Tuesday's Political Agenda: Government on Pension Revaluation, Rule of Law Hearing Ahead of EU General Affairs Council

At 10:00 AM, the government will address a draft introducing a one-time modification to the currently binding principles of revaluation, consisting of raising the lowest benefits accordingly to a) PLN 1100 for the lowest pension, disability pension due to total incapacity for work, survivor's pension, and social pension, b) PLN 825 for the lowest pension due to partial incapacity for work, as well as applying the statutory revaluation index, while ensuring a minimum guaranteed benefit increase of PLN 70.

Also at 10:00 AM, the investigative committee for VAT fraud will convene in a closed session. At 1:30 PM, the parliamentary constitutional responsibility committee will hear from Agnieszka Tomalska, an employee of the Supreme Audit Office's delegation in Łódź, summoned as a witness in the preliminary motion to bring the President of the Supreme Audit Office, Krzysztof Kwiatkowski, before the State Tribunal for constitutional responsibility.

The EU General Affairs Council, under Article 7(1) of the Treaty on European Union, will conduct a hearing on the rule of law in Poland. The Council will also exchange views on respect for EU values in Hungary.

At 12:30 PM, President Andrzej Duda will participate in the ceremony of awarding Medals for Sacrifice and Courage. Sejm to Consider Civic Platform's Constructive Vote of No Confidence on Friday at 9 PM

The Sejm will only address the motion for a so-called constructive vote of no confidence on Friday. This, at least for now, is how the Sejm's agenda is shaping up. On that day, voting is scheduled for the morning, between 9:30 AM and 11:00 AM, followed by a Christmas wafer meeting, more voting, and between 2:00 PM and 9:00 PM, the second reading of the 2019 budget bill. The Sejm will then consider the Civic Platform's motion for a so-called constructive vote of no confidence at 9:00 PM. The vote is expected to take place around 11:00 PM.

It is unclear when the vote on adopting the 2019 budget will occur. It may happen in January – according to the preliminary version of the schedule, voting was supposed to last through the main part of Friday, and for now, a third reading at this sitting is not planned.

However, the situation is dynamic, as just an hour ago, information emerged that the Sejm would address the constructive vote of no confidence motion as early as tomorrow. The Presidium is expected to convene tomorrow morning.

Sejm Express: Fast-Tracked Bills on Podlasie and Pension Revaluation

On Wednesday at 12:30 PM, the first reading of the bill submitted by PiS will take place, introducing the requirement to obtain consent from the regional assembly (sejmik) to adjourn sessions. This is the so-called anti-obstruction bill, related to the situation in the Podlasie regional assembly. The project is most likely to be voted on this week. A committee meeting is already scheduled for Thursday morning, and the second reading will take place the same day at 1:45 PM. The final vote will occur on Friday.

A similarly express pace awaits MPs regarding the government's bill on the revaluation of pensions and disability benefits, which the government adopted today. The proposal has already been sent to the Sejm and has its own parliamentary print number. The government has decided that from March 2019, pensions and disability benefits will be subject to a combined cash and percentage revaluation, and the lowest guaranteed pension and disability benefits will be increased. As a result, all pensions and disability benefits will be increased by the revaluation index resulting from the law - not less than PLN 70 gross. It is estimated that in 2019, the revaluation index will be 103.26%. This means that the lowest benefits will be increased by 6.8% next year – twice as much as if the statutory projected revaluation index had been applied.
