"Regarding the activity of President Jarosław Kaczyński, I have spoken about this and can only repeat it. It will be a very active participation from the President. He is the leader of our formation, a person who will certainly bring great dynamism to our campaign, and already at the beginning of September, during the PiS convention here in Warsaw, inaugurated by President Kaczyński, this participation will be clear, significant, and visible," said Tomasz Poręba at a press conference.

At 8:30 AM, in front of the PiS headquarters, a press conference will be held by Civic Platform MPs: Jan Grabiec, Marcin Kierwiński, and Mariusz Witczak. The topic: "PiS took millions...". At 11:00 AM in Warsaw, the conference "Free Elections - Civic Engagement" will take place. Lech Wałęsa will participate, among others.

At 12:00 PM, Rafał Trzaskowski will hold a press briefing, during which further proposals from the "We Support Families" program will be presented. At 2:00 PM, a joint press conference of Rafał Trzaskowski and Paweł Rabiej will be held during the Warsaw Diversity Days.

“We are launching an informational campaign today, a nationwide campaign. This time, on mobile billboards, we will present facts about PiS, the truth about PiS, and in a sense, PiS's agenda. This campaign must make Poles realize how costly the PiS government is and what political tactics PiS has adopted. It is a government that readily reaches into the pockets of Polish taxpayers, giving nothing in return in terms of a positive balance for the citizen, because this government is more expensive and takes much more than it gives. The fundamental lie of PiS is convincing Poles that PiS gives them something, because if any programs or social transfers are implemented in Poland, they are funded by Polish taxpayers, who are, by the way, falsely called thieves” - said Mariusz Witczak from Civic Platform at a press conference in front of the headquarters of Law and Justice.

“We have no doubt that today's congress of Jarosław Kaczyński's party will be a festival of empty promises and an attempt to buy Poles with their own money. It will finally be an attempt to gain the favor of Poles so that they can move from draining the state to draining local governments” - he added.

Almost every day we learn that more and more "misiewicze" are being promoted and hired. We learn that more and more people from PiS have taken enormous sums of money. Political September is primarily about the ongoing local government election campaign. The largest parties, both Law and Justice (PiS) and the parliamentary and non-parliamentary opposition, have scheduled their conventions. September 17th is the deadline for submitting candidate lists for councilors, and September 26th marks the deadline for registering candidates for mayors, town mayors, and rural commune heads.

September in politics also includes President Andrzej Duda's visit to the USA and his meeting with Donald Trump, the first Sejm session after the summer recess, an update of Poland's credit rating by Moody's, the Economic Forum in Krynica, another hearing for Poland regarding the rule of law, and an informal meeting of EU heads of state and government. Furthermore, the topic of changes in the Polish judiciary will resurface in September.

Additionally, this month – as every year – the government will adopt the draft budget for the upcoming year and send it to the Sejm. The Council of Ministers already considered a preliminary draft in August.

PiS Convention. On September 2nd, PiS will hold its local government convention in Warsaw, with party leader Jarosław Kaczyński in attendance. Civic Coalition Convention. A few days later, on September 8th – most likely in Warsaw – the Civic Coalition will hold its local government convention, which, as the party's politicians emphasize, is intended to be the de facto launch of the election campaign for Platforma Obywatelska and Nowoczesna. "We are finalizing the preparations for this to be the programmatic and political launch of the Civic Coalition, showing that as the Civic Coalition, we want to attract various new circles, so we are strongly preparing for September 8th," said Tomasz Siemoniak on Polsat News.

SLD and PSL Conventions. On September 8th – the same day as the aforementioned Civic Coalition convention – the Democratic Left Alliance (SLD) will hold its convention in Dąbrowa Górnicza, inaugurating the party's election campaign. On September 9th, the Polish People's Party (PSL) will hold its local government convention in Warsaw, where the election program "Self-Governing Republic" will be presented.

Sejm After Recess. On September 12th, the first three-day Sejm session after the summer break will take place. The current agenda does not include many political topics, but on the last day of the session, Friday, MPs will deal with the election of the Children's Ombudsman. The plan also includes, among other things, a report on the activities of the Supreme Audit Office in 2017 and a commission report on a parliamentary bill to establish April 14th as a state holiday – "The Day of Poland's Baptism."

PAD in the USA. Donald Trump's meeting with Andrzej Duda will take place on September 18th. The Polish president is scheduled to visit Washington with his wife. Topics of strategic partnership, trade, military matters, and security will be discussed. Additionally, the Presidential Couple will make a second visit to the USA from September 24th to 26th, during which they will participate in the general debate of the 73rd session of the UN General Assembly in New York. On September 17th, President Duda will travel to Bucharest for the Three Seas Initiative summit, and on September 13th, he will participate in the Arraiolos Group summit of heads of state in Latvia.

