign yet. We can already see from our side and from theirs as well that we are in such a political sequence of elections - said Stanisław Karczewski in a conversation with Dorota Gawryluk on the program “Wydarzenia i Opinie” (Events and Opinions) on Polsat News.

- Does the KNF affair serve the Law and Justice party? If I were to say it does, I would be talking nonsense. It doesn't serve them. I would prefer it didn't happen. I would prefer that these things we're hearing about, that took place, had not occurred. I would like to erase them, but it's impossible to erase them - Stanisław Karczewski said in an interview with Dorota Gawryluk on the program "Wydarzenia i Opinie" (Events and Opinions) on Polsat News.

“While Prime Minister Morawiecki has enough money that he and his children won't have to work for the rest of their lives, such a show and such babble only and exclusively defend themselves in politics. Morawiecki will certainly not get into any serious business anymore. I have the impression that the business world has an even worse opinion privately than the one I expressed. Jarosław Kaczyński has excellent intuition in backing this guy. This is a guy who tells any lie without the slightest remorse” - Władysław Frasyniuk said on "Fakty po Faktach" on TVN24.

A man who for years, with iron consistency, has been building his negative electorate. “I would like him to say, just once, why he wants this power, what his stance is on the Church, environmental protection, rising energy prices, coal, abortion. There are a few things worth hearing Mr. Schetyna say. I have the impression that Poland is still lacking a leader” – he added. 

“Kaczyński, who is a criminal and breaks the constitution, still has some narrative for his electorate. We have no narrative. It's terrifying” – said Władysław Frasyniuk in “Fakty po Faktach” on TVN24. 

“I have no one to vote for. I have the impression that Donald Tusk is the only politician in Poland who understands the expectations of Polish society and is aware of the feeling that society is more effective than politicians in various matters” – he added.
