At 7:00 PM, an election convention will take place in Radom with the participation of PiS leader Jarosław Kaczyński. - This coming Sunday, there is an all-Poland convention. Right here, in Radom. I am pleased that the PiS headquarters decided to organize such an event in Radom. Undoubtedly, very important words will be spoken. On one hand, words summarizing the local government elections, but on the other hand, likely also words concerning the challenges that lie ahead of us. I am happy that we will be able to discuss this topic in Radom - stated Wojciech Skurkiewicz on PR24.

- I simply believe that one should part with people in such a way that one can greet them at any moment. That's how I see the world. It would be good if Paweł [Kukiz] also had this kind of skill. I sincerely encourage him to do so, and it seems there are some results – stated Marek Jakubiak on TVN24's "Kawa na ławę". - Of course I'm with Kukiz '15 – he added.

- We have shown that the Civic Coalition is an alternative with which PiS can lose. We won in 75 cities; our candidates or those we supported won in the first round. The Civic Coalition has increased its holdings in the regional assemblies. We won 7 regional assemblies, just like four years ago, and it's likely that a joint coalition with the PSL, the Left, and Non-Partisan Local Government Officials will give us control in 10 regional assemblies – stated Sławomir Neumann on TVN24's "Kawa na ławę".

- November 12th could be a day off, however, my personal reservation concerns the insufficient time to implement it. It could have been done much earlier. Then it would have gone through much more smoothly - stated Andrzej Dera on TVN24's "Kawa na ławę" (Coffee on the Bench).

- If the Constitution states that the President has 21 days to sign a bill, and for it to realistically take effect, as it is an incidental law, he will have to do it in a very short period. I don't know what the President will do. I see a certain conflict here - added the presidential minister.

- The matter is clear in terms of numbers; I won't repeat them. However, there is also another, more serious dimension to this issue. It's about the goals we set for ourselves before these elections and whether they were achieved. The first, most important goal was a substantive one and remains so. We wanted the good change to reach the local governments, and there was a second goal, also important, which was to win these elections arithmetically. But I repeat: the most important is the substantive goal. The goal relating to the question of whether the good change will now truly be able to operate, bring about changes, positive changes in local governments. Well, looking at these results, the answer is yes. Of course, we didn't achieve everything, and no one assumed for a moment that we would govern in all local governments, but we achieved great progress regarding voivodeship self-governments and truly enormous progress in the case of district self-governments, as well as many successes in municipalities - stated Jarosław Kaczyński at the PiS convention in Radom.

"The core of the manipulation is one claim: that PiS is preparing a Polexit. This is a lie, a lie, and a lie again. PiS, and earlier PC, has always, from the very beginning in the 90s, been the first party to advocate for entry into the EEC, and later into the EU. We have adhered to this line all along and will continue to do so. We know that we must adhere to European law and we will adhere to it. I want to strongly emphasize this. But we also expect that the EU authorities will also adhere to this law and will adhere to the principle of equality" - said PiS chairman Jarosław Kaczyński during the PiS convention in Radom.

- It didn't quite work out in a few cities, I repeat, a few, not all, where from the start we knew the chances of victory were practically close to zero. But I won't hide it, we were counting on second rounds, because we didn't take into account the element that is very important in our public life today, which boils down to operating with lies and manipulation. Yes, many residents of large cities have been lied to, manipulated – stated Jarosław Kaczyński at the PiS convention in Radom.

„If we want Poland to move forward quickly, we must emulate those who have achieved success, and unprecedented success at that. Such a country is Ireland, which today has more than double the ratio of average GDP to the EU average compared to when it joined the EEC. It is, if not the richest, then the second or third richest country in the EU. It achieved this through two types of cooperation. Ireland was specifically divided into new districts so they could cooperate with each other and obtain European funds, but political parties that once waged war with each other and exactly shot each other also cooperated” – said President Jarosław Kaczyński in Radom.

