The government, at a session commencing at 10:00 AM, will address the draft budget bill for the upcoming year. Additionally, ministers will discuss, among other things, the public finance sector debt management strategy until 2022 and amendments to tax laws. Also today, at 6:00 PM in Radom, a PiS election meeting will take place with the participation of Prime Minister Mateusz Morawiecki.

President Andrzej Duda continues his visit to the United States. At 3:00 AM Polish time, the general debate of the 73rd session of the UN General Assembly will commence. At 9:00 AM Polish time, the President will participate in a high-level meeting on the adoption of the "Action for Peacekeeping" declaration, chaired by the UN Secretary-General.

At 8:30 AM, a press conference of Patryk Jaki's election staff will be held. The topic: a response to the candidates' debate. At 10:00 AM, a press conference of the election staff and Piotr Guział will take place. - I might not call it a conspiracy [against the Polish government]. But it's clearly visible that there's a political course calculated to target the Polish government. We can see a certain correlation of actions between the actions of the opposition, primarily that part of the opposition which has called itself the 'total opposition' within the opposition, and European institutions. I have always been far from following conspiracies or conspiracy theories; rather, our opponents from Civic Platform are very good at that lately – stated Jacek Sasin in a conversation with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

This is revenge for Poland not submitting to this unified front in Europe which says: accept refugees without any restrictions, pursue the policy dictated by Brussels, and then you will be left in peace - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". - The opposition, which currently has no idea for good proposals for Poles, is pursuing a policy of fear. Fear of Poland leaving the EU, previously fear of dictatorship, fascism, Stalinism in Poland. That has already been compromised, so they have found a new topic in the form of Polexit. Without any basis. We are a pro-European party and always have been. Nothing has changed here - he added. - Regardless of various problems that are currently being created, primarily by Brussels bureaucracy, the EU is an excellent project that gives Europe a sense of security and also a sense of wealth, it builds development and wealth - stated the PiS MP. As he emphasized, the problem is that EU treaties are not being adhered to, that EU principles are being violated, and it is PiS today that is defending the European project against those who want to destroy it.

Regarding his office [First President of the Supreme Court], I have doubts whether that is the case. To the room where Ms. Gersdorf is currently in the Supreme Court, as a retired First President of the Supreme Court. The Prime Minister talks with everyone who wants to talk about Polish affairs. Even if the Prime Minister disagrees with that person, he is open to compromise, to conversation. This conversation provided one very important piece of information for all of us, for Poles. That the other side of the political dispute, because Judge Gersdorf, there's no hiding it, is a party to the political dispute. She is a politician today. Very actively speaking out, actively working on the side of the opposition – stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". He added:

"I can say one thing. After this conversation, we know one thing for sure: that the other side of the political dispute does not want any compromise. It does not want to talk about any compromise. This in itself is inappropriate. Judge Gersdorf, being a private individual today, being a retired First President of the Supreme Court, even if she were the incumbent First President of the Supreme Court, has no right to set conditions for the government and the parliament that actually deprive them of the right stemming from the Constitution to legislate."

- Ms. Gersdorf formulated an ultimatum, which essentially amounts to this: the parliament is to withdraw from the laws it has adopted, in accordance with the Constitution and the law. This would mean that today in Poland, it is not the parliament elected in free elections that exercises legislative power, but Judge Gersdorf and part of the judicial community dictate what the law should be – added the PiS politician.

- There's no such thing as 'talks have been broken off' because that would imply negotiations were underway. There are no negotiations. I don't know [if there will be another meeting with Małgorzata Gersdorf]. One would have to ask the Prime Minister who he wishes to meet with. I have no knowledge of the Prime Minister's meeting plans. However, it seems that following the ultimatum formulated by Ms. Gersdorf, these talks are futile - stated Jacek Sasin in an interview with Konrad Piasecki on TVN24's 'Rozmowa Piaseckiego'.

Many countries do not comply with the Court's rulings. I am not saying we will not comply. We are at an initial stage, but I am closer to the approach that Juncker presented when he spoke about why France does not comply with rulings: because France is France, and Poland is Poland, or perhaps, quoting President Trump: Poland first - stated Mariusz Błaszczak in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti".

When asked if the government might withdraw from the judicial reforms, the Minister of National Defence stated: - We are consistent, there is social support for changes in the justice system. In accordance with the regulations in force in our country, the changes have been implemented, and the fact that some people do not like it... The beneficiaries of the old arrangements do not like it.

- The beneficiaries of the old arrangements are those who complain about Poland and those who are Members of the European Parliament and attack Poland from a losing position - he added.

- Today, we want to make Warsaw residents aware of what has happened in recent days and what consequences it could have for Poland and for Warsaw. Yesterday, the European Commission filed a complaint with the European Court of Justice against the Polish government concerning the Supreme Court Act – said Rafał Trzaskowski at a press conference.

