At 9:15 AM, Civic Platform, Nowoczesna, and PSL are scheduled to sign a coalition agreement in the Masovian Regional Assembly. At 11:00 AM, President Andrzej Duda will sign the Employee Capital Plans (PPK) Act at the Warsaw Stock Exchange headquarters. At 2:30 PM, the President will attend a ceremonial gala celebrating Railway Worker's Day. Additionally, at 12:00 PM, the Presidential Couple will meet with couples celebrating long-term marriages and their families.

This week will see the first sessions of the regional assemblies of the new term. Councillors in individual voivodeships will elect speakers and deputy speakers of the assemblies, as well as marshals, deputy marshals, and members of the regional executive boards. Today, sessions will take place in the Masovian, Lesser Poland, Lower Silesian, Kuyavian-Pomeranian, and Pomeranian voivodeships.

"On Monday, I will submit to the prosecutor's office a recording of the conversation between Leszek Czarnecki and Marek Chrzanowski and other representatives of the KNF, which was made in July this year. Marek Chrzanowski already knew at the time that his corrupt offer had been rejected. He then proceeded to implement what he called 'Zdzisław's plan'. Today marks the deadline for Poland's response concerning the actions taken to implement the European Court of Justice's interim measure regarding the Supreme Court Act. In recent days, Prime Minister Morawiecki has indicated that some changes will be presented. "I am convinced that we will definitely reach an agreement with the European Commission on the reform of the justice system in Poland. Within a few days, we will propose 'certain changes' to the European Commission. We hope they will be satisfied with it," said the head of government at the FOTAR conference in Hamburg.

Today and tomorrow in Brussels, the Minister of National Defence, Mariusz Błaszczak, will participate in the Council of the European Union (Foreign Affairs) and will meet with the Secretary General of NATO.

“Today, the agreement between the Civic Coalition and the PSL will be renewed. It was a coalition that developed Mazovia well over the past 12 years. We want to continue this” - said Marcin Kierwiński from PO in an interview with Radio Jedynka.

When asked about the situation in Lower Silesia, he replied: “Every region handed over to PiS hurts, because we know that this region will fall into investment stagnation. This is the most important thing. The saddest thing are the mechanisms that have been exposed in this matter. If PiS says they want to lower taxes for specific districts in order to corrupt local government officials from these districts, to convince them to their side, then we are already dealing with something unheard of”.

• - Something is wrong [in the Polish banking and financial system], there is no doubt about it, but it doesn't necessarily mean that banks are facing bankruptcy or collapse. From what we could hear, political groups were gathering in previous nights, just like at night. This shows that we undoubtedly have a situation that should not have happened systemically. Of course, I believe there is no reason to worry that banks might collapse due to the current situation, but that the supervisory committee, all state supervisory institutions, have very serious reasons to scrutinize themselves right now and reflect on their activities, I have no shadow of a doubt. That people should be reassured is also clear. I suspect that most Poles didn't even know about the existence of something like the Financial Supervision Authority a week ago - stated Witold Orłowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

However, there is reason to fear for the banking sector because of what we learned from the tapes about the methods of operation of the supervisory institutions sector. if, of course, these tapes are real, that's a separate issue - he continued. - Leszek Czarnecki's banks developed too aggressively, and therefore their condition is not what it should be. This doesn't mean they are facing bankruptcy from one day to the next, but they should be in a better state - he added.

It ordered him to correct his statements, but today additional circumstances are emerging: the KNF scandal, issues concerning strange deals that PiS appointees wanted to make or did make” - said Marcin Kierwiński from Civic Platform (PO) on Polish Radio Program I. 

- If a corrupt proposal was made there, again, from the tapes we can only guess at the essence of it, then this is of course very reprehensible, but I also don't consider it the worst thing that has happened. The worst is what I heard. Namely, the institution overseeing deposits, whose dog's duty it is to ensure people's deposits are safe, and suddenly it turns out that within this institution there is a group of pyromaniacs who, for reasons known to them, we don't know if it's from political orders or their own interest, are considering how to start a fire in some bank so that it would be easier to take it over for free, and it's also unclear in whose interest, that is a truly scandalous matter - stated Witold Orłowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

The guarantee fund is not really there to pay out deposits, but rather to prevent people from panicking, so that upon hearing that Getin is in trouble, they don't start withdrawing all their money. So that they know their money is guaranteed. The goal of all institutions is to ensure that there is no collapse in the banking sector – stated Witold Orłowski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

