Second Edition of the BGK Government Program for Monument Restoration Launched

Municipalities, districts, and voivodeships from all over Poland can now submit applications for co-financing in the second round of the Government Program for Monument Restoration. Local governments can submit their applications through the Polski Ład application. The application period will last until August 16, 2023.

The program offers support of up to 98% of the investment value. This means that the local government's own contribution is a minimum of 2%.

Within the program, applications can be made for co-financing expenditures in two investment areas:

Financing of conservation, restoration, and construction works on a monument entered into the register of monuments, as referred to in Article 8 of the Act of July 23, 2003, on the Protection of Monuments and the Care of Monuments (Journal of Laws of 2022, item 840), or located in the register of monuments indicated in Article 22 of the Act of July 23, 2003, on the Protection of Monuments and the Care of Monuments. The applicant or a subordinate organizational unit must be the owner of the object or have the right of perpetual usufruct, permanent management, limited real right, or a contractual obligation.

Granting by the applicant of subsidies, as referred to in Article 81 of the Act of July 23, 2003, on the Protection of Monuments and the Care of Monuments, for necessary expenditures, as defined in Article 77 of the Act of July 23, 2003, on the Protection of Monuments and the Care of Monuments, for the execution of conservation, restoration, or construction works. The works must concern a monument entered into the register of monuments, as referred to in Article 8 of the Act of July 23, 2003, on the Protection of Monuments and the Care of Monuments, or located in the register of monuments indicated in Article 22 of the Act of July 23, 2003, on the Protection of Monuments and the Care of Monuments.

Each local government unit (JST) can submit a maximum of ten applications within three co-financing limits:

up to PLN 150,000
up to PLN 500,000
up to PLN 3,500,000

JSTs can submit applications via the Polski Ład application. After the application period ends, Bank Gospodarstwa Krajowego (BGK), which is the program operator, will submit a report to the Commission for Program Support operating at the Chancellery of the Prime Minister. The Commission will analyze the applications and prepare a recommendation, based on which the Prime Minister will decide on the allocation of co-financing.
