At 12:30 PM, the Vice-President of the European Commission, Valdis Dombrovskis, will hold a press conference in the parliament during his visit to Poland. A meeting of three Sejm committees is also scheduled with his participation at 11:00 AM.

Rafał Trzaskowski will hold his first press conference in his new role today. The Mayor of Warsaw will present his team of associates at the City Hall at 2:30 PM. Also today, the Civic Platform (PO) will submit a motion to dismiss Prime Minister Morawiecki's government. - "*Tomorrow [Friday], still during this session [we will submit a motion for a constructive vote of no confidence]. Many things, especially the recent matters, what is happening at and around the Financial Supervision Authority (KNF), this whole affair that is unfolding today, shows the pathology of the PiS state, the lack of reaction from the services, corruption at the highest [level]. The lack of reaction shows that the state is not functioning. We are talking about the intervention of services, securing the KNF building, the apartment of President Chrzanowski. First, we submitted a motion to establish an investigative committee. Tomorrow, we will submit a motion to dismiss the government*," Grzegorz Schetyna said yesterday on Radio Trójka.

President Andrzej Duda will visit Podsarnie in the Małopolska Voivodeship. At 1:00 PM, he will participate in a ceremony to unveil a monument commemorating the 100th anniversary of the reconstruction of the Polish State and distinguished local independence activists. A procession to the primary school named after Maria and Lech Kaczyński is planned for 2:00 PM, followed by a ceremony marking the 100th anniversary of regaining independence and the return of the Orawa villages to Poland at 2:30 PM.

- A logical consequence of these changes to the [Supreme Court Act], which were adopted by parliament and will be debated and voted on in the Senate today, would be to withdraw the complaint to the Court of Justice of the European Union, because the reason for this dispute, the subject of this dispute, has effectively disappeared. We must assume that it will disappear after this [parliamentary] decision. I do not expect, however, that this amendment to the Supreme Court Act might not enter into force. Of course, we still have the President's signature ahead of us, but if this law enters into force, the dispute between Poland and the European Commission, and the CJEU, should cease, because the subject of the dispute will disappear - stated Jacek Sasin on "Sygnały dnia" PR1.

- What I want to say very clearly: this amendment [to the Supreme Court Act] does not mean abandoning the Supreme Court reform. After all, other very important elements, such as the establishment of the Disciplinary Chamber in the Supreme Court, which is a structural change far more significant than just the retirement age issue, this issue remains - stated Jacek Sasin on "Sygnały dnia" PR1.

- At this moment, there are no such decisions for any further changes. Let us recall that the issue of the Supreme Court was one of the elements of the judicial reform. Previously, it was the reform of the KRS, which provided for a significantly better process, offering more guarantees for the selection of judges or the process of appointing judges, and for nominating candidates for the president to be judges. This is extremely important, and this element, the KRS, remains unchanged, in line with the model we adopted in previous months. The way ordinary courts operate also remains the same. None of this is changing. The ongoing reform of the Supreme Court is also continuing - stated Jacek Sasin on "Sygnały dnia" (Signals of the Day) on PR1.

- Undoubtedly, a parliamentary inquiry [into KNF] is not needed, as state institutions have indeed acted swiftly here. They undertook these actions very intensely. I am referring here to the prosecutor's office, which is conducting proceedings in this matter. I am referring to the actions of the special services. There was no delay, no hesitation here - stated Jacek Sasin in "Sygnały dnia" (Signals of the Day) on PR1.

- At the moment, it seems to me that calling this whole affair [KNF] a major scandal is premature at the very least. At this point, we only have documented one conversation, which is indeed improper. The head of the KNF absolutely should not have conducted such a conversation in these circumstances, and he has faced consequences for it. He is no longer the head of the KNF; that was also a swift reaction, but today we have no evidence that the law has been broken. That is something the prosecutor's office will speak about. However, we are indeed dealing with a major scandal, and I am referring to the VAT scandal – stated Jacek Sasin on "Sygnały dnia" (Signals of the Day) on PR1.

"It was very difficult for me to accept. The exchange, the looks, the gestures. A lot of bad emotions, hatred between [Kaczyński and Wałęsa]. I remember '88 and Lech Wałęsa's committee, and when the opposition was looking for an anti-system proposal to win the elections. I see how far we have come and how much we have all done to destroy this good story. I saw that yesterday in those photos and in that [court] report." - said the Civic Platform (PO) leader, Grzegorz Schetyna, in an interview with Jacek Żakowski on Radio TOK FM's Poranek.