Yes, I am attending. Tomorrow there will be a public hearing organized by the European Parliament's Committee on Civil Liberties. This hearing is a consequence of an earlier visit by the committee's representatives to Poland. They have, one could say, a mandate from the EP to prepare a report on the rule of law within the framework of Article 7 of the EU Treaty procedure. I will say what I have been saying in Poland for a long time. That the state of threat to the rule of law persists. The primary cause is related to the functioning of the Constitutional Tribunal. The moment the Constitutional Tribunal ceased to function fully independently, we lost the mechanism for examining the constitutionality of laws and verifying them, among other things, for compliance with constitutional principles and citizens' rights and freedoms. Subsequent changes concerning the judiciary, both common courts, the Supreme Court, and the National Council of the Judiciary - stated Adam Bodnar in an interview with Beata Lubecka on Radio Zet.

- The ECJ ruling of October 19th changed the state of affairs somewhat. Because it allowed for the First President of the Supreme Court to call back judges who were forced into retirement, to return to the court. They have returned, and now, in reality, a debate is ongoing at the Luxembourg court on the extent to which this ruling has been implemented. It seems to me that the most significant threat at the current stage has been averted, but we are still dealing with the functioning of the National Council of the Judiciary (KRS), which can raise doubts as to how it was appointed, and above all, let's remember, these changes in the judiciary concern nearly 10,000 judges of common courts, and this general atmosphere of disciplinary proceedings, in particular, affects how judges function, how they are to work - stated Adam Bodnar in an interview with Beata Lubecka on Radio Zet.

- However, this story [with the KNF] revealed that the key amendment regarding bank takeovers was only proposed during the second reading in the Sejm. Even yesterday, I was reading the opinions of the Senate Legislative Bureau and I carefully examined the first draft that was submitted to the Sejm and the one that appeared during the second reading, and indeed, there was nothing about bank takeovers in the first draft, while in the second, there is an entire large, gigantic chapter concerning the entire procedure of how it would take place. And the Senate Legislative Bureau rightly points out in its opinion that this is inconsistent with the Constitution - stated Adam Bodnar in an interview with Beata Lubecka on Radio Zet.

- No, I wouldn't call the party "Now" (Now), because I would ask myself: now what? And I don't quite see what this "now" is supposed to be - stated Paweł Rabiej in an interview with Jacek Prusinowski on Radio Plus. He added:

"I sympathize with them and I am surprised by their naivety [activists from Nowoczesna in Podkarpacie]. There is responsibility for words, and now if someone wants to take responsibility for unease or financial market instability, I must say that this behavior is imprudent, to say the least – Michał Dworczyk stated in an interview with Dariusz Ociepa on Polsat News.

- [The regulations regarding the takeover of banks] are the implementation of regulations imposed by the EC. Otherwise, we are misleading viewers. Don't you think it's always worth adding that, when you speak like that? – he continued.

PiS will lose power for their entire period of rule. The KNF affair is serious and shows that bad things are happening at the very heart of power. PiS will lose the elections, they are on a slippery slope. It all started somewhere around the change of Beata Szydło to Mateusz Morawiecki – stated Tomasz Siemoniak in an interview with Marek Kacprzak on WP's "Tłit" program. In my opinion, Jarosław Kaczyński doesn't have the courage for early elections. It seems unlikely to me, because the leader remembers 2007 well. Besides, the calendar does not favor PiS – combining parliamentary elections with European elections is extremely not in PiS's interest – he added.

- The leader has to sacrifice someone regarding the KNF affair. It seems to me that the candidate is Prime Minister Morawiecki, because this is not the first thing that has brought him baggage. I mean the verdicts for lies, old tapes. Last year, in the morning, PiS defended Beata Szydło, and in the evening they recalled her. This must be the message. The motion of no confidence against the Prime Minister is ready. We have a Sejm session, and it's probable that it will be this week. It will be a very serious discussion about the state of the country after three years of PiS rule - stated Tomasz Siemoniak in an interview with Marek Kacprzak on WP's program "Tłit".

- It seems that Glapiński is at the center of this affair. Chrzanowski is his man. This is certainly not Chrzanowski's affair; he is a pawn in the game of the big players - added the PO politician.

- I respect Ryszard Petru greatly. He wants to show he hasn't said his last word in politics. There's nothing wrong with someone standing with an open visor and founding a party. I think it's a bad decision; he's expending his political energy on something that could be utilized differently. I am counting on him finding his own path, but being a part of a larger whole that wants to remove PiS from power - stated Tomasz Siemoniak in an interview with Marek Kacprzak on WP's "Tłit" program.

