The Sejm will resume its proceedings at 9:00 AM with the second reading of the so-called COVID-19 bills, including PiS's proposals. A break will then be announced, and at 11:00 AM, a voting session will commence, during which MPs will vote on the election of the Ombudsman, as well as the aforementioned bills. The block is scheduled to conclude at 1:00 PM.

At 11:00 AM, the Constitutional Tribunal will hold a hearing on "family planning, protection of the human fetus, and the conditions for the admissibility of abortion." In practice, this concerns the issue of so-called eugenic abortion. A group of MPs submitted a motion to the Tribunal at the end of the year. The Constitutional Tribunal will hear the case with its full bench. The presiding judge of the adjudication panel will be the President of the Constitutional Tribunal, Julia Przyłębska, and the rapporteur will be Constitutional Tribunal judge Justyn Piskorski.

According to the government spokesperson's announcements, the government is expected to announce decisions on potential further restrictions today. Yesterday, he stated at a press conference: - We do not want, and it will be one of the last things we do, to introduce a lockdown in Poland, so it is premature to say that we will be closing more businesses regarding restrictions arising from epidemic limitations. However, at this moment, as I mentioned, the RZZK will discuss today the matters that were supposed to be in the next stage of restrictions. We will announce them tomorrow, but regarding possible restrictions, we will try to introduce them in such a way that, with a certain sanitary regime, individual sectors can still continue their activities.

– If we talk about obstruction and delays, I'll remind you that the Senate's legislative initiative, which contains provisions almost word-for-word identical to the current act, regarding a 100% bonus, a 50% bonus for overtime hours, a medical support corps, and weekly testing of healthcare workers and employees of Social Welfare Homes (DPS), reached the Sejm on May 13th, and in June it was sent to the Finance Committee in the Sejm, where it has been stuck until today – said Tomasz Grodzki in an interview with Konrad Piasecki on TVN24's "Rozmowa Piaseckiego".

- The Senate is not a chamber of contemplation. The Senate is a chamber of proper legislative work. This proper legislative work has the right to last 30 days. It will not last 30 days, it will last a weekend and half a day. On Monday evening, the bill will probably be voted on. I fear, with amendments. And so it will have to return to the Sejm, and you know that the Sejm convenes on Tuesday and Wednesday, so there is no delay here - said Tomasz Grodzki on TVN24.

- It's hard to talk about chances, but everything indicates that unfortunately today will also be a day with significantly more new infections, likely exceeding 10,000. Just as we have reports from other countries, daily records are being broken everywhere. This is, unfortunately, the consequence of this season, autumn, which has arrived across Europe, and it's a conducive period - stated Waldemar Kraska in an interview with Piotr Witwicki on Polsat News' "Graffiti".

- We need to test people. Not 20,000, not 70,000. In Italy yesterday, 177,000 tests were conducted, and they detected nearly as many cases as we have. A thousand more. If we were to conduct 177,000 tests in one day, it's likely that around 25% would turn out to be infected, because that's what our testing results show, meaning it would be much, much more - said Tomasz Grodzki on TVN24.

- I think that they [restrictions] will be strengthened. Moreover, yesterday at a government crisis team meeting with the Prime Minister, we discussed this late at night. Today, a decision will be announced regarding what potential additional restrictions will appear. We want to flatten this curve of new infections as quickly as possible - stated Waldemar Kraska in Polsat News' "Graffiti" program.

- I wouldn't use the term 'dry-shod' if even one patient died because of it. Neither a 42-year-old teacher, a 48-year-old former volleyball player, nor a 59-year-old actor got through this 'dry-shod'. We are losing dozens, or even over a hundred, Polish lives daily, and honestly, talking about 'dry-shod' irritates me because it's pure success propaganda. People are dying, people who could have lived - said Tomasz Grodzki on TVN24.

“ Today, I feel that we are all undergoing a drill, and not in an invented scenario, but a very realistic exercise of state functioning in a situation that has not happened before. Even in the spring, the scale of this pandemic was completely different from what we are facing today. Today, we urgently need solidarity. All simulations show that the introduction of restrictions results in a decrease in new infections approximately 10 days to two weeks later. So, it's quite a long time. But that's unfortunately how it is. That's how the epidemic develops, that's the biological construction of this virus. It's not like we introduce restrictions on Saturday and by Monday we already have a significant drop in the number of new infections. That's why I think we'll likely still be dealing with a significant number of new infections until mid-November. Perhaps the effect will be earlier, because I would remind you that it's been almost two weeks since we introduced the mandatory wearing of masks in practically all public spaces. That should also have some effect. These new restrictions that have also appeared - stated Waldemar Kraska in "Graffiti" Polsat News.

