At 10:00 AM, the government will address a draft introducing a one-time modification to the currently binding principles of revaluation, consisting of raising the lowest benefits accordingly to a) PLN 1100 for the lowest pension, disability pension due to total incapacity for work, survivor's pension, and social pension, b) PLN 825 for the lowest pension due to partial incapacity for work, as well as applying the statutory revaluation index, while ensuring a minimum guaranteed benefit increase of PLN 70.
Also at 10:00 AM, the investigative committee for VAT fraud will convene in a closed session. At 1:30 PM, the parliamentary constitutional responsibility committee will hear from Agnieszka Tomalska, an employee of the Supreme Audit Office's delegation in Łódź, summoned as a witness in the preliminary motion to bring the President of the Supreme Audit Office, Krzysztof Kwiatkowski, before the State Tribunal for constitutional responsibility.
The EU General Affairs Council, under Article 7(1) of the Treaty on European Union, will conduct a hearing on the rule of law in Poland. The Council will also exchange views on respect for EU values in Hungary.
At 12:30 PM, President Andrzej Duda will participate in the ceremony of awarding Medals for Sacrifice and Courage. Most likely today as well, a decision will be made within the UED-PSL club to "loan" a Member of Parliament to Nowoczesna – most likely Jacek Protasiewicz. - "On Tuesday, a special session is being held, convened in an extraordinary manner, a club session, and a decision will be made there in order to always try to show that there are political groups that know how to behave decently," informed Piotr Zgorzelski in "Kawa na ławę".

Błaszczak:
We are active because the most important thing is not to rest on our laurels, not to cash in on undeniable successes
„We are active because the most important thing is not to rest on our laurels, not to cash in on undeniable successes, such as, among others, eliminating poverty, especially among children through the 500+ program, and to repair public finances, i.e., the outrageous matter of the VAT gap, 250 billion [złoty] that did not flow into the state budget, were outright stolen due to the attitude of the ruling politicians of Civic Platform-Polish People's Party” - said Minister Mariusz Błaszczak in an interview on Radio Jedynka.
07:42
Błaszczak:
All our commitments cannot be fulfilled in 4 years; verification will come in one year
“We will demonstrate that the PiS government's policies are successful, for instance, economic development – over 5% GDP growth. Let's contrast this with what's happening in the Eurozone, where there are serious economic troubles,” Minister Mariusz Błaszczak said on Radio Jedynka.
“We are consistent in fulfilling our election promises. It's impossible to implement all the changes we've committed to within 4 years, and verification will come in just one year,” he added.

