- I want to begin this meeting by presenting my decision regarding the bill on the Medical Fund, […] this bill was prepared by the government in an urgent manner, in less than a month and right at the end of the year. In part, it was prepared in cooperation with my advisors and the employees of the Presidential Office - said President Karol Nawrocki during the presidential health summit “Saving Healthcare”.
"There is no and has been no consent from me..."
- Why do I say it was prepared in part? […] Because there is no and has been no consent from me to take 4 billion zlotys from the Medical Fund this year. 4 billion for oncology, cardiology, or therapies for children. Unfortunately, the government will not pay these 4 billion into the Medical Fund this year. However, […] if I had vetoed this decision, there would have been over 7.5 billion less for patient treatment, instead of 4 billion less - he pointed out.
"I decided to sign it"
- Due to what the government has done with public finances and with healthcare finances, I, as the President of Poland, am faced with such decisions and must make them with patients and healthcare in mind. That is why I decided to sign the bill on the Medical Fund - the president declared.
"Managed to force the authorities to adopt solutions developed in the Presidential Office"
- In return, the Ministry of Health will not be able to make similar moves to take money from the Medical Fund in subsequent years - he added.
- I am signing this bill, […] because thanks to the presidential initiative, the Medical Fund will be able to finance therapies for rare diseases, prepare our healthcare for times of crisis […] and also allocate financial resources to the Patient Service Center, which was one of the points of my "plan 21" during the election campaign. […] We managed to force the authorities to adopt these solutions that were developed in the Presidential Office - the President of the National Council continued.

However, he emphasized: - The government waited until the very end of the year with this bill to take patients hostage this time and to blackmail the President of Poland into facing a choice: 4 billion zlotys or 7.5 billion zlotys. Such things should not happen. I consistently appeal to the Prime Minister not to take patients hostage and not to drag healthcare into political disputes.
