Thursday's Political Agenda: Jaki at Impact, Trzaskowski on a Healthy Warsaw, PAD in Latvia, Final Day of Sejm Session

At 9:30 AM, Rafał Trzaskowski will hold a press conference to present further program proposals for "Healthy Warsaw." At 10:30 AM, Jan Śpiewak's press conference will take place, followed at 11:30 AM by a presentation of the lead candidates for Jacek Wojciechowicz's KWW Akcja Warszawa, with Jacek Wojciechowicz in attendance.

At 10:00 AM, Patryk Jaki will hold a press conference. At 1:30 PM, the PiS candidate for Mayor of Warsaw, along with Jadwiga Emilewicz, will present "District of the Future" at the Impact congress in Katowice, and at 2:00 PM, he will participate in a discussion titled "Breathable city - a challenge for Polish cities." Additionally, at 10:30 AM, Jaki's campaign headquarters will hold a press conference.

President Andrzej Duda and his spouse will participate in the Arraiolos Group Summit of Heads of State in Latvia. The agenda includes, among other things, a meeting with the President of Austria, as well as participation in a working session of the Arraiolos Group Presidents.

The Sejm will resume its session at 9:00 AM – this will be the final day of the sitting. At 11:15 AM, a current affairs briefing is scheduled regarding the implementation of the Rural Development Program for 2014-2020, submitted by the PSL-UED parliamentary club to the Minister of Agriculture and Rural Development.

At 8:00 PM, a two-hour voting block will commence, during which MPs are expected to decide on the appointment of the Children's Rights Ombudsman. Yesterday, however, none of the candidates received a recommendation from the parliamentary committees. It is possible that the procedure will have to be restarted.

Gowin:

There are those in the EP and EC who dream of some kind of European superstate, truly beyond democratic control

- I wouldn't want to talk about deepening the crisis. I'd prefer to talk about a clash, a confrontation of two concepts of European integration. After all, both our government and Viktor Orbán's government clearly advocate for deepening these relations, only we understand a common, united Europe as a Europe of fatherlands, as a platform for cooperation between sovereign nation-states. On the other hand, there are those in the European Parliament and the European Commission who dream of some kind of European superstate, truly beyond democratic control. Neither the Polish government nor the Hungarian government wants to agree to that – said Jarosław Gowin in an interview with Daniel Wydrych and Piotr Gociek on Radio Jedynka's "Sygnały Dnia".

07:42

Gowin on ACTA2: The Directive's Intentions Are Just, Its Implementation Very Dangerous

- The intentions of this directive are just, its implementation very dangerous. Of course, large IT corporations should pay creators, whether they are journalists or artists. However, the implementation of this directive, the detailed regulations, genuinely threaten the restriction of freedom on the internet. That is why all Law and Justice MEPs voted against this directive – said Jarosław Gowin in an interview with Daniel Wydrych and Piotr Gociek on "Sygnały Dnia" on Polish Radio One.

Cymański on PAD's Words about the EU: I Believe They Were Strong Words, the President Showed His Claws
- That's more of a pretext, that word, because it's a hunt right now, I don't know if you've noticed. A huge hunt, politics is so brutal in Poland. The hunt is for the president. Every word, we do the same thing, but they've seized upon that word - stated Tadeusz Cymański in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego". He added:
"I believe they were strong words. Vividly, perhaps I'll say too strongly, the president sort of showed his claws, but I prefer such a president to a kitten, shedding and with a bow, like an elderly lady on a walk. He said to the people, it was full-blooded. He said: if we here in Poland don't improve our affairs and if we ourselves don't dictate what we should do, then it's imagination."
- One could say we are heading in that direction in the EU. Towards imagination. Because if Germany is building Nord Stream and telling us that this very harmful, anti-European initiative is, they say: it's business, it's allowed, if there are so many disregarded court rulings in Europe and the big ones are allowed more, and the weaker ones less, then what is that? That's the beginning of imagination - stated the PiS MP. He added that perhaps PAD could have done it more skillfully, but he is not an artist, but a president.

08:01

Cymański:

The fact that we have a mandate and are carrying out the judicial reform, for better or worse, is subject to public judgment.

- The fact that we have a mandate and are carrying out the [judicial] reform, for better or worse, is subject to public judgment - stated Tadeusz Cymański in a conversation with Konrad Piasecki on TVN24's "Piasecki's Conversation". - Let's give it a chance, everything is transparent, recorded. This great outcry today, the first verdict, the first doubt cast upon independence, independence is untouched - he added.

