Political Tuesday: President Duda at the White House, PM Morawiecki in Bucharest, Government on Road Fund, Trzaskowski in Mokotów

President Andrzej Duda is undertaking his first official visit to the White House. At 18:15 Polish time, the Presidential Couple will be welcomed in Washington. The one-on-one meeting between Andrzej Duda and Donald Trump will commence at 18:30 (Polish time). A joint press conference of the presidents is scheduled for 20:05. Afterwards, the Presidential Couple will proceed to the Senate, where they will meet with representatives of the Polish parliamentary group.

Prime Minister Mateusz Morawiecki will participate in the Three Seas Initiative summit in Bucharest. At noon, the plenary session will begin, followed by a press conference at 14:00, and at 16:00, the head of the Polish government will meet with the Prime Minister of Romania.

The government, in a session commencing at 10:00, will address, among other matters, the establishment of the Local Government Road Fund. Also at 10:00, the parliamentary investigative committee for VAT fraud will begin questioning the first witness, Witold Modzelewski.

At 9:00, a press conference will be held by the head of the PiS election staff, Tomasz Poręba, and Minister Jerzy Kwieciński. At 14:00, Justyna Glusman, a candidate for Mayor of Warsaw representing urban movements, plans her meeting with the media. A "Warsaw Identity Map" is to be presented at the briefing.

At 8:30, a press conference will be held by Patryk Jaki. The PiS candidate will also meet with the media at 12:00. Furthermore, at 10:00, a press conference by Piotr Guział will take place. At 18:00, Rafał Trzaskowski – as part of the "18 Districts – One Warsaw" campaign – will meet with the residents of Mokotów.

Also today, during a ministerial council meeting in the EU, another hearing of Poland within the rule of law procedure is expected to take place. The issue of changes in the Polish judiciary will, moreover, be present throughout September. Tomorrow, at the weekly commissioners' meeting, the European Commission will address the topic of the rule of law in Poland.

Bielan:

We Managed to Repair the Poor Relations with Neighbors Inherited from Civic Platform

- We are much more effective when it comes to regional policy. We managed to repair the poor relations with our neighbors, which we inherited from Civic Platform, primarily within the Visegrad Group, which was on the verge of political demise, and today it functions excellently. These are not the words of Polish politicians, nor Hungarian ones, because these are countries that have been enthusiastically inclined towards Poland for a long time, but rather the words of the Czech Prime Minister from three days ago, who said that the Visegrad Group had not been this strong - said Adam Bielan in an interview with Daniel Wydrych and Piotr Gócek on "Sygnały Dnia" on Jedynka radio.

Bielan on the American Base in Poland: I Don't Think a Final Decision Can Be Expected in the Coming Months
Talks have been ongoing for many months, at the expert level, regarding the possibility of changing the nature of the American military presence in Poland. Currently, it is rotational; the Polish side is lobbying for it to be permanent, constant. I don't think a final decision can be expected in the coming months, because the decision-making process in such matters in the United States is quite complex. It involves not only the White House, the President's office, but also the State Department, the Department of Defense, and both chambers of Congress. Congress has requested a report from the Pentagon on this matter, which will be ready by March of next year, and I believe next year will be the moment when this decision is made - said Adam Bielan in an interview with Daniel Wydrych and Piotr Gociek on "Sygnały Dnia" on Jedynka radio.

07:54

Karczewski:

Building Roads Isn't as Simple as Snapping Your Fingers
Yes, I understand [why Prime Minister Morawiecki says these things about roads and bridges] because I have said the same myself. Please tell me, what bridge did they build and where was that bridge built? - Stanisław Karczewski stated in a conversation with Konrad Piasecki on TVN24's "Piasecki's Conversation." - We are allocating more [for roads] within a year. 1.5 billion and another 5 billion PLN. 6.5 billion PLN in one year. What is the scale? This is the plan, and roads will be built for that amount - he added. - First and foremost, it must be said that building roads isn't as simple as snapping your fingers - the Marshal of the Senate stated. - Building a road is truly not like building a house. It's not built in two years. You need to make a plan, get approvals, and designate the route - he continued.