„They were able to reach an agreement. Our model, what we strive for, is a model of agreement. We want an agreement between local and central government, but we also want another agreement, one that no one is announcing, although we have heard from our political opponents that their direction is exactly the opposite, but we are not giving up. We believe that what is good for Poland will prevail, that the day of such a victory will come” – he added. 

"Life in local governments, which is also characterized by various kinds of networks – relatives, friends of friends – we want to clear out all these networks, not seek revenge on anyone, but simply introduce good change," said Prime Minister Mateusz Morawiecki in Radom.

„Our good change continues, reaching more and more people. Despite such a gigantic, massive, furious, ruthless attack by all media and various states who do not like this change of ours, we still have over 2 million more votes than 4 years ago, over 1 million more votes than the previous record holders, and we have achieved absolute success, a record for the 3-year period. This is a great, true victory” – said Prime Minister Mateusz Morawiecki in Radom.

The upcoming week in politics - shorter due to November 1st - is primarily the final week of the local government election campaign and the second round of voting, Polish-German intergovernmental consultations, the interrogation of Andrzej Seremet by the VAT investigative committee, and Mariusz Błaszczak's visit to the USA. Additionally, the Constitutional Tribunal will address a motion concerning the so-called 30x cap, and Rafał Trzaskowski will present a plan for fulfilling his promises.

Furthermore, the leaders of the largest political groupings will continue their tour of the country. Mateusz Morawiecki will be in Małopolska on Monday, while the leaders of Civic Coalition will be in Kalisz, Wałcz, and Choszczno.

Seremet's Interrogation. On Monday at 10:00 AM, the VAT investigative committee will interrogate former prosecutor Andrzej Seremet. Previously, the committee heard from Andrzej Czuma and Zbigniew Ćwiąkalski.

PAD in Podkarpacie. President Andrzej Duda will visit the Podkarpacie Voivodeship on Monday. At 12:30 PM, he will participate in the district celebrations of the 100th Anniversary of Poland Regaining Independence in Kolbuszowa, and at 4:20 PM in Strzyżowa - in a wreath-laying ceremony at the Monument to the Victims of Stalinism and the Katyń Cross. Later, at 4:30 PM, he will meet with residents. On Tuesday, the Presidential Couple will meet with volunteers of the "Save the Ancestors' Graves from Oblivion" campaign and will also participate in a gala concert celebrating the Centenary of the Republic of Poland Regaining Independence.

Constitutional Tribunal on the 30x Cap. On Tuesday at 10:00 AM, the Constitutional Tribunal will consider President Andrzej Duda's motion to examine the constitutionality of amendments to the Social Insurance System Act, concerning the abolition of the upper limit on contributions to ZUS. In practice, this concerns the so-called 30x cap. PAD decided in January to refer the act to the Constitutional Tribunal, raising concerns about "adherence to legislative process standards."

Sejm Committee on the Situation at LOT. On Tuesday at 3:00 PM, the Sejm's Committee on Economy and Development will hear information about the crisis at Polish Airlines LOT SA and the collective dispute with crew representatives, including the impact of the situation in the company on the economy and state budget, along with proposals for effective ways to resolve the crisis. Government and LOT representatives are expected to present this.

Trzaskowski's Plan for Fulfilling Promises. - I will certainly present a plan for fulfilling these first promises next week. I will state precisely when they will be fulfilled, even before taking office as the Mayor of Warsaw - Rafał Trzaskowski announced a few days ago at a briefing.

Merkel's Visit to Poland. On Friday, Polish-German intergovernmental consultations will be held in Warsaw, chaired by Prime Minister Mateusz Morawiecki and German Chancellor Angela Merkel. According to information from the TVP.info portal, at the request of the German side, 14 German ministers will participate in the meeting, meaning practically the entire German Federal Government.

Second Round of Local Government Elections. The end of the week is primarily marked by the second round of local government elections - where necessary. Residents of cities including Gdańsk, Krakow, and Nowy Sącz will elect their representatives. The coming week is therefore the final week of the local government election campaign, but also - as can be assumed - further discussions about coalitions in individual voivodeships.