- Today, we want to talk with Warsaw residents about the decisions that this type of decision and ruling by the European Court of Justice could have for investments. For investments throughout Poland, but primarily, as we are in Warsaw, for investments in Warsaw. Over 40% of all investments in Warsaw have been made thanks to money from the European Union – the candidate for the capital's mayor continued.

- If PiS continues to conduct policy in this manner, then from the margin on which it currently finds itself within the European Union, it could lead Poland out of the European Union and, of course, then the question arises, where will the money for investments come from – Trzaskowski added.

I want to state very clearly that Warsaw today, like all of Poland, is threatened by such politics. Today, we must fight for Poland's position in the European Union, for the ability to continue modernizing our country, as we have for the past years. Warsaw is the best symbol of this. Many millions of euros invested here are opening up and building a European metropolis. Today, this process is threatened. Today, promises and an attempt at electoral fraud are a threat to the future of the city. That is why we are here with Rafał Trzaskowski, and every day we will convince Warsaw residents that the jokes are over, that we must save Warsaw from the PiS presidential candidate – Grzegorz Schetyna said at a press conference.

- I did not meet behind anyone's back. I had an open meeting with Chancellor Angela Merkel, the head of the CDU, a sister party to Civic Platform, and the Polish People's Party. Together, we are in the European People's Party. We discussed many issues that are important in European politics today, primarily the selection of candidates for the summit in Brussels in mid-October, then for the summit in Helsinki and the decision regarding the most important positions in European structures. How we will build this personnel, including the personnel policy of the European People's Party within the European Union. I believe that such meetings are necessary, and they also show that Polish politics is important to Europe's top politicians – said Grzegorz Schetyna at a press conference.

Spokesperson for the Law and Justice party, Sebastian Kaleta, has announced that Patryk Jaki's campaign team will not engage in discussions about debates until Paweł Szostakowski steps down as campaign manager for Rafał Trzaskowski, the incumbent Mayor of Warsaw.

Kaleta stated on Twitter: "The campaign team of Patryk Jaki will not engage in debates until Paweł Szostakowski stops managing Rafał Trzaskowski's campaign." He added that Jaki, a candidate for mayor, is ready to participate in discussions concerning Warsaw's sports infrastructure.

The statement suggests a strategic move by the PiS campaign, likely aiming to pressure Trzaskowski's team by creating a condition for debate participation that targets a specific individual within their campaign structure. The offer to discuss Warsaw's sports is presented as a separate, more constructive engagement.

Next week, the Sejm is scheduled to consider the draft budget bill for 2019, according to the preliminary schedule of the session seen by 300POLITYKA. The first reading is planned for Thursday, October 4th, from 11:00 AM to 7:00 PM. Prior to this, a two-hour voting block will take place, followed by a 30-minute voting block after the budget discussion.

The day before, on Wednesday at 5:30 PM, the Sejm will also, as part of its first reading, address a citizens' bill concerning vaccinations. The proposal, according to its justification, aims to abolish mandatory protective vaccinations, leaving them obligatory only in situations where the requirement is imposed by a decision or in the event of an epidemic threat or state of epidemic being declared.

It is possible that the Sejm will also consider the opposition's motion to dismiss the Minister of Education, Anna Zalewska. The motion appeared on the Sejm's website yesterday with a print number, but it is not included in the aforementioned preliminary schedule. It is also not excluded that the MPs will elect a new Children's Ombudsman.

We have just concluded the "Metro Europa" campaign. We spoke with Warsaw residents at several metro stations. We started at Kabaty, then Wilanowska, Politechnika. Now we are at Młociny. This is not a random location, because it is precisely a place that symbolizes Warsaw's development, investments that were carried out thanks to EU funds" - said Rafał Trzaskowski, Civic Coalition's candidate for the mayor of Warsaw, at a press conference near the Młociny Metro junction. "All of these are not imaginary things. They are fully real, funded by EU money. Over 40% of all investments in Warsaw were carried out with EU funds. We want to continue this trend, we want more investments, we want to complete the second metro line, start the third line, plan further investments. We want new tram lines, low-emission rolling stock. All of this requires investments and money from the European Union. The capital city needs these funds, and let's hope that the PiS government will not, as it has announced, finance investments only in places where it gains support, but will treat all Poles equally" - he added. 

"I have no doubt that this lawsuit wouldn't exist if it weren't for Patryk Jaki's directive. You remember the words at the verification committee, when one of the PiS MPs directly suggested to Mr. Świderski that he should sue me. This is a directive and an order from Patryk Jaki to shut me up. I direct these words to Patryk Jaki: No one will shut me up. No one will stop us from investigating the reprivatization scandal. Mr. Jaki, you've met a slightly tougher opponent than you" – said Jan Śpiewak, a candidate for the mayor of Warsaw, before the election trial.

