Wednesday marks the first day of the Sejm session, which will continue until Friday. Today, Members of Parliament will first consider the Senate's amendments to the bill establishing November 12th of this year as a state holiday. The Sejm session will commence at 2:00 PM, and the voting block, during which MPs will address the first item on the agenda, is scheduled for 15 minutes later, at 2:15 PM.

“If I had to answer in one word who won the elections, that word would be 'we.' If I had to answer in two words, it would be 'we, but.' And it is this 'but' that we need to consider, and we are considering it,” stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's “Rozmowa Piaseckiego.” He added:

“We have undeniably won these elections which are most adequate from the perspective of the national scene, meaning the regional assembly elections. We will govern at least six voivodeships, at least half of the districts. This is a vast area of power and strengthening of political influence. However, we lost big and medium-sized cities. We also lost in many district towns, and this is something we need to consider. On the one hand, in direct elections for village mayors, town mayors, and city presidents, one needs 50% + 1. Here, the mechanism of PiS, or the United Right versus the rest of the world, emerged. And the rest of the world won against us. But on the other hand, if we had repeated results like in Gdańsk or Krakow, 35-38% in parliamentary elections, we would govern independently.”

- First, we are terribly tired [after the local government campaign]. This applies to me as well, and I think to the Prime Minister most of all. Second, the opposition has reversed a certain trend. And here we return to 'us, but'. A dynamic has been set in motion that gives the opposition hope. If the elections were held now or in December, we would have an independent majority. However, there is a dynamic of mobilizing the anti-right-wing electorate, especially in large and medium-sized cities - stated Jarosław Gowin in an interview with Konrad Piasecki on TVN24's 'Rozmowa Piaseckiego'.

- This is something within my purview that we, the politicians of the United Right, must reflect upon. Without large and medium-sized cities, one can win elections and achieve an independent majority. - I don't know if [steps] backward. Perhaps steps to the side will suffice, perhaps achieving the same goals with more refined tools will be enough. In the coming days, experts whom we have asked to cooperate will present us with their proposals. Multiple proposals, because there will be more than one – the Deputy Prime Minister continued.

– I will say it openly. I didn't fully grasp the reasons why the question of ending President Gersdorf's term held such significant political weight. The issue of justice system reform is of fundamental importance, not only politically but also socially. This is because the system functions very poorly. - The issue of the First President of the Supreme Court's term was, in my view, secondary. Nevertheless, it became the subject of a very sharp dispute that extended beyond Poland's borders. - This week, the Sejm is working, amendments will be considered, so I think the bill will pass. If the President signs it, then the bill will be enacted - said Beata Szydło in an interview with Robert Mazurek on RMF FM's "Morning Conversation".

- Indeed, this bill should have been processed and prepared earlier, but it is a special year, because the centenary of independence happens very rarely. Once every hundred years. It is worth giving people a chance to enjoy these celebrations longer – added the former Prime Minister.

“I think that for now, there is no reason to believe that Nowoczesna will not survive [until the end of the term]. We created a banner for the local government elections, the Civic Coalition. Let's look at the big picture. I took over the party at the most difficult moment, not only for the party but also for the opposition. We managed to create a coalition that achieved a very good result in these elections. We have another stage. At this moment, we need to talk about the future” – said the leader of Nowoczesna, Katarzyna Lubnauer, in an interview with Beata Lubecka on Radio Zet.

- We will be able to confirm once the lists for the European Parliament are approved. However, I have stated many times and I stand by it, that such a proposal has appeared and it is a proposal I am taking very seriously. I will likely run - said Beata Szydło in a conversation with Robert Mazurek on RMF FM's "Morning Interview".

„Such attempts and such ideas [of forming a joint coalition in the Sejm] appear in Civic Platform regularly. Such ideas emerged six months ago, two years ago. For now, there are no such plans. We are cooperating” - said the leader of Modern, Katarzyna Lubnauer, in an interview with Beata Lubecka on Radio Zet.

„We can influence the democratic outcome, how we prepare for the elections, what offer we prepare, and what the voters decide. Talks and negotiations are ongoing [in the regions]. The problem is that these are not negotiations; it’s about proposals, some of which can be shown, and some cannot. Some of them [negotiations conducted by PiS] are political corruption. A proposal was made to our councillor for a job in an energy company. There are many such corrupt proposals everywhere, including councillors being offered the position of Marshal” - said Katarzyna Lubnauer on Radio Zet.

