ORLEN to Store CO2 Beneath the Seabed

ORLEN Group will offer clients new services related to the collection and management of industrial carbon dioxide emissions. CO2 storage in Poland, including beneath the Baltic Sea, will be crucial for maintaining the competitiveness of the national industry in sectors burdened by high emission costs. To develop these services, ORLEN Group intends to leverage experience gained in the Barents Sea. The concern has signed an agreement with Norway's Horisont Energi AS regarding potential cooperation on one of the most advanced CO2 storage projects on the Norwegian Continental Shelf.

"Effective and safe carbon dioxide storage is key to maintaining the competitiveness of industries exposed to high emission-related costs. The metallurgical, fertilizer, and cement industries, if they wish to continue operating in Poland, or more broadly, in the European Union, must find a way to manage carbon dioxide emissions. In line with ORLEN Group's strategy, within a few years, we will build strong competencies in comprehensive industrial emissions management. The experience we aim to gather off the coast of Norway will also be utilized in Poland. It will allow us to effectively implement proven and safe technologies and prepare a competitive offer for Polish industry. In practice, this means lower costs for Polish enterprises and the preservation of thousands of jobs in Poland," says Daniel Obajtek, CEO of ORLEN S.A.

ORLEN Group's strategy anticipates that by 2030, the concern will have the capacity to store or manage 3 million tons of carbon dioxide annually. This potential will be used to reduce its own emissions and to provide carbon management services to external entities. Carbon capture and storage or utilization is one of the solutions that will allow ORLEN to reduce emissions related to its refining, petrochemical, and extraction activities by 25% by the end of 2030.

In turn, ORLEN's carbon management service will primarily benefit those industries that are major CO2 emitters but have limited opportunities to reduce their carbon footprint due to technological reasons. These include cement plants, metallurgy, and the chemical industry, especially fertilizer production. For companies in these sectors, the possibility of CO2 storage may be the most effective way to reduce emissions and thus lower the costs associated with purchasing CO2 emission allowances.

Norway is a leader in the development of carbon capture and storage technologies. As early as 1996, the capture and reinjection of CO2 from gas production at the Sleipner field into subsea geological formations began. Injection is also conducted at the Snøhvit field. These are the only currently operational projects of this type in Europe.

ORLEN Group has signed a letter of intent with the Norwegian company Horisont Energi AS, the holder of a license for the Polaris field, where a well confirming the possibility of safe CO2 injection has already been drilled. According to the agreement, PGNiG Upstream Norway, a Norwegian subsidiary of ORLEN Group with experience in field management gained through oil and natural gas exploration and production activities on the Norwegian Continental Shelf, will acquire up to a 50% stake in the license and the role of operator of the Polaris field.

"Joining forces with ORLEN Group is a milestone for us in the area of emission reduction and building the foundations for the carbon storage industry. ORLEN Group is a solid, specialized partner with extensive experience operating on the Norwegian Continental Shelf. The partnership formed should help us in the development of the clean ammonia production project by ensuring the availability of CO2 storage capacity. We are very pleased to be joining forces with such an experienced and competent team," says Gabriel Clemens, Chairman of the Board of Horisont Energi, CEO of E.ON Green Gas.

The capacity of the Polaris field is estimated at approximately 100 million tons of carbon dioxide in total, which will enable storage operations for 12-25 years. PGNiG Upstream Norway has already conducted technical and economic analyses of the Polaris project and is preparing to commence detailed due diligence. The schedule for a potential investment assumes the selection of a development concept in 2024 and the commencement of injection at the turn of 2028 and 2029.

The partner in the Polaris project, Horisont Energi, aims to launch ammonia production plants in northern Norway using hydrogen produced from natural gas. This process generates significant amounts of carbon dioxide, which Horisont Energi plans to store to reduce emissions. As a result, the CO2 injection project into the Polaris field, in which ORLEN Group is participating, will have guaranteed demand for the offered service. The remaining storage capacity will be made available to external entities. For logistical reasons, these will primarily be companies operating in Norway.

The Norwegian Continental Shelf is one of the key foreign markets where ORLEN Group operates. Through the Baltic Pipe pipeline, the concern can supply over 8 billion cubic meters of Norwegian gas annually to Poland, with a growing share of its own extraction. By the end of 2030, the concern aims to increase gas production from its Norwegian fields to approximately 6 billion cubic meters per year. This will mean an almost twofold increase compared to 2022, when production amounted to 3.5 billion cubic meters. As a result of the integration of ORLEN Group's Norwegian assets, previously belonging to PGNiG and LOTOS, which concluded in May this year, the concern is now among the top ten largest players in this market in terms of oil and gas reserves and production levels.