„I don't believe in any good intentions of PiS and Kaczyński [regarding the Supreme Court]. They are doing this to calm things down, to sign any agreement before the European elections. They want an agreement with the European Commission. They believe they can build an agreement that will allow them to ensure the issue of Polish rule of law is not a top priority for the EC” - said the Civic Platform (PO) leader, Grzegorz Schetyna, in an interview with Jacek Żakowski on Radio TOK FM's Poranek.

- One of my first executive orders will be an anti-corruption one, in order to strengthen control over what's happening in the city hall. This is a clear order regarding the rules of procedure, so that everyone knows that all procedures must be transparent, for example, to ensure that if people from outside come in, there is always someone listening and taking minutes - said Rafał Trzaskowski in an interview with Beata Lubecka on the program "Gość Radia ZET".

- It's not me who makes decisions in the city council, however, I would indeed suggest to colleagues to consider giving such a position to the opposition (the chairperson of the audit committee – ed.) - said Rafał Trzaskowski in an interview with Beata Lubecka on the program 'Guest of Radio ZET'.

- The government is closing facilities, I believe these are absolutely deliberate actions to make things difficult. These facilities, to which waste can be transported for disposal. Subsequent decisions are effectively depriving Warsaw of the ability to dispose of its waste in Mazovia. It was clear that this would happen. Please look at the decisions being made. The government wants to contribute to our problems. This is completely irresponsible behaviour - said Rafał Trzaskowski in an interview with Beata Lubecka on the program 'Gość Radia ZET'.

- In subsequent years, the PO government made further efforts to close the VAT gap. Everything PiS boasts about today was introduced by Civic Platform. Reverse VAT, matters concerning the control package, and all issues related to Minister Szczurek began the implementation of the sealing plan - said Rafał Trzaskowski in an interview with Beata Lubecka on the program "Gość Radia ZET".

"If anyone tells me I voted for tax increases, that person will face proceedings. I will file a report. Because we voted against the increase. Those who raised VAT, namely Civic Platform, are now acting as great defenders of the nation. This is the peak of hypocrisy and cynicism," stated Paweł Kukiz in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti." The parliamentarian was referring to yesterday's vote in the Sejm – the opposition attempted to break the quorum during the vote on the bill concerning the maintenance of higher VAT rates, 8% and 23%, but the Kukiz '15 club voted against it, ensuring the quorum was ultimately met.

- We've had major events recently. Elections, then the KNF affair. The year-end is approaching, and we're entering a new campaign. This is a good moment for a reset. Changes [in the government] will probably happen anyway, because it's always about catching our breath. First, we need to deal with the issue that's been somewhat swept under the rug, the KNF affair, because it hits the delicate, soft underbelly of the ruling camp. In a sphere that is very important to them, very important to the electorate – said Adam Hofman in an interview with Robert Mazurek on RMF FM's "Morning Conversation".

The Sejm will not vote today on the motion filed by the Head of the West Pomeranian Regional Branch of the National Prosecutor's Office Department for Organized Crime and Corruption on June 24, 2018, seeking consent to prosecute and apply a pre-trial detention measure against Member of Parliament Stanisław Gawłowski.

Before the vote, Sejm Marshal Marek Kuchciński informed that the parliamentarian had waived his immunity and that the motion must be reviewed by the rules committee.

The Sejm has elected Mikołaj Pawlak, nominated by PiS, as the Children's Ombudsman. This was the fourth attempt to fill this position. The Senate must now approve the appointment.

„It is no coincidence that individuals associated with PiS are dealing with my case. It is also no coincidence that the people slandering me are all linked to PiS” – Stanisław Gawłowski from Civic Platform told journalists in the Sejm. „There is not the slightest doubt that this entire operation is purely political. I am solely implicated by individuals who themselves face serious accusations. There is not a single person among them who does not have legal problems”.

Prime Minister Mateusz Morawiecki has appointed Professor Jacek Jastrzębski to the position of Chairman of the Polish Financial Supervision Authority (KNF).

Jastrzębski holds a habilitation in law and is a professor at the University of Warsaw, employed in the Department of Civil and Administrative Law. Between 2008 and 2018, he served as the Deputy Director of the Legal Department at Powszechna Kasa Oszczędności Bank Polski (PKO BP). In 2017, he was included in the "Legal 500's GC Powerlist: Central and Eastern Europe" – a list of distinguished legal professionals in Central and Eastern Europe, as reported by the Prime Minister's Chancellery.

