O 10:00, the Constitutional Tribunal will consider President Andrzej Duda's motion to examine the constitutionality of the amendment to the Act on the Social Insurance System, concerning the abolition of the upper limit for contributions to ZUS (Social Insurance Institution).

In January, PAD decided to refer the act to the Constitutional Tribunal, citing concerns about "adherence to the standards of the legislative process." The Tribunal already addressed the motion in October but decided to postpone the hearing until November 13th.

Also at 10:00, the Sejm's VAT committee will hear from Michał Kanownik, the President of the Management Board of the Union of Importers and Manufacturers of Electrical and Electronic Equipment for the RTV and IT Sectors - Digital Poland.

- No, I didn't feel like it was a scandal. I read the KNF's statement, in which it distances itself from any scandal. I'm not surprised. One of the KNF's tasks is to meet with entities that have serious problems. Leszek Czarnecki has serious problems stemming from the GetBack situation, all those financial instruments, and in my opinion, this is an attempt to defend his financial assets, to put it mildly. My experience teaches me that what is loud at the beginning often turns out to be nothing, while what is unclear at first can later take on a completely different dimension. So, my experience teaches me to wait and see how the situation develops – stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- Hiring a lawyer in a situation where there is a restructuring and it is the KNF's duty to supervise the restructuring process - I don't see any problem with that, at this moment. Of course, in a situation where no specific amounts are mentioned - stated Andrzej Dera in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - Let's wait for the findings on what actually happened here. Were these normal supervisory activities, where you assign your lawyer to oversee the restructuring process, or was it a different attempt - he added. - He is the President's representative [Zdzisław Sokal], he is the head of the Bank Guarantee Fund. A person who has been known for many years, operates in the public finance sector. The President trusts this man - he continued.

- One can say there is satisfaction that everything went safely, with dignity, beautifully. I personally believe that national holidays should be the domain of the state. - There were such arrangements, and the association committed to them, but they did not fulfill those commitments. Of course, they [failed]. They did not keep those arrangements, because it was indeed supposed to be white and red, and I will say this: it was 99.9% white and red, beautiful, dignified, and there was a group that wanted to manifest its organizational affiliation - stated Andrzej Dera in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- They [ONR and All-Polish Youth] did not fulfill the commitments to which they committed themselves - emphasized the presidential minister.

- The Prime Minister, upon learning of the entire matter, ordered the special services to take up this case and verify this information. He also asked the head of the Financial Supervision Authority to immediately provide explanations on this matter. If the law has been broken in this case, severe consequences will be drawn against all those who did it - stated Adam Bielan in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

- The text is very critical, but let's remember that this is one side's version. The side that is in sharp dispute with the Financial Supervision Authority. Behind all of this stands Mr. Czarnecki's lawyer, attorney Giertych, who is a politically involved figure. If the facts are as presented by the newspaper, they will necessitate drawing consequences. “Anyone who wants to call these 250,000 people sympathizers or supporters of national associations either has an emotional problem or is very detached from reality. 250,000 people, with 6,000 at the peak of the event around the National Stadium, meaning 244,000 people have no identification with these gentlemen,” Minister Joachim Brudziński said on Radio Zet.

“To say that these are activists or sympathizers is an insult to those patriots who came to the march,” he added.

„These gentlemen [nationalists] can be immensely grateful to the President and Prime Minister for politically ennobling them by inviting them to this march. To say that this was a deal or an agreement between PiS and the nationalists is an insult to 250,000 patriots who came to the march from all over Poland” – said Minister Joachim Brudziński in an interview with Beata Lubecka on Radio Zet.

- The election campaign will formally begin in February, probably in reality at the beginning of next year, so we still have a few weeks. At the moment, on one hand, coalitions are being built in regional assemblies, not only, but also in districts, and on the other hand, a special audit is being prepared, both of campaign activities and the work of structures in the field, and this audit will probably take several good weeks - stated Adam Bielan in an interview with Jacek Prusinowski on Radio Plus. He added:

"We have one face. We do not change this face depending on the type of campaign. Of course, we must conduct the election campaign in such a way as to decisively win the European elections. These are difficult elections due to low turnout. Less than 24% 4.5 years ago, with very large turnout disparities. Very low turnout in rural areas, relatively high in large cities. We must draw conclusions from this, because the European elections, regardless of the fact that they are important in themselves, will simultaneously take place very close to the elections for the Sejm and Senate. So a good result in the European elections will give wind to the sails of the winner or the group that achieves such a good result, and vice versa. A group that suffers a defeat will have trouble recovering from such a loss in the campaign for the Sejm and Senate."