07:59

Karczewski:

Initially, I Didn't Understand the Prime Minister's Change from Szydło to Morawiecki

- There was that change we discussed. At first, I didn't understand it [the change of prime minister from Beata Szydło to Mateusz Morawiecki], but now I understand it better. I see the potential. Prime Minister Szydło also works very intensely. Perhaps she isn't shown as much on television, but she also works very intensely, meets people, and is received warmly and cordially - stated Stanisław Karczewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

08:03

Karczewski:

We Care About Dialogue
What does this opposition have to say? Only that they are hindering us during a normal dialogue – stated Stanisław Karczewski in an interview with Konrad Piasecki on TVN24's "Piasecki's Conversation". We care about dialogue, we want to talk calmly with Poles – he added.

08:08

Karczewski on KRS Suspension from ENCJ: I Don't Understand This Decision. I Consider it Political

- I absolutely do not understand this decision. I consider this decision to be political. I don't yet know the justification. The KRS will also send its explanations. As far as I know, I don't know the statutes of this organization precisely, there is no such form of suspension. Perhaps so, I don't know [if it violated the statutes] - stated Stanisław Karczewski in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego," when asked about the suspension of the KRS from the ENCJ. He emphasized that he read the information about the statutes in one of the newspapers.

08:55

Jaki:

I Will End the Dictate of Developers Who Are Building Over Warsaw's Natural Air Corridors
I wanted to make a commitment. If I become the Mayor of the Capital City of Warsaw, Warsaw will begin to develop evenly. I will end this dictate of developers who are building over Warsaw's natural air corridors, such as the one that stands here – said Patryk Jaki in the vicinity of the Masovian Landscape Park. - It is very important to me to remember places like this, to create good spaces for them, also throughout Warsaw, so that Warsaw is planned wisely. Not like now, meaning Warsaw is covered by local spatial development plans for only about 30%. This is happening because developers rule in the Warsaw City Hall – Jaki continued. - On September 19th, applications open for the 'Clean Air' program. This is 103 billion PLN allocated for the fight against smog. It is very important that Warsaw can reach for these funds that the government has allocated for the fight against smog. These are the most important remedies that can solve the problems of Warsaw residents – added Jaki.

09:37

Szymański:

We are willing to defend the solutions adopted by the Polish parliament, even under difficult political circumstances, always factually and amicably
Poland has for many months, and indeed years – one could say – always approached this problem extremely factually and openly; I believe everyone will agree on this. We defended our arguments, of course, our convictions regarding what the reform of the justice system should look like within the framework of EU membership. It would be good for this matter to conclude, but we will wait until the member states come to this conviction themselves. Poland is not demanding anything regarding deadlines. If a significant group of countries wishes to discuss this topic, we are always available, and we will gladly present our arguments, which I believe are factual, clear, and politically very unambiguous. We are willing to defend the solutions adopted by the Polish parliament, even under difficult political circumstances, but always factually and amicably – stated Konrad Szymański in a conversation with journalists.

10:03

Trzaskowski:

From 550 km of Bike Paths, We Aim to Expand to Over 800 km
- Our goal is to create an efficient system that will assist Warsaw residents with their commutes in our city. Not long ago, only 1% of Varsovians used bicycles for commuting. Today, that figure is already 7%, and we have an ambitious target of reaching 12% - said Rafał Trzaskowski at a press conference. - The plans are ambitious. From 550 km of bike paths, we aim to expand them to over 800 km. We want to create an entire system. Today, the problem is that in Warsaw, we have fantastic bike paths, but they often end abruptly or are very congested. The idea is to connect the existing paths with those that are planned. It's also about building paths on the main routes leading out of the city, which is incredibly important – Trzaskowski added.

PiS Accuses Local Governments Run by PO-PSL of Failing to Utilize EU Funds. Poręba: €1.3 Billion at Risk
"Throughout our election campaign, we consistently reiterate that we need good stewards in the regions, people who will act ambitiously, effectively, and with commitment for these regions, doing everything to utilize every zloty, every grosz, to elevate these regions civically and accelerate their development. Unfortunately, hard facts, hard numbers, concerning a part of Polish regions governed by Platforma and PSL, leave no doubt that there are simply no such good stewards when it comes to spending European funds," said the head of the PiS campaign staff, Tomasz Poręba, at a press conference. "As of today, up to €1.3 billion of European Union funds allocated for the voivodeships are at risk. These are funds with which we could easily build 5,000 km of local roads in Poland, meaning these are threatened funds that could be used for a very important, significant program of local road construction," he added. "If the regions do not improve their indicators, we, as the government, will have to reallocate these funds to other programs, but these regions will lose out. We are showing that this amount is enormous – over 5 billion zlotys. This is an amount comparable to the road program prepared by our government," added Minister Jerzy Kwieciński. https://twitter.com/pisorgpl/status/1041951385577840641

