Wednesday marks the first day of the Sejm's first session after the summer recess. The proceedings will commence at 10:00 AM. Lawmakers are scheduled to hear a report on the activities of the Supreme Audit Office in 2017, as well as appoint a Children's Ombudsman.

At 10:30 AM, the investigative committee on VAT fraud will convene behind closed doors, and at 9:45 AM, also without media presence, the committee on Amber Gold will meet.

At 4:00 PM, three parliamentary committees will provide opinions on the aforementioned motions regarding the selection for the position of Children's Ombudsman. The vote in the plenary hall is expected tomorrow, during the evening voting block.

At 9:00 AM, Rafał Trzaskowski will hold a program conference titled "Healthy Warsaw." Bartosz Arłukowicz will also participate. At 9:30 AM, Patryk Jaki will hold a conference, at 12:00 PM – his campaign team will hold one, and at 4:00 PM – a meeting concerning an appeal to establish a joint Program Council for candidates for the Mayor of Warsaw. At 2:00 PM, the SLD-Lewica Razem conference titled "Appeal to Democratic Candidates to Adopt the 'SLD Triad'" will take place, with participation from, among others, Andrzej Rozenek and Anna-Maria Żukowska.

President Andrzej Duda will participate in the solemn opening of the White Eagle Order Hall in the Presidential Palace at 10:30 AM. At 12:30 PM, he will present a list of individuals to be honored with the order on the centenary of independence, and at 2:30 PM, he will receive letters of credence from the ambassadors of Belgium, Macedonia, Slovenia, Malta, and Finland.



Today in Katowice, the two-day Impact Mobility rEVolution'18 conference begins. The conference is dedicated to the zero-emission revolution in transport and automotive industry. Prime Minister Mateusz Morawiecki will be one of the participants.

- It is true that within our political formation, we are analyzing possibilities for improving the situation of pensioners. We would like this group to receive real support. It is too early, as President Jarosław Kaczyński also mentioned, it is too early to talk about details, but indeed, such considerations are underway – said Michał Dworczyk in an interview with Daniel Wydrych and Piotr Gociek on "Sygnały Dnia" (Signals of the Day) on Polish Radio Channel One.

- It will depend on the economic situation. We are pursuing responsible economic policies, and in preparing further proposals for solidarity and social programs, we are looking at the budget situation – added Dworczyk.

I can repeat it once more: the way the competition for the Supreme Court looked was a farce. We all saw the haste with which the National Judicial Council (KRS) proceeded, and now more and more information is emerging which shows that these documents were not analyzed – stated Bartłomiej Przymusiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

“I was astonished by talk of an imaginary community in the context of Europe. Such statements sometimes appear during an election campaign, an emotional one, when someone wants to emphasize certain matters or reach a segment of the electorate, voters who are distant from foreign affairs. But that is not the case here. Here, the president is engaged in PiS's election campaign, wants to help PiS, and at the same time is completely overturning Poland's reputation, image, and his own position not only in Europe but in the free world. Such a statement will be quoted and sent by all embassies to the capitals of the world,” stated Civic Platform leader Grzegorz Schetyna during the morning program on Radio TOK FM.

- Those judges who belonged to Iustitia and decided to run for the KRS have been expelled from the association. Here, Iustitia's stance that judges should not be elected to the KRS by politicians and should not agree to this is clear - stated Bartłomiej Przymusiński in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

„The issue of PiS's narrative, social transfers, a very pro-social policy, distributing money from one side – Poles don't see the connection between PiS's policy and the threat to Poland's position in Europe. If it is impossible to appoint a successor, then it is the oldest-serving president of a chamber of the Supreme Court. Until yesterday, such a president was Judge Józef Iwulski. Due to the fact that Judge Iwulski has retired, from today the oldest-serving president of a chamber is Judge Dariusz Zawistowski. - Now we return to the fact that the judge himself does not like this. I have great respect for Judge Zawistowski, however, these declarations, I don't want to say they are political, but it is such a directive stance, which consists in the fact that, within the framework of a sense of solidarity, in my opinion, a misunderstood solidarity with Professor Gersdorf, who is undoubtedly a retired judge, it is necessary to emphasize at every opportunity that she is the First President of the Supreme Court, and part of the judicial community does so, but I think this will not hinder Judge Zawistowski in the performance of his duties – added Mucha.