“We announced a motion to dismiss the government, a constructive no-confidence vote, several weeks ago. We spoke about this in the context of the election campaign, lies, and court cases that Prime Minister Morawiecki lost. We thought that the entire campaign, the policy of lies, disinformation, and populism, and the election promises would suffice as grounds for such a motion. However, life has begun to bring new information, which is why it took time and we had to amend the justification. Life has been writing new paragraphs for the justification of this motion,” said PO Chairman Grzegorz Schetyna at a press conference in the Sejm.

“The KNF scandal, the biggest scandal of recent years, a PiS scandal that showed how a bank can be brought down, how administrative methods can be used to take over banks, to create an incentive to save private entities with public money in order to subsequently take them over. We know examples from other countries. We know that such things are done elsewhere, but we saw it up close. A matter as controversial and scandalous as the KNF affair, the reaction of the services to these issues, or rather, the lack of reaction to all these issues. It turned out that one can get to the KNF building faster from Singapore than from the headquarters of the Central Anticorruption Bureau,” he added.

“We stated very firmly: a parliamentary investigative committee, so that the investigation is not conducted by a prosecutor appointed by PiS, not by a prominent politician of the ruling coalition, Zbigniew Ziobro. Especially since he did nothing in the first week, despite having information about a committed crime. There was no response,” said Schetyna.

“Political corruption – systemic, institutional – that occurred in Lower Silesia, when part of the copper tax is channeled into the budget of one city because the head of that city is the leader of the Independent Local Government Officials and can control 6 votes in the Lower Silesian regional assembly. This is political corruption. A few days ago, it happened in Silesia, when a member of Nowoczesna, elected from the KO list, was politically corrupted, switched sides. This changes the verdict of millions of voters in Upper Silesia. These are the reasons that, in any civilized world, justify a motion to dismiss the government,” he justified the motion.

„In our opinion, Prime Minister Morawiecki has absolutely no moral right to lead the government. Not only because lying has become a symbol of this government, because lying in election campaigns and in politics has become a symbol and a natural argument used by this government, but also because corruption has become a symbol of this government” – said the head of the Civic Platform (PO) parliamentary club, Sławomir Neumann, at a press conference in the Sejm.

„We are aware that the votes of Civic Platform and the other opposition clubs will not be enough to dismiss the prime minister. But I will remind you – a year ago we filed a motion to dismiss Beata Szydło. We lacked votes, but she was dismissed the same day. With the same hope and goal, we are filing a motion to dismiss Mateusz Morawiecki” – he added.

- There is no doubt that this law, it, concerning the matter that was most important to the European Union, the issue of judges' retirement, in my opinion, I am not a lawyer, but I consulted before the program, absolutely it addresses that matter (...) and it settles that matter. It is not an easy moment - stated Tadeusz Cymański in an interview with Łukasz Kijek on Gazeta.pl.

- Compromise and changing decisions happen very often in life, perhaps less often in politics, but not because someone convinced us to change our minds, but because it serves the best interests of both sides. We must look at it in terms of, we have concluded that the state's interest, not PiS's, PiS's perhaps too, someone might say, but it lies there, because a terrible word has appeared (...) This word is Polexit, it is sabotage, it is diversion, extremely harmful - added the PiS MP.

- This conversation [between Marek Chrzanowski and Leszek Czarnecki] should not have taken place at all under such circumstances, the words that were spoken there should never have been uttered (...) A devil can emerge from the hand of an angel, people don't fall from parachutes, this Mr. Chrzanowski, he came, someone recommended him, someone also supported him (...) This is a very unpleasant matter for us, it would be foolish and brazen for me to say now that it's a minor issue and we're moving on, no, this matter has shaken things up, but to prey on it and exploit it (...) The tweet links to a statement by Polish politician Magdalena Golbik, who alleges that the decision to appoint Stanisław Kałuża to a specific position was made by Polish politicians Ryszard Petru and Krzysztof Tołwiński at the last minute, replacing someone named Gabryś. In 2017, the professor was recognized, appearing on a list of distinguished lawyers in Central and Eastern Europe. - Not so long ago, the Civic Platform's shadow cabinet stood before you, which for three years has been thinking, thinking, and unable to come up with anything constructive, other than constantly submitting motions to dismiss this or that minister or our government. This is what has happened this time as well. The reasons they cited are widely known, and we have already addressed these reasons. So I will say it again: this motion [PO's motion for a constructive vote of no confidence] has absolutely no chance of succeeding. - We are not establishing an investigative committee [regarding the KNF]. For those who still don't know, we will repeat it one more time: we establish an investigative committee when state institutions are not functioning. Here, state institutions are functioning. If it turns out that they will be ineffective or will not function, then we will make those decisions - stated Beata Mazurek at a briefing in the Sejm.

