Prime Minister Mateusz Morawiecki's press conference concerning new safety regulations, where new restrictions will most likely be announced, will take place at 11:00. The meeting between the head of government and journalists was originally scheduled for yesterday, but the date was changed due to parliamentary votes.

"I would like to point out that the number of cases is growing in such a way that difficult decisions will undoubtedly have to be made. What is happening in the Czech Republic and other EU countries also shows that preventive measures should be taken in a timely manner, otherwise we will face a situation where the healthcare system may be unable to cope," said government spokesman Minister Piotr Müller on Radio One.

The 'For Life' program is already in operation. It should be expanded, and such work will undoubtedly begin. Deputy Czerwińska mentioned this. It should be emphasized that in 2019, over 41,000 families were covered by family assistant care, and benefits were paid to individuals with terminally ill children. - It is also about that, because you are a politician from PiS. It is extremely interesting for me to know your opinion on this matter.

- Madam Editor, I do not judge when the Constitutional Tribunal issues rulings. This stems from the tribunal's internal regulations - Fogiel replied.

- Today the President will visit the National Stadium, which is being converted into a hospital. This is an example of exemplary action, planned, because the plan to organize a hospital in this specific location was prepared in the spring of this year, and thanks to this, we expect it to be ready next week – stated Paweł Soloch in an interview with Marcin Fijołek on Polsat News' "Graffiti".

- It wasn't changed in the Sejm because there was no such proposal from the ruling majority - said Radosław Fogiel on TVN24.

- But surely you don't want to tell me that the Constitutional Tribunal, under the leadership of Julia Przyłębska, acts against the will of Law and Justice? - asked Agata Adamek.

- Madam editor, I'm very sorry to have to shatter the perceptions, which I know are dominant in your station, but the Constitutional Tribunal makes its own sovereign decisions - Fogiel replied.

"Unfortunately, the situation remains poor and dynamic. Today there has been another increase in the number of infected individuals with a very high number of tests, exceeding 60,000. The number of infected has significantly surpassed 13,000. The number of deaths from Covid-19 is also high, and our actions must be decisive," said Prime Minister Mateusz Morawiecki at a press conference.

"Today we are in a completely different place than a month ago. On September 23rd, the level of infections was around a thousand, even lower, today this number is approaching 15,000 daily. The second wave has hit Europe with almost similar force, the average number of cases in Europe is 170 per 100,000 inhabitants. In Poland, it's around 160 per 100,000. In response to this situation, some countries have decided to completely shut down their economies, a total lockdown" – said Prime Minister Mateusz Morawiecki at a press conference.

"At the present moment, the number of occupied beds has exceeded 10,000, and the total available beds for COVID-19 patients is 18,000. This means we still have a buffer, but we are very, very concerned about the rate of increase. We must halt the growth of infections, and restrictions will show their effect in 10-14 days" – said Prime Minister Mateusz Morawiecki at a press conference.

"If these restrictions don't work, we'll have to impose deeper closures on various areas of social, cultural, and economic life. It's clear that health, life, and the stability of the healthcare system are paramount. For now, available beds, including those with ventilators, are at around 40%, but we must realize that if further, drastic steps are needed, such as closing borders, various movement bans, or a deep lockdown, we will have to decide on such a step, unless we see a flattening of the curve, a slowdown in the increase of infections" – said Prime Minister Mateusz Morawiecki at a press conference.

"All restrictions were consulted with our team of epidemiologists, virologists, scientists, and doctors, and as such, I consider them to be the most appropriate at the current moment," said Prime Minister Mateusz Morawiecki at a press conference.

"The key change we are implementing today is for primary school grades 4 to 8 to operate remotely, in order to reduce social contacts and the intensity of traffic on public transport. This is very necessary to break the chain of transmission. This justification also pertains to certain research. In the group of individuals up to 11-12 years of age, the infection rate, with a similar number of tests, is three times lower than in the 13-19 age group. This also has its scientific justification. Furthermore, toddlers and younger children, who are just starting school or are in kindergarten, are cared for, and for them, stationary education is very important, even more so than for older youth and children due to psychological, mental, and educational values" - said Prime Minister Mateusz Morawiecki at a press conference.

"The responsibility for the effectiveness of our actions lies with everyone, with the entire society, including children and youth. Their task, their responsibility will consist in the fact that between the hours of 8 AM and 4 PM they cannot move independently, go out, or meet in groups, even only under adult supervision," said Prime Minister Mateusz Morawiecki at a press conference.

"The restriction of restaurant, pub, and cafe activities, all such companies and businesses will not be able to operate as before. They will only be able to offer takeaway dishes. This restriction is planned for now for two weeks, with the possibility of extension, if at the end of the week we do not see a change in the number of infections or - even worse - if this number continues to grow," said Prime Minister Mateusz Morawiecki at a press conference.

- We are facing a critical week. Critical in the sense that this coming week will determine whether we will deal with a further, exponential escalation of the pandemic, or if the character of the increase in cases will change. Unfortunately, the dark scenarios are coming true, which a week ago, we presented a forecast that this week we would be testing 15,000 daily cases - said Adam Niedzielski during a press conference.

"The fourth restriction is a ban on all types of activities for groups of more than 5 people, meaning various kinds of gatherings, activities, meetings, because we also see that in recent days, large groups of people have been meeting, and we are convinced, as are epidemiologists, that this is a source and breeding ground for infections," said Prime Minister Mateusz Morawiecki at a press conference.

