Pragmatism and justice are crucial for Poland's energy transformation – stated Minister of Climate and Environment Michał Kurtyka while opening the "Energy" track during Impact '21.
The United States – a New Player in the Fight Against Climate Change
Minister Kurtyka, when asked by Michał Kamiński, CEO of 300Gospodarka, whether the USA would not drastically accelerate the global pace of the fight against climate change, said:
"When the United States "paused" its presence in the Paris Agreement, work on the European Union's side continued. Europe then became the first continent to announce climate neutrality. It announced a target of 55% emission reduction by 2030. The day before Joe Biden's summit, the EU confirmed this target," he said.
As the
outgoing minister of climate stated, Europe is doing a lot and it is very ambitious, therefore it will also require a lot of effort.
"On the other hand, across the Atlantic, we have, indeed, a declaration of return to the Paris Agreement, climate neutrality, and a very ambitious goal of decarbonizing electricity production by 2035. Following the United States returning to the game are further declarations from Japan and Canada. Let's recall that these are at a lower level than today's EU declaration. In the case of both, 30-45% by 2030" – said Kurtyka.
He added that the European Union's target of 55% reduction by 2030 will most likely be announced during the COP26 summit in Glasgow.
"The challenge for the United States will be to include not only the traditional Western players – the European Union, Japan, or Canada – but also China, India, and Russia in this game. Because today, the EU accounts for less than 10% of global emissions. The States – a dozen or so percent, and China is the leader here. These efforts will not bring results if the United States, by returning to the game, does not manage to involve the most emission-intensive economies in it."
Glasgow Summit – What Can We Expect?
According to Kurtyka, the Glasgow summit will summarize the climate negotiations that began in Katowice in 2018. As the minister said, one component from those issues has not yet been resolved – the so-called Article 6 of the Katowice Rulebook, a document created after the Katowice summit.
"Article 6 concerns the possibility of trading CO2 emission allowances at the planetary level. This creates new opportunities for trading between countries, brings business into play, so it is very important. However, this point will close – or not, because these negotiations stalled in Madrid – the guidelines contained in the Katowice Rulebook document," said the minister.