– I haven’t heard anything original, besides an attempt to build a Dubai on the Vistula. Have you seen those big boats they plan to park there? We are determined for the judiciary in Poland to function efficiently. We are determined not to tolerate a situation where we have politician-judges. This is irrational, it doesn't happen anywhere else in the world, it cannot be this way because in the Polish constitution we have the principle of judicial independence, which includes the requirement for judges to be apolitical. A judge should not reveal their political views, their worldview, their religious beliefs. A citizen's bill, signed by over 100,000 people, has been submitted to the Sejm, and it is dangerous for the health of us all, and particularly the health of our children. This bill calls for the abolition of mandatory vaccinations, the abolition of the obligation to vaccinate children. Such a bill poses a real threat to the safety not only of us adults, but primarily our little ones. This bill will be debated in the Sejm, and it is a very dangerous situation that there are politicians in the Sejm who have previously supported such a bill, who have spoken loudly that the obligation to vaccinate should be abolished. One such politician, who explicitly stated that mandatory vaccinations infringe on civil liberty, is Patryk Jaki - stated Bartosz Arłukowicz at a briefing. - We are facing a situation where a candidate for the Mayor of Warsaw, the Deputy Minister of Justice, is appealing to the highest-ranking officials in Poland to abandon the mandatory nature of vaccinations, which could result in diseases not seen in Poland for decades spreading throughout the country - he continued. - In the coming days, we will be discussing health protection issues. These are very concrete proposals. We will continue the programs that have already been initiated in Warsaw, specifically, influenza vaccinations. Currently, we have such a program for seniors, and we want to extend it to children and pregnant women. An important matter, namely combination vaccines, 6-in-1 for children. These are vaccines that Varsovians often use, but which are not supported by the National Health Fund (NFZ). Here too, I commit that Warsaw will subsidize such vaccines. And finally, preventive vaccines for HPV for all girls aged 11-12. These are very specific commitments regarding the 'Healthy Warsaw' package, and we will present more proposals from this package in the coming days - stated Rafał Trzaskowski.

- If Patryk Jaki takes professional advice from anyone, it might turn out well for him and his proposals, because his latest suggestions completely disconnect from what Varsovians want, from what Varsovians are talking about. Truly, the problem for Varsovians is not parking motorboats on the Vistula. If he seeks professional advice, it might do him some good - stated Rafał Trzaskowski at a briefing.

"I have never been influenced by anyone. I'll tell you more - if there were a situation where I was discussing this matter, likely with people who have greater foresight on how Roman Giertych would behave in the election campaign, they would probably have immediately suggested changing this date. Because the only people I consult with are the presidium of the commission, namely MP Krajewski and MP Rzymkowski, and we make such decisions. "I don't see this as a confrontation at all. Please understand, my role in this commission is one of service. And I would like it to be stated very clearly why the commission was established - especially when I hear some comments, particularly from commission members who don't know what they've been doing there for two years. The commission is not looking for gold. The commission is not looking for who is behind Marcin P. The subject of the commission's work is to hold accountable the offices and institutions that were negligent, allowing this company to operate for three years" - she added.

„The report is practically ready because it was written concurrently. I was aware that such material could not be left until the committee's conclusion and months of writing, so as we finished a given thread, we were preparing the report. This is obviously not a report ready for publication” - stated Małgorzata Wassermann on Radio Zet.