Poland's Rating Update. On September 14th, Moody's – one of the three largest rating agencies – will review Poland's rating. The agency did not update Poland's rating in March.

Decision on KRS. On September 17th, the European Network of Councils for the Judiciary is expected to decide on the continued membership of Poland's National Council of the Judiciary (KRS) in that organization. At the end of August, the KRS decided not to take actions aimed at withdrawing from the ENCJ.

Hearing on Rule of Law. On September 18th, at an EU ministerial meeting, another hearing for Poland within the rule of law procedure is scheduled. The issue of the rule of law broadly defined and changes in the Polish judiciary will, in fact, be present throughout September – another recruitment to the Supreme Court is underway, and President Duda will have to make decisions regarding "old" Supreme Court judges, as well as new ones.

Informal Meeting of Heads of State and Government. On September 20th, EU heads of state and government will hold an informal meeting in Salzburg, Austria. The meeting is expected to focus on security and migration. The host will be Sebastian Kurz, Chancellor of Austria, which currently holds the presidency of the Council. The meeting will be chaired by European Council President Donald Tusk. He will represent the EU along with Commission President Jean-Claude Juncker.

Wałęsa cannot be removed from Polish history, but we also cannot ignore the dark chapters. The analyses by Gontarczyk and Cenkiewicz have shown beyond any doubt that he was an informant. Perhaps he broke free and played games in the interest of Solidarity. Meanwhile, Wałęsa is kept in his lie so that he can be used as a puppet attacking PiS and the changes in Poland - said Andrzej Zybertowicz on Woronicza17.

- It's an attempt to lure Wałęsa into living truthfully. Then you'd trample him. And I am by no means an admirer of Wałęsa, because I remember what his people did to Józef Oleksy. He was a good chairman of the Solidarity union, but not the best, to put it mildly, president. It's whipping Wałęsa for not bowing his head to PiS - said Jerzy Wenderlich on Woronicza17.

Anna Gembicka, Prime Minister Morawiecki's assistant, will be a candidate for the Law and Justice (PiS) party in the Kujawsko-Pomorskie Voivodeship Sejmik. She announced this on Facebook.

- Regarding not shaking hands, President Wałęsa himself set a certain standard in this matter concerning President Aleksander Kwaśniewski, saying that he could offer him his leg. President Wałęsa has his place, which has been recalled many times, for instance, by naming the airport. Anna Walentynowicz was shamefully destroyed - said Krzysztof Łapiński on Kawa na Ławę.

- We have no judicial reform whatsoever. The Law and Justice party, with the help of Kukiz, elected a National Council of the Judiciary that doesn't even pretend to be an independent organization. This is not a reform at all. It's the same case as with Minister Zalewska's 'deform.' The National Council of the Judiciary does not exist, 'non est,' in the words of Jarosław Kaczyński. - Twenty-one special months lie ahead of us. Months during which we will have 4 campaigns, 4 times citizens will go to the polls to vote, to perform an act that is the essence of democracy. When it comes to local government elections, the matter is quite complicated, as the opposition governs in the vast majority of local governments, but for us, it will primarily be an assessment of the 'good change' policy – Jarosław Kaczyński stated during the PiS convention.

"Here we have an attack from within and from without. An attack that creates something like an alternative reality, something that completely disregards facts, something that aims to humiliate, to defame not just the 'Good Change' [program], but Poland. Simply, Poland." - stated President Jarosław Kaczyński during the PiS convention. "Every good policy is difficult. The easiest path is to serve the interests of the strongest, the powerful lobbies, various groups, to come to terms with the mighty of this world. If you want to act for society, for the nation, then it is always incomparably harder. From the start, we said our path would be steep uphill, and stones would be thrown at us. And so it is," he added.

We are keeping our word. We are keeping our word, but at the same time we are not undermining what is the essence of democracy. Democracy cannot be based on deception and manipulation - said Jarosław Kaczyński during the PiS convention. - We are implementing our promises, or at least moving towards their realization. "Among the choices ahead of us are also the European elections. It's worth mentioning this too. Poles want to be in Europe and in the European Union. Because Europe today is the European Union. But for Poles, this presence in the European Union is the shortest path to achieving equality in terms of living standards, earnings, and quality of life. Poles also understand that we, as a nation and a state, must bear various burdens that our Western partners did not carry when they were in the same position we are in today. This does not mean we should repeat the mistakes of the West and contract those social illnesses" – said President Jarosław Kaczyński during the PiS convention.