- We will be able to say [in how many regional assemblies PiS will govern] with full certainty only at the moment when the boards and marshals of these assemblies are appointed. This will happen in the third decade of November. I am convinced that PiS, which won nine regional assemblies, will co-govern, I believe, in the majority of regional assemblies in Poland. "From the conversation between Leszek Czarnecki and the head of the Financial Supervision Authority, a picture of a corrupt and oppressive state is emerging. Until now, only the Bolsheviks and their successors tried to forcibly nationalize private property. From today, 'Zdzisław has his plan' will be a slogan that any private entrepreneur in Poland may fear. This state has crossed a certain boundary. In this situation, we appeal to all state services and institutions for energetic action to clarify this situation. We simultaneously appeal to Mr. Marek Chrzanowski for his immediate resignation from the position of head of KNF" - said the leader of Nowoczesna, Katarzyna Lubnauer, at a press conference in the Sejm.

"Mr. Chrzanowski certainly did not act alone. It is important to investigate within what kind of arrangement this 40 million zloty bribe was meant to go: whether to PiS, or to a faction within PiS. Mr. Chrzanowski was nominated to the Monetary Policy Council by two PiS senators: Mr. Bierecki and Mr. Karczewski. It would be good to check if they were aware that such a corrupt proposal had been made and the question is whether they were involved in this affair" - said Ryszard Petru at a press conference in the Sejm. "I would expect the Prime Minister today at his meeting with the head of the KNF to force his resignation. The Prime Minister should suggest that the head of the KNF should resign. According to the law, the Prime Minister cannot dismiss him" - he added.  Petru is also appealing to other opposition parties to file a motion to establish a parliamentary inquiry committee to investigate this matter. 

"I do not foresee a resignation, or a request for Minister Zieliński's resignation. I am not accustomed to hiding behind the backs of my deputies. [Zieliński's resignation] could create the impression that everything that has happened in the Polish police – this unprecedented situation since '89 in recent months, during the time I served as head of the Ministry of Interior and Administration – is me cowardly hiding behind people's backs," Minister Joachim Brudziński said in an interview with Beata Lubecka on Radio Zet.

“Today we know about an affair that is worlds bigger [than previous ones] and shows the gangster-like system of operation of this government. We know that one of the government representatives responsible for financial market supervision is trying, through various legal tricks and regulations, to bankrupt a Polish bank in order to take it over for a symbolic one zloty. Another government representative tells the bank's head that for a small fee of several dozen million zlotys, he can get rid of these troubles and will be safe. Poles who have seen the film ‘The Godfather’ saw how Vito Corleone collected such a fee for protecting shops on the streets of New York. That’s how gangsters operate. One threatens to take someone’s company, and the other, the good guy, says: if you pay, you’ll keep this company” - said the head of the Civic Platform club, Sławomir Neumann, at a press conference in the Sejm.

“We expect, we demand from Mateusz Morawiecki, who is full of platitudes about an honest state, from President Kaczyński, who in every second word talks about an honest state and prosecuting corruption and thieves. We do not want to submit a motion for an investigative committee ourselves today. We expect these two men, Kaczyński and Morawiecki, who have so often spoken about an honest state and prosecuting thieves, to propose an investigative committee themselves, just as Leszek Miller did when, as Prime Minister, he proposed an investigative committee during the Rywin affair” - he added. Neumann expects PiS to submit the motion today or tomorrow.

Michał Dworczyk, Head of the Prime Minister's Chancellery, announced that Prime Minister Mateusz Morawiecki has summoned the head of the Polish Financial Supervision Authority (KNF) and Minister Mariusz Kamiński for a meeting tomorrow.

The Constitutional Tribunal has adjourned the proceedings concerning the so-called "thirtyfold increase" until tomorrow. At 10:00 AM, the judges are scheduled to deliver their verdict on the President's motion.

Today, an order from the Speaker of the Sejm regarding the invalidation of the parliamentary mandate of MP Rafał Kazimierz Trzaskowski appeared in the register of pending acts for promulgation. This is related to his election as the Mayor of Warsaw.

The Law and Justice (PiS) party and the Non-Party Local Government Officials (Bezpartyjni Samorządowcy) have officially signed a coalition agreement for the Lower Silesian Voivodeship. This significant political development marks a new chapter in the regional governance of this important Polish province.

The agreement, finalized after extensive negotiations, aims to establish a stable majority in the regional assembly, enabling effective decision-making and the implementation of key development projects for Lower Silesia. I think that within the next few days, perhaps, we will know something concrete on this matter, because for now, we only know what someone told a journalist who wrote the article – stated Marcin Horała in the Sejm. - If these accusations are confirmed, then I see no future [for the KNF Chairman] in any state bodies – added the PiS MP.

“Pure corruption. This is the Financial Supervision Authority – an organization that is supposed to guarantee the deposits of Poles. Here it is implicated in a corrupt proposal. The author is a person nominated by Prime Minister Szydło. This is a scandal. These are the matters that bring down governments in democratic countries. I hope, I am convinced, that Prime Minister Morawiecki will react to this issue. The best idea today is to establish an investigative commission, also with the participation of opposition MPs, to familiarize ourselves with these matters” – said the Civic Platform leader, Grzegorz Schetyna, in an interview with TVN24.

“Confining this solely to the prosecutorial level, which is being conducted by a politician from the ruling party, is insufficient. This matter is outrageous, and we must hear the response and the reasons for such a scandal” – he added.