- You can say anything. Rafał Trzaskowski says everyone is to blame for reprivatization, that they distance themselves from it. It's about responsibility. Responsibility for the people who led to the vote to relocate the middle school at Twarda Street in the City Council of the Capital City of Warsaw. We're conducting a check. Whether these councilors will be on the lists in a few days or not. Those who enforced voting discipline allowed this property to be moved. The City Council of the Capital City of Warsaw is there to control the President of the Capital, to conduct ongoing oversight of the President's activities. What kind of oversight was that? It was the rubber-stamping of all the wild reprivatizations in Warsaw. That's why the time has come. Do you want to continue to have these people who are responsible for the thieving reprivatization? Do you want them on the lists any longer? If you want an honest Warsaw, these people should not be on the lists for the city council. Platforma, choose wisely; it will be a testament to your morality – said Patryk Jaki at a press conference.

- The condition for activating state aid is the farmer providing an assessment protocol, verified, accepted, and signed by the voivodeship office. We have a problem here because these assessment protocols from the municipalities are arriving very slowly. - There are voices from various regions of Poland suggesting that this is an element of political maneuvering before the local government elections, an attempt to portray the government as not helping farmers, while simultaneously withholding all necessary documents. It would be wrong, I don't want to use strong words, but it would be vile if farmers' misfortune were exploited by opposition local officials for political battles against the government. Farmers should not be victims of local politics being played out – the Minister of Agriculture added.

The Civic Platform MP announced that he would submit a motion to question Jacek Rostowski first, not Witold Modzelewski.


- Chairman Horała and PiS MPs serving on the VAT committee not only do not want to investigate the years 2016-2018, for which period they are, of course, responsible, but are also trying by all means to somehow shut down the discussion about the very mysterious involvement of President Jarosław Kaczyński in the early release from serving a sentence of Zbigniew D., who defrauded nearly a million zlotys from VAT alone – said Arkadiusz Myrcha. As he informed, the Civic Platform club is submitting a request to the Central Anticorruption Bureau (CBA) to conduct investigative actions in this matter.

- I wanted to inform you about our program, or rather remind you, regarding sex education, in vitro fertilization, and HPV vaccinations. He also added that he does not know such a restaurant and does not know if it is Hungarian or Bulgarian cuisine, so he does not plan to visit it.

- This is not a ban for Ryszard Petru and a general ban on cars entering, but a necessity to inspect the trunks of MPs in a situation where MPs are bringing other people onto Sejm grounds in their trunks - said Ryszard Terlecki in an interview with journalists.

- On the one hand, it is a comedy, a cabaret, and something that ridicules MPs and the groups behind them, but on the other hand, it is a security threat to all MPs, because one doesn't know what might come to someone's mind now to bring in the trunk. - We will talk about daylight saving time, which will remain in Poland permanently. Today, the President of the European Commission announced that the European Commission will withdraw the directive concerning the time change. This will make it even easier to permanently keep daylight saving time in Poland. Two years ago, MP Marek Sawicki, on behalf of our club, submitted a bill to permanently implement daylight saving time in Poland. Changing the time makes no sense, there is no economic necessity, and there are health contraindications – said Władysław Kosiniak-Kamysz at a press conference in the Sejm.

- The time change requires our bodies to readjust, which sometimes takes a week or two. This is very bad for children who have to get up for school, for parents, but also for seniors. It is associated with health problems, depression, sleep-wake cycle disorders, heart attacks, and also with an increase in road accidents, which are observed during and immediately after the time change. There is a very good report from the Republican Foundation on this matter. Another issue is returning home from school or work. We leave when it's dark and return when it's dark. Let's give children an hour to spend time outdoors. So that our children don't come home after dark – stated Kosiniak-Kamysz.

- Economic matters. The change was introduced in 1916 in Germany, at that time it was said that for economic reasons, daylight should be utilized as much as possible. Today, factories operate under artificial lighting. There are problems with airlines, flight schedules, and trains. For banking institutions, and especially for their customers, it is a problem with payments and transactions carried out online. There is confusion with resetting clocks and IT systems. There is also a problem with the readjustment of domestic and farm animals – continued the PSL chairman.

