PiS Proposes Law Requiring Voivodeship Assembly Consent for Session Adjournments
- Under the current legal framework, the Act on Voivodeship Self-Government does not address the issue of chairpersons of voivodeship assemblies declaring breaks in sessions. Consequently, these competencies are determined by the statutes of individual voivodeships, which allow chairpersons to make decisions regarding declaring breaks and setting their duration. Such broad powers of chairpersons can lead to the paralysis of the assembly's work, for example, in situations where a chairperson, not wanting to put a motion for their own removal, the appointment of a deputy chairperson, or the election of the voivodeship board to a vote, repeatedly declares breaks, thereby preventing the continuation of session deliberations and the election of the voivodeship self-government authorities - it was stated in the justification for the project proposed by PiS, which was submitted to the Sejm today. This most likely concerns the situation in the Podlaskie Voivodeship. - The competencies of the chairpersons of voivodeship assemblies should be further defined to prevent actions such as the failure to implement the agenda, persistent declarations of breaks to prevent the consideration of specific agenda items, or the closure of sessions despite the lack of consideration of all agenda items. Preventing such destructive practices by introducing the requirement of voivodeship assembly consent for declaring a break should be considered consistent with the public interest. Thanks to this, the adjournment of deliberations will depend on the consent of the majority, not on the unilateral decision of the chairperson - argue the initiators.

Why can they lie, lie, and lie again, why can they break records of hypocrisy, change the meanings of words, why can they use double standards, why can they finally announce that after potentially gaining power, they will reject all rules of the rule of law, all constitutional guarantees? In Poland - according to this side - only one political camp should rule by law. If it is in opposition, if it has lost the elections, then there are no limitations on its actions, and if it were to regain power, it can secure it by any means, including those that have nothing to do with democracy and the rule of law. This is stated directly by many political representatives of this camp, as well as those who support this camp” - he added.

There is a question of responsibility.

- Based on these testimonies [of Elżbieta Chojna-Duch], it appears that this gigantic, not just on a Polish, but on an international, global scale, scandal – it would be huge even in the USA, amounting to 60 or 70 billion dollars – this scandal, or at least much indicates this, was not a dispersed scandal, tolerated to some extent by the government. It was simply a scandal of this government. There is a question of the responsibility of the representatives of this government and its head, including responsibility in the eyes of criminal law. I repeat: this is a scandal that, if it had occurred in the world's largest market, i.e., the USA, would also be considered enormous. This sum is not much less than the 300 billion PLN that Donald Tusk acquired for Poland through hard battles and with the support of various propaganda tools, and apparently acquired. It's almost the same amount of money, only from VAT – stated Jarosław Kaczyński during a Law and Justice (PiS) club meeting in Jachranka. He added:

"In the second scandal, as we have recently learned, at least some are talking about some, at least indirect, involvement of the current President of the European Council as well. The mass media have shown or conveyed such information, tapes with recordings. I cannot resolve anything here, that is the judiciary's job, but it is also worth knowing about this, worth mentioning, because a large part of our society is still cut off from this type of information. But besides that, we have the gambling scandal, the IT scandal, the gas scandal, the privatization scandal. Other types of scandals, such as the fact that the head of the most important control institution in Poland is a person who, in fact, should have charges brought against them, and no one forced them to resign. I will recall the events of recent weeks, how quickly this gentleman, whose surname is now only presented by its first letter, despite also having a term, had to step down. This is again the difference I mentioned, but also a difference in scale."
