Wednesday's Political Agenda: Judge Rączka's Briefing, Kaczyński in Chełm

At noon, a press briefing by Judge Krzysztof Rączka will take place concerning the ECJ's ruling. At 6:00 PM, President Jarosław Kaczyński will meet with the residents of Chełm.

Kowal on the MFA's Opinion: The Ruling Camp Believed the European Issue Was the Biggest Campaign Problem, and Morawiecki Proved Himself as a Leader
This means that the ruling camp has acknowledged that the European issue was the biggest problem in the election campaign. They've concluded that Mateusz Morawiecki, after all, proved himself as a leader during the election campaign. Therefore, it's clearly visible that forces are currently tipping in Morawiecki's favor. This is a tactical matter. Within the camp, calculations have begun as to what the current election results, translated into European outcomes, might mean for PiS – stated Paweł Kowal in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego," when asked about the Ministry of Foreign Affairs' opinion on Zbigniew Ziobro's request to the Constitutional Tribunal.

07:40

Kowal:

The Crucial Factor is the Ratio Between PiS and PO

- I believe the crucial matter is the ratio between PiS and PO. I remember one important PiS politician, who certainly knows about elections, always told me that in Poland it's not worth comparing to elections 5 or 10 years prior, but one must look at the proportion between PiS and PO. And after these elections, this proportion turned out much better for PO than it was in any of the last, two last elections - stated Paweł Kowal in an interview with Konrad Piasecki on TVN24's 'Rozmowa Piaseckiego'.

07:51

Kowal:

It's been recognized, I believe, that a strategic approach to the European elections is needed, as they could prove to be a major image problem for PiS
The key, I believe, is the recognition that a strategic approach is needed for the European elections, as they could turn out to be a significant image problem for PiS. And the first point was to ease disputes with the [ECJ] court - stated Paweł Kowal in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego." - The first steps indicate this. The diagnosis that European problems are paramount, that Civic Platform has strengthened too much before the European elections, that Mateusz Morawiecki should have greater freedom in dictating government policy in relations with the EU, and EU institutions - he added.

08:32

Czarzasty:

I Imagine Everything on the Left. I'm Doing Everything to Reach an Agreement

- I imagine everything on the left. I'm doing everything to reach an agreement. Probably not in one party - stated Włodzimierz Czarzasty in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti," when asked about an agreement with the Together party and Robert Biedroń.

- What happened there [in the Konecki district] provided an example of how a party should react. I would ask all parties on the democratic side: react in the same way. One situation occurred with us in the Konecki district and we had an immediate, credible reaction - he continued.

Asked about Monika Jaruzelska's criticism by Krzysztof Gawkowski, the leader of the SLD replied: - My party is alive. 23,000 members. There is no single model for the left, and we have various left-wing movements in Europe. Krzysztof Gawkowski has the right to his opinion. Perhaps he said one word too many. If I had to call every member for talks after such statements, I would go mad.

Paruch:

The Higher the Turnout Exceeded 60%, the More Jaki Lost in the First Round

- The higher the turnout exceeded 60 percent, the more Patryk Jaki lost in the first round. It reached 66 percent and decided the first-round victory. Warsaw's higher-than-average turnout will always work against the United Right candidate, given the current socio-political conditions we are in – said Waldemar Paruch in an interview with Paweł Lisicki on Radio Trójka's "Salon Polityczny".

08:37

Thun:

The President and His Circle Have Divided Society So Much We Cannot Celebrate Together. What the President and the Government Are Doing is Destroying Independent Poland

The President invites to the [Independence] march, then doesn't go himself. Of course, I wouldn't participate in such a march. The President and his entire circle have brought it to the point where we in Poland cannot jointly celebrate the most wonderful dates, because they have divided society. We are not destroying the courts, we are not destroying democracy. On the contrary. We are defending democracy, the judiciary, our membership in the EU. We are defending the most important things that are components of independent Poland, and what the President and this government are doing is destroying independent Poland. There is no reason for joint joy with the President” - said PO MEP Róża Thun in an interview with Beata Lubecka on Radio Zet.

08:37

Spychalski:

We are not working on a potential amendment to the Supreme Court Act at the Presidential Chancellery
No, at the Presidential Chancellery, we are not conducting any work on a potential amendment, as I understand it, to the Supreme Court Act – stated Błażej Spychalski in "Sygnały dnia" on PR1.