Sasin:
The Prosecution Service Reports to the Prosecutor General, Who is Also the Minister of Justice, Yet Operates Independently of Politics
08:00
- It doesn't matter whether I like it or not. One thing I do like is that the prosecution is acting independently of who holds what political position or how their arrest, interrogation, or indictment will be perceived - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". He added:
"If there are grounds and evidence that the law was indeed exceeded or that the KNF (Polish Financial Supervision Authority) did not act as it should have in the SKOK Wołomin case, and let's recall: the losses there amount to PLN 1.5 billion, that's how much was siphoned from SKOK Wołomin. 85,000 people were harmed, a large portion of whom lost their money because they had larger deposits than the BFG (Bank Guarantee Fund) could compensate, then it is indeed a huge scandal, bigger than Amber Gold, and all this happened due to the complete inaction of the KNF, which watched what was happening there for over 1.5 years and did not react."
08:02
Sasin:
Regarding the beating, there is no doubt that Mr. Kwaśniak is the victim
- In this matter, there is indeed no doubt that Mr. Kwaśniak is the victim and deserves compassion, and the perpetrators should be severely punished. Those who commissioned it as well - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:12
- In my opinion, inaction occurs when, for over 1.5 years from the moment information was received about major irregularities, about a scandal, about money being siphoned out of SKOK Wołomin, no effective actions are taken to stop this scandal. That, in my opinion, is inaction – stated Jacek Sasin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego." He added:
"The [KNF's] inaction is a fact. It's a fact because we are discussing whether the actions taken were effective or ineffective. Perhaps there were actions, certainly some were undertaken. The inaction stemmed from the fact that there were no results in the form of stopping the outflow of money. We can put forward the thesis: for 1.5 years, 1.5 billion PLN was siphoned out of SKOK Wołomin. This happened with the knowledge, at that point, of the KNF, which did not take action to stop it."
08:31
- We are meeting in the Sejm building at her initiative [Georgette Mosbacher]. No, it will be our meeting, the US Ambassador and the Civic Platform leader, head of the Foreign Affairs Committee. This is primarily a matter of Polish-American relations. They are always the most important in these discussions. The issue of our security, joint activity in NATO, but also all of that which, in my opinion, has gone wrong in recent times – stated Grzegorz Schetyna in an interview with Beata Michniewicz on "Trójka's Political Salon".
08:41
08:48
Schetyna:
I am in favour of integrating Nowoczesna and Civic Platform
- They say various things [about me]. I am primarily responsible for building a system of relations on the opposition side and a coalition for the European and parliamentary elections, in order to win, and that is my task. That statement [about taking over Nowoczesna MPs] is untrue. I will speak very firmly about this. It's not a case of some kind of abduction, of Sabina being abducted, of hostile takeovers in the Sejm corridors and pulling people into Civic Platform. That's not how it is. Everyone has free will, an MP decides their own fate. I am in favour of integration. That's true. If you ask me: yes, I am in favour of integrating Nowoczesna and Civic Platform. We cooperated very well in the local government campaign. We won it in all cities and in some regional assemblies. I thought that as a next step, we should give a chance to show that there is integration of parliamentary clubs, because the cooperation is very good. That was such a signal and unfortunately, no agreement was reached within the Nowoczesna club. I regret that - stated Grzegorz Schetyna in an interview with Beata Michniewicz on "Trójka's Political Salon".
08:52
Schetyna:
We're Scheduled for a Longer Conversation with WKK
- We spoke last week [with Władysław Kosiniak-Kamysz]. We are scheduled to speak this week. We are in one political family in the EP, in the EPP, and by nature of things, we are the primary partners, and I would very much like this cooperation. We cooperated well in these regional elections. We have scheduled a longer conversation for this week - stated Grzegorz Schetyna in an interview with Beata Michniewicz on "Trójka's Political Salon".
09:02
Tomczyk:
PiS's narrative on the VAT gap is based on a lie
- The entire narrative of PiS regarding the VAT gap, the reasons for its creation, and the possibilities for its resolution, is based on a lie - stated Cezary Tomczyk in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".
- Every responsible government fought against the VAT gap. Every responsible government fights organized crime, and I will remind you, as government spokesperson, we communicated these changes, stating that most legislative solutions were created precisely during the governments of Ewa Kopacz and Minister Szczurek - said the Civic Platform politician.
09:05
09:07
WKK:
We Won't Join Civic Coalition. We Don't Rule Out a Joint Bloc for European Elections
- From the very beginning, we told Civic Coalition that we would not join them, as it was formulated more for local government elections and consisted of Civic Platform and Nowoczesna without the Polish People's Party. Creating a joint bloc for the European elections, based on a dignified place for all entities, is a different matter - stated Władysław Kosiniak-Kamysz in an interview with Robert Mazurek on RMF FM.
- We do not rule out [a joint bloc for the European elections]. The national council has given us authorization for talks. However, we have also stated to ourselves – we are preparing from today for an independent start, should these talks not bring results - added the PSL leader.
"Every election has its own specifics. Local government elections were different, where the Polish People's Party should have gone independently, and it was good that it did. European elections are different, where together with Civic Platform, for example, we are in the European People's Party, and this common denominator of a strong Poland in a strong Europe is very much present, and parliamentary elections are yet another matter. And this decision will be made before the parliamentary elections. We need to see how such a joint bloc turns out. This is sometimes a good moment to test."
09:11
WKK:
There's a chance for a common bloc for the European elections; we'll see about the parliamentary elections
- We will definitely talk with Civic Platform, and there is a chance we will form a common bloc for the European elections. As for the parliamentary elections, we'll see - stated Władysław Kosiniak-Kamysz in an interview with Robert Mazurek on RMF FM.
09:51
Cimoszewicz:
It's not decided that PiS won't have a second term, though I would very much not want that
09:51
„If anything is to serve the purpose of citizens feeling relief, we will support it, but we will have many reservations and amendments. There isn't even agreement within the government [regarding compensation for electricity price hikes]. The Minister of Finance issued a dissenting opinion. It's not as if this program has been prepared reasonably and prudently” - said Piotr Zgorzelski from PSL-UED in an interview with Jacek Prusinowski in 'Sedno Sprawy' on Radio Plus.
09:53
Zgorzelski:
If Lubnauer takes control of the club and there are no further transfers, I believe nothing major will happen in the next few months. We do not accept Schetyna's behavior.
„Political cannibalism is not Grzegorz Schetyna's invention. It has existed and will likely continue to exist, but decency is also important and it's worth being decent. We are trying, in this term of office, especially since the new leadership of the PSL came in, to particularly apply the principle of decency” - said Piotr Zgorzelski from PSL-UED in an interview with Jacek Prusinowski in „Sedno sprawy” on Radio Plus.
„If the Chairwoman [Lubnauer] takes control of the club and there are no further transfers, then I think that in the period of a few months, nothing major will happen. We [Schetyna's behavior] do not accept. For us, this is unacceptable behavior, especially since we ourselves have been the subject of such actions from PiS” - he added.
09:53
Cimoszewicz:
I am ready to support a common opposition list for the EP. I am ready to support it as actively as possible – which also means running as a candidate.
- I am ready to support a common opposition list for the European Parliament. I am ready to support it as actively as possible – which also means running as a candidate. I am ready to support a grand political undertaking that would be the first step towards implementing significant political change in our country. It seems to me that if this pro-European opposition united and nominated former prime ministers, presidents, and foreign ministers, such an unprecedented political offer in all of Europe and history would be extremely eloquent, showing Poles that the matter is important – stated Włodzimierz Cimoszewicz in an interview with Marek Kacprzak on the WP program "Tłit".
09:54
Cimoszewicz:
I'm aware Schetyna isn't Joan of Arc, but Nowoczesna Destroyed Itself
- Petru should remain silent after he destroyed the party he founded himself two years ago. I'm aware Schetyna isn't Joan of Arc, but Nowoczesna destroyed itself. Petru's successors haven't shown great political talents. I believe Schetyna didn't corrupt these people to join PO; they left their own party on their own. Lubnauer, instead of talking about betrayal, should rather reflect on her own achievements - stated Włodzimierz Cimoszewicz in a conversation with Marek Kacprzak on WP's program "Tłit".
10:43
Suski:
Calm Down, Thieves and Scammers Won't Return to Power, We Will Defend PMM's Government
- Calm down, thieves and scammers won't return to power, we will defend Mateusz Morawiecki's government, and we will continue to work for Poland and Poles. The opposition, ever since we won the elections, even before the government's swearing-in, said it needed to be removed. Then came the putsch, an attempt to overthrow the government by force. They are simply trying everything so that their various dirty deeds don't come to light, because they are slowly starting to emerge, charges are being filed, and there are already hundreds of people with legally binding convictions for all these frauds that occurred during the Civic Platform's rule. And the billions recovered from VAT thieves are a real success of this government. We took from thieves, we gave to children – stated Marek Suski in "Political Quarter of an Hour" on TVP1.
11:28
„Undoubtedly, [the move of Nowoczesna MPs to PO] has become a source of some trust crisis in mutual relations between parties, so I think that action by both Grzegorz Schetyna and Ms. Lubnauer is necessary today, something spectacularly showing that despite these difficulties, these circles continue to strive for unification in time for the elections. It is more difficult today, but I will say this: perhaps it is not worth waiting for further crises in any circle where MPs will orient themselves towards an electoral formation that offers them greater, not lesser, electoral chances” - said former president Bronisław Komorowski in an interview with Piotr Maślak for gazeta.pl.
11:28
"What more is there to say, no harsh word seems too harsh for Minister Zbigniew Ziobro's statement, but in reference to the Minister of Justice, the Prosecutor General, it represents the Himalayas of political shame. Because, to some extent, it absolves those who are perpetrators of assault. If the victim is somehow to blame for some reason, then essentially the Prosecutor General, who should be against criminals, is somewhat explaining it away and appears to be treating these criminals leniently. This is an unbelievable statement, but it reveals how these people, from that camp, think, at least some of them. I am surprised that Prime Minister Morawiecki, by remaining silent on this issue, is taking on a share of responsibility for such shameful behavior by the Minister of Justice. I am surprised he hasn't distanced himself in some form, because I don't expect him to dismiss an important member of the ruling coalition, but I do expect the Prime Minister to at least distance himself, to disavow such a shameful statement from the Minister of Justice, because otherwise, the belief will be cemented in Poland that the Minister of Justice and Prosecutor General has the right to think this way" - said former President Bronisław Komorowski in an interview with Piotr Maślak for gazeta.pl.