- The Polish right has learned from history. The Polish right wants to want. The Polish right knows that success, both electoral and the most important one, in serving citizens, comes when there is diligent work, consolidation, unity, and no unnecessary disputes. When we are together, when we act together for the public good, we understand politics as it should be understood. Prudent actions for the common good - said Jarosław Kaczyński during the PiS convention.

For 16 years they ruled, selling off fruit and vegetable processing plants, large meat factories - said Prime Minister Mateusz Morawiecki during a PiS convention. “I want to tell them very strongly from this place, because most Poles understand this perfectly, that over the last 30 years, there has not been as much freedom in Poland as there is now. Polish families now have the most freedom. Freedom from humiliating poverty, from heartless governments, the bad governments of our predecessors. When they raised the retirement age, did they offer more freedom or less? Less! And we propose: if you want, you retire earlier, or you keep working” - he added.

- I want to share with you thoughts that have been on my mind for a long time. You all know my husband, Patryk Jaki, as a very energetic, engaged, and very hardworking person. This is, of course, true, this image is absolutely accurate, but the personality traits that are most important to me as his wife are not highlighted. On one hand, we know him as an uncompromising politician fighting for our future, and on the other, he is a caring and warm father whom Radek and I can always count on. I personally am certain that if problems ever arise, he will calmly sit down, find a solution, and be responsible. This testimony I give as his wife and Radek's mother, these are the traits I notice daily, and I believe you will notice them too. He is a man who is stable and dependable in public and private life, you can count on him, and he will accomplish whatever he plans - said Anna Jaki at the PiS convention. “Five points that will be additional fuel, a driving force for us in the local elections, to ensure the best possible cooperation between local authorities and central government. We are starting in September, heading into the local elections with the largest thermomodernization program. “Lower bills for waste, for garbage. We want to prove that with good cooperation, with good stewards of our small homelands, this will be possible. Therefore, we are implementing the program ‘Segregate – Pay Less.’ We will create special preferential programs for housing cooperatives, housing communities, and single-family homes” – he added.

“We want to significantly increase our spending, at least double it, on senior facilities. In a few years, we will invest 500 million PLN in new themed playgrounds, new sports centers, outdoor gyms, and activity zones. Sidewalks, bus stations – that is the Modern Municipality”

“Children, youth, so that everyone in smaller towns has the same opportunities as youth from larger cities. 100 megabits for the centenary of independence. Internet highways are as important today as the A1, A2, A4 highways. This is a program that will introduce Poland into the digital age. PiS is a modern party. We are modern. They spent less than 800 million PLN on fiber optic connections over 8 years. We will spend 4 billion PLN in 3-4 years. We will bring high-speed internet to all 20,000 schools and all municipalities”

“The fifth point was very clearly signaled during meetings. We have provisionally called it ‘You Live – You Decide,’ meaning a citizen budget, so that people in local governments can have more say in these budgets. We are credible and reliable here, because it was the PiS government that introduced the citizen budget for cities with county rights. Now we want smaller centers to also have citizen budgets. We are allocating 300 million PLN to support these municipalities in their citizen budgets”

He who threatens Poland's exit from the EU harms Poland. Those who say such things harm Poland, because we have a program for Europe. We are connected with Europe, we want to be there, we help Europe. We want Poland to be sovereign, for Poles to remain Poles, just as Germans are Germans, Italians are Italians, and French are French, because it is worth being Polish.

We want Poland to be sovereign, for Poles to remain Poles, just as Germans remain Germans, Italians remain Italians, and French remain French, because it is worth being Polish - he continued.

- We must go back to meeting voters, with citizens, to talk with them about exactly how to build a better Poland, how to create new, better solutions. In order to understand them better, so that Poland is more solidary, more modern. Government and local government shoulder to shoulder. For this, we must be close to the people. That is why I am heading out by bus to Łowicz now - said Prime Minister Mateusz Morawiecki during the PiS convention.

A list of scandals, in which people associated with the "total opposition" are allegedly involved, has appeared on the newly launched website KonwojWstydu.pl, intended to be a response to the Civic Platform's action. The website features several tabs, including "Cela+" (Cell+) with images of Jan Bury and Stanisław Gawłowski. There is also an option to report an abuse. It is unknown who the author of the website is – it is not signed.

- First and foremost, we are looking to the future. We know it can be done. There are likely people in this hall who have achieved impossible things in local government. And we must ask whether it cannot be similar in other local governments, whether we cannot benefit from this synergy when local governments cooperate with each other, and from the synergy when local governments cooperate with the government. Do we want local governments that will wage war with the government, growl at the government? Do we want those that will cooperate for the common good, to improve the lives of Poles? We know it can be done, because the right wing has learned its lessons from history and wants to act - said the PiS leader at the convention.