08:41

Thun:

We cannot pretend nothing happened and celebrate together, opening champagne at the Royal Castle

"We cannot pretend nothing happened and celebrate together, opening champagne at the Royal Castle. This is not that kind of atmosphere and not that kind of occasion. If the president were the person a President of Poland should be, and fought for a free, independent Poland that respects the law, develops further, and opens up to the community of democratic states, then we would indeed have something to celebrate. But this president has already signed 'x' laws that are destroying this independent Poland of ours" - said PO MEP Róża Thun in an interview with Beata Lubecka on Radio Zet.

08:41

Paruch:

Presidentialism was a natural trait for Trzaskowski, but not for Jaki

- Two factors were decisive, perhaps even three. The first, the reawakening of the other side. Patryk Jaki's clear campaign, even overactivity, making numerous offers, the dynamics of his campaign caused the other side to notice that they might lose this election - said Waldemar Paruch in a conversation with Paweł Lisicki in the "Political Salon" on Polish Radio Three.

- The second technical issue. The Warsaw debate made sense for Patryk Jaki only if he decisively won that Warsaw debate – added Paruch.

- The third issue. Civic Platform drew lessons from Bronisław Komorowski's lost campaign. A certain mechanism was at play. The less Trzaskowski was in the public sphere, the more he won. It turned out that his presence in the public sphere was not too fortunate for the election staff. They withdrew him very skillfully. He appeared directly rarely. He tended to appear on billboards, in second-hand messages. This showed that he was presidential. In the surveys that were conducted, this presidential quality was a natural trait of Rafał Trzaskowski, whereas it was not a natural trait of Patryk Jaki – noted Paruch.

08:45

Spychalski:

This injunction is problematic. If we were to amend the Supreme Court Act today, in line with the ECJ's recommendations, we would have nothing left to wait for in the hearing.

- This is the biggest problem of the current, present situation. Because we are dealing with an order issued by one judge from the ECJ. The case is scheduled to be heard again in the ECJ on November 16th, it seems. This injunction is problematic, I would say, because if we were to actually amend the Supreme Court Act today, in line with these ECJ recommendations, then we would have nothing to wait for in the hearing that will take place in February, as we would have exhausted the substance of the complaint raised by the European Commission. This is indeed a significant problem. It seems that this order for interim relief has gone too far. On the other hand, please note the extent to which it concerns the activities of the President's Chancellery or the president acting alone. It obliges the President of the Republic of Poland not to appoint another First President of the Supreme Court to replace Judge Gersdorf, who is currently a judge in retirement. Please note: the President has not appointed a First President of the Supreme Court. The second part concerns the President of the Republic of Poland not appointing judges to replace those judges who have retired due to the change in retirement age. I remind you that the President of the Republic of Poland has not yet appointed a single judge to the Supreme Court to replace those who have retired due to the change in retirement age. From our side, we see no problem here – stated Błażej Spychalski in "Sygnały dnia" on PR1.

Paruch on PMM Tapes: There Was No Shockwave Regarding the Will to Vote for PiS

- The moment these tapes, rehashed after two years, showing Prime Minister Mateusz Morawiecki's banking career, appeared, they had no electoral impact whatsoever. There was no shockwave concerning the will to vote for the Law and Justice party. They went unnoticed by those voters who intended to vote for Law and Justice at that time - said Waldemar Paruch in a conversation with Paweł Lisicki on the "Political Salon" on Trójka radio.

09:13

Bosak:

None of us had contact with PiS politicians when they said they were inviting people to the Independence March. It was a theatre of desire for national reconciliation

"When PiS politicians or those originating from PiS started saying in the media that they were inviting people to one, joint Independence March, and we had no contact with any of them, nor did our colleagues from the Independence March association have contact with any of them, it was clear that it was a theatre being played out before the voters. In this case, it was a theatre of the desire for national reconciliation" - Krzysztof Bosak of the National Movement said in an interview with Jacek Prusinowski on "Sedno Sprawy" on Radio Plus.

"Conversations took place between the beginning of September and last Tuesday. In total, they involved 7 meetings. As far as I know from colleagues participating in these meetings, they were not very concrete discussions" - he added. When asked whether the Presidential Chancellery or the Marshal of the Senate exerted pressure for the Independence March association to withdraw from organizing the demonstration, he replied: "Not exactly. Such expectations were articulated only at the very end, whereas throughout the overwhelming majority of the meetings, only two demands were articulated: that everyone should march with white and red flags, and that the only person to speak would be the president. In principle, both of these conditions were acceptable, with the caveat that colleagues from the association emphasized that they could issue an appeal for everyone to come with white and red flags and exclusively with them, but they could not guarantee that this would be the case".

