Ministry of Health: 13,628 New COVID-19 Cases in Poland, 179 Deaths

BGK Paid Out Nearly Half a Trillion Zloty from European Funds in a Decade
The pandemic had no significant impact on the process of disbursing European funds. Over six months of the coronavirus pandemic, from mid-March to mid-September 2020, BGK disbursed as much as PLN 29 billion from European funds. This is PLN 7 billion more than in the corresponding period last year - the bank reported. BGK, which has been responsible for the disbursement of most European funds since January 1, 2010, has processed approximately one million orders totaling over PLN 450 billion: over PLN 270 billion from the 2007-2013 Financial Perspective and over PLN 180 billion from the 2014-2020 Financial Perspective. "The largest amounts disbursed to date have been from the Operational Programme Infrastructure and Environment, followed by Smart Development, and the third programme from which we disbursed the most funds is Knowledge Education Development" – explained Andrzej Stelmaszczyk from BGK. In terms of the number of orders, the dominant Operational Programmes were: Knowledge Education Development (nearly 105,000), Infrastructure and Environment (approx. 45,000), and Smart Development (approx. 35,000). Operational Programmes financed by European funds concern, among others, support for the unemployed; assistance in starting one's own business; subsidies for research and development work and for the implementation of the results of this work; support for product and process innovations; support for universities, preschool education places, and students of schools and vocational training institutions participating in internships and apprenticeships with employers; support for the transport and health sectors, or assistance in removing barriers for people with disabilities.

It is about maintaining social peace and public order. These three premises constitute a state of necessity that allows the Prime Minister not to publish the Constitutional Tribunal's ruling. Under normal circumstances, he should do so immediately. But today, the more important premise is health and life and caring for social peace. This is a more important value, and at the foot of this value, one can simply place the value of careful legislation and the fulfillment of the obligation to publish the Constitutional Tribunal's ruling - stated Władysław Kosiniak-Kamysz at a press briefing. - I expect a declaration from the Prime Minister within the next few hours that he will not publish this [Constitutional Tribunal's] ruling until, and this is the second point of our plan, until the end of the epidemic, and then we will hold a referendum in a non-election year on whether one is for maintaining the abortion compromise or against it.