10:27

Tyszka:

Personally, I Oppose Coalitions in Regional Assemblies with Either Civic Platform or Law and Justice, as These Parties Rob Poles
- We are not a party. Therefore, we do not have centralized decisions either; rather, people who finance campaigns locally, with their own money, decide what is good for their regions - stated Stanisław Tyszka in an interview with Jacek Prusinowski on Radio Plus, when asked if Kukiz '15 would agree to coalitions in regional assemblies with PiS.

- [The decision] will certainly be consulted. I am not hiding anything. It's that once we see the results from the regional assemblies, we will then talk with our councilors - he added. - However, personally, I am opposed to coalitions with either Civic Platform or Law and Justice, because these are parties that rob Poles. They promise tax cuts but then raise them - he added.

- These are parties that create a certain theater of diversionary topics, a Polish-Polish war, while in reality being very similar, ideologically empty formations - Tyszka stated.

Rapper HCR Backs Jaki, Creates Song Inspired by Deputy Justice Minister's Work

- When I was making this song, I was inspired by Patryk Jaki. I believe Patryk Jaki has values, while others only have money. He's an ordinary man and helps ordinary people. Thank you, Patryk, for that - said rapper Piotr HCR at a press conference.

- The song is really catchy. Tomorrow is the premiere of this song. A premiere on the housing estates, on Praga. We invite you at 5 PM at Kijowska Street 11. Entry is free - said Patryk Jaki at a press conference.

PMM in Bucharest: 12 Countries Tighten Bonds, but in Full Cohesion and Agreement within the EU Family

"Multiplying the funds by creating the Three Seas Fund can only bring new solutions and good proposals for consolidating our initiative. We also discussed security in the digital economy. It is worth emphasizing the risks associated with hybrid attacks and cybersecurity, where Poland is working very hard on modern solutions in this area" - said Prime Minister Mateusz Morawiecki in Bucharest.

"We talked about how important building a cohesive policy is. 12 countries are tightening their bonds, but this is being done in full cohesion and agreement within the family of European Union member states" - he added.

Government Approves Local Roads Fund. Adamczyk: We Don't Just Recognize the Need for Support, We Actively Support Investments in Local Roads

"Today we have another piece of good news, especially for those who use local roads every day, for whom these are the primary routes to work and school. This good news is the fulfillment of Mateusz Morawiecki's promise. The Prime Minister has repeatedly said that local government in Poland needs support. We don't just recognize the need for support; the PiS government, Prime Minister Morawiecki's government, actively supports investments in local government roads, and to a very great extent" - said Minister Andrzej Adamczyk at a press conference.

KRS Likely to Address Motion to Leave ENCJ on Friday

- Such a motion [regarding the potential withdrawal of the KRS from the European Network of Councils for the Judiciary] was submitted by one of the members. Yes, the members, as a council, have already positively opined on this motion and we will likely process it here on Friday - stated Maciej Mitera in an interview with TVN24.

14:42

Mitera:

The National Council of the Judiciary will address the motion concerning ENCJ on Friday

- The motion was submitted by one of the members of the National Council of the Judiciary, Judge Dudzicz, and we will address this motion [regarding withdrawal from the European Network of Councils for the Judiciary] on Friday. What arguments will be presented - it's difficult for me to say. I think the applicant will present them to us on Friday in the forum of the entire council - stated Maciej Mitera in a conversation with journalists. - Personally, I believe it would be a step in the wrong direction, but that is my personal opinion - he added. He stated that he himself is not in favor of leaving the ENCJ.

Civic Platform Files Electoral Complaint Against Prime Minister Morawiecki. Witczak: We Will Not Tolerate Electoral Campaigns Based on Obvious Lies

- We have filed an electoral complaint against Mateusz Morawiecki, the Prime Minister of the Polish government, because we will not tolerate electoral campaigns being conducted based on obvious lies. We will not tolerate politics in Poland being pursued by those in power based on obvious falsehoods. Mateusz Morawiecki, during PiS's electoral tour, used an obvious lie, claiming that Civic Platform, the coalition of Civic Platform and PSL, did not build roads and bridges - said Mariusz Witczak at a press conference.

