The President will participate today in the 11th Gniezno Congress. Andrzej Duda's address is scheduled for 11:15. In turn, Prime Minister Mateusz Morawiecki at 18:00 will participate in a Law and Justice electoral meeting in Gdańsk. Earlier, at 12:30, PM Morawiecki will meet with youth of Polish origin from Lithuania, Ukraine, and Belarus in Ostróda, and at 13:40, he will visit the "Exellent" Clothing Production Plant owned by Jan Kowalski in Iława.

At noon, at the initiative of Ryszard Petru, social consultations regarding employee capital plans will be held in the Sejm. Rafał Trzaskowski at 9:00 will present proposals from the "Warsaw for Seniors" program at a briefing, and then will join a conference organized by the Alzheimer's Center in Warsaw.

At 12:00, a press conference of PiS candidate for Mayor of Warsaw, Patryk Jaki, will take place. Earlier, at 10:30, a press conference of the electoral staff and candidate for deputy mayor, Piotr Guział, will be held.

At 11:30, a press briefing will be held regarding Jacek Wojciechowicz's new initiative concerning all districts. At 12:00, outside the Chancellery of the Prime Minister, the Razem party will organize a press conference on demands concerning the improvement of the situation of employees.

`- I don't know that, I haven't discussed it with the Prime Minister, but I am against changing the time. I believe that the current solution allows, at least illusorily, to sleep a little longer. I am against changing this system` - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM. 

- It is too early to talk about specific locations [for an American base in Poland], but one thing is certain. We would like it, if such a decision were made, for this base to be located, ideally, somewhere on the eastern flank, in the northeast or east of Poland - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM. - Of course, we are presenting our allies with the infrastructure possibilities that could serve for such a base to be established - he added.

“Europe is giving the PiS government a final chance. It’s not as if someone in the European Union or the European Commission is taking great pleasure in watching PiS trample on our democracy. This pressure is for a reason. This pressure is so that PiS changes its mind, so that it withdraws from the most glaring examples of violating the constitution” – said Rafał Trzaskowski from Civic Platform (PO) during the morning broadcast on TOK FM Radio. 

„We see that there is a conflict within the ruling camp at the moment, because the President is acting differently [regarding the Supreme Court], the Prime Minister is sending different signals, and Minister Ziobro is sending yet other signals. Unfortunately, I have fewer and fewer reasons to believe that the government truly wants to withdraw from the most blatant examples of constitutional violations, but I understand that the European Commission is giving a last chance” – said Rafał Trzaskowski in TOK FM.

„If the European Commission, whose patience is truly running out, becomes convinced that this is all just a bluff, then such an infringement procedure for violating EU law will be initiated. Perhaps a week or two later. If this government truly intends to disregard the ECJ rulings, as Deputy Prime Minister Gowin has announced, it places itself completely outside the framework of the community, and truly for this PiS government, the [EU] will become an imaginary community, as President Duda once said” – he added.

- This [meeting between Prime Minister Mateusz Morawiecki and Małgorzata Gersdorf] should be treated as a gesture of goodwill from the Prime Minister. We want to find a compromise. We are talking and conducting dialogue, both in Poland and abroad. It's hard to interpret this visit otherwise. The Prime Minister of the Polish government comes to visit the professor, they talk. I think we all admit that the current situation serves no one today. Everyone would like this dispute to end, for this situation to be somehow resolved. This is how the Prime Minister's kind gesture should be treated - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM.

- This is an explanatory proceeding, not disciplinary proceedings. Some documents, notifications from certain individuals, might have been submitted. The Chief Spokesperson has an obligation to ask the judge to respond to certain matters. We don't know what's happening there. It's not normal for judges, I apologize, to go to protests. I believe this is not a normal situation; judges should not protest. Judges are not politicians – said Michał Wójcik in an interview with Beata Lubecka on the program "Gość Radia ZET".

- Judge Tuleya is out in the media, censoring, reviewing, and God knows what else he's doing, commenting on the issues of judicial reform. This should not be happening, but it is. He, as a judge, impartial, goes to the media and talks about the proceedings he is conducting. This is an abnormal situation - said Michał Wójcik in an interview with Beata Lubecka on the program "Gość Radia ZET".

- But the President of the Constitutional Tribunal, Julia Przyłębska, also gives interviews, is all of that okay? – Lubecka inquired.

- Well, she does, but I don't know if she refers to the issues of ongoing proceedings – stated Wójcik.

