Sunday Political Landscape: PiS Convention Takes Center Stage

At 12:00 PM in Warsaw, the Law and Justice (PiS) local government convention will commence, featuring the participation of party leader Jarosław Kaczyński and Prime Minister Mateusz Morawiecki. "Regarding the activity of President Jarosław Kaczyński, I have spoken about this and can only repeat it. It will be a very active participation from the President. He is the leader of our formation, a person who will certainly bring great dynamism to our campaign, and already at the beginning of September, during the PiS convention here in Warsaw, inaugurated by President Kaczyński, this participation will be clear, significant, and visible," said Tomasz Poręba at a press conference.

At 8:30 AM, in front of the PiS headquarters, a press conference will be held by Civic Platform MPs: Jan Grabiec, Marcin Kierwiński, and Mariusz Witczak. The topic: "PiS took millions...". We are launching an informational campaign today, a nationwide campaign. This time, on mobile billboards, we will present facts about PiS, the truth about PiS, and in a sense, PiS's agenda. This campaign must make Poles realize how costly the PiS government is and what political tactics PiS has adopted. It is a government that readily reaches into the pockets of Polish taxpayers, giving nothing in return in terms of a positive balance for the citizen, because this government is more expensive and takes much more than it gives. The fundamental lie of PiS is convincing Poles that PiS gives them something, because if any programs or social transfers are implemented in Poland, they are funded by Polish taxpayers, who are, by the way, falsely called thieves” - said Mariusz Witczak from Civic Platform at a press conference in front of the headquarters of Law and Justice.

September's 10 Political Highlights

Political September is primarily about the ongoing local government election campaign. The largest parties, both Law and Justice (PiS) and the parliamentary and non-parliamentary opposition, have scheduled their conventions. September 17th is the deadline for submitting candidate lists for councilors, and September 26th marks the deadline for registering candidates for mayors, town mayors, and rural commune heads.

September in politics also includes President Andrzej Duda's visit to the USA and his meeting with Donald Trump, the first Sejm session after the summer recess, an update of Poland's credit rating by Moody's, the Economic Forum in Krynica, another hearing for Poland regarding the rule of law, and an informal meeting of EU heads of state and government. Furthermore, the topic of changes in the Polish judiciary will resurface in September.

Additionally, this month – as every year – the government will adopt the draft budget for the upcoming year and send it to the Sejm. The Council of Ministers already considered a preliminary draft in August.

PiS Convention. On September 2nd, PiS will hold its local government convention in Warsaw, with party leader Jarosław Kaczyński in attendance. Civic Coalition Convention. A few days later, on September 8th – most likely in Warsaw – the Civic Coalition will hold its local government convention, which, as the party's politicians emphasize, is intended to be the de facto launch of the election campaign for Platforma Obywatelska and Nowoczesna. "We are finalizing the preparations for this to be the programmatic and political launch of the Civic Coalition, showing that as the Civic Coalition, we want to attract various new circles, so we are strongly preparing for September 8th," said Tomasz Siemoniak on Polsat News.

SLD and PSL Conventions. On September 8th – the same day as the aforementioned Civic Coalition convention – the Democratic Left Alliance (SLD) will hold its convention in Dąbrowa Górnicza, inaugurating the party's election campaign. On September 9th, the Polish People's Party (PSL) will hold its local government convention in Warsaw, where the election program "Self-Governing Republic" will be presented.

Sejm After Recess. On September 12th, the first three-day Sejm session after the summer break will take place. The current agenda does not include many political topics, but on the last day of the session, Friday, MPs will deal with the election of the Children's Ombudsman. The plan also includes, among other things, a report on the activities of the Supreme Audit Office in 2017 and a commission report on a parliamentary bill to establish April 14th as a state holiday – "The Day of Poland's Baptism."

PAD in the USA. Donald Trump's meeting with Andrzej Duda will take place on September 18th. The Polish president is scheduled to visit Washington with his wife. Topics of strategic partnership, trade, military matters, and security will be discussed. Additionally, the Presidential Couple will make a second visit to the USA from September 24th to 26th, during which they will participate in the general debate of the 73rd session of the UN General Assembly in New York. On September 17th, President Duda will travel to Bucharest for the Three Seas Initiative summit, and on September 13th, he will participate in the Arraiolos Group summit of heads of state in Latvia.

Poland's Rating Update. On September 14th, Moody's – one of the three largest rating agencies – will review Poland's rating. The agency did not update Poland's rating in March.

Decision on KRS. On September 17th, the European Network of Councils for the Judiciary is expected to decide on the continued membership of Poland's National Council of the Judiciary (KRS) in that organization. At the end of August, the KRS decided not to take actions aimed at withdrawing from the ENCJ.

Hearing on Rule of Law. On September 18th, at an EU ministerial meeting, another hearing for Poland within the rule of law procedure is scheduled. The issue of the rule of law broadly defined and changes in the Polish judiciary will, in fact, be present throughout September – another recruitment to the Supreme Court is underway, and President Duda will have to make decisions regarding "old" Supreme Court judges, as well as new ones.

Informal Meeting of Heads of State and Government. On September 20th, EU heads of state and government will hold an informal meeting in Salzburg, Austria. The meeting is expected to focus on security and migration. The host will be Sebastian Kurz, Chancellor of Austria, which currently holds the presidency of the Council. The meeting will be chaired by European Council President Donald Tusk. He will represent the EU along with Commission President Jean-Claude Juncker.