"At the meeting of the Financial Stability Committee, all safety net institutions met: NBP, BFG, KNF, and the meeting was convened by the Minister of Finance as the chairman of the FSC. We discussed the financial situation of Idea Bank and Getin Noble Bank. We analyzed the financial situation of both banks, we listened to the information presented by the representatives of both banks, who assured the FSC at the meeting that both financial institutions are settling their current obligations, that the situation is under control, and is being monitored" – said the Minister of Finance, Teresa Czerwińska.

"I want to emphasize unequivocally and with full responsibility that the financial system is stable, functioning correctly, and the Financial Stability Committee is overseeing this stability. I want to thank all the institutions of the safety net for their very good, immediate, and consistent cooperation, which is evident in ongoing, daily contact," said Minister Teresa Czerwińska at a press conference.

„We met [as part of the KSF on Sunday evening] at this time and without delay due to the media buzz that arose regarding certain problems. In fact, this is the primary reason, not any fundamental issues, but the fact that a media stir was created. It has no basis in the Polish banking system” - said the President of the NBP, Adam Glapiński, at a press conference.

„Poland's financial system is stable and secure. The institutional system we have in Poland ensures such stability. Everything is constantly monitored and supervised” - he added.

„We have just signed an agreement for cooperation between the Civic Coalition (KO) and the Polish People's Party (PSL), not only in the Masovian regional government but also for the upcoming elections to the European Parliament and the national parliament. A crucial year for Poland's development lies ahead. We want to continue developing Masovia with Adam Struzik at the helm as Marshal, but also with a strong representation of the Civic Coalition in the board and as leaders in the regional assembly. We want to create joint lists for the European Parliament and the Polish parliament,” said Andrzej Halicki from PO after signing the agreement.

The President of Poland, Andrzej Duda, has signed the bill concerning the Employee Capital Plans (PPK) into law. The announcement was made via the official Twitter account of Polish Radio 24.

- This is a very important moment. Someone might ask why this Act on Employee Capital Plans is being signed in such a spectacular manner, at the premises of the Warsaw Stock Exchange. Well, there are two reasons. That is why the Ministers of Finance and Family, as well as colleagues, are present. This is an Act that, I hope, will bring two main effects. Firstly, it will improve the situation of future Polish pensioners, those who are still working today, in the prime of their lives, and saving money for their pensions, and those who are active in Poland's economic market. Because experts have no particular doubts that we need to accumulate capital in our country, in our economy. The question that has been explored for years is: how to do this, how to accumulate capital that can support economic development, form a base for further development of Poland. The best method is universal saving - stated President Andrzej Duda during the ceremony of signing the PPK Act.

- It is very important that PPK is a method of saving to which three entities contribute. The employee, their employer, and additionally, the state. I have no doubt that this is beneficial for employees, if we consider the entire set of factors present in this project, think about it - continued PAD. As the President emphasized, saving is voluntary.

„As the Prime Minister announced, such a response will be sent today. Only after it is sent will it be decided whether a Polish government agency or the ECJ will publicize information on the matter. The response will certainly be provided. Until it is made public, I would not like to discuss the details” - said Minister Michał Dworczyk in Polsat News.

- Poland, I believe, has been ready from the outset, and especially now, for loyal cooperation with the European Commission, and for some time now, since the case came before the court, also with the Court of Justice of the EU. This is also to present its arguments and to exercise its procedural rights. Poland's procedural right in this case is to present information on how we view and understand the decision to apply interim measures in this specific matter, and we will avail ourselves of this right. This will be the content of the response, which, in accordance with the proposed deadlines, will be delivered to the EC - stated Konrad Szymański in a conversation with journalists. He added that for now, this is correspondence between Poland and the EC.

It's a shame that the Polish People's Party (PSL) is closer to the hyper-liberal party Nowoczesna than to the conservative views of its voters.

This was stated by Stanisław Karczewski, a senator from the Law and Justice (PiS) party, in a tweet.

He published a screenshot of a tweet by the PSL, which commented on the latest rulings of the Constitutional Tribunal.

In the opinion of the PSL, the tribunal has "lost legitimacy and independence." The party also called for the resignation of the tribunal's president, Julia Przyłębska.

Senator Karczewski commented on the PSL's stance, stating that it is a pity that the party is closer to Nowoczesna than to the conservative views of its voters.

He emphasized that PSL voters are generally conservative and would not agree with such a position.

The PSL's comment on the Constitutional Tribunal's rulings is another indication of the deepening political polarization in Poland.