Digital Poland Association: If the directive is not rejected during the Council of Europe vote, the internet freedom we know today will end
Today's vote in the European Parliament is a black day for the Polish digital industry, modern technologies, the creative market, and those most affected – the internet users themselves. If the directive is not rejected during the vote in the Council of Europe, the internet freedom we know today will end – stated Michał Kanownik, president of the Digital Poland Association, in a statement, as described by WirtualneMedia. The saddest thing is that the MEPs who supported the draft directive were unwilling to compromise. And a compromise was possible, one that would satisfy creators and publishers on the one hand, while not killing the creative market and not limiting the freedom of internet users on the other. Unfortunately, the pressure from large corporations turned out to be so significant that some MEPs yielded to their pressure. It is a grave mistake that the interests of EU citizens and entrepreneurs were completely ignored – he comments.

08:13

Karczewski:

I am a supporter of vaccinations
I am a supporter of vaccinations. At some point, I would like there to be no such obligation, for us to be an educated society, for there to be 100% vaccinations. Unfortunately, the phenomenon of anti-vaccination movements is becoming increasingly visible and growing. This poses an ever-greater problem – stated Stanisław Karczewski in an interview with Robert Mazurek on RMF FM. I spoke about this matter with Minister Jaki. The Minister is a proponent of vaccinations. He wants as many people as possible to be vaccinated – he added. The Marshal of the Senate stated that to cut through this narrative, he might get vaccinated against the flu together with Minister Jaki. "I will propose this to him" – he said.

08:17

Karczewski:

We Cannot Introduce the Democratic Package Because the Total Opposition Negates Everything. We Are Conducting Internal Consultations
We are discussing it [the democratic package]. It's not that we already have a prepared draft. I spoke with my close colleagues. I won't name names at this time – stated Stanisław Karczewski in an interview with Robert Mazurek on RMF FM. He added, "there is no draft we are currently working on." We cannot introduce this package because the total opposition negates everything. There are no conditions for its introduction at this time. We are conducting internal consultations. I am convinced that it will come, that we will grow to that level – added the Marshal of the Senate.

Kukiz on ACTA2: PO Voted in a Rush with Socialist Parties

- The Civic Platform fails to notice many things, because if it were warned, it would have realized two years before the end of the last term that if it didn't change its conduct, it wouldn't be elected. I think they voted in this rush with practically the socialist parties in the European Union - said Paweł Kukiz in an interview with Beata Michniewicz on Polish Radio Trójka's "Political Salon".

08:27

Karczewski on 500+ for Retirees: We Discussed It at Party Leadership Level. Currently, it's a Topic Discussed in the Government. It Needs to Be Well Calculated

- I don't know, I'm not working on it [500+ for retirees]. We spoke, we discussed this topic at the party leadership level, however, it is currently a topic that is being discussed in the government. Above all, it needs to be well calculated - stated Stanisław Karczewski in an interview with Robert Mazurek on RMF FM.

08:33

Mucha:

I Believe Judges Are Aware They Have Retired

"I believe that the judges are aware that they have retired. Information letters were sent to the Supreme Court. The President could have informed that the judges retired when they retired, i.e., on September 12. These letters were delivered, but based on experience, communications, and legal regulations, it was unequivocally clear that they were retiring as of September 12," Minister Paweł Mucha said on Radio Zet.

08:34

Kukiz:

Ms. Gersdorf is the President of the Supreme Court

- Regarding Ms. Gersdorf, she is the President of the Supreme Court. She is, because that is what the Constitution states. She is until 2020. The retirement age could have been lowered, because the court system is regulated by law, so here it is legal, in line with the Constitution, to lower the retirement age to 65. One can agree with this or not. In the Constitution, which is the fundamental law, and even if it is poorly written, it states that the First President of the Supreme Court has a certain term of office - said Paweł Kukiz in an interview with Beata Michniewicz on Polish Radio Three's "Political Salon".

08:38

Mucha:

The President Should Not Wait for the CJEU Ruling, as There is No Such Thing as Suspending the Application of Statutory Provisions

The President should not [wait for the CJEU ruling] because there is no such institution as the suspension of the application of statutory provisions. Such a thing is unknown to the Polish constitution, to Polish legislation. No one can claim that the reason for the president not implementing a statute is that some court has referred a preliminary question to the CJEU. How many months or years would a state organ have to wait because someone, in their subjective belief, thinks that something might be deemed incompatible with European law, and they are trying to secure, i.e., apply principles from private law, from civil proceedings, in order to prevent the president, who is not a party to this proceeding, from fulfilling their legal obligations” – said presidential minister Paweł Mucha on Radio Zet.