Robert Biedroń has released a video suggesting he will announce a decision regarding his immediate political future. As 300POLITYKA has learned, on Monday, the left-wing politician will present his decision concerning a run in Słupsk. However, strong indications suggest it will be – as speculated after the publication in Gazeta Wyborcza – a choice for national politics. Biedroń's address concludes with the words: "I know that many of you, like me, have no one to vote for. I want a Poland where no one is left behind. That is why I have made a decision..." The Mayor of Słupsk will announce it tomorrow in Słupsk and comment on it in Warsaw on Tuesday. It is also expected that this will be a move independent of attempts to consolidate today's parliamentary opposition: Barbara Nowacka's capitulation from co-creating a left-wing movement for the next electoral cycle leaves Biedroń room to act with other groupings and a chance to position himself as a strong leader for a new left-wing bloc.

The weekend's local government convention, in addition to a very concrete package of proposals championed by Prime Minister Morawiecki, outlined Jarosław Kaczyński's vision for a new PiS. The ritualistic assurances of the party leader's high campaign activity, recently repeated by party politicians, hold little significance here. It will likely be the case, but the governing party's campaign launch has clearly demonstrated the tactic for the coming months, and likely the entire electoral cycle. Perhaps except for the European elections, but sending worn-out faces to Brussels, which is of little importance to voters, will only serve to confirm what Jarosław Kaczyński showed today, and what Piotr Zaremba foreshadowed months ago in his article. Mateusz Morawiecki as the frontman and, in the background he favors, Joachim Brudziński, form today's government tandem, positioning themselves as the dominant republican camp on the political scene, much like the CDU once did. Jarosław Kaczyński, as the founder and spiritual leader of the "big right," is increasingly transitioning to the position of a key figurehead, like a chairman of the supervisory board. He remains the most important, but he dispatches the Prime Minister for operational tasks, clearly pleased with his work and confident in him. Morawiecki approached the campaign very carefully. Analyzing his August routes, it's hard not to notice a pattern. Going chronologically, from July: Częstochowa, Bytom, Katowice, Silesian counties, Łódź and its counties, Olsztyn, Kraśnik, Poznań and Wielkopolskie counties, West Pomerania twice, Gdańsk and Dębki, Sandomierz, Kraków, Puławy, Dęblin, and Elbląg. These are all so-called "swing states," where PiS has never achieved overwhelming results, but the fight for regional assemblies is currently even. It's hard not to associate this with another targeted attack on the achievements of the co-governing PSL. The Prime Minister, as is clearly evident, is fighting for new regional assemblies for PiS. This is a delicate topic, but it also shows Morawiecki's different approach. Condolences to Prime Minister Miller, among others, in Gazeta Wyborcza, are also proof that the Prime Minister is imprinting his own – clearly better – style on PiS. Similarly, unifying words at Westerplatte, instead of last year's squabble with scouts, represent a catalog of gestures that PiS hasn't resorted to since Jarosław Kaczyński's presidential campaign. While Patryk Jaki was appearing with his wife and son for the first time at the PiS convention, Rafał Trzaskowski, at a briefing, once again presented very good, but already familiar proposals: PLN 100 for extracurricular activities, dental prophylaxis, and community center revitalization. On his social media, photos appeared of a neighborly breakfast in Wola and a review of folders at a diversity fair – quite reflective for a campaign launch. The date of the PiS convention, known for more than a week, was not enough of a hint for the opposition to opt for a spectacular clash. Only a few PO politicians appeared before the convention, and it's hard to say they particularly exuded electoral novelty with any refreshment of already known billboards. It's hard not to perceive this as a certain helplessness and intellectual laziness. Morawiecki's "local government five," 100 megabits for the 100th anniversary of independence, and the party leader's pointed words that citizens are better off when "local governments don't growl" at the government, somehow lodge better in voters' memories than the Civic Coalition's programs. A new political generation – led by Mateusz Morawiecki, and also featuring thirty- and forty-somethings in the background like: Patryk Jaki, Małgorzata Wassermann, or Kacper Płażyński. The faces of the young politicians who spoke at the convention are hard to associate with the failures or tiresome aspects of PiS's three years in power. Incidentally, it is not by chance that the party leader's speech included a personal reference to Daniel Obajtek, which is a signal that PJK cares about people who have impressed him. There is also another aspect – the cleverly showcased duets at the convention – with spouses and Wassermann with her sister – they simply arouse curiosity, even among commentators and voters reluctant to support PiS. They will be Googled by internet users, appearing in gossip media with wider reach than political websites and newspapers. Will Hanna Zdanowska, Jacek Majchrowski, or Jacek Sutryk generate such interest next week?