- The "total opposition" wants to bring about total destruction in parliamentary life, but also in social life. We will defend ourselves. The greatest vote of no confidence, I think, they received in the parliamentary elections, because they no longer govern in 15 regional assemblies. At best, they will be able to govern in 8. The best way to check what people like or dislike is the ballot paper, and we will implement our program - stated Beata Mazurek at a briefing in the Sejm.

- An accusation of political corruption has been made. In this case, Civic Platform exhibits the typical Kali's Cudgel mentality. Let's stick to the facts. Let's recall a few figures: Radosław Sikorski – Minister of National Defence in PiS. Let's remember: later a member of Civic Platform, Minister of Foreign Affairs. Ludwik Dorn – Speaker of the Sejm from PiS, Minister of Interior, running on the Civic Platform list. Michał Kamiński, one of the influential politicians from PiS, subsequently running from Lublin as the lead candidate on the PO list. Paweł Zalewski, Jan Libicki, Joanna Kluzik-Rostkowska, our colleague, who was responsible for one of the election campaigns, an engaged activist of PiS, today an important politician of Civic Platform. Of course, all these examples I am giving are examples of programmatic cooperation. Because if someone joins Civic Platform, it means they are undertaking programmatic cooperation. However, if someone wants to form an alliance, unite, form a coalition with PiS, then it is political corruption. This is a typical example of using Kali's Cudgel mentality. Every citizen, every Pole who thinks independently, can form their own opinion on this matter. I understand the emotions of Grzegorz Schetyna, who recently lost in his native Lower Silesia, Civic Platform received a red card there, so I understand those emotions. But one must take responsibility for one's words, be responsible for the kind of accusations and charges that PO politicians have just formulated. There is no such responsibility in their statements. At best, there is nervousness and a desire for verbal aggression – stated Michał Dworczyk at a briefing in the Sejm.

- If we are talking about a vote of no confidence, then as we understand it, it is to be a constructive vote of no confidence, and Grzegorz Schetyna is to head the new government to introduce a new quality. It is worth recalling, therefore, although I dislike personal references, but in today's situation, it is impossible not to make them. Grzegorz Schetyna – head of the Ministry of Interior and Administration. Do you remember the IT scandal? Do you remember the gambling scandal, after which Schetyna was removed from the Ministry of Interior and Administration by Donald Tusk as a person unfit to even be a minister? And today this person is to be nominated as the head of the Polish government. This is a farce and should be treated as such, and a continuation of the Civic Platform's actions, which, lacking any substantive ideas, tries to feed itself and its activists with political brawls – stated Michał Dworczyk at a briefing in the Sejm. - Do you remember the Amber Gold scandal? Do you remember the testimony of Donald Tusk's son, who said that he and his father knew that Amber Gold was a complete sham? Why, then, did Civic Platform politicians not protect Poles from losing their savings, and they still want to hold power in Poland and want Poles to trust them? We will constantly remind you, because a Civic Platform MP was caught red-handed, taking a bribe for the opportunity to do business on healthcare reform, not some imaginary paper with 1%, which it turns out doesn't exist today, which targets the former head of the KNF – said Beata Mazurek. – The fundamental difference between our functioning as PiS and the Civic Platform is visible essentially from the beginning – added the PiS spokesperson. As she stated, if there is a problem, it is solved immediately.

Prof. Jacek Jastrzębski is a person of very high repute, though perhaps less publicly known. A top-class independent specialist. He combines legal knowledge as a professor at the University of Warsaw and economic knowledge as an SGH graduate, along with practical experience and theory. He is one of the younger professors at the University of Warsaw, speaks three languages fluently, and completed additional legal studies in the United States - stated Paweł Borys in an interview with 300POLITYKA, commenting on the appointment of the new head of the KNF. He added:

"He perfectly understands the situation in the financial sector and global regulatory trends. For 10 years, he worked at PKO Bank Polski – which was recently recognized as the most stable bank in Europe – as the deputy director of the legal department, and on this occasion, I had the opportunity to observe his work and the highest standards he adhered to. Prime Minister Mateusz Morawiecki has opted for a professional, which is a significant step to enhance the efficiency and strengthen the KNF's reputation. In my opinion, this should close the so-called 'KNF affair,' as the office has a competent head, although, of course, the matter of the previous KNF head's conversation with Mr. Leszek Czarnecki requires full clarification."