October Sejm Session Expected to Be Shortened

As 300POLITYKA has learned, the next Sejm session, scheduled for October 2-5, is expected to be shortened by one day. It will therefore conclude on October 4th. This is not the first such occurrence – this week's session, the only one this month, was initially planned for four days but was ultimately cut to two. In October, the Sejm will convene, at least according to current plans, twice: from October 2-4 and again from October 23-26.

Jakubiak on "District of the Future": If I become president, Patryk Jaki will be responsible for implementing this project as vice-president
I watched the PiS convention, Patryk Jaki's. He described this 19th district. I want to say that I really like this project. It's so youthful, looking 30 years ahead, and so on. If I become president, Patryk Jaki will be responsible for implementing this project as vice-president - stated Marek Jakubiak in a conversation with Jacek Prusinowski on Radio Plus.

Trzaskowski Continues to Present the Healthy Warsaw Program:

Greater Access to Specialist Doctors.

- We all know that queues in healthcare are one of the issues that keeps everyone up at night. Warsaw can help at least partially solve this problem, because it's known that the government doesn't provide enough money for specialists, especially for cities like Warsaw. We commit to launching a program where the city of Warsaw will subsidize visits to specialists in 4 specialties that have been selected after analysis. These are ophthalmologists, cardiologists, allergists, and orthopedists in at least 20 Warsaw clinics. We are in front of one of these clinics. We want there to be additional doctor's shifts in at least one clinic in each of Warsaw's districts, which the city will pay for. We have calculated that it is possible for Warsaw to finance as many as 60,000 such additional shifts annually, which should alleviate at least some of the queues in these most popular specializations. Of course, we won't solve the whole problem ourselves, but it could significantly shorten queues in Warsaw, and this is one of the biggest problems we face in Warsaw and elsewhere - stated Rafał Trzaskowski at a briefing.

What's Happening in Nysa: New Technologies, Innovation, and Green Investments are the Future
This is truly a very important day for the region. For a region that has been demonstrating its significant economic potential for years. This investment is special because it is linked to new technologies, innovation, and what represents the future of the entire Polish economy. At the same time, it emphasizes values related to ecology, values associated with green investments. This is very important because it is the future – said Patryk Jaki at a press conference in Nysa, organized on the occasion of the planned investment by the company Umicore in the Opole region. The Belgian enterprise is set to build a factory for the production of battery components for electric vehicles.

Katner:

I am ready to work, but I will not adjudicate cases from today until the ECJ ruling

- I still consider myself a Supreme Court judge due to the violation of the Constitution, the EU Charter of Fundamental Rights, and because I believe it is also inconsistent with the oath I took before President Kaczyński in 2009, which stated that I would fulfill my duties only if my health permitted until I turned 70, i.e., until January 2020. Consequently, I am ready to adjudicate until that time, but given that we must await the ruling of the Court of Justice of the European Union, it means we must primarily consider the good of the justice system. This good at this moment means respecting the rights of the parties who have brought their cases to the Supreme Court and are counting on a resolution, because we cannot allow it to be said in the future that these rulings would be invalid, as we do not know what the ruling will be. If the ruling is favorable, we are ready to continue working – stated Supreme Court judge Wojciech Katner in an interview with journalists. - At the moment, I am ready to work, but I will not adjudicate cases from today until the ruling is made, because I am guided by the interests of the people and the state – he added.

Civic Platform Appeals to the National Electoral Commission for Clear Guidelines on Electoral Commissioners Respecting Lustration Declarations

- It turns out there's a tremendous mess with so-called lustration declarations. After the elections were announced, on August 14th, I recall, a template for the lustration declaration was published on the National Electoral Commission (PKW) website, in which the content of this declaration refers to a publication from 2013. The rules were changed mid-game. Because on the 24th, without much fanfare or what I would call alarming information, a new template for the lustration declaration was introduced, referring to a publication from 2017 – stated Mariusz Witczak at a press conference in the Sejm.

- There are signals, for instance, a commissioner in Wałbrzych is very strictly rejecting these declarations and is not registering candidates who possess the first attachment. All this mess and chaos is the result of what Joachim Brudziński and Law and Justice have subjected us to. Meanwhile, our appeal and request today to the National Electoral Commission is for the PKW to very quickly provide clear guidelines to all commissioners in Poland, so that they respect both lustration declarations, both attachments, which in principle are identical, only they refer to different publication sources – added Witczak.