- Recently, she shared the opinion that the provision in the constitution stating that the term of office of the First President of the Supreme Court lasts six years, according to the President, cannot last longer than six years – the journalist noted.

- Terms of office can be shortened. I refer journalists to Mr. Garlicki, who wrote in black and white that this is possible, but today he denies it. That's a separate matter – replied the Deputy Minister of Justice.

- Patryk Jaki is running a very active campaign, presenting further program proposals. Some of these program proposals require cooperation with the government. A continuous dialogue between government representatives and Patryk Jaki's team is ongoing because we want to present responsible proposals. Therefore, various concepts are being consulted. Undoubtedly, if Jaki becomes the mayor of Warsaw, and I deeply believe this, it will be easier for him to talk with the current government because he will be interested in cooperation - stated Michał Dworczyk in an interview with Robert Mazurek on RMF FM.

- Such proposals are the most important, primarily concerning health assessments for seventy and eighty-year-olds, which will be covered by the city. Another issue is special centers, community centers, where seniors will be able to spend their time during the week, where a doctor will also be on duty, and where they can receive the most important advice regarding their health. The most significant initiative, after discussions and consultations with seniors, but also with doctors and communities of people who care for our seniors, is our decision to build a geriatric center in Warsaw, because we all know that such a facility is lacking in Warsaw. We also know that there are problems with doctors of this specialty, therefore we want to create such a special center, either at one of the city hospitals or at Praski Hospital or Wolski Hospital. We will be holding discussions on this matter at the moment, so that Warsaw can take care of its most needy seniors, and we want to create such a center – said Rafał Trzaskowski at a press conference.

These [disciplinary proceedings against judges] were not initiated by the Ministry of Justice. There may have been notifications from dissatisfied citizens that they were indeed crossing that line. It would be better if some of them took off their judicial robes, shed their chains, and directly joined a political party if they want to engage in political agitation – said Michał Woś in an interview with Piotr Witwicki on Polsat News' "Polityczne Graffiti" (Political Graffiti). Asked about the possibility of the National Council of the Judiciary (KRS) withdrawing from the European Network of Councils for the Judiciary, he stated: Previously, no one even knew that something like the European Network of Councils for the Judiciary existed. I asked several judges, and they had no idea. It must be said that this is not a decision-making body in any way. It is solely an association. It must be stated very firmly here that the foreign judicial elite has said that independence only exists when judges elect themselves – he added.

- This morning, Onet published a rather thorough report on what happened during the talks with Prime Minister Morawiecki. Therefore, I feel released from the obligation of commenting on our discussions. This meeting indeed took place yesterday. I presented my position regarding our minimal, border conditions, and that position of the Supreme Court and mine has not changed in any way. These are conditions such that all dismissed judges, due to reaching the age of 65, will return to their positions. I continue to remain the First President of the Supreme Court by virtue of the Constitution, without conditions. I also raised the point that the constitutional character of the National Council of the Judiciary and the proceedings within the National Council of the Judiciary should be restored – stated Małgorzata Gersdorf.

- The conditions that Madam President [Gersdorf] spoke of were presented in response to the Prime Minister's proposal, who came to Madam President and expressed a desire for a compromise solution to the matter. He initially outlined, as I understand it, what would be the subject of this compromise, and hence Madam President's stance. Madam President herself did not seek this meeting, nor did she take the initiative on this stance - stated Michał Laskowski.

- It is worth emphasizing that the Prime Minister came specifically to Professor Gersdorf, the First President of the Supreme Court, and not to anyone else in the court. It was a premature assessment by our European colleagues. The KRS is to vote on the motion to leave the European network around 1:00 PM. 

Today, at an inclusive kindergarten in Warsaw's Targówek district, PSL candidate for Mayor of Warsaw, Jakub Stefaniak, along with candidates for the city council, Karolina Misiejko-Popkowska and Anna Kalbarczyk-Perzanowska, presented proposals for supporting families with disabled children.

Among the proposals were: free access to city swimming pools and cultural institutions for parents of disabled individuals, a program to expand the city's bike-sharing network with free bicycles for children with disabilities, motivational bonuses for graduates of Warsaw's higher education institutions who take up employment in inclusive facilities, and the introduction of grants for educators organizing training for parents of disabled children. In the case of bicycles – they would be located in parks, not on streets, where they are needed and safe.