The weekend's local government convention, in addition to a very concrete package of proposals championed by Prime Minister Morawiecki, outlined Jarosław Kaczyński's vision for a new PiS. The ritualistic assurances of the party leader's high campaign activity, recently repeated by party politicians, hold little significance here. It will likely be the case, but the governing party's campaign launch has clearly demonstrated the tactic for the coming months, and likely the entire electoral cycle. Perhaps except for the European elections, but sending worn-out faces to Brussels, which is of little importance to voters, will only serve to confirm what Jarosław Kaczyński showed today, and what Piotr Zaremba foreshadowed months ago in his article. Mateusz Morawiecki as the frontman and, in the background he favors, Joachim Brudziński, form today's government tandem, positioning themselves as the dominant republican camp on the political scene, much like the CDU once did. Jarosław Kaczyński, as the founder and spiritual leader of the "big right," is increasingly transitioning to the position of a key figurehead, like a chairman of the supervisory board. He remains the most important, but he dispatches the Prime Minister for operational tasks, clearly pleased with his work and confident in him. Morawiecki approached the campaign very carefully. Analyzing his August routes, it's hard not to notice a pattern. Going chronologically, from July: Częstochowa, Bytom, Katowice, Silesian counties, Łódź and its counties, Olsztyn, Kraśnik, Poznań and Wielkopolskie counties, West Pomerania twice, Gdańsk and Dębki, Sandomierz, Kraków, Puławy, Dęblin, and Elbląg. These are all so-called "swing states," where PiS has never achieved overwhelming results, but the fight for regional assemblies is currently even. It's hard not to associate this with another targeted attack on the achievements of the co-governing PSL. The Prime Minister, as is clearly evident, is fighting for new regional assemblies for PiS. This is a delicate topic, but it also shows Morawiecki's different approach. Condolences to Prime Minister Miller, among others, in Gazeta Wyborcza, are also proof that the Prime Minister is imprinting his own – clearly better – style on PiS. Similarly, unifying words at Westerplatte, instead of last year's squabble with scouts, represent a catalog of gestures that PiS hasn't resorted to since Jarosław Kaczyński's presidential campaign. While Patryk Jaki was appearing with his wife and son for the first time at the PiS convention, Rafał Trzaskowski, at a briefing, once again presented very good, but already familiar proposals: PLN 100 for extracurricular activities, dental prophylaxis, and community center revitalization. On his social media, photos appeared of a neighborly breakfast in Wola and a review of folders at a diversity fair – quite reflective for a campaign launch. The date of the PiS convention, known for more than a week, was not enough of a hint for the opposition to opt for a spectacular clash. Only a few PO politicians appeared before the convention, and it's hard to say they particularly exuded electoral novelty with any refreshment of already known billboards. It's hard not to perceive this as a certain helplessness and intellectual laziness. Morawiecki's "local government five," 100 megabits for the 100th anniversary of independence, and the party leader's pointed words that citizens are better off when "local governments don't growl" at the government, somehow lodge better in voters' memories than the Civic Coalition's programs. A new political generation – led by Mateusz Morawiecki, and also featuring thirty- and forty-somethings in the background like: Patryk Jaki, Małgorzata Wassermann, or Kacper Płażyński. The faces of the young politicians who spoke at the convention are hard to associate with the failures or tiresome aspects of PiS's three years in power. Incidentally, it is not by chance that the party leader's speech included a personal reference to Daniel Obajtek, which is a signal that PJK cares about people who have impressed him. There is also another aspect – the cleverly showcased duets at the convention – with spouses and Wassermann with her sister – they simply arouse curiosity, even among commentators and voters reluctant to support PiS. They will be Googled by internet users, appearing in gossip media with wider reach than political websites and newspapers. Will Hanna Zdanowska, Jacek Majchrowski, or Jacek Sutryk generate such interest next week?

RPO at the UN. On Tuesday, a session of the UN Committee will begin, which will, for the first time, assess Poland's implementation of the Convention on the Rights of Persons with Disabilities. At the beginning of August, the Civic Ombudsman (RPO) presented 84 recommendations and a critical assessment of the government's actions within the scope of the convention. Sylwia Spurek, Deputy Civic Ombudsman, will participate in the committee's session, facing a 23-person government delegation led by the government plenipotentiary for persons with disabilities.

Committee on ASF. On Wednesday at 10:00 AM, the parliamentary Committee on Agriculture and Rural Development will hold its first reading of the government's draft bill concerning ASF, as well as the draft amendment to the Act on Animal Health Protection and Combating Infectious Animal Diseases (print no. 2723).

Committee on NIK Report. On Wednesday at 7:00 PM, the parliamentary Committee on State Control will convene. The agenda includes the consideration of the Supreme Audit Office's (NIK) annual report for 2017, along with the opinions of other parliamentary committees.

KO Convention. On Saturday – most likely in Warsaw – the Civic Coalition's local government convention will be held, which, as the party's politicians emphasize, is intended to be the de facto launch of the election campaign for Platforma and Nowoczesna. "Final preparations are underway to make this a programmatic and political launch for the Civic Coalition, demonstrating that we, as the Civic Coalition, want to attract various new circles, so we are preparing intensively for September 8th," said Tomasz Siemoniak on Polsat News.

SLD and PSL Conventions. Also on Saturday – the same day as the aforementioned KO convention – the SLD will hold its convention in Dąbrowa Górnicza, inaugurating the party's election campaign.