„I am convinced that we will manage to retain half of the regional assemblies; whether it will be 9 or 10, I don't know. Talks are ongoing. PiS is attempting to bribe non-partisan individuals in various forms. All these promises concern the upcoming year, because in a year's time, I am convinced that the government will change” - she added.

„The opposition is there to criticize. Is this criticism [of the centennial independence celebrations] valid? In my opinion, it is not. Throughout the year, we had international events. We had leaders from Central and Eastern European countries. We had many international visits related to the centennial, such as the meeting between the presidents of Poland and Germany in Poland and in Germany. „I view some judges' activities with surprise, and with a regrettable surprise. I believe, and we are consistent on this as the KPRP, that the ECJ's order is not self-executing, it does not constitute an independent legal basis for someone to feel reinstated, for a situation to arise where they cease to be judges in retirement and can return as active judges” - said Minister Paweł Mucha on the Third Programme of Polish Radio.

„We have doubts related to the content of this order. The case is ongoing. This order is provisional” - he added.

Next year, deputies in Wiejska will convene for only one session per month – according to the draft calendar of Sejm sessions that 300POLITYKA has seen. In July, exceptionally, there will be two sessions, but August is always a month of parliamentary holidays.

The Sejm will therefore convene before the break from July 17-19, and again from September 11-13. According to the draft, each session will last three days – from Wednesday to Friday. The last scheduled session is the aforementioned September 11-13. It is not excluded that this will be the last Sejm of this term. Parliamentary elections will be held afterwards.

It is worth comparing with the local government elections from 4 years ago and with absolute numbers. PiS has 2 million more votes, KO has 1 million more, PSL has 900,000 fewer, and SLD has 30,000 fewer. PiS and KO have secured mandates in the regional assemblies. As for cities, the biggest winners are the city mayors and their own electoral committees. No single biggest winner can be identified in these elections. PiS is unlikely to regain large cities. PiS will try to take them over, but they won't succeed before the parliamentary elections. "PiS has two options – to intensify or to soften its tactics. I don't know Jarosław Kaczyński's psyche that deeply, but if I were in the PiS people's shoes, I would soften. I would try to resolve all disputes with the EU as quickly as possible, starting with the CJEU ruling. PiS should stop using rhetoric that portrays the EU as an enemy."

Undoubtedly, the SLD is a left-wing party, but who Robert Biedroń is and what his movement will become, nobody knows. - We are aware that in many towns and municipalities where our candidates ran for mayor and village head, they did not achieve such successes. These direct elections for mayors and village heads are a slightly different type of election, and we did not see the same level of success as in the elections for regional assemblies - said Paweł Szefernaker in an interview with Marcin Fijołek on Polska.pl.

- If the organizers, services, or the city have no partner on the other side, then action must be taken, the march must be dispersed, but not in a situation where someone shows up wearing a single t-shirt. Simply put, the law must be enforced against that person who wore such a t-shirt, and not another. I will even say, if it concerns issues related to the glorification of totalitarian regimes or those which are forbidden by Polish law, which are not allowed in our tradition, our spine, our fundamental values, then that idiot who comes out wearing such a t-shirt will have the law enforced against him. The march cannot be broken up because of one idiot, just to make an example of him, while endangering tens or hundreds of thousands of people - said Paweł Szefernaker in an interview with Marcin Fijołek on Polska.pl.

The situation in the police force is currently dramatic. According to estimated data, as many as 30,000 officers are currently on sick leave. This represents one-third of the Polish police's full staffing. The current situation threatens the security of the state and its citizens. We expect Minister Brudziński to provide information during this Sejm session regarding the scale of the officers' protest and the actions the ministry intends to take to resolve this problem. During this Sejm session, we are submitting a request for urgent information. We want a debate on the situation in the police force to take place in the coming days, especially as we have the security of Independence Day ahead of us. All indications suggest that this security operation will be exceptionally difficult due to the number of officers on sick leave,' stated Marek Wójcik from Civic Platform (PO) at a press conference in the Sejm.