Sawicki:

If Local Officials Deem a Majority with PiS Necessary for PSL Candidates' Programs, That's Likely What Will Happen

- Regarding municipalities and districts, it's difficult for such a democratic party as the Polish People's Party to hold everyone's hand from the central level and solely dictate the direction of agreements or coalitions. There will certainly be cases where coalitions will be different. Moreover, in the past term, there were district-level coalitions between the PSL and PiS, between PO and PiS, and between the SLD and PiS. This is nothing extraordinary. Certainly, no one will be suspended, hung, or exterminated, because we are too democratic an environment. And if local officials at the grassroots level deem that a majority with PiS is required for the implementation of programs proclaimed or proposed by PSL council candidates, then that's likely what will happen – Marek Sawicki said in "Sygnały Dnia" on Polish Radio One.

10 Political Topics to Watch in November

Political November is primarily marked by the conclusion of the local government election campaign, discussions regarding coalition formations in individual voivodeships, as well as Donald Tusk's interrogation by the Amber Gold investigative committee and Angela Merkel's visit to Warsaw.

The Sejm will consider the Senate's amendments to the "free November 12th" bill on November 12th, and the Constitutional Tribunal will address the so-called "30-fold limit." On November 10th, a monument to Lech Kaczyński will be unveiled, and the following day will feature celebrations of the National Independence Day.

In November, the 590 Congress will take place, and the issue of changes to the Supreme Court will resurface. Additionally, the Sejm will restart the procedure for electing the Children's Ombudsman, after the Senate did not consent to the appointment of Agnieszka Dudzińska to this position.

*****

Merkel's Visit. On November 2nd, Polish-German intergovernmental consultations will be held in Warsaw, chaired by Prime Minister Mateusz Morawiecki and German Chancellor Angela Merkel. According to information from the TVP.info portal, at the request of the German side, 14 German ministers, essentially the entire German Federal Government, will participate in the meeting.

End of the Local Government Election Campaign. On November 4th, the second round of local government elections will be held where necessary. Residents of cities including Gdańsk, Kraków, Radom, and Nowy Sącz will elect their representatives. Simultaneously, further discussions on coalition formations in individual voivodeships will be ongoing. The first sessions of the new regional assemblies are scheduled to take place in November.

Tusk's Interrogation. On November 5th at 10:00 AM, the Amber Gold investigative committee will interrogate former Prime Minister Donald Tusk. The President of the European Council has not yet confirmed his attendance, but he recently indicated that he would appear before the committee if his schedule allowed.

Sejm on November 12th. The next Sejm session is scheduled for November 7th at 2:00 PM. It is virtually certain that MPs will address the Senate's amendments to the bill concerning "free November 12th." The session will last until Friday, November 9th, but it can be assumed that the Law and Justice party (PiS) will want to resolve this matter as quickly as possible so that the act can be immediately signed and published in the Journal of Laws.

Unveiling of Lech Kaczyński's Monument. "On November 10th, a monument to President Lech Kaczyński will be unveiled at Piłsudski Square in Warsaw," announced Marek Suski, Head of the Prime Minister's Chancellery.

November 11th Celebrations. On November 11th, the National Independence Day celebrations will take place, with the participation of the most important state officials. So far, the plan for President Andrzej Duda is known: he will attend Holy Mass, ceremonies at the Tomb of the Unknown Soldier, the "Niepodległa Festival on Krakowskie Przedmieście," and the ceremony of posthumously awarding the highest Polish orders – the Order of the White Eagle. President Duda will also participate in a traditional commemorative meeting with invited guests and the Diplomatic Corps, and will visit one of the towns organizing local celebrations for the centenary of Poland regaining its independence. Additionally, the Independence March will traditionally proceed through the streets of Warsaw.

Supreme Court. According to media reports, on November 12th, the issue of the rule of law in Poland and Hungary will be raised at a meeting of EU ministers for European affairs. The General Affairs Council meeting is scheduled for this day. It can be assumed that around this time, PiS will decide whether to amend the Supreme Court Act. On November 16th, the Court of Justice of the European Union will conduct a hearing of the parties in the case concerning the decision to suspend the application of the provisions of the Supreme Court Act.