Teacher Salary Increases to Take Effect January 7th, Fulfilling Campaign Promises
"In line with our election campaign promises, salary increases for teachers will take effect from January 7th. These increases are for teachers who are just starting their careers or have been working in schools for several years, as we face a nationwide and Warsaw-specific problem in attracting university graduates to the profession. We urgently need teachers, hence these raises. From January 7th, 7,000 contract teachers with a master's degree and pedagogical training will receive a 270 zloty increase to their base salary, while over 1,000 probationary teachers with the same qualifications will receive a 250 zloty increase. Additionally, we are equalizing the salaries of support staff, as we have disparities between districts. We want to raise these salaries to ensure a uniform standard," said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference.
15:03
- On the one hand, the KNF is now accused of failing to detect and fulfill its supervisory duties over SKOKs, but the national board of SKOK is obligated to do precisely the same, and all of this is outlined in the law – said Adam Szłapka during a press conference in the Sejm.
- We have decided to file a complaint with the prosecutor's office against Mr. Grzegorz Bierecki and all previous board members of SKOK, for failing to fulfill their duties, because the act on Credit Unions imposed on them the obligation to supervise all SKOKs – the MP added.
16:15
Kopcińska:
We've All Set the Bar Very High for an Honest State
- We have all set the bar very high for ourselves when it comes to an honest state. It is always, and recent actions regarding the KNF confirm this, when any shadow falls on a public official, regardless of how high a position they hold, that it will be investigated. This is how the Law and Justice government acts and how it will continue to act – said Joanna Kopcińska when asked by journalists about Senator Bierecki.
18:37
The Sejm will only address the motion for a so-called constructive vote of no confidence on Friday. This, at least for now, is how the Sejm's agenda is shaping up. On that day, voting is scheduled for the morning, between 9:30 AM and 11:00 AM, followed by a Christmas wafer meeting, more voting, and between 2:00 PM and 9:00 PM, the second reading of the 2019 budget bill. The Sejm will then consider the Civic Platform's motion for a so-called constructive vote of no confidence at 9:00 PM. The vote is expected to take place around 11:00 PM.
It is unclear when the vote on adopting the 2019 budget will occur. It may happen in January – according to the preliminary version of the schedule, voting was supposed to last through the main part of Friday, and for now, a third reading at this sitting is not planned.
However, the situation is dynamic, as just an hour ago, information emerged that the Sejm would address the constructive vote of no confidence motion as early as tomorrow. The Presidium is expected to convene tomorrow morning.