Stefaniak stated that funding for this program must be found, because unlike the government, which fails to meet the demands of parents of disabled individuals, the local government will do so.

Jaki has confirmed his participation in a debate of candidates concerning Warsaw's sports. I wanted to present a draft resolution of the Capital City Council of Warsaw, which our councillors will submit. This is a draft resolution that Warsaw residents have been waiting for a long time. Namely, we want to introduce the possibility of converting perpetual usufruct to ownership throughout Warsaw, with a 99% discount. A new law passed by the parliament grants local government units the authority to change perpetual usufruct into ownership. Thousands of Warsaw residents are waiting for this to become owners, in the full sense of the word, of their apartments. We will finally enable them to do so – said Patryk Jaki at a press conference.

- During the meeting, which took place at the Supreme Court on September 19th of this year at the Prime Minister's initiative, I presented our position regarding the minimal and boundary conditions. At this point, I wish to clearly emphasize that this position of the Supreme Court and mine as First President of the Supreme Court has not changed in any respect - wrote Małgorzata Gersdorf in a statement.

She further informed about the conditions she presented to the Prime Minister. These included reinstating Supreme Court judges who were sent into retirement due to reaching the age of 65, her unconditional continuation in the position of First President of the Supreme Court, based on the provisions of the Constitution of the Republic of Poland, as well as restoring the constitutional character of the National Council of the Judiciary and the proceedings of cases in the National Council of the Judiciary.

- I also wish to express my hope that the meeting with Prime Minister Mateusz Morawiecki was not just a delay tactic, but a genuine attempt at dialogue - Gersdorf emphasized.

The leader of Civic Platform, Grzegorz Schetyna, on Thursday at a press conference in Warsaw said that he would like to warn the First President of the Supreme Court, Małgorzata Gersdorf, about the Prime Minister Mateusz Morawiecki.

“The Prime Minister of the Republic of Poland, Mr. Morawiecki, is a person who has a particular talent for dismantling democratic institutions. He proved this during his time as prime minister. He is a person who is not afraid of anything, and he is determined to implement his plans, even if they lead to the dismantling of democratic institutions," Schetyna said.

According to Schetyna, Morawiecki “knows how to bend the law and how to push his agenda through the courts." He added that “he has done it many times and he is not afraid to do it again."

Schetyna announced that he would like to warn the First President of the Supreme Court, Małgorzata Gersdorf, about Morawiecki. "I would like to warn Ms. Gersdorf. Mr. Morawiecki is a very dangerous person for the rule of law in Poland," he said.

He also said that Civic Platform “will do everything to prevent this, and will not allow for the dismantling of democracy in Poland."

My answer will be very brief. Because the meeting was very pleasant, good coffee, but if I agree with someone that I will not pass information further, I keep my word. I don't know if someone is trying to pull the professor's leg too much here, but I am sticking to our agreement – stated Prime Minister Mateusz Morawiecki in Ostróda, when asked about Małgorzata Gersdorf's words. This is thanks, in particular, to this small economic miracle, to the fact that we have shown the effectiveness of the state. That the efficiency of the institutions of the Ministry of Finance, above all, the National Revenue Administration, has turned out to be so far-reaching, that these tens of billions of zlotys have appeared here. I can say this: if the judiciary adds its brick to this in the future, it will be even better."

“The court agreed with us. It shared all our arguments concerning the electoral procedure. I want to inform you that according to the decision of the court of appeal, Mateusz Morawiecki has been recognized as a participant in the electoral campaign, in terms of his activities, as a person who campaigns for PiS, but also as a formal representative of PiS, a formal representative of PiS bodies, and is subject to the 24-hour courts. The court of appeal has ordered the district court to examine Mateusz Morawiecki’s electoral lie. This lie will be assessed on Monday” – said Mariusz Witczak from PO at a press conference in the Sejm. “This decision is very important for us because today we are discussing and debating fundamental issues, democracy, free elections, elections that cannot be based on lies” – he added.

The motion by Judge Jarosław Dudzicz to leave the European Network of Councils for the Judiciary did not gain the support of the majority of the council.

„We are staying [in the ENCJ]. The vote result was 9:7, with two abstentions. I do not hide my satisfaction, as I was among those who voted to remain. As the course of the deliberations and the stormy discussion shows, there were doubts, but the democratic vote decided” – said spokesperson Maciej Mitera after the National Council of the Judiciary session.