Sejm May Consider 2019 Budget Project in Early October

During the next Sejm session, scheduled for October 2-4 (shortened compared to original plans), MPs may, as part of the first reading, address the draft budget act for 2019. Although the government's proposal has not yet been submitted to the Sejm, according to the law, this should occur by the end of September. The agenda includes information that the schedule may be supplemented with the aforementioned budget project.

PSL:

Morawiecki and his colleagues sold off Polish sugar factories and processing plants. PiS responds: PSL liquidated the Klecina sugar factory during their rule.

- Mateusz Morawiecki is a liar. It was he and his colleagues from AWS, today in PiS, who sold off Polish sugar factories and processing plants. Morawiecki was an AWS councillor, Ardanowski was an AWS councillor, Jurgiel was an AWS MP – stated Władysław Kosiniak-Kamysz at a press conference in Mała Wieś.

- A few days ago, PiS and Mateusz Morawiecki appointed a man to head the National Sugar Company who, in 2006, liquidated the sugar factory in Mała Wieś. At least they are not hiding their intentions – he continued. – We will do everything to rebuild places like Mała Wieś. Just as PiS closed down the sugar factory here then, now we will defend Polish agriculture – he added.

PiS has already responded to the PSL's accusations on Twitter.

14:55

Jaki:

The Future of the City is Public Transport. Our Task is to Create an Attractive Public Transport Offer

There are three main reasons for the poor air quality in Warsaw. The first is traffic jams, the second is what NGOs so interestingly call 'kopciuchy' (smokers/old boilers), and the third element is the city's spatial policy, meaning the construction over so-called corridors in the city. What solutions should we look for? The future of the city is public transport. Our task, the task of city authorities, is to create such an attractive public transport offer that will encourage residents to leave their private transport and use public transport” – said Patryk Jaki, a candidate for the mayor of Warsaw, at the impact’18 congress.

15:06

Jaki:

Either We'll Have a "Future District" or Warsaw Will Be Doomed to Stagnate Economically While Others Race Ahead

"If Warsaw doesn't have such an area [like the Future District], it means all the money will go to other places in the region. Those related to the competitive advantage of the urban economy in the future. Either we will have this, or Warsaw, the capital of Poland, will be condemned to stagnate economically in a dozen or so years, while others develop faster. We cannot afford that. That's why let's utilize these elements, especially post-industrial areas from the previous era, degraded ones, which could be transformed into new, green energy, into economic strength. Today, those who are not afraid to break patterns win in the world. We are also not afraid to break patterns" - said Deputy Minister Patryk Jaki at the impact’18 congress in Katowice.

"Some are even calling it #ACTA2. In response to this, we are inviting MEP Tadeusz Zwiefka for a discussion on this matter today. PMM:

Solidarity and the freedom being built today by the Polish state are rooted in Church teachings

- Contemporary media, unfortunately too rarely highlight the Christian and Catholic roots of social solidarity on our continent, yet these are the facts, this is the historical truth. Solidarity and the freedom being built today by the Polish state are indeed rooted in the teachings of the Church, in this great Christian tradition, the tradition of all of Europe - said Mateusz Morawiecki during the ceremonial Opening Session of the annual Plenary Assembly of members of the Council of Bishops' Conferences of Europe.

17:03

PMM:

Poland Has Always Been and Will Remain in Europe

- The economy is not and cannot be a space devoid of values. Conversely, religion, philosophy, or sociology can seek a partner for discussion in economics. Europe came to Poland through baptism, Poland has always been in Europe and will remain in it. Polishness, European identity, and Christianity, united by the spirit of solidarity, remain our inalienable heritage - stated Mateusz Morawiecki during the solemn Opening Session of the annual Plenary Assembly of the members of the Council of Bishops' Conferences of Europe.

17:39

Terlecki:

A Judge Who Breaks the Constitution and the Law Should Not Be a Judge. This is a Matter to Consider What to Do in Such a Situation

“A judge who breaks the constitution and who breaks the law should not be a judge. This is a matter to consider what to do in such a situation, since those appointed to ensure the observance of the law are themselves breaking the law,” said Ryszard Terlecki, Deputy Marshal of the Sejm, on Polish Radio 24.

“In the future, we need to consider how the state should behave in such situations towards individuals who demonstratively disregard legal regulations, while simultaneously being protected by immunity. Well, I don't know, I'm not a lawyer, I don't want to decide this, but we must very firmly address what judges are doing, address various ideas of destroying the law, hindering the functioning of important state institutions, etc. This is a rather serious problem,” he added.

