Hołownia Outlines Sejm's Work Plan on Government Statement and Second Constitutional Step

Michał Olech

- I am talking about two days during which - as I am convinced, based on the votes I am participating in - a de facto change of power will occur in Poland, a de facto realization of the electoral outcome from October 15th of this year. This outline looks like this: Prime Minister Morawiecki will come to the Sejm on December 11th at 10 AM to deliver his government statement. I asked the Prime Minister about the length of this statement, because as you know well, in the history of parliamentarism and democracy, there have been multi-hour government statements. The Prime Minister assured me that he does not intend to speak for longer than an hour. Afterwards, we anticipate a discussion, which will certainly be lively and extensive. I estimate it might last 3 hours, perhaps a bit more, maybe 4. And then, around 3 PM, we expect a vote of confidence for the government presented by Prime Minister Morawiecki - stated Szymon Hołownia at a press briefing in the Sejm.

- Following that, I will announce a recess during which I will await nominations for the Prime Minister in the second constitutional step - the Marshal of the Sejm continued.

- I expect that on the same day, December 11th, we will elect a new Prime Minister in the Sejm. This break for candidate nominations does not have to be long. I understand that the number of candidates for Prime Minister in this chamber is quite limited and there won't be too many. This break will be short, there will be a speech by the proposer, and statements on behalf of the parliamentary clubs and caucuses. We will discuss this, and in the afternoon of the 11th, or early evening of the 11th, we can proceed to the election of a new Prime Minister, provided the previous one does not secure a vote of confidence - he added.

- The next part of this procedure depends on the decision of the new Prime Minister, Donald Tusk, if he becomes one, and everything points to that. If the Prime Minister, with whom I will discuss this in the coming days, wishes for the rest of the procedure, the continuation of the procedure, to be carried out on the same day, meaning late into the night, then of course I will have no objection to that - Hołownia said.

- If such is his will, my suggestion as well, but it is his decision, my decision, but his suggestion, we can part ways that day with an elected Prime Minister, have the feeling that the change has occurred, and experience the government statement and the vote on the composition of the Council of Ministers the following day, on Tuesday - he added.