Gersdorf Appeals for a Pan-European Debate on the Rule of Law
We are publishing the letter of thanks from Prof. Małgorzata Gersdorf to the Presidents of the Nordic Judges' Associations for their resolution concerning the situation of the Polish judiciary of August 31st this year, in which she also appealed for the organization of a pan-European debate on the rule of law – informed the Supreme Court.
"The First President of the Supreme Court, Prof. Małgorzata Gersdorf, while expressing her gratitude for the adopted resolution, conveyed her deep emotion that the current situation of the judiciary in Poland is a subject of interest and engagement for legal communities in other European countries. Prof. Małgorzata Gersdorf drew attention to the personal attacks that judges in our country are subjected to, both from politicians of the ruling party and from media outlets influenced by the current government. These attempts not only deny the idea of conducting reforms in a democratic state governed by the rule of law, but also undermine fundamental values such as personal dignity and the right to freedom of expression. The letter of thanks also includes an appeal for support in initiating a broad debate on the pan-European stage, with considerations on the rule of law as its main theme. Prof. Gersdorf highlighted the need to invite ordinary citizens, not associated with political elites or the legal community, to this discussion. In the assessment of the First President of the Supreme Court, a broad educational campaign explaining the true meaning of the separation of powers and the independence of the judiciary from the world of politics is necessary. This would be served by building a nationwide network of legal educators, supporting Polish non-governmental organizations acting in favor of the rule of law, and organizing a pan-European legal congress."

Trzaskowski's Proposals for Mokotów: Tram Line to Wilanów, Kindergartens, City Park

- I will start with the construction of a tram line towards Wilanów. It will run along Rakowiecka Street, there will be a special transfer hub where one can transfer from the metro to the tram and reach Wilanów itself – said Rafał Trzaskowski at a press conference.

- Another issue is the expansion of school and kindergarten infrastructure, which is a very important matter. I discussed this with teachers from Mokotów schools. The construction of two kindergartens, on Bernardyńska Street and on Aleja Niepodległości. Also, a large complex in Siekierki, where a school and kindergarten will be built – Trzaskowski added.

- The construction of a city park around the Warsaw Uprising Mound. This is also something we have discussed extensively with the residents of Mokotów, about creating such a park in this location. We will do exactly that, we will develop these areas, of course, with respect for the place, which has its own incredibly important historical significance – continued the candidate for the President of the Capital City of Warsaw.

Civic Platform: Morawiecki Knows He's Lying When He Says His Predecessors Did Nothing

- This government has failed so many times, deceived so many times, and spoken untruths so many times on topics related to 'making people happy' that today I would like to feel that what they are saying about these roads is true. For now – they are lying when they say that we did not build roads and bridges in previous terms. Over three thousand bridges were built. Does Mr. Morawiecki not see this? Does Mr. Morawiecki not travel on these roads? On these motorways? Does he not see it? And after all, he hasn't only been living in Poland for three years, and the world didn't begin three years ago. And he knows perfectly well that by saying today that his predecessors did nothing, he is misleading public opinion – without calling it a lie, of course. Because I call things as they are – I think he is lying – stated Ewa Kopacz in an interview with Marcin Zaborski on RMF FM.

Szymański After Poland's Hearing Before the General Affairs Council: 'Grilling' is the Last Thing I'd Call It. It's a Civilized Process of Exchanging Opinions

This whole situation is not very comfortable, but our duty today is to defend the sovereign right of the Polish parliament, the state's right to carry out reforms which, in our opinion, are in line with European standards and the Polish constitution. This was an opportunity to also correct certain misrepresentations or errors, which I believe are sometimes related to the fact that opinions are sometimes shaped by interested parties, which does not help in proper assessment. Hearings, meetings like this are certainly a very good opportunity to correct all such misrepresentations. I hope everyone will agree that we used this time well” – said Deputy Minister Konrad Szymański in Brussels.