590 Congress. On November 15th and 16th, the 590 Congress will be held in Jasionka near Rzeszów, a meeting place for representatives of business, science, politics, and legislation. The 590 Congress is an arena for exchanging ideas, views, and experiences among Polish entrepreneurs, managers, politicians, scientists, and economic experts. "This is the third edition of one of the most important economic events in Poland, serving as a platform for actions aimed at economic development based on the growing role of Polish capital," the organizers announced.

Constitutional Tribunal on the "30-fold limit". On November 13th at 10:00 AM, the Constitutional Tribunal will consider President Andrzej Duda's request to examine the constitutionality of the amendment to the Social Insurance System Act, concerning the abolition of the upper limit on contributions to ZUS (Social Insurance Institution). In January, President Duda decided to refer the act to the Constitutional Tribunal, raising concerns about adherence to legislative process standards. The Tribunal had already considered the request in October but decided to postpone the hearing until November 13th.

Election of the Children's Ombudsman. Following the Senate's refusal to appoint Agnieszka Dudzińska as Children's Ombudsman, the procedure will – for the umpteenth time – start anew. The election could take place either during the aforementioned session from November 7th to 9th, or during the next one from November 21st to 23rd.

Gowin Summarizes Agreement's Candidate Results:

Nationwide, we have hundreds of councilors at various levels, and after the first round, over 20 mayors and several city mayors.

Jarosław Gowin, the leader of Porozumienie (Agreement), a political party in Poland, has shared an overview of his party's performance in the local government elections. He highlighted the significant number of councilors elected across the country, emphasizing the broad reach of Porozumienie's representation at different administrative levels.

Gowin also pointed to the positive results in the mayoral and city mayor races. He noted that as many as "over 20 mayors and several city mayors" secured victory in the first round of voting. This suggests a strong showing for Porozumienie candidates in executive positions at the municipal level, indicating effective campaigning and voter support.

The statement, shared via his Twitter account (https://twitter.com/Jaroslaw_Gowin/status/1057611987604119552), serves as a summary and endorsement of the efforts and successes of Porozumienie's candidates in the recently concluded local elections.

Rączka on Ziobro's Motion: It's Good That the Government's Voice, Represented by Czaputowicz, Aligns with Our Stance in This Case

- From the very beginning, we had no doubts that the Prosecutor General's motion was unfounded. We had no doubts about it, and it is fortunate that in this case, as I would say, the government's voice, represented by Minister Czaputowicz, aligns with our position. There is no basis to examine the compatibility with the Constitution of Article 267 of the Treaty on the Functioning of the EU. An additional interesting point here is that it is the Prosecutor General who wants to determine the examination of the competence or constitutionality of the competence of judicial bodies. A non-judicial body, the prosecutor, wants to examine whether we, the judges, can use preliminary rulings. This is already entering a stage of nonsense - stated Krzysztof Rączka at a briefing.

PM This Evening on TV Republika

Local government elections, judicial reform, difficult relations with the European Union – these are just some of the topics that will be discussed in Wednesday's edition of the program "W punkt." Prime Minister Mateusz Morawiecki will be a guest of Katarzyna Gójska on TV Republika. "Local government elections, judicial reform, difficult relations with the European Union – these are the topics of the conversation, as announced by the television station. The broadcast starts at 21:00."

Jaki:

Bielan and Paruch's Theories Don't Stand Up to Reality

- Publicly criticizing me by colleagues from our camp is very inappropriate. I think some reflection should happen here. What does it mean that someone didn't invest in Warsaw? Does it mean they are accusing us of doing nothing? If we had done nothing and invested nothing, they would have accused us of losing due to inaction. There is also a theory, spread by our so-called analysts, Adam Bielan and Professor Paruch, which suggests that our campaign was so good that the liberal electorate got scared and went to vote - stated Patryk Jaki in an interview with wPolityce.pl. He added:

"The truth is, if you consider the hard data, the theories of Mr. Bielan and Professor Paruch do not withstand confrontation with reality. Warsaw was only in seventh place in terms of turnout growth. Turnout was higher in cities like Poznań or Bydgoszcz, where the campaign was not conducted in a similar style as in Warsaw. Patryk Jaki was not running for mayor of those cities. High turnout appeared in all cities, not just in Warsaw."