- The new chairman of the KNF faces difficult tasks in strengthening supervision over the financial market and ensuring the limitation of emerging risks within it. However, it is worth emphasizing that the Polish banking sector is safe due to the high capital and good liquidity of the banks, and there are no systemic risks within it, as the existing risks are limited to a few selected institutions - the president of PFR told 300POLITYCE.

- I haven't got used to not being the [First President of the Supreme Court], quite the opposite. That is, I took it normally. I am, I was, and that's that – stated Małgorzata Gersdorf in a conversation with journalists in the Senate. - I have always been the First President [of the Supreme Court], I have always said so, and I will be the First President of the Supreme Court until 2020, because that is what the Constitution dictates – she added.

- I spoke with my wife on the phone - stated Ryszard Terlecki, when asked by Justyna Dobrosz-Oracz who he had spoken with during the work on the so-called bill enabling the takeover of banks.

Changes will be made systematically” - said the Mayor of Warsaw, Rafał Trzaskowski, at a press conference. “I would like to propose cooperation to two ladies who will be coordinators of areas very important to me. In this way, we are opening up to new environments. On the one hand, we have experience, on the other, new energy. On Monday, I will present very specific priorities that I want to implement first, along with their implementation schedule” - he added. Next Thursday, November 29th, the first reading of the bill amending the act on the limitation of trade on Sundays and holidays and on some other days will take place at a session of the parliamentary committee for social policy and family. The PiS proposal is intended to effectively tighten the system.

The draft will most likely be adopted in two weeks, at the next Sejm session. According to the preliminary schedule seen by 300POLITYKA, the second reading is scheduled for Wednesday, December 5th, starting at 6:45 PM. Therefore, it is highly probable that the bill will be voted on by Friday morning, December 7th.

- The EU directive regulating copyright in its current form threatens freedom of speech and harms publishers. As a consequence of its provisions, millions of pieces of content could disappear from YouTube. The future of Google News would be uncertain - stated Richard Gingras, Google's vice president, in an interview with Marcin Makowski for Wp.pl.

- I am only very sorry that so much time had to pass and so much time, and negative emotions had to be expressed, when the functions of this act could have been implemented immediately after the first opinion of the Supreme Court, that intertemporal provisions should regulate the situation of judges who are adjudicating at that moment – said Małgorzata Gersdorf in the Senate.

The Warsaw SLD Council is demanding the dismissal of Włodzimierz Czarzasty from his position as the leader of the Alliance. This information was confirmed by Sebastian Wierzbicki, the head of the party's capital city council. In the opinion of these politicians, Czarzasty bears full responsibility for the election results, which is why the members want "him to take responsibility for his decisions and resign from his post." The resolution further stipulates a demand for an SLD convention to be convened to define the directions of action and to manage the election of a new leader. Alliance activists adopted a total of 4 resolutions. In the subsequent ones, they advocate "for a broad electoral agreement" that would include all pro-European groupings, and for a broad pro-democratic coalition in the parliamentary elections. The last resolution concerns the local government election results in Warsaw. Politicians believe that the poor outcome is a result of Czarzasty's refusal to jointly run within the Civic Coalition (KO). "The decision to jointly run in the elections would not mean the loss of our identity" they add. The activists adopted the resolutions by circulation. The way laws are processed and enacted in Poland leaves much to be desired. Unfortunately, I say this with regret, because I have been involved in this for three years. I observe that starting from 15, 20, 25 years ago, it's getting worse rather than better - said Aleksander Bobko in an interview with Piotr Marciniak on TVN24's "Fakty po faktach" (Facts after Facts). - If it's about the procedure, no, if it's about the majority or many of the laws that have been introduced, it is a good change. However, when it comes to the procedure, it is not a good change. It stems from the fact that for the first time, one party has a majority in parliament, and therefore does not need to conduct coalition talks. We are becoming a bit of a victim of political success, that we can pass laws within our own group – added Bobko.

- Prosecutors, colleagues, and subordinates of Minister Ziobro, who were sent to the Disciplinary Chamber to dismiss independent judges, cannot be in the Supreme Court. There has been and is no reform of the judiciary. Trials in Poland are taking longer. Minister Zbigniew Ziobro has appointed his people to key positions in Polish courts, contrary to the constitution, and now PiS is suddenly pretending to be Europeans. Even if President Kaczyński sets up a band at Nowogrodzka and starts playing 'Ode to Joy', no one will believe he's suddenly become a European - said Borys Budka in an interview with Piotr Marciniak on TVN24's "Fakty po faktach".