100% Responsibility for Electricity Price Hikes Lies with the PiS Government
„When it comes to what PiS is doing with energy policy, it's unbelievable. All the money that we negotiated to transform Polish energy, these gentlemen burned it in the furnace, and today they are negotiating with the European Commission that instead of building green energy with this money, they will be paying out compensations. 100% responsibility for the electricity price hikes lies with the PiS government” – said the Mayor of Warsaw, Rafał Trzaskowski, in an interview with Marcin Zaborski on RMF FM.
19:12
The information published by 300POLITYKA several dozen minutes ago is confirmed – the budget for 2019 will not be voted on at the session commencing tomorrow. Originally, the MPs were scheduled to vote on the bill for the main part of Friday, but the current version of the schedule only includes the second reading on Friday. The next Sejm session is planned to take place from January 16th to 18th.

Czaputowicz:
Timmermans Did Not Want to Discuss SN Law Amendment, Claiming It Hadn't Entered into Force Yet
- We had heard before that there might be such decisions, although Frans Timmermans also said that we need to wait for a decision until the President signs the law [amendment to the SN Act]. We will see if it enters into force, and once it enters into force, this [EU] decision, in my opinion, is not final. There were also such suggestions from him [Frans Timmermans] that we should wait. He did not want to discuss the significance of this change, a very important Polish one, because he claimed that it had not yet entered into force - stated Jacek Czaputowicz in an interview with Dorota Gawryluk on Polsat News.
- Even if the Commission upheld this motion, it would have no significance for Poland, because Poland has fulfilled it. It would be a game within the EU at most. A certain game for influence between institutions, the European Commission, the Court, perhaps the Court, the European Commission would want to confirm its significance, the possibility of interfering in internal affairs - added the head of the Ministry of Foreign Affairs.

