Thursday's Political Agenda: Another Day of Sejm Sessions, Ombudsman Election, Constitutional Tribunal on 'Eugenic Abortion', and Potential New Restrictions Announcement

The Sejm will resume its proceedings at 9:00 AM with the second reading of the so-called COVID-19 bills, including PiS's proposals. A break will then be announced, and at 11:00 AM, a voting session will commence, during which MPs will vote on the election of the Ombudsman, as well as the aforementioned bills. The block is scheduled to conclude at 1:00 PM.

At 11:00 AM, the Constitutional Tribunal will hold a hearing on "family planning, protection of the human fetus, and the conditions for the admissibility of abortion." In practice, this concerns the issue of so-called eugenic abortion. A group of MPs submitted a motion to the Tribunal at the end of the year. The Constitutional Tribunal will hear the case with its full bench. The presiding judge of the adjudication panel will be the President of the Constitutional Tribunal, Julia Przyłębska, and the rapporteur will be Constitutional Tribunal judge Justyn Piskorski.

According to the government spokesperson's announcements, the government is expected to announce decisions on potential further restrictions today. Yesterday, he stated at a press conference: - We do not want, and it will be one of the last things we do, to introduce a lockdown in Poland, so it is premature to say that we will be closing more businesses regarding restrictions arising from epidemic limitations. However, at this moment, as I mentioned, the RZZK will discuss today the matters that were supposed to be in the next stage of restrictions. We will announce them tomorrow, but regarding possible restrictions, we will try to introduce them in such a way that, with a certain sanitary regime, individual sectors can still continue their activities.

The Constitutional Tribunal stated that Article 4a, Paragraph 1, Point 2 of the Act of January 7, 1993, on Family Planning, Protection of the Human Fetus, and Conditions for the Admissibility of Terminating a Pregnancy is inconsistent with Article 38 in conjunction with Article 30 in conjunction with Article 31, Paragraph 3 of the Constitution of the Republic of Poland.