On Wednesday at 10:05 AM – immediately after the swearing-in of new MPs – the first reading of the government's draft bill concerning "aligning the level of tax rates with the state of public finances" will take place. In practice, this means that next year the VAT reduction from 23% to 22% will not occur, contrary to the currently binding law.

The provisions of the bill proposed by the government envisage making the period of applying the increased VAT rates by 1 percentage point (23% and 8%) dependent on specific indicators: the ratio of net public debt to gross domestic product and the sum of annual differences between the nominal balance-to-GDP ratio and the medium-term budgetary objective level.

According to the current Sejm session schedule, made public today, the second reading will take place the day after the first, on Thursday at 1:00 PM. Afterward, a committee will still need to convene to consider amendments submitted during the second reading, but it is highly probable that MPs will vote on the bill during the evening session. If not, another session will be held on Friday morning.

The government, at its session tomorrow - which will begin at 10:00 AM - will adopt a stance on the United Nations Global Compact for Safe, Orderly and Regular Migration, proposed by the Ministry of the Interior and Administration.

- I will be recommending to the Prime Minister, to the Polish government, to refrain from signing the agreement in Marrakech this December concerning the Global Compact, that is, an agreement that equates illegal immigration with legal migration - announced Joachim Brudziński in October.

"President Kaczyński's knowledge [regarding the KNF] is extensive. Regardless of whether he is an old comrade from PC [Civic Platform], today there is nothing that could undermine trust in President Glapiński. There are no facts. All insinuations appearing in the public sphere are not supported by facts," stated Minister Jacek Sasin in an interview with Bogdan Rymanowski on Polsat News' 'Wydarzenia i opinie' (Events and Opinions).

"The prosecution is investigating this matter [KNF] very efficiently, very quickly. The notification was only just filed. I'll remind you that with the Amber Gold case, the prosecution initially, after a month, decided not to take on the case at all, and only after many months did it begin to deal with it. Back then, state institutions were not functioning. Now they are functioning efficiently" - Minister Jacek Sasin said in an interview with Bogdan Rymanowski on Polsat News.

"There is nothing today, no facts, that would necessitate considering the resignation of the President of the National Bank of Poland," stated Minister Jacek Sasin on Polsat News.

„Why would the Prime Minister's position be threatened? Prime Minister Morawiecki acted correctly in this matter. He took very swift action immediately after receiving information that there was such a recording, that such a conversation took place. Swift action, orders for the services to establish the real situation. There was not a moment's hesitation” – said Minister Jacek Sasin in „Wydarzenia i opinie” on Polsat News in conversation with Bogdan Rymanowski.

"We are dealing with a fairly obvious situation, where a group of people linked to PiS, party cliques within PiS, have in some way enriched themselves at various institutions," stated the leader of Nowoczesna, Katarzyna Lubnauer, during the program "Wydarzenia i opinie" on Polsat News in a conversation with Bogdan Rymanowski.

"If we see Mr. Glapiński, who, at a time when everyone is already talking about Mr. Chrzanowski's disgrace, continues to defend him as an excellent specialist, as a trustworthy person, then he is either loyal, or he is wondering what Mr. Chrzanowski might say about him, and how they are mutually connected," she added.

„I think that especially at this moment, when we are talking about various forms of cooperation, we are thinking about the European Parliament elections, this is not the moment when we could say there is a demand for a copy of Nowoczesna” - said Katarzyna Lubnauer, the leader of Nowoczesna, in an interview with Bogdan Rymanowski on Polsat News.

“I am not concerned with Ryszard [Petru]'s party, but when I read sociologists, political scientists, and experienced individuals, they believe it's a bargaining chip to secure those 2-3 seats on some coalition list in the European Parliament or Sejm elections,” said Katarzyna Lubnauer, the leader of Nowoczesna, on Polsat News.

These are MPs [Joanna Schmidt and Joanna Scheuring-Wielgus], but in the near future, there will be more male MPs, more female MPs, and significantly more people. - This is a tug-of-war with the EU. It's an old method that the Polish government has used so far, and unfortunately, it was even effective. Meaning they wrote replies to the EU that had nothing to do with the questions asked. The ECJ stated unequivocally: legal safeguards mean that previous regulations automatically apply - stated Ryszard Petru in an interview with Monika Olejnik on "Kropka nad i" on TVN24, commenting on the submission of information to the European Commission regarding the implementation of the ECJ's decision on the Supreme Court.

This looks like a bigger affair, in which Mateusz Morawiecki might also be involved. Clearly, there's something going on with Mr. Glapiński, who is protecting Mr. Chrzanowski. This is a huge PiS affair.