If this trend were to continue, then next week, looking at the exponential nature of the pandemic's development, we would be exposed to the risk of 20-25 thousand daily cases. This scenario is already a scenario worse than a black one – said Adam Niedzielski during a press conference.

"Elderly people – our mothers, fathers, grandmothers, grandfathers – are primarily exposed to death, a serious threat to their health. We are introducing the 'Senior Protection' program. We ask seniors over 70 years of age who are not working to refrain from moving around and, if possible, from leaving their homes. To this end, we are launching the 'Solidarity Corps for Senior Support' program to take care of seniors who do not have natural, home-based care, do not live with their families, or whose families cannot help them for various reasons. This Corps, through the broad involvement of organizations, volunteers, scouts, the Territorial Defence Force, or operational troops, we want to launch immediately to encourage all seniors to stay in their homes" – said Prime Minister Mateusz Morawiecki at a press conference.

- Our healthcare system continuously maintains its capacity and operational efficiency. Of course, individual stories emerge, but please remember that we are in a difficult time, and these stories are bound to appear. We are certainly reacting and trying to counteract them, but we are long past the comfort zone – said Adam Niedzielski during a press conference.

- We are establishing temporary hospitals, which we plan will add approximately 5,000 beds to our bed infrastructure. The ambitious plan, presented by the Prime Minister as a goal to achieve, is to have approximately 30,000 beds by the end of the month. I am speaking here about the turn of October and November - said Adam Niedzielski during a press conference.

We've prepared a solution that will help us better utilize our medics, our medical staff. This solution was adopted yesterday, thanks to the joint acceptance of all political forces, and I am counting on the Senate to also expedite this bill in an extraordinary session, recognizing the gravity of the moment – said Adam Niedzielski during a press conference.

- Regarding compensation and the entire compensation program, yes, absolutely. The catering industry will be most affected by these restrictions, and other sectors that were effectively shut down a week ago will now be thoroughly analyzed during consultations, so that in a very short time, measured in hours and days, we will present a support program for these sectors - Prime Minister Mateusz Morawiecki stated at a press conference.

***** Ladies and Gentlemen! Dear Compatriots! The epidemic situation in Poland and Europe is very serious. The virus has returned with much greater force than in the spring of this year. Infection records are being broken across the continent. In Poland too, we are struggling with a daily increasing number of infections.
NEW SAFETY RULES The seriousness of the situation requires swift and decisive action. We did not hesitate to take them in the spring, and we do not hesitate now. Therefore, from Saturday, new safety rules will be in effect throughout Poland: the whole of Poland will be a red zone, and children and youth from the fourth grade of primary school will switch to remote learning. Restrictions also apply to our seniors.
In making these decisions - which are difficult both socially and economically - we are guided by the opinions of the most important Polish and foreign authorities - epidemiologists and virologists.
This long and exhausting fight against the coronavirus pandemic evokes various emotions and doubts. However, the government must rise above them in its actions and make key decisions that are in the interest of all Poles. This is our responsibility.
STRATEGY OF ACTION AND PREPARATION FOR THE SECOND WAVE OF THE PANDEMIC This is precisely why we have chosen a strategy that rejects extremes. We are taking the middle road and applying optimal solutions. Our strategy is based on three pillars: Firstly – to ensure the efficiency and resilience of the healthcare system, so as to effectively fight for the health of every person at risk.
Secondly – to guarantee economic stability, so as to save jobs and ensure the financial security of Polish families.
And thirdly – to provide special protection to the weakest and most vulnerable, especially our seniors and the sick.
In this difficult fight, we are wiser thanks to the experience gained during the first wave of the epidemic. The swift actions taken in the spring not only protected the lives and health of Poles but also gave us time to prepare for the challenges we face now. We have used this time. We have purchased essential equipment: ventilators, additional hospital beds, protective equipment for medical personnel. Every day, these resources are being delivered to hospitals across Poland to serve patients.
We have also prepared solutions that will help relieve the healthcare system at this crucial moment. At the National Stadium and in several other locations across Poland, we are organizing special hospitals that will serve as a reserve for the most difficult times.
Equally important for us is the fight to maintain Polish jobs. Thanks to the efficiently launched anti-crisis and financial shield, we are now able to face the second wave of the epidemic.
ENGAGEMENT OF SERVICES IN THE FIGHT AGAINST CORONAVIRUS All of this would not be possible without the immense dedication of hundreds of thousands of people. I especially want to thank those who are fighting the epidemic on the front lines – our medical services and uniformed services. Your daily duties are more than just work. It is great sacrifice and service that cannot be overstated. You are true heroes!
However, there are also violations of applicable rules and disregard for preventive measures. We will react to such behaviour – because adhering to orders and required restrictions is in the interest of all of us.
SOLIDARITY IN TIMES OF CRISIS We can only win against the epidemic if we are united. We saw this in the Sejm, when we managed to efficiently pass a law that is an important step towards controlling the second wave of the epidemic.
In many countries, the issue of fighting COVID is excluded from political disputes. We would like it to be similar in Poland. This is precisely why I recently invited the entire opposition to a meeting on fighting the pandemic. I would like to reiterate this clearly and emphatically today: let's put political disputes aside. There will be time for them later. Now is the time to act! The lives, health, and jobs of Poles are the most important. Let's do it together!

The coming days, weeks, and months will be difficult. The daily efforts of doctors and the entire healthcare system, as well as the actions of the government and state administration, remain the foundation of the fight against the epidemic.