The European Commission has decided to refer the case of changes to the Supreme Court to the Court of Justice of the European Union - reports Reuters, citing a high-ranking EU official. According to the agency, the decision was made this week, but the EC will announce it next Monday so as not to disrupt the EU summit in Salzburg.

- It wasn't a press conference, it was my statement, which was provoked by news about a conversation between myself and the Prime Minister. We said we wouldn't comment on it, and I didn't comment for two days, but it turned out that someone, apparently from the Prime Minister's Chancellery, because that's how it seemed, presented the entire conversation. That's why I allowed myself to say that such a conversation indeed took place, and I didn't say anything more than that - Małgorzata Gersdorf said in an interview with Krzysztof Świątek on Polskie Radio 24.

- This very precise information must have come from the Prime Minister's side, which is why it was difficult for me to remain silent any longer, as that would have been strange. Especially since I had received requests for this information under the Freedom of Information Act – added Gersdorf.

The first district the former vice-president will visit is Ochota. The campaign will begin on Tuesday. As Jacek Wojciechowicz explained, the two main candidates believe that governing Warsaw is as simple as standing by an apartment block or touring 18 districts in one day, dedicating half an hour to each. This, he argued, shows they do not take the problems of Warsaw residents seriously.

- Despite my experience in local government and my knowledge of Warsaw and its districts, I believe such meetings are necessary - he said. - We want to meet with mayors and residents to discuss the problems of Ursynów, Wesoła, Bemowo, or Ochota. He added that his campaign team intends to approach this seriously, dedicating at least several hours to each meeting, rather than making a fleeting appearance.

- The problems of residents cannot be solved on the run - Wojciechowicz explained. The former vice-president also reiterated his call for the main presidential candidates to participate in a debate. - Warsaw and its residents expect you to discuss with others, not just communicate your - sometimes ill-considered - ideas ex cathedra. We are analyzing this law; in its current form, it raises many legal doubts. We cannot expose the Polish state to accusations of discrimination or claims that we are treating Polish citizens and citizens of other European Union countries unequally – said Jacek Sasin in an interview with Marcin Zaborski on RMF FM's "Popołudniowa Rozmowa" (Afternoon Interview). - I am not aware of any new proposal for this project being submitted to the Chancellery of the Prime Minister. For that, one would have to ask Minister Jaki or the Ministry of Justice more broadly. We received a draft, which we examined from the perspective of its legal and financial consequences for the Polish state. While in the version presented by Minister Jaki, one could say that the financial consequences would be manageable, we had serious doubts as to whether we would not cause this project to be deemed discriminatory – Sasin added.

- We cannot do it. We cannot do it this way. Not because we lack the courage or couldn't do it; we could do it, but the effect would be that every citizen, even those who didn't take out these loans, would ultimately pay for this government decision. We also didn't have access to all state documents, but indeed, I can say here that this promise, as stated, will not be fulfilled, which doesn't mean we are doing nothing in this regard, because there is a project for aid to those borrowers who are in the most difficult situation - said Jacek Sasin in an interview with Marcin Zaborski on RMF FM's "Afternoon Conversation".

- PiS wants a democratic Poland, but also a just one, based on solidarity, relating its values to patriotism, to community, to unity on fundamental matters. This is the Poland we want and the Poland we are building – stated Jarosław Kaczyński at the convention in Gdańsk.

Because the Republic is this great homeland to which we must be loyal, but it is also these smaller homelands. These are individual Polish lands, gminas, cities. All of this together constitutes the Republic, and there is no Republic without self-government. I repeat again, because some attribute to us a reluctance towards self-government, or even a desire to limit it or completely abolish it. "Solidarity" referred to self-government as early as its resolution at the first congress, and I had the honor of personally writing part of that resolution. "Solidarity" tried to organize independent elections to the National Councils. Of course, at that time, not everyone realized that the National Councils were not self-government at all, but part of a unified state power. However, the point was to make it authentic through these elections, to give it at least partially the characteristics of self-government - stated Jarosław Kaczyński at the convention in Gdańsk. Our stance on self-government is absolutely clear. We support self-government, we want self-government, but do we want the kind of self-government as it is here, in Gdańsk? Well, that's the question - he added.

- In our small homelands, we must bring about profound change. Marcin Horała beautifully presented this to me in Gdynia, showcasing a vision for Gdynia's development, where the entrenched, self-absorbed Gdynia elites, just like here with what Kacper Płażyński showed, these Gdańsk elites who serve themselves and wash each other's hands.