Czaputowicz:
A Defeat for the European Commission
- It is a defeat for the European Commission. Of course, Article 7 was meant to lead to the punishment of a state. The EC has lost, it does not have a sufficient majority to punish a state. We have succeeded - stated Jacek Czaputowicz in an interview with Dorota Gawryluk on Polsat News.
19:50
- This is a complete, unbelievable scandal. Mr. Kwaśniak, as you all surely know, you've heard in the reports, was very seriously beaten by thugs who were hired by a member of the board of SKOK Wołomin. Now he is being accused of not acting diligently enough against that SKOK, when that SKOK had problems, and it had very serious problems. It's a mockery. It's taking a person who was a victim of these very thugs and saying they didn't oppose them enough - said Jacek Rostowski in a conversation with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".
19:54
Morawiecki:
Today I see how far Poland has come, but I am aware of the many challenges that await us in the future. For this year of trust, I thank everyone with all my heart.

The political plan is for us all to be misled, so that when the KNF scandal is discussed, PiS will say: What scandal are you referring to? Mr. Chrzanowski's, or Mr. Jakbiak's?
- The political plan is for us all to be misled, so that when the KNF scandal is discussed, PiS will say: What scandal are you referring to? Mr. Chrzanowski's, or Mr. Jakbiak's? – said Jacek Rostowski in a conversation with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach".
- This is such a politicization of the prosecutor's office, and this political plan is so vile that it truly takes one's breath away – Rostowski added.
20:04
Czaputowicz:
It's a great failure for Tusk that Brexit is happening at all
- In my opinion, it is a great failure for Donald Tusk that Brexit is happening at all. It's even his defeat. They are leaving because the EU doesn't meet their aspirations and because they have been disappointed by EU leaders, and one of the main leaders at the time was Donald Tusk. Tusk bears responsibility for Brexit - stated Jacek Czaputowicz in an interview with Dorota Gawryluk on Polsat News.

WKK:
We're Not Looking for Enemies, But Friends in the Opposition
- Operating under the principle: we are not looking for enemies, but friends in the opposition, we don't trip anyone, but rather extend a hand. We have declared that we will certainly defend Marshal Dolniak, we will certainly defend those who are in individual committees - stated Władysław Kosiniak-Kamysz in a conversation with Dorota Gawryluk on Polsat News.
- Maintaining three clubs is of greater value than having two in the opposition - added the PSL chairman. - The decision regarding assistance is settled - he emphasized. At the same time, WKK said that the discussion on assisting Nowoczesna might last until tomorrow.
20:26
- I will not comment on the minister Ziobro's words. Minister Ziobro, as a prosecutor, possesses greater knowledge than I do. I would not phrase it that way - said Michał Dworczyk in an interview with Monika Olejnik on the TVN24 program "Kropka nad i".

On Wednesday at 12:30 PM, the first reading of the bill submitted by PiS will take place, introducing the requirement to obtain consent from the regional assembly (sejmik) to adjourn sessions. This is the so-called anti-obstruction bill, related to the situation in the Podlasie regional assembly. The project is most likely to be voted on this week. A committee meeting is already scheduled for Thursday morning, and the second reading will take place the same day at 1:45 PM. The final vote will occur on Friday.
A similarly express pace awaits MPs regarding the government's bill on the revaluation of pensions and disability benefits, which the government adopted today. The proposal has already been sent to the Sejm and has its own parliamentary print number. On Wednesday at 3:30 PM - this time at the Social Policy and Family Committee - the first reading of the aforementioned project will be held. The second reading is scheduled for Thursday at 7:15 PM. The final vote will also take place on Friday as part of a block of legislation.
The government has decided that from March 2019, pensions and disability benefits will be subject to a combined cash and percentage revaluation, and the lowest guaranteed pension and disability benefits will be increased. As a result, all pensions and disability benefits will be increased by the revaluation index resulting from the law - not less than PLN 70 gross. It is estimated that in 2019, the revaluation index will be 103.26%. This means that the lowest benefits will be increased by 6.8% next year – twice as much as if the statutory projected revaluation index had been applied.
