European commissioners are to decide today on a potential complaint against Poland to the Court of Justice of the European Union. The document is reportedly ready, and politicians will officially decide whether to send it to the CJEU and, if so, when.
A concert featuring Patryk Jaki, the United Right's candidate for Mayor of Warsaw, will take place in Warsaw's Szmulowizna. This is the result of a collaboration between Jaki and rapper HCR. It starts at Kijowska Street at 17:00. Earlier, at 11:30, a press conference by the PiS candidate will be held, followed by a press conference from the election campaign staff at 12:15.
Leaders of the Civic Coalition will visit Silesia. In Katowice, a Shadow Cabinet meeting of the Civic Platform will be held, dedicated to the use of European Funds and energy policy. Press conferences in Katowice are scheduled for 11:45 and 14:15. Further conferences will be held in Bytom at 15:30, Rybnik at 17:00, and Sosnowiec at 18:30. All will be attended by the PO chairman, Grzegorz Schetyna, the head of Nowoczesna, Katarzyna Lubnauer, and the leader of Inicjatywa Polska, Barbara Nowacka.
Prime Minister Mateusz Morawiecki will also be visiting Silesia. At 10:30, he will participate in a Katowice conference on a program for Silesia, and at 12:00, he will visit the KWK Ruda Bielszowice mine.
Today, a court must also rule on an election lawsuit filed yesterday by the Civic Platform against Prime Minister Mateusz Morawiecki. The case concerns the Prime Minister's statement about the number of kilometers of roads and bridges built during the PO-PSL coalition's governance.
Today also marks the start of an EU summit on security and migration. EU heads of state and government will hold a two-day informal meeting in Salzburg, Austria. Poland will be represented by Prime Minister Mateusz Morawiecki.

US Visit Went Perfectly. A Major Success for President Duda
- The visit of President Duda to the USA and his meeting with Donald Trump went perfectly. I am very satisfied. It is a major success for President Andrzej Duda, a very good meeting, a very good message. The ongoing Polish-American alliance has been confirmed by a written statement, by President Trump's remarks, highlighting the extremely important security context, that Poland is an extremely important partner when it comes to this region and this part of the world. There was a very strong emphasis that this Polish-American alliance is an alliance that covers not only security but also the economy. And finally, there was remarkable warmth and a very good atmosphere during the conversation – stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:01
Mucha:
I Enthusiastically Welcome Judicial Reform
- I enthusiastically welcome the judicial reform. If there were press reports, some press pronouncements concerning this or that candidate, there were also situations where some withdrew or retracted their applications for judicial positions. Of course, I like it, I am convinced of it - stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
- I don't think they feel loyal [towards the Minister of Justice], because a judge who felt loyal towards this or that political grouping shouldn't be a judge at all. Because one of the qualities a judge must possess is independence, freedom from all pressures, and being apolitical - added the presidential minister.

Mucha:
Rzepliński is an active politician who has temporarily donned the robes
- This comparison, of course, favors President Przyłębska. Judge Rzepliński is an active politician who has temporarily donned the robes – stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".
08:09
- This is an ongoing process [regarding new Supreme Court judges]. It is progressing as the resolutions of the National Judicial Council (KRS) become final. Some have arrived, others will arrive. There will be presidential decisions, and the president has no deadline here. It is not a deadline set by statute or the Constitution. These are serious decisions, resolutions. As many as are needed to make the best choices - stated Paweł Mucha in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation."

Laskowski:
I hope Polish authorities will comply with the ECJ ruling. I can't quite imagine them not complying
„I hope Polish authorities will comply with the ECJ ruling. I can't quite imagine [them not complying]. In a sense, it is a form of opting out of the European Union, because you either respect the principles that apply within it, or you don't. And it will certainly have an impact on Poland's image within the EU, the image of the Polish judiciary. It will weigh on whether our rulings are respected and honored, or not” - said the spokesperson for the Supreme Court, Judge Michał Laskowski, on Radio Zet.