- Hence our initiative, the European Parliament's resolution, the commission's decision, after consultations with over four million people, it was decided that the time change should not be made. Poland enters history as the country that stopped daylight saving time in Europe. We can be proud of this. We are proud that the PSL was the initiator of this, both in Poland and in Europe. There is a chance to do this as soon as possible. We demand from the Marshal of the Sejm to introduce the bill, which was unanimously supported by all clubs in the committee, for today's or tomorrow's proceedings. This bill has already had its first reading. We can vote on it in this session or at the first one in October. Then there will be no more time change. Let's do everything to make it happen – added Kosiniak-Kamysz.

- I promised quick and efficient courts. I keep my word. Today's presented amendment, a profound change to the criminal procedure, developed in the Ministry of Justice, aims primarily to speed up the course of proceedings and to deal with the obstruction used by parties in criminal proceedings. Themis should be blind, but she shouldn't be ridiculous. A judge who has to spend many hours, sometimes in an empty courtroom, reading out a verdict with justification, risks such an accusation - stated Zbigniew Ziobro at the conference.

- This ridiculousness must end. We must focus on seriousness and swift justice. (…) These changes serve to lead the courts out of the land of absurdity and guide justice along paths that quickly lead to a resolution of cases. We are eliminating futile procedures and introducing solutions that respect the procedural guarantees of the accused, but do not allow for such ostentatious torpedoing and dragging out of cases - he added.

 According to the ministry, the proposed solutions serve to improve, simplify, and expedite court proceedings. This is an element of the grand reform program "Justice and Security," announced in April 2018 by Zbigniew Ziobro. The main assumptions of the reform are:

The European Parliament has supported the draft directive on copyright in the Digital Single Market, commonly known as ACTA 2. 438 MEPs voted in favor, while 226 voted against.

Civic Platform MEPs openly boasted about their support for the directive, which restricts internet users' rights and introduces de facto censorship online, on social media – including Michał Boni and Bogdan Zdrojewski.

„Today is a day, thanks to the debate in Strasbourg, a day of discussion about the future of the EU and the state of the EU. - If I receive a letter from the President informing me that I am going into retirement on a specific date, I believe we remain active judges, but we will refrain from performing duties. Beata Mazurek, Deputy Speaker of the Sejm, has accused the Civic Platform (Platforma Obywatelska) of longing for censorship. In the latest spot of his campaign for the presidency of Szczecin, Sławomir Nitras is promoting his initiative to launch a 24/7 Youth Support Center.

"One place in the city center where everyone struggling with depression, nervous breakdown, problems at school, at home, drug or alcohol addiction, bulimia, or anorexia can receive help from a psychiatrist, psychologist, gynecologist, sexologist. Everyone who needs help, free of charge, anonymously, without a referral, will receive help 24/7," says Nitras.



According to the creators of the recently high-profile social campaign Zobacz znikam (See I Disappear), Poland ranks second in Europe in terms of juvenile suicides. In 2017, 469 people under the age of 24 committed suicide in Poland, and as many as 5,276 suicide attempts were recorded.

Kacper Płażyński, a representative of the Sejm, has addressed the employees of the Gdańsk City Hall. He assured them that the vast majority of them would retain their positions and, moreover, would be respected and valued. However, he made it clear that individuals involved in criminal activities would be dismissed. Płażyński's statement was published on his Facebook profile.

We very much want to care for these green areas in many districts. In most districts, we will protect existing green spaces and expand those that residents need. It is often said here that this place should be a green area, not another site for development, which is why I am making this proposal. The third issue concerns education, educational infrastructure. This is an incredibly important matter that arises in all districts, including here in Bielany. We are clearly stating that we will modernize and expand educational facilities. Several schools require modernization, such as the school on Conrad Street.
