Thursday's Political Agenda: Gawor on November 11th Warsaw Demonstrations, Secretary Perry's Visit, and Parliamentary Committees on Vaccinations and Gawłowski

Most likely today, the Independence March association will file an appeal with the court against the decision by Mayor Gronkiewicz-Waltz to ban the Sunday demonstration. At 8:45 AM, the head of the Warsaw Office of Security and Crisis Management, Ewa Gawor, will hold her press conference on the gatherings planned for November 11th.

At 8:00 AM, President Andrzej Duda will visit the PGNiG headquarters. At 10:00 AM, a ceremonial session of the Warsaw City Council with the participation of Mayor Gronkiewicz-Waltz will take place to mark the centenary of independence. An hour later, at 11:00 AM, Minister Mariusz Błaszczak will present his ministry's initiatives on the occasion of the anniversary.

At 11:45 AM, Prime Minister Mateusz Morawiecki will meet with the U.S. Secretary of Energy, Rick Perry. At 3:00 PM, President Andrzej Duda will talk with Secretary Perry. A press conference after the meeting of the Polish and Czech Foreign Ministers is scheduled for 1:20 PM.

At 11:00 AM, the parliamentary committee for special services will – in a closed session – hear information on the results of the investigation and operational-recognition and analytical activities in the GetBack SA case. Materials will be presented by representatives of the Ministry of Justice and the Prosecutor General, ABW, and CBA.

At 12:00 PM, two parliamentary committees will consider a citizen's bill proposing the abolition of mandatory vaccinations. "We have accelerated the session on the act (...) in order to also conduct the second reading in the Sejm and reject this harmful bill on Friday. The decision is in the hands of the Marshal of the Sejm," wrote Bartosz Arłukowicz on Twitter.

At 2:30 PM, the parliamentary committee on regulations, deputies' affairs, and immunities will consider the request from the Head of the West Pomeranian Regional Branch of the Department for Organized Crime and Corruption of the National Public Prosecutor's Office in Szczecin, dated June 24, 2018, for consent to bring criminal proceedings against MP Stanisław Gawłowski and to apply a precautionary measure in the form of temporary arrest.

300RESEARCH Analysis: Dr. Paula Kukołowicz: A Sejmik Election Result Would Still Give PiS a Majority in the Senate, But Even 4 Senators for PSL
Political scientist, Dr. Paula Kukołowicz, analyzed how the support in the 2018 provincial assembly elections could translate into parliamentary seats. By translating the support granted to parties in the provincial assembly elections into the constituencies used for Senate elections, it can be inferred that PiS would win the most seats (56), followed by KO (41). 2 seats would go to the Polish People's Party (PSL) and 1 seat to the Non-Partisan Local Government Officials (Bezpartyjni Samorządowcy), who in constituency 1 narrowly beat Law and Justice by approximately 1000 votes. Compared to 2015, such a result would mean a decrease in the number of seats won by PiS, from 61 to 56, and a better result for Platforma and Nowoczesna (an increase in seats from 34 to 41). The Polish People's Party would win seats in constituencies 18 (districts: chełmski, krasnostawski, włodawski, city of Chełm) and 38 (districts: gostyniński, płocki, sierpecki, sochaczewski, żyrardowski, city of Płock), outperforming Law and Justice in these constituencies. Based on the recalculated votes, the election result in constituencies 39 (districts: ciechanowski, mławski, płoński, przasnyski, żuromiński) and 85 (districts: działdowski, iławski, nowomiejski, ostródzki) is not entirely clear. In the provincial assembly elections, PSL narrowly outperformed Law and Justice. However, in the 2014 local government elections, they did not field their candidates in these constituencies. Assuming that voter political preferences remain unchanged over time and do not change due to the single-member constituencies used in Senate elections – the Polish People's Party, if it had fielded candidates in these constituencies, would have had a chance to win two additional seats. In the event of PSL winning two additional seats, PiS's result would change from 56 to 54 seats. The situation in constituency 1, where Non-Partisan Local Government Officials slightly outpaced Law and Justice, could also change. Due to PiS's significant lead over KO in this constituency, this seat could be taken by PiS in 2019. The situation in the cities of Wrocław, Łódź, and Kraków also requires attention. In these cities, the electoral constituencies functioning in the Senate elections cannot be replicated based on the constituencies used in the local government elections. In the Senate elections, each of these cities is divided into two electoral districts, while in local government elections, these cities correspond to single electoral districts. Consequently, it was assumed that the support for individual political parties is the same (proportionally) in each of the two districts into which a given city is divided for the Senate elections. This means that the party winning on a city-wide basis is also considered the winning party in both districts of that city. Paula Kukołowicz - political scientist, PhD in social sciences. Agreement Reached Between Uniformed Services and Ministry of Interior and Administration: Brudziński and Jankowski Confirm


- The agreement we signed today is the best agreement that could have been negotiated, while also understanding all of the government's arguments. It is not perfect. I wish it were better. Nevertheless, as of today, I consider it a milestone step in the relations between the social side and the Minister, the Ministry of Interior and Administration. I believe that today we have begun this true and real dialogue - informed the Chairman of the Main Board of the Police Union, Rafał Jankowski.

- I do not recall a moment when the social side signed such a beneficial agreement for thousands of Polish officers - he added. - I inform everyone that on behalf of the Federation of Trade Unions of Uniformed Services, we are ending the protest action today - informed Jankowski.

- I want to thank the social side very much for their readiness for dialogue, for discussions, for this final outcome, which is the signing of this agreement, but I also want to thank them for the readiness expressed during our many hours of dialogue today, that this is not just a return to work, to ensuring the safety of the excellently trained officers of various uniformed services present here, but it is also an appeal to all those who, for various reasons, considered different steps during this protest, to return to their duties as soon as possible, because it is not work, to engage in their service - said Joachim Brudziński.

- The most efficient Minister of Interior, ready for dialogue and discussions, would have achieved nothing, would have done nothing, if he did not have the goodwill, readiness, and openness on his side to implement the just demands of the female and male officers of the uniformed services, if this goodwill and readiness for genuinely changing the face of the uniformed services were not present on the Prime Minister's side. In particular, I would like to thank Prime Minister Morawiecki - added the head of the Ministry of Interior and Administration. Brudziński also thanked Minister Czerwińska.

- As part of the agreement reached, from January 1, 2019, officers of services subordinate to the Ministry of Interior and Administration will receive a raise of 655 PLN gross. Another raise of 500 PLN gross will occur from January 1, 2020. The Ministry of Interior and Administration has committed to waiving the requirement of completing 55 years of age when retiring. Officers will also have the right to fully paid overtime hours - informed the Ministry of Interior and Administration.