- The campaign for the president, who is seeking re-election, should have already begun. I still have a problem with this presidency, in that I don't see how President Andrzej Duda intends to build his political position. At first, I thought he felt comfortable among people, so he would likely adopt the Klaus model, meaning I'll travel around Poland, shake hands with almost every voter, because the proportions of Poland and the Czech Republic are different, and we differ not only in the quality of beer – said Adam Hofman in the "Morning Conversation" on RMF24.
- For now, it's unclear whether this is meant to be more vox populi or vox Dei. It's unclear whether it's the parish priest telling us or a colleague Andrzej. Whether he's a buddy. It's better if he's a buddy; Poles like that buddy – Hofman added.
08:39
Hofman:
Morawiecki Gains by Dropping the Jacket, Rolling Up His Sleeves, and Speaking a Language People Understand
- The campaign of the Law and Justice party is good, even very good. The polls are a result of the campaign's good momentum. Especially since on the other side, in the mirror, we currently have campaign emptiness. There's nothing there. No opportunities are being seized to create any counterpoint, while the Law and Justice campaign team is gaining momentum. Slowly, slowly, but like a well-oiled machine – said Adam Hofman in an interview with Robert Mazurek on RMF24's "Morning Interview."
- Mateusz Morawiecki gains by dropping the jacket, rolling up his sleeves, and speaking a language people understand. Father Mateusz is an interesting figure. That Father Mateusz from Sandomierz. People like it – Hofman added.
08:46
Hofman:
Large Cities Are Not a Proving Ground Where PiS Should Lay Down the Law
- Perhaps a sensational surprise might occur somewhere, but large cities are not a proving ground where the Law and Justice party should lay down the law. As I understand the communications from Law and Justice. We are playing for the regional assemblies, and that is our goal. We want to have a majority in the regional assemblies and show our victory on a national scale – said Adam Hofman in an interview with Robert Mazurek on RMF24's "Morning Conversation".
- This national result for the regional assemblies is calculated quite similarly to future parliamentary elections. It will be one big poll that will show us a great deal – Hofman added.

We Want Mines to Remain Our Main Element of Energy Sovereignty
- The mining industry wants to sell fuel, which is coal. We want that too. We want mines to remain our main element of energy sovereignty at all times. At the same time, we want clean air. We are succeeding in combining these goals, within various programs, and electromobility is one such program. We will have an increasingly larger bus fleet, changed from the combustion engine fleet, where we burn Russian or Arab oil and convert it into Polish, and hopefully as clean as possible, coal, not polluting the cities. This is precisely what we are aiming for – said Mateusz Morawiecki during the conference “Program for Silesia – Achievements to Date”.
11:36
PMM:
The Percentage of Real Investment in Electromobility and Transport Transformation in Silesia is Truly Impressive
- I mention the outstanding figure of Jerzy Kukuczka because the pursuit of summits always guides us, including in the economy. We want to conquer them through the, still difficult, program of changes for Silesia, which is unfolding in such a, sometimes sharp, dialogue with social partners, with labor, with employers, but we are moving forward. The percentage of real investment already committed to electromobility and transport transformation is truly impressive - said Mateusz Morawiecki during the conference “Program for Silesia – Achievements to Date”.

Jaki:
I'd like to know how Trzaskowski will measure 'real' Varsovians. It's something, in my opinion, unbelievably disgusting
- Once again, as part of the ongoing election campaign, I wanted to show the difference in the offer I am presenting to the residents of Warsaw and the offer put forward by my esteemed opponent, Rafał Trzaskowski. Well, Rafał Trzaskowski, this morning, said that his offer is directed to Varsovians, and I quote, 'of flesh and blood'. I would like to know how Rafał Trzaskowski will measure Varsovians of flesh and blood. It's something, in my opinion, unbelievably disgusting. Talking about Warsaw having some special offer for Varsovians of flesh and blood. Especially when one knows the history of our city and understands why historical ties in Warsaw were broken – Patryk Jaki said at a press conference.
- I care that Warsaw is for everyone, I will not exclude anyone. I will not ask anyone if they were born in Warsaw or outside Warsaw. Everyone who wants to work for our city, regardless of where they were born, that is the strength of our city, not checking who is a Varsovian of flesh and blood – Jaki added.

- It's our sweet little secret – stated Małgorzata Gersdorf, when asked by Justyna Dobrosz-Oracz about her meeting with Prime Minister Mateusz Morawiecki. – The meeting changes nothing. I have maintained my position – she added.
- Yes. It could be so – she continued, when asked if the visit could be a game by the Prime Minister, who wants to tell the European Commission that dialogue is taking place regarding the Supreme Court.

The District Court in Warsaw has dismissed the lawsuit filed by the Civic Platform (PO) against Prime Minister Mateusz Morawiecki. The lawsuit concerned statements made by the Prime Minister regarding the "mafia" of former communist officials. The court ruled that the Prime Minister's statements did not constitute defamation and that he had the right to express his opinion.

