Low deposit interest rates in banks – KNF Chairman sees no need for financial supervision to react
The Polish Financial Supervision Authority (KNF) does not plan any supervisory actions to compel banks to raise interest rates on deposits and savings accounts – says KNF Chairman Jacek Jastrzębski. Earlier this year, KNF introduced a requirement for banks to apply new rules for calculating creditworthiness, which significantly reduced the credit capacity of Polish families. At the Impact'22 conference in Poznań, the KNF Chairman indicated that the financial supervision authority supports the government's appeal for banks to increase interest rates on deposits and savings accounts. However, he sees no room for any supervisory actions that KNF could undertake in this regard – he said in an interview with Marek Chądzyński. The issue of the discrepancy between the level of interest rates on deposits and savings accounts on the one hand, and loans on the other, has recently become an increasingly frequent topic of government appeals and announcements. The point is that the National Bank of Poland (NBP), in response to high inflation, is raising interest rates, which leads to increasingly higher loan costs. However, the interest rates on bank deposits are rising much slower or negligibly. In response to this situation, at the same conference in Poznań, Prime Minister Morawiecki announced on Wednesday, May 11, the introduction of government bonds that will be interest-bearing at 5.25% – meaning exactly the current level of the main interest rate, i.e., the reference rate. Earlier, both he and members of his government had indicated that if banks did not decide to increase interest rates on savings instruments on their own, the government would decide to apply legal regulations in this matter. As announced by Jastrzębski, however, this will not include supervisory actions by KNF, although the financial supervision authority agrees with the Council of Ministers' postulates in this matter. The Role of KNF The institution headed by Jastrzębski is responsible for supervising the banking sector in Poland. This supervision is intended to ensure that banks and the financial sector comply with international and domestic regulations, as well as to support the functioning of the sector. As part of these tasks, in March 2022, the Commission established new guidelines for banks on how to calculate the creditworthiness of potential clients. At that time, the KNF office indicated that banks should calculate the creditworthiness of potential borrowers as if the Monetary Policy Council had increased rates by a total of 5 percentage points. Additionally, each bank will have to use in its calculations estimates of household maintenance costs at a level higher than the social minimum "announced by an independent source, taking into account differentiation based on place of residence and professional activity."