The upcoming week in politics is dominated by the ongoing local government election campaign – the Civic Coalition, SLD, and PSL are planning their conventions, while PiS is also set to be active. The annual Economic Forum will be held in Krynica, this year with the participation of Prime Minister Morawiecki. President Duda, in turn, will visit Lower Silesia, and on the weekend, will participate in the National Reading event – Stefan Żeromski's "Przedwiośnie".

Biedroń's Decision. On Monday at 2:00 PM, Robert Biedroń and Krystyna Danilecka-Wojewódzka will hold a press conference in Słupsk regarding the local government elections and the election campaign in Słupsk. The next day, Tuesday at 1:30 PM in Warsaw, Biedroń will hold a conference to announce his political plans.

Local Government Campaign. On Monday at 9:00 AM, Rafał Trzaskowski, the Civic Coalition candidate for Mayor of Warsaw, will hold a press conference to present further proposals from the "We Support Families" program. At 9:40 AM, Patryk Jaki, the PiS candidate for Mayor of Warsaw, will hold a conference. Additionally, on Monday at 8:30 AM, Paulina Piechna-Więckiewicz will hold a conference, and at 12:00 PM, SLD Lewica Razem will present their leading candidates for the Warsaw City Council.

Krynica Forum. This year's Economic Forum in Krynica begins on Tuesday and will last until Thursday. Prime Minister Mateusz Morawiecki has confirmed his participation, among others. The head of government will speak at the plenary session "Europe of common values or Europe of common interests?". This same question is the slogan of this year's entire Economic Forum, making the session with Mateusz Morawiecki a central event of the forum.

RPO at the UN. On Tuesday, a session of the UN Committee will begin, which will, for the first time, assess Poland's implementation of the Convention on the Rights of Persons with Disabilities. At the beginning of August, the Civic Ombudsman (RPO) presented 84 recommendations and a critical assessment of the government's actions within the scope of the convention. Sylwia Spurek, Deputy Civic Ombudsman, will participate in the committee's session, facing a 23-person government delegation led by the government plenipotentiary for persons with disabilities.

Committee on ASF. On Wednesday at 10:00 AM, the parliamentary Committee on Agriculture and Rural Development will hold its first reading of the government's draft bill concerning ASF, as well as the draft amendment to the Act on Animal Health Protection and Combating Infectious Animal Diseases (print no. 2723).

Committee on NIK Report. On Wednesday at 7:00 PM, the parliamentary Committee on State Control will convene. The agenda includes the consideration of the Supreme Audit Office's (NIK) annual report for 2017, along with the opinions of other parliamentary committees.

KO Convention. On Saturday – most likely in Warsaw – the Civic Coalition's local government convention will be held, which, as the party's politicians emphasize, is intended to be the de facto launch of the election campaign for Platforma and Nowoczesna. "Final preparations are underway to make this a programmatic and political launch for the Civic Coalition, demonstrating that we, as the Civic Coalition, want to attract various new circles, so we are preparing intensively for September 8th," said Tomasz Siemoniak on Polsat News.

SLD and PSL Conventions. Also on Saturday – the same day as the aforementioned KO convention – the SLD will hold its convention in Dąbrowa Górnicza, inaugurating the party's election campaign. The following day, Sunday in Warsaw, the PSL will hold its local government convention, during which the electoral program "Self-Governing Republic" will be presented.

PAD in Lower Silesia. On Thursday, he will visit the Lower Silesian Voivodeship, where at 4:30 PM he will meet with residents of Zgorzelec, and at 7:15 PM – with residents of Lubań. On Saturday, the Presidential Couple will participate in the National Reading event – Stefan Żeromski's "Przedwiośnie".

- We will manage. We have managed so far, so we will also manage over these next 21 months. Especially since the three years behind us were also not easy, due to what the opposition is doing. I am pleased that today's convention, which is now behind us, was a very substantive convention, with immense positive energy, with a good message, with elements that – I think – surprised some people. The excellent speech by President Kaczyński with Prime Minister Morawiecki's proposals, with the speeches of our candidates for city mayors, the support of their families, the presentation of our slogan – 'We kept our word in government, we will keep it in local government', with the signing of an agreement within the United Right – this formula of cooperation within the United Right has proven itself, so this agreement concerns future elections and I am convinced that we will manage. With good results, we have a concrete proposal. We are presenting this proposal to Poles.