Morawiecki:
I Deeply Believe Silesia Can Be a Great Pearl, Shining with Splendid Brilliance for the Entire Economy
„A century since regaining independence – a beautiful jubilee, but also a century of the Silesian Uprisings – victorious, difficult ones, so that in these years we can jointly forge the latest ways to adapt technology to our coal deposits, allowing this great value for the Polish economy to grow. I deeply believe that Silesia, Lower Silesia, the entire voivodeship can be a great pearl, shining with splendid brilliance for the entire economy” – said Prime Minister Mateusz Morawiecki.

Every Warsaw Resident Matters to Me
‑ As usual, you are not providing the full context. The context was that campaign gadgets don't interest me as much as talking to real Warsaw residents, meaning genuine people of Warsaw, meaning all residents of the capital. Please do not try to impose any other interpretation because every Warsaw woman and every Warsaw man matters to me. The slogan "Warsaw for Everyone" means exactly that Warsaw is open to everyone, regardless of their place of birth, origin, or age ‑ stated Rafał Trzaskowski at a briefing, when asked by TVP Info about his morning statement.
‑ Unlike Prime Minister Morawiecki, I would not go so far as to say that we will exclusively try to financially support those who vote for us. That's what PiS says. On the other hand, we clearly state that we will help everyone, talk to everyone, and Warsaw is simply for everyone ‑ added the Civic Coalition (KO) candidate for the Mayor of Warsaw.

"In our assessment, the court's decision is bizarre and shocking, both in terms of the content of its justification and its form. The decision was made in an unprecedented manner in a closed session, without the participation of the parties. We did not have the opportunity to comment on or discuss the legal provisions and our interpretation, our point of view on this matter. Mateusz Morawiecki, which is the most shocking thing, according to the court, is a person who is not participating in the PiS election campaign. Let's recall that the campaign manager, Mr. MP Poręba, announced Mateusz Morawiecki as the face of the local government campaign for the electoral committee being formed by PiS" – said Mariusz Witczak from Civic Platform at a press conference.
Civic Platform will appeal the court's decision to the second instance. "This decision is dangerous for the future. One can imagine a situation where electoral committees hire paid trolls to spread lies and fake news. They cannot be held responsible under election law, and the electoral committee gains a political advantage. Today, Prime Minister Morawiecki is acting in the role of just such a troll, spreading untruths" – added Marcin Kierwiński.
14:35
- The court ruled that the participant in the proceedings does not meet the criteria indicated in this footnote, namely, that they were not a candidate of an electoral committee, nor did they have written consent from the committee's representative. Therefore, the fact that - as the applicant claims - they are the face of the local government campaign, is irrelevant in this procedure - stated Judge Sylwia Urbańska of the Warsaw Court of Appeal in a conversation with journalists.

"The issue of veterans is extremely important. These individuals suffered health damage during battles for their homeland. The very fact of being at war causes stress, and on top of that, there's months-long separation from family. It's high time [the exhibition] could be seen in Warsaw as well. We are particularly keen for young people to see it. We want to foster patriotism in young people, not necessarily the kind promoted by the current government," said Jacek Wojciechowicz, a candidate for the mayor of Warsaw, regarding the exhibition 'Veterans of Independence 1918-2018'.

„In 2009, the government, whose Prime Minister was Donald Tusk, the Minister of Foreign Affairs was Radosław Sikorski, and the Minister of Interior and Administration was Grzegorz Schetyna, received a note from the United States informing them that the American government was abandoning plans to build an anti-missile shield in Poland. Today, these politicians who formed that government are, in a way incomprehensible to us, trying to discredit the undisputed, enormous success of President Andrzej Duda's visit to the United States. I will remind you, on September 17th, President Andrzej Duda participated in the Three Seas Initiative summit. Very, very important declarations were signed then, which guarantee that the Three Seas Initiative will develop. On the same day, President Andrzej Duda traveled to the United States, where he met with President Donald Trump. An extremely important declaration concerning, among other things, the security of our country was signed with President Donald Trump. Today, from this very place, I would like to ask the opposition politicians what ideas they have for our country's security and what ideas they have for Poland's international policy and international status. Is this policy what Donald Tusk is doing today, i.e., confrontation with the United States? Is this a policy where Donald Tusk says that one Donald is enough in the world? Is this perhaps the policy of the now-famous bigos? Is this the policy that on September 17, 2009, led to the withdrawal, the liquidation in fact at that time, of the idea of building an anti-missile shield in Poland? Today, the Republic of Poland, thanks to the activities of President Andrzej Duda, is in a completely different place. Today, the anti-missile shield is already being built, today American soldiers are already present in Poland. Finally, today we have an extremely important declaration signed by President Andrzej Duda and President Donald Trump” – said the President's spokesperson, Minister Błażej Spychalski, at a press conference.
„I understand that it is an election campaign, that opposition politicians are trying to conduct this campaign by all means, but we cannot act in such a way, and opposition politicians must understand this, that their election campaign strikes at the most important thing in our country, which is our security” – he added.