- Knowing that I would face such accusations and being aware that PiS has never exceeded 30% support in Warsaw, I looked for pragmatic solutions. My campaign was perhaps the only one in Poland that focused on modern technologies. I wanted to reverse the false trend that such a campaign can only be the domain of Civic Coalition. In this area, neither Rafał Trzaskowski nor anyone from his entourage could engage in a discussion with me. The idea of a "smart city" was completely foreign to them. We also tried to broaden our support to left-leaning circles. For this, we were also criticized by the right. The talk about a supposedly "right-wing" campaign was also untrue. We did everything in our power to get closer to the center - often at the cost of criticism from the right. If one looks at the numbers, it was precisely this tactic that brought results - he added.

17:06

Jaki:

Perhaps Bielan or Paruch Should Have Been Nominated? They Would Have "Won" 100 Percent

- I believe we lost in the cities, in almost all of them. I, in turn, hit a wall and had no influence on how Onet manipulated the tapes, nor could I do anything about TVN's manipulation regarding Polexit. These are the issues that ruined half a year of our work. Perhaps Adam Bielan or Prof. Waldemar Paruch should have been nominated? They would have "won" 100 percent" - stated Patryk Jaki in an interview with wPolityce.pl.

PMM:

500+, Maluch+, Senior Programs, and Building Nurseries and Kindergartens - These are Social Democratic Values

[Family 500+] program, but also other programs: senior programs, Maluch+ or the construction of nurseries and kindergartens - these government programs are extremely important for Dąbrowa Górnicza. These are social democratic values, which is why I also encourage everyone who voted for social democratic candidates in the first round to also cast their vote for a candidate who guarantees development and innovation, [Robert Warwas]” - said Prime Minister Mateusz Morawiecki in Dąbrowa Górnicza.

Prime Minister Morawiecki: Constitutional Tribunal Has Full Right to Assess All Elements of the Treaty on the Functioning of the EU

"Some are trying to interpret the statement, the letter addressed by the Minister of Foreign Affairs, Mr. Jacek Czaputowicz, in which he refers to the motion of the Prosecutor General of August 23rd, as something that is, as it were, inconsistent with the suggestion of the Prosecutor General. I want to assure you, and the Minister of Foreign Affairs has issued an appropriate statement, that we are in absolute agreement that the Constitutional Tribunal has the full right to assess all elements of the Treaty on the Functioning of the EU. This is an absolutely normal practice, occurring in all EU countries" - said Prime Minister Mateusz Morawiecki in Dąbrowa Górnicza.

Czaputowicz:

I Fully Support the Prosecutor General's Motion to the Constitutional Tribunal
The Ministry of Foreign Affairs' role in proceedings before the Constitutional Tribunal is not to propose a specific ruling, but to present information that may facilitate such a ruling by the Constitutional Tribunal. The MFA's stance is therefore informative and expert in nature. The document does not contain conclusions or proposals suggested by some media. In particular, the document does not question the admissibility of the motion filed by the Prosecutor General, nor does it dispute the theses contained therein – wrote Jacek Czaputowicz in a statement.
"I fully support the Prosecutor General's motion to the Constitutional Tribunal. The Polish Constitutional Tribunal has the full right to assess the constitutionality of individual elements of European treaties and their practical application. I wish to emphasize once again that the MFA's stance in this matter presents only the state of Polish and European jurisprudence in similar cases. Therefore, there are no grounds to treat it as undermining the basis of the motion filed by the Prosecutor General"

Emilewicz on the Ministry of Foreign Affairs' Opinion Regarding the Ministry of Justice's Motion to the Constitutional Tribunal: There Are No Discrepancies

There are no discrepancies. It seems we are having some trouble interpreting what was sent in response to the question posed by the Tribunal. It is 16 pages. We are using 3-4 excerpts. From every sentence ripped out of context, a separate story can be constructed. The Ministry cited case law on the matter, but conclusions cannot be drawn from this. The decision rests with the CT” - Minister Jadwiga Emilewicz said in the program “Wydarzenia i opinie” on Polsat News in conversation with Dorota Gawryluk.

19:36

Emilewicz:

I don't believe any minister is interested in showcasing discrepancies. We are truly a well-communicating internal team.

"I don't believe any minister is interested in showcasing discrepancies. As the Prime Minister said, we are truly a well-communicating internal team" - Minister Jadwiga Emilewicz stated in Polsat News, when asked by Dorota Gawryluk if anyone in the government had an interest in revealing the Ministry of Foreign Affairs' opinion.