I am against dramatizing this situation. I don't feel scorched. In the General Affairs Council, for various reasons, there is a factual atmosphere, not always friendly, because there are sometimes differences of opinion. In this matter, we certainly have differences of opinion, but 'grilling' is the last thing I'd call it. It is a civilized process of exchanging opinions on matters of one of the Member States” – he added.

President Duda: "I am glad to be able to sit at the same table with the President of the United States and sign an agreement deepening our strategic partnership."

- I am immensely pleased that, as the President of Poland, I can stand here in Washington. I can sit at the same table with the President of the United States and sign an agreement deepening our strategic partnership and renewing this strategic partnership - said Andrzej Duda at a press conference at the White House.

- This agreement highlights the most important aspects of our cooperation and our friendship and charts new paths for the future. Tightening cooperation in the field of defense cooperation, military cooperation, tightening cooperation in the field of energy security, tightening cooperation in the field of broadly understood business, also within the framework of the Three Seas Initiative mentioned by President Trump – added Duda.

21:10

President Duda: The Biggest Threat to Energy Security is the Construction of the Nord Stream 2 Pipeline
We also discussed threats to energy security in Europe. Regarding the possibilities of diversifying supplies. Undoubtedly, the biggest threat at the moment is the construction of the Nord Stream 2 pipeline. We talked about this extensively with Mr. President; I presented the situation as it is. Unfortunately, it must be clearly stated that this construction has already begun, both from the German and Russian sides. Formalities concerning laying the pipeline on the Baltic Sea floor are still ongoing, but it is an investment that threatens Europe's energy stability. It undoubtedly also threatens Poland's energy security, as it risks Russian dominance – said Andrzej Duda at a press conference at the White House.

Trump:

Unfortunately, China and the European Union, to which Poland belongs, acted against our interests

Unfortunately, China and the European Union, to which Poland belongs, acted against our interests. We were losing in narratives with many, and I want to protect Americans, farmers, entrepreneurs, and businesses. This simply won't go on like this anymore. We reached an agreement with Mexico, we made a mutually satisfactory agreement. Everyone is happy [simultaneous translation by TVN24]” - said President Donald Trump at a press conference after meeting with the President of Poland.

The European Union did not want to talk to us. They didn't want to talk to President Obama. Fine, you don't have to talk to me” - he added.

21:22

Duda:

I smiled at the President, saying I'd like us to jointly create an American base called 'Fort Trump'
I invite the President to direct more American troops to Poland. We believe that the presence of the United States guarantees security in our part of Europe. We ourselves want to make further investments in the modernization of the Polish army. The President mentioned the implementation of the Wisła air defense system, i.e., the purchase of the Patriot system. We are implementing this largest military investment in Poland in the last 30 years. We want to make further equipment purchases. We want to cooperate in research and development regarding military technology. I am convinced that this cooperation between Poland and the USA will go well. I hope that the President will decide to send additional American units with equipment to Poland. I smiled at the President, saying I'd like us to jointly create a permanent American base, which we will call 'Fort Trump'. I deeply believe that this is possible and I am convinced that such a decision is in the interest of both Poland and the United States - said Andrzej Duda at a press conference at the White House.

Duda's Response to Trump's Remarks on the EU Harming the US: 'I Would Very Much Want Poland to Be Disrupting the United States' Trade Balance'

"I would very much want Poland to be disrupting the United States' trade balance. I would genuinely be very pleased about that, because my reasoning when it comes to politics and taking care of the country's affairs is similar to that represented by President [Trump]. The President says 'America First', I say 'Poland First'. So we understand each other perfectly. It's difficult for me to express surprise that the President, as an extremely experienced man of success when it comes to business, knows how to count. He simply knows how to, and I don't think anyone, either in the United States or anywhere else, questions that, and he looks after the interests of the United States. It is in the country's interest to have a balanced trade balance and one must take care of that. Of course, interests always clash, but looking objectively, it's hard not to understand that. It's always a clash of interests. Every business is a clash of interests. I represent Polish interests, the President represents American interests. The whole point is to agree on important matters in such a way that both countries gain and lose as little as possible. And then we have an agreement, and then we can say that we are cooperating on equal and fair terms. I understand that this is the kind of cooperation the President expects from the European Union, and it's hard to be surprised by his stance. So I listen to this calmly. For my part, I would want Poland to be such a country, such an economic power, that it would indeed be a very significant partner for the United States" - said President Andrzej Duda in Washington.