17:55

Terlecki on ACTA2: A Rather Unusual Event for the Platform to Support This Idea, as They Themselves Recently Announced They Would Never Support Any Internet Restrictions

A rather unusual event for the Platform to support this idea [ACTA2], as the Platform itself announced not so long ago that they would never support any Internet restrictions. Now, it is precisely the Platform that is lending a hand to the interests of the largest internet broadcasters at the expense of ordinary internet users and small, diverse producers of information or internet programs. This is primarily in the interest of the largest media broadcasters. We do not agree to this, we do not like it, so our MEPs voted against this idea” – said Deputy Marshal Ryszard Terlecki on Polish Radio 24.

19:53

Karczewski:

We Want to Be in the EU

- We want to be in the EU. We see the benefits, we know about these benefits, what benefits we already have and what we will have in the future – stated Stanisław Karczewski in an interview with Dorota Gawryluk on Polsat News.

19:57

Karczewski:

We Want to Settle Our Matters Concerning the Judiciary, Justice System, and Perhaps the Media in the Future, Here in Poland

- We want to settle our matters, our own matters, Polish matters, such as those concerning the judiciary, the justice system, and perhaps the media in the future, because we also thought about media deconcentration, we want to settle them here, in Poland. We do not want anyone to dictate to us – stated Stanisław Karczewski in an interview with Dorota Gawryluk on Polsat News.

20:07

Karczewski:

The Supreme Court should and will function
I think the [dispute] will be resolved quickly, that we will stop talking about it, because the matter should be closed. The Supreme Court should function and will function. I am convinced that it will function - stated Stanisław Karczewski in an interview with Dorota Gawryluk on Polsat News.

20:09

Gowin on ACTA2: This Vote Was a Test of Who Cares About Freedom
The danger lies in restricting freedom on the internet, and in reality, in some forms of censorship. Certainly, censorship dictated by the interests of large IT corporations, but perhaps in the future also some form of ideological censorship. I am very sorry, but when Platforma politicians talk about the threat to democracy in Poland, they should look at their own actions. This vote was certainly a test of who cares about freedom – said Jarosław Gowin in a conversation with Danuta Holecka on the TVP Info program “Gość Wiadomości”.

20:21

Zabłocki:

In my deep conviction, de iure I am still an active judge. However, my conviction is one thing, and acknowledging reality is another.

"In my deep conviction, de iure I am still an active judge, because in my deep conviction, the provisions of the law, based on which the President declared my retirement, are inconsistent with constitutional standards. What is more, I have immense doubts whether they are consistent with EU standards" – said Supreme Court judge Stanisław Zabłocki in "Kropka nad i" on TVN24.

"My conviction that de iure I am an active judge is one thing, and acknowledging the reality, which has led to me receiving a notification, is another. I treat this notification as a presidential decree, although it is not named as such, and it should be, but I treat it as an act declaring my retirement, because the President included a legal basis, a resolution, and affixed his signature to this document" – he added.

20:25

Zabłocki:

Frankly, I didn't have much hope, but I had a glimmer of hope that the president would agree to continued adjudication

Frankly, I didn't have much hope, but I had a glimmer of hope [that the president would agree to continued adjudication] because I submitted a statement that I was ready to serve – in light of the principle of judicial irremovability – until I reached the age of 70 in this honorable position. It was a glimmer of hope based on the fact that the statement I submitted, along with any potential medical statements, is in my personal file, and I simply didn't want to submit to the rigors of a law that I consider unconstitutional, but it was only a glimmer of hope. And that's why perhaps I accepted this decision less emotionally” – said Supreme Court judge Stanisław Zabłocki on TVN24.

20:30

Gowin on ACTA2: EU Directives Are Not Holy Scripture

- Certainly, our government will strive to influence this directive to be repealed or its shape modified. As for EU regulations, they naturally apply throughout the European Union, so they will also apply in Poland. Please remember that EU directives are not Holy Scripture. A discussion, or even a tough dispute, must be waged in the name of freedom, in the name of development, in the name of unfettered entrepreneurship – said Jarosław Gowin in an interview with Danuta Holecka on the program "Gość Wiadomości" on TVP Info.

Sejm Fails to Elect Children's Ombudsman

Lawmakers, during the evening session, did not elect a new Children's Ombudsman. After Sabina Zalewska withdrew her candidacy, two individuals remained: Ewa Jarosz and Paweł Kukiz-Szczuciński. The Law and Justice party (PiS) did not support either candidate. In practice, this means the election procedure will restart, and a new selection will take place during one of the subsequent Sejm sessions – earliest in October.