Edmund Świderski, a PiS councilor from Bielany, sued Śpiewak for words suggesting that the councilor had created a business cartel in the district and had illegally reprivatized and transferred real estate.

- We decided to carry out this campaign because it's necessary to talk to people, the residents of individual districts, about their problems, but you can't do that in one day, for half an hour. Hence, I decided to dedicate at least a few hours to familiarizing myself with the problems that exist in Ochota, Wola, or any other district in Warsaw. I believe I have the most experience of all the candidates and theoretically I could skip this, but I know that problems arise every day. Therefore, since I haven't worked in the city hall for two years, I've decided to familiarize myself with the problems that have emerged in the meantime - stated Jacek Wojciechowicz at a briefing. The candidate for Mayor of Warsaw is starting in Ochota.

For 3 months, I have been calling for a debate. Especially to those two most active candidates, who often make completely unrealistic proposals, urging them not to be afraid and simply to participate in a debate. I am glad that there is an initiative for a debate of, I believe, 14 candidates. Not much can be said from it due to the number of participants, but it's better than nothing. Of course, we need to talk. I have been calling for this debate for a long time because, amidst these various unrealistic proposals, there are, of course, also good ones. Therefore, it is worth exchanging views, as this should serve the development of Warsaw and ensure that Warsaw and its residents live better – stated Jacek Wojciechowicz at a briefing.

- We want to announce a competition. A competition that will be tasked with and primarily aimed at non-governmental organizations that deal with animal protection on a daily basis. This is a competition for a guide, for a legal informant for practitioners. We would like such a legal guide to be created, which we will send to all law enforcement agencies, the police, the prosecution, and the courts. It will be available for download on the website of the Ministry of Justice. A guide that will be a form of interpretation of new regulations. It will also show how animals suffer and how important it is for law enforcement agencies to respond – said Patryk Jaki at a press conference.

- We cordially invite all non-governmental organizations that deal with animal protection to participate in the competition. There will even be a prize. The prize is PLN 15,000 for the organization that wins the competition – Jaki added.

- I am pleased to present the completion of this stage, government work, and the submission of the budget bill to the Sejm for parliamentary proceedings. This is one of the most important laws adopted by the government, and it is a very good budget. A budget that, on the one hand, will greatly align with our social policy, and on the other hand, with our development and investment policy. It must be mentioned that at its core are the extremely successful actions taken to tighten the tax system. This must be highlighted because many of our political rivals or commentators wonder how it is possible that such significant changes in financing social activities, primarily 500+, but also the lowering of the retirement age or medicines for seniors, and many other programs related to mining, benefits, that all these types of programs are somehow absorbed into this budget, and the budget deficit, which I can also communicate, is under control, decreasing year after year for several years, and we are well within all EU rules - stated Prime Minister Mateusz Morawiecki at a conference at the Chancellery of the Prime Minister (KPRM).

- I am also pleased that in this budget, a significant portion has been allocated for the implementation of a very important project for municipalities and districts. This is the local roads project, as well as funds for co-financing several expressways, and for thermal modernization, our "Clean Air" program - added the head of the Polish government.

„What the European Commission has done was not a huge surprise for us, because everyone knows that we are engaged in a certain dispute. A dispute largely based on a misunderstanding of the situation in a country undergoing transformation. How can the Dutch or Belgians, the French or West Germans understand what communism was like, and then post-communism, if they haven't experienced it? With great patience, in a white paper, at dozens of meetings, in which I personally participated, Minister Szymański and I are explaining what the justice reform entails. I am also very pleased that some of our very important, key postulates, which simultaneously strengthen the independence, authentic impartiality of the judiciary, its objectivity, have been enthusiastically received in Brussels” – Prime Minister Mateusz Morawiecki said at a press conference.

„We are maintaining dialogue all the time, but as you can see, the European Commission has also decided to take a certain step that to some extent cuts off this dialogue, or perhaps strongly cuts it off. We, on the other hand, are defending our position” – he added.

Filip Śpiewak, a Warsaw city councillor, has won a lawsuit in an electoral court. The case was brought against him by a councillor from the Law and Justice (PiS) party.

- We want Warsaw to be for everyone, to have one standard. Here, residents are struggling with the issue of access to the district heating network. This is my first and most important commitment, that we will strive during our term to connect the majority, if not all, of the properties in Praga Północ that do not yet have a connection to the district heating network – said Rafał Trzaskowski at a press conference.

- Another issue is the condition of some sanitary facilities. Here too, we want all properties where the city can invest to be connected to the sanitary network. Finally, the development of this part of the Vistula embankment in Praga. We want this embankment to be alive, to create a park here, respecting greenery and environmental protection, to create urban beaches, to create bicycle paths. We are very keen to preserve its wilder, nature-friendly character – added the candidate for the capital's mayor.

