- The President, in a sense, makes the decision alone whether to sign a bill or not. However, from my perspective – as someone who participated in talks with Minister Sobkowiak on Monday and Tuesday regarding amendments to the [SAFE] law – I will say this: I am pleased with these two changes [Senate amendments], but they are not all the changes, the areas where we wanted to intervene in this law to make it better - said Sławomir Cenckiewicz in an interview with Marcin Fijołek on Polsat News's "Graffiti.".
As the head of the National Security Bureau (BBN) indicated: - We wanted 2-3 more significant changes.
Steering Committee
- We wanted a steering committee, where such a large absorption of credit funds would be under some kind of management, I would say, more pluralistic, where, among others, the President's representative would sit. So that, for example, audit materials from the National Revenue Administration (KAS) and special services would become subject to review, that this steering committee would gain insight. To be clear - the Minister of National Defence was to head this committee, so currently it would be Władysław Kosiniak-Kamysz - he continued.
Polish Arms Industry
- The second issue, very interesting, is the matter of inscribing somewhere that indeed 89% of the SAFE loan funds will be implemented into the Polish arms industry. Well, there was significant resistance here, from which I conclude that what is said on television, in propaganda, is different from what is discussed at the table - he continued.
Conditionality
- And the issue, of course, is sovereign, meaning this issue of conditionality. It is, of course, unavoidable, as it is European regulation, but a consensus could be built around sovereignty in the sense that both sides or all political forces could [...] preventively defend Poland against the conditionality system - he stated.