„We are governing independently in 6 regional assemblies. Negotiations are still underway in at least one or two more. This is undoubtedly a huge success. The number of mandates we have for municipal and district councils are hard figures. We have seen a growth of over 25% in our voter numbers in absolute terms compared to 2014. This is a tangible outcome of the work of the government, Prime Minister Morawiecki, and PiS. A great success and a great challenge,” said government spokesperson Joanna Kopcińska in an interview with journalists in the Sejm.

„Analytical work is underway, work that is a serious challenge for lawyers. There is no doubt about the righteousness of our actions. We want to reconcile fire with water. “I believe in Minister Brudziński’s effectiveness. He has shown this by presenting hard data in the form of money for the services, including police officers. The fact that he proposed a concrete raise starting in January, then in July, and paid overtime, all shows that he wants to and cares. I hope an agreement will be reached through dialogue” - Joanna Kopcińska said in the Sejm. 

"Both the history of Poland, and in particular Warsaw – Warsaw has suffered enough from aggressive nationalism. In June, I sent a letter to Minister Brudziński regarding the joint security of the ceremonies organized in Warsaw on November 11th. This letter was completely ignored. He did not contact me. For a year, no indictment has been filed regarding the events at the Independence March in 2017, despite the prosecution, as we know from our work, possessing an expert opinion on prohibited ideologies at the Independence March" – said the Mayor of Warsaw, Hanna Gronkiewicz, at a press conference.

"I consider with full responsibility that the centenary of the Polish state regaining its independence should not have looked like this. Hence my decision to ban the march" – she added.

President Andrzej Duda has signed into law the bill establishing a National Holiday to commemorate the 100th Anniversary of the Re-establishment of Poland's Independence, according to which November 12th will be a day off from work - 300POLITYKA has learned. The law will now be published in the Journal of Laws.

"In connection with today's decision by Mayor Hanna Gronkiewicz-Waltz to ban the Independence March, which could result in further, completely unnecessary escalations of negative emotions that could disturb the centennial celebration of regaining independence, the President of the Republic of Poland invited Prime Minister Mateusz Morawiecki to the Presidential Palace today for consultations on this matter" - said presidential spokesperson, Minister Błażej Spychalski, at a briefing.

"During the meeting, it was agreed that, in accordance with proposals from veteran circles, a march will be organized, a joint white and red march, which will have the character of a state ceremony. Like any state ceremony, the march will be under the honorary patronage of President Andrzej Duda. The government will be responsible for organizing the march itself. Of course, we invite all Polish women and men to participate in this march. Let's show that we are one, common, white and red team. Let's show that we can celebrate together on this day"

Therefore, all other marches that might potentially run along the same route cannot take place by operation of law" - Spychalski added. When asked if the march route would be the same as the Independence March route, he replied yes.

- This is an astonishing move, completely surprising. Just like the surprising decision of Madam President, it shows that both PiS politicians and those from Civic Platform view the Independence March, the fact of its existence, and the fact that it gathers so many people who travel from all over the country using their own money. The act establishing November 12th as a non-working day has been published in the Journal of Laws. The bill, proposed by the Law and Justice party, was adopted by the Sejm and Senate in September. The President signed it into law earlier this month.

- The location is not a major issue; we can rejoice that this march will definitely proceed because it is about Poles, about the participants, about the nation that created it itself. We often reiterated that the march itself is an organic, social expression, and that is what matters most. We would like the President to pay attention to this. Now we are awaiting the court's resolution of this matter, and that will be most important to us – said Robert Bąkiewicz, Deputy Head of the Main ONR, in the Sejm.

- I wasn't surprised, but I consider this decision a provocation, which was thwarted thanks to the initiative of the President and Prime Minister. - When I first heard Hanna Gronkiewicz-Waltz's decision to ban the ONR march, I thought to myself that I understand the dilemmas she faced, but I would have made a different decision. Because the dilemmas are clear. On the one hand, we know what happened at marches in recent years. Consequently, we know that it is clear that the law will be broken again. The question is whether the constitutional right to assembly is higher or the issue of preemptive response to potential threats. Or is it the fact that we currently have police protests involving taking sick leave, which should be taken into account by the mayor. There is another issue – is a ban on the march, which is known to attract many people anyway, a lesser threat than, for example, a decision to stop the march during its course due to lawbreaking. These were difficult choices. So I understand all these dilemmas, but I would have made a different decision. We don't know anything yet, we only have announcements. We don't know if the President will participate. We don't know if the President will invite all political options.