- We did not discuss that [with Jarosław Kaczyński about the motion to the CJEU]. We discussed the upcoming days, the weeks ahead. We have several nice, also interesting ideas for the coming days, and that's what the conversation was mainly about – stated Tomasz Poręba in an interview with Agnieszka Mosór on Polsat News. He continued:

"Regarding the complaint, it is indeed another attempt by the EC. As an MEP, I follow this and I know that these very strong attempts from Mr. Timmermans, Juncker, the entire EC to strongly pursue this thread of Poland and continue it in the European debate for as long as possible, are visible. On the one hand, the EC understood that there would not be a majority for grilling or punishing Poland in the Council of the EU, because some countries would certainly not support this motion, so they are trying to shift the Polish issue to the CJEU."

- There is no provision in the European treaties that would give the CJEU such powers to interfere in the internal affairs of the legal order in a given country – he continued. – I believe that Poles see such a far-reaching determination from the EC to pursue this thread of Poland, contrary to facts, treaty provisions, and the law functioning within the EU. For me, it is an attempt, however, to give a saline drip to the weak opposition in Poland – he added.

- Every debate, I think, would allow people to form an even more informed opinion about individual candidates, but as far as I know, such a debate is already being organized by the Legia Warsaw sports club. Secondly, from what I read online today, Patryk Jaki responded that if the person organizing the debate is someone who, on behalf of the reprivatization mafia, tried to hand over the school on Twarda to this very mafia, then I'm not surprised at all that Patryk Jaki has certain doubts about participating in this debate - stated Tomasz Poręba in a conversation with Agnieszka Mosór on Polsat News. He added that one can say anything about Jaki, but not that he is afraid of a debate with Rafał Trzaskowski.

I really want to tell our voters, as well as our activists. It's not like we've already won the election. We have a very difficult election campaign ahead of us, and we cannot afford this type of mistake [with the lists], because these are very bad examples of our ineffectiveness, especially concerning the registration of lists. I am certain that serious consequences will be drawn from this. This should further strengthen our conviction that, sorry, but let's get to work and stop looking at the polls, because we haven't won these elections yet. I have a feeling that among our activists and sympathizers, there's a belief that, 'great, we don't have to do anything anymore.' On the contrary, we still have a lot to do to win this campaign - stated Tomasz Poręba in an interview with Agnieszka Mosór on Polsat News.

“In our assessment, the European Commission should not use this procedure at all, because the European Commission has no influence, and should not have influence, on how the justice system is shaped in individual states” - stated the Deputy Minister of Justice, Michał Wójcik, on TVN24's "Fakty po Faktach".

“In my opinion, Article 7 did not work out for the European Commission. It does not have enough support to bring it to the final stage, to achieve unanimity among all members. This is impossible” - he added. 

"We must remember that the Court of Justice is, in my opinion, a political court. I am not saying that the judges are not independent. I am talking about the way judges are appointed to the CJEU. The governments of individual states, i.e., politicians, are always behind this. It is different than in Poland. [The CJEU is political] in the sense that politicians decide who ultimately sits on this court. It is different in Poland" - said Deputy Minister Michał Wójcik on TVN24.

'This is a matter that the European Union should not concern itself with because it relates to the judicial system, and this falls outside the functioning of EU institutions. It is already surprising that the European Commission is venturing into this zone,' said Michał Dworczyk in an interview with Monika Olejnik on the TVN24 program 'Kropka nad i'.

- I interpret this as a gesture of goodwill. As proof that the Prime Minister wants to conduct a dialogue, both in Poland and abroad. Without a doubt, Professor Gersdorf is a public figure, she speaks publicly, she voices her opinion. Just as the Prime Minister meets with thousands of people, and this is not a metaphor, but a fact. He meets with thousands of people across Poland, he talks to them, he listens to their opinions on what the needs of our country are, in their view. He tries to explain the essence of the reforms. He also talks with Professor Gersdorf – said Michał Dworczyk in an interview with Monika Olejnik on the TVN24 program “Kropka nad i”.

- If (Grzegorz Schetyna – ed.) met and discussed matters important from the perspective of the Polish state, he should have informed the Polish Ministry of Foreign Affairs about it. If he is a loyal citizen, he should have behaved in this way – said Michał Dworczyk in an interview with Monika Olejnik on the TVN24 program “Kropka nad i” (The Dot Over the 'i').

- Unlike Jarosław Kaczyński, Grzegorz Schetyna is lobbying for Poland to be stripped of EU funds. He is lobbying for EU funds not to be transferred to Poland. This is precisely where we differ – Dworczyk added.