19:42

Emilewicz:

The United Right Camp Won the Local Elections, Despite What Some Might Say

We have strong commitment from many candidates who will be fighting in the second round in over 200 cities. Strong commitment and government support. The United Right Camp won these elections, despite what some might want to say” – said Minister Jadwiga Emilewicz in an interview with Polsat News.

Hofman on Lipiński's Words: Morawiecki Can Fight for the Middle Class. He Has All the Political Credentials.

- Adam Lipiński, who is currently the most analytically strong, or one of the strongest, people in PiS, says: well, we have to approach this again, go to the big cities. It's the mythical 'go to the center,' but I understand him, that we have to return a bit to what Prime Minister Mateusz Morawiecki didn't manage to achieve. And maybe he will succeed. Morawiecki can fight for the middle class. He has all the political credentials for it - stated Adam Hofman in an interview with Dorota Gawryluk on Polsat News.

Sienkiewicz on the Government Protection Bureau (SOP): PiS Didn't Just Destroy This Formation, They Actually Forced the Most Experienced Officers to Leave. In Their Place Came What I Don't Hesitate to Call a Parade of Clowns.
This was a formation where people worked who knew what they were doing. Professionals trained for years. PiS didn't just destroy this formation, they actually forced the most experienced officers to leave. In their place came what I don't hesitate to call a parade of clowns. Yesterday, we had the best proof of this. What the head of the SOP presented yesterday was embarrassing in every respect - said Bartłomiej Sienkiewicz in an interview with Grzegorz Kajdanowicz on TVN24's "Fakty po faktach" (Facts after Facts).

19:55

Hofman:

Patryk Jaki is right to object to public criticism

- Patryk Jaki is right to object to being criticized publicly [by some PiS politicians]. It's bitter, I read that statement while driving to the studio. I understood that it's about public criticism. Because I think criticism shouldn't be spared in closed circles; that's what they're for. But when you start publicly holding someone accountable for their choices... Having led several campaigns myself, and as the PiS spokesperson, I had a problem with someone criticizing publicly, in the media. You have to respond, that's politics. You can't leave the field open, but it looks bad. It's better to close the door, do it here in the President's office - stated Adam Hofman in an interview with Dorota Gawryluk on Polsat News.

20:21

Kaczyński:

Fisz and the 'Total Opposition' Treat Governing as a Private Venture

- One could say that, Ms. Fisz will do that too. Well, no, certainly not. Regardless of who is supporting Ms. Fisz today, with all due respect. This isn't just about the fact that over the last 12 years, Chełm, like many cities in Poland, has been shrinking. Today it's a bit smaller than it was 12 years ago. Here, apart from these last three years, when this billion zlotys arrived, and I will bow to the Marshal here too, because I am indeed a close witness to this, she fights like a lion for you, ladies and gentlemen, not much has happened. Chełm's opportunities were not being utilized. Well, Ms. Fisz and this entire 'total opposition' or 'total coalition' has shown over the eight years of their rule, or co-rule, or such partial co-rule as in the case of SLD, because that's how it was over these eight years, that they actually treat governing as a kind of private venture - said Jarosław Kaczyński in Chełm.

20:26

Kaczyński:

We Will Be Either the Dominant Force in the Coalition or, In Any Case, a Coalition Force. I Believe We Will Have Around 200 County Self-Governments.

- We won these elections. Today, we indeed have a great, great many self-governments where we will have a majority. We will be either the dominant force in the coalition or, in any case, a coalition force. I believe we will have around 200 county self-governments. We don't know yet how many provincial ones there will be. God willing, there will be significantly more than six – said Jarosław Kaczyński in Chełm.

20:32

Kaczyński in Chełm: Very Few Days Left Until the Election. No Campaigning, But Conversations Are Welcome.
Very few days are left until the election, and these are special holiday days. This special, Polish holiday. However, despite everything, I will tell you, one should not campaign, but one can talk. With friends, of course with family, with neighbors, with people even met by chance and say that first, we must vote, and second, vote for Jakub Banaszak – Jarosław Kaczyński said in Chełm.

We Have a Great Victory Because Poles Have an Excellent Ability to See the World Beyond the Propaganda Often Seeping from Mainstream Media

- We have a great victory because Poles have such an excellent ability to see the world beyond the propaganda that very often seeps from mainstream media, which, moreover, strongly dominate the media scene in Poland all the time. Many of them belong to foreign entities - said Mateusz Morawiecki in an interview with Katarzyna Gójska on the program "W punkt" on TV Republika.