- "On behalf of the PiS parliamentary club, I wish to submit a motion to the esteemed Madam Marshal for the immediate commencement of the third reading of the bill [PiS regarding COVID] without referring the amendments and motions submitted for this bill back to committee," stated Bolesław Piecha in the Sejm.

- We have confirmation that the selection and killing of children suspected of a genetic defect or illness is inconsistent with the Polish Constitution. The Tribunal ruled this unanimously. The right to life has been granted, it has been recognized as the right to life, because it is the right to life, it is inherent, it stems from natural law. But this right has been recognized in relation to children who have so far been considered inferior. Today Poland is an example for Europe, for the world. We are not stuck in a historical necessity that would dictate a march to the left and a gradual increase in the availability of killing people. We are not stuck in such determinism. - When PiS took over the Constitutional Tribunal, when they appointed substitute judges and party nominees, we said what the takeover of this very important institution could mean for democracy. Unfortunately, the Constitutional Tribunal, which can be called a pseudo-tribunal, with a composition unknown to the Polish constitution, including three substitute judges, today fulfilled Jarosław Kaczyński's political order. Kaczyński retreated in the face of the pressure from Polish women and the 'Black Protest'. He chickened out then, but he used the pseudo-tribunal to introduce inhumane regulations. He violated the law that had been in effect since the 90s. But most importantly, during the Covid era, he proved that he has no brakes and no principles. He is trying to prepare hell for Polish women, but I want to emphasize this clearly. A pseudo-tribunal with pseudo-judges has no right to issue such rulings. This ruling simply doesn't exist – said Borys Budka during a press conference.

During a voting block, the Sejm adopted an amendment to several laws concerning the prevention of crisis situations related to the occurrence of COVID-19. 423 deputies voted "for", 11 voted against, and 9 abstained. The proposal will now go to the Senate, which will consider it at its Monday session. Then, after any amendments are introduced, the law will return to the Sejm, which will address the upper chamber's proposals next week as well.

In a block of votes, the Sejm did not approve the appointment of Zuzanna Rudzińska-Bluszcz to the position of Ombudsman. In practice, this means the procedure will be carried out again – the deadline for submitting applications has been set for October 27th.

- This is a day of shame. But it is also the day Kaczyński proved he is an incredible coward and cynic. A coward because he was afraid of open discussion, and a cynic because in the midst of a pandemic, when everything should be focused on saving the lives and health of Poles, he is initiating another ideological war - said Borys Budka in an interview with Piotr Kraśko on TVN24's "Fakty po faktach".

- There will be no political vendetta. It must be an accountability for those judges who, against the constitution, allow such pseudo-rulings. This may take several years, but I want to assure you that this normality will return – said Borys Budka on TVN24.

I don’t know if he was on drugs or not, he had a hood over his head, so I turned around and started walking quickly towards the nearest shop. They followed me and filmed. They stood under the shop, I had no way to leave, I was simply afraid, so I called the police,” said Judge Krystyna Pawłowicz of the Constitutional Tribunal in an interview with TVP Info.

“I felt exactly like I did in December 2016, after the adoption of the de-UB Law, and equally attacked. These are brazen people. I understand they don’t respect a Member of Parliament, but a judge in the Tribunal has some status and they should be afraid. I would be afraid to attack a judge,” she added.

„I feel intimidated because this is the result of terrorism and incitement against me and other politicians as well, during the time when I was a Member of Parliament, when I spoke out quite bravely on various matters. „I feel harassed, and there is encouragement from court judges and various feminists who rejoice when a woman not from their circle, such slobs, is attacked, but when someone from another circle is attacked, it's permissible to kill. I won't be intimidated, but these intimidating and harassing actions against judges are not only carried out on the street but are now also done by editorial offices. 'Gazeta Wyborcza', which has published a whole series of articles recently, stirring up trouble and reporting on who is arguing with whom in the Constitutional Tribunal, which is obviously untrue, by inciting hatred against me, they are trying to pit me against the President of the Tribunal. This is untrue, and it's the media that are doing it - 'GW', Onet, and all these various electronic and print media. Of course, there is consent. Various lowlifes do it on the street. I don't know if they're not on drugs. I would be ashamed – not letting a female judge into my home?! I might say something unpopular, but I believe Poland should have weapons.