The Reprivatization Scandal is Just the Tip of the Iceberg
- This is how it is. You've heard that I am not ashamed of these blocks, we are not ashamed of this Warsaw. Today, people who want to say that you are worse are ruling in Warsaw. You are worse, for example, because you live in these blocks. One cannot agree to this. It cannot be that our city, Warsaw, will belong to development groups, to strange reprivatization mafias. We are here today to fight for the future of our city – said Patryk Jaki during a meeting and concert in Warsaw's Praga district.
- They do not want to allow, and they are very afraid of, us entering the city hall and seeing the invoices that are buried there. I am telling you, the reprivatization scandal is just the tip of the iceberg when we get in there – said Jaki.

Very Close Contacts Visible Between Presidents Duda and Trump, and Between the First Ladies
"Very close contacts are visible between Presidents Andrzej Duda and Donald Trump, as well as between the first ladies. The discussions were longer than planned, very candid, direct, and less formalized. This is a good sign. The first ladies had separate conversations. I think they concerned their relationships with each other. There is no information about this here. They were not presented at the conference. These conversations were not political in nature, but certainly supportive of their husbands" - stated the Minister of Foreign Affairs, Jacek Czaputowicz, on Polsat News.

Any talk today about permanent bases in Europe is political hocus-pocus
– This is a rather strange matter. President Duda, and the Ministry of National Defence, the Ministry of Foreign Affairs, all know perfectly well that the study phase commissioned by Congress from the Pentagon will only conclude in March next year. It is precisely in this study that we will find the answer as to whether it is worthwhile for America. Any talk today about permanent bases in Europe, well, that's political hocus-pocus – said Bronisław Komorowski in an interview with Monika Olejnik on the program “Kropka nad i”.

- I genuinely thought it was a photomontage too. When I first saw it, I thought someone had done it out of malice. I even thought for a moment, 'Well, you see, you organized such farces against me yourself, or your people did, and now you're falling victim to similar manipulation,' but it seems it's not a manipulation. What can I say. I'll say I'm very sorry, because such a situation simply shouldn't happen - said Bronisław Komorowski in a conversation with Monika Olejnik on the program 'Kropka nad i'.

Komorowski:
A President Must Be Prepared to Face the State Tribunal Someday
- I believe that the president, unfortunately, participated in a procedure of violating the constitution. Especially concerning the Constitutional Tribunal, when he did not appoint the judges of the Constitutional Tribunal appointed by the Sejm, and the constitution explicitly mandates this. In my opinion, the president must be prepared to face the State Tribunal someday, because it cannot be the case that a crime against the constitution remains downplayed – Bronisław Komorowski said in an interview with Monika Olejnik on the program "Kropka nad i".

- I am deeply convinced that there is no other way to build a real political alternative to the current system ruling Poland, a system which I assess very poorly from the perspective of its governance impact on Poland, than the unity of today's democratic opposition. I am glad that, partly thanks to my institute, a meeting of all political circles took place on the programmatic issue of the continuing demographic crisis, in the form of common assumptions and foundations for family policy - said Bronisław Komorowski in an interview with Monika Olejnik on the program "Kropka nad i".

- Yesterday, I spoke in Bucharest with President Jean-Claude Juncker. Today, I spoke in the morning with Prof. Gersdorf. It was a pleasant conversation, but both sides agreed that we would not reveal any details. Moreover, there were no sensational details, no agreements, but certainly a good conversation - said Mateusz Morawiecki before the start of the informal dinner of EU leaders in Salzburg.
- With President Jean-Claude Juncker as well, we are showing that we are open to dialogue. Furthermore, I personally, from the very beginning, since January, have been conducting intensive talks, not just conversations. This dialogue has given rise to a number of proposals for changes - added the head of the Polish government.