Morawiecki:

Foreign Media, Largely German-Owned, Activated During Campaign

- This is a result of the childhood illness of the Third Polish Republic, where many people were told that capital has no nationality, that it doesn't matter who owns the media. The media were sold off. We lost immensely because, of course, both soft power and hard power are realized through the media. Today, the media are in foreign hands. They are to a very large extent in German hands, that must also be said, and these German media became very active, activated during this local government campaign - stated Prime Minister Mateusz Morawiecki in an interview with TV Republika.

Morawiecki Claims Germany Bought Up Major Polish Media During PO-PSL and Earlier Eras

- In Poland, Germany bought up the main Polish media during the PO-PSL era and earlier times - stated Prime Minister Mateusz Morawiecki in an interview with TV Republika.

A Coalition is Forming, Perhaps in Lower Silesia, But Let's Take Our Time – These Are Normal Political Negotiations

- A coalition is already forming, perhaps it will be established in Lower Silesia, but of course, let's allow ourselves a little more time, because these are normal political negotiations. I hope an agreement will be reached there. We'll see, nothing can be prejudged. In other voivodeships, this matter is also open, but political talks are underway behind the scenes, with various partners, by the way – said Mateusz Morawiecki in an interview with Katarzyna Gójska on TV Republika's program "W punkt".

PM on Coalition Talks: Both SLD and PSL, Many Activists Interested in Cooperation

- At various levels, in districts and municipalities, different coalitions are forming. Both SLD and PSL, many activists are interested in cooperation - said Mateusz Morawiecki in an interview with Katarzyna Gójska on the "W punkt" program on TV Republika.

- Various partners express their enormous willingness to enter into a coalition with us. Unfortunately, there is an attempt to curb this solely by leaders. The main ones in Warsaw. They feel the ground is slipping from under their feet – added the Prime Minister.

PM to TV Republika Journalist: Let's Not Be Deceived. Do You Remember Marek Dekan's Directive in Fakt?
- Let's not be deceived. Do you remember Mr. Marek Dekan's directive in Fakt some time ago? It was loud during the dispute over the Constitutional Tribunal, even earlier. The famous letter, I think everyone saw it. Of course, the Germans would probably prefer to forget about it, but unfortunately, this is the truth about influencing Polish reality through German media. We must remember that this informational sovereignty... In France, this would be absolutely unthinkable. In Spain, whose realities I know very well too, it would also be unthinkable. Even in Ireland, which is a smaller country, it would also be unthinkable for foreign countries, indirectly, through the media, to engage in campaigns and attack the current authorities of a given country in such a sharp, unequivocal way - stated Prime Minister Mateusz Morawiecki in an interview with TV Republika.

Morawiecki:

A Vast Majority of Poles Support Our Judicial Reforms; They Know Courts Are Unfair and Biased

- More than 100 judges and prosecutors from the Stalinist era were still alive in the 1980s. I suspect some are still alive today. No one was punished because higher-instance judges, the Supreme Court, protected their colleagues, as was evident in the verdict concerning martial law judges a few years ago. This is blatant injustice, and therefore I believe a vast portion of Polish society supports us, supports us in reforming the courts. They know the courts are unfair and biased, and it was we who introduced principles for which we are praised in the EU, such as random case distribution or the prohibition of reassigning judges between chambers. However, this praise is given quietly - stated Prime Minister Mateusz Morawiecki in an interview with TV Republika.

PM:

Scrutinizing ECJ Rulings is Standard Practice in the EU
Scrutinizing rulings of the European Court of Justice (ECJ) is also a daily occurrence in other member states. Germany is the best example. There is a whole series of rulings by the Federal Constitutional Court in Karlsruhe, dating back to the 1970s, which state that the competencies of the EU's Court of Justice are limited only to matters arising from EU treaties - stated Prime Minister Mateusz Morawiecki in an interview with Samuel Pereira for TVP.Info. He added:
"In one of the latest such rulings, the so-called Honeywell case from 2010, the German Constitutional Court clearly stated: a national constitutional court is not only authorized, but even obliged to control whether the ECJ exceeds the competencies that member states have granted it in the treaty."
- This is also one of the fundamental principles of European law - the so-called principle of conferral, Article 5 of the Treaty on European Union. EU bodies, including the ECJ, cannot act in areas reserved for member states. And one of these areas is precisely the judiciary - said PM.
