Równocześnie w kilku województwach trwają przygotowania do ewentualnego utworzenia kolejnych takich szpitali. Ten proces będą już nadzorować wojewodowie, natomiast pierwszy taki szpital tymczasowy będzie zlokalizowany właśnie tutaj, w Warszawie. - We are also planning another hospital in Warsaw, because we know that Warsaw is a large city, so there may be more needs there. In other locations, cities in Poland, we are planning one temporary hospital each, and these will be approximately 500 to 700 beds. We want to concentrate as many patients as possible in these locations, because then we will need significantly less medical staff than if it were dispersed. This will definitely be under the agenda of the Szaserów Military Hospital [in Warsaw]. The location is currently being finalized; we know the voivode is already talking with a certain company about where it will be built. It might be a convention center, as it is the easiest and quickest to build there. Medical equipment is at the Material Reserves Agency, so that's the easiest part, even though what I'm saying might seem absurd, it's the easiest part of building a temporary hospital. „I also know that the Prime Minister will be conducting broader consultations. Depending on the scenario of the daily number of infections, we will have to think about new restrictions, because this perspective is likely awaiting us. - We will submit, perhaps it has already been submitted by RCL, a draft bill to the Sejm, which I'm tentatively calling the 'Good Samaritan Law.' Doctors, nurses, we will also include medical rescuers, and the proposal we will submit to the Sejm will be to double the basic remuneration of these medics, meaning a supplement equal to 100% of their basic salary will be paid, so we are talking about twice the amount, a 200% remuneration. - A special situation requires a special mode of action, meaning that not only doctors specializing in infectious diseases or intensive care should be involved in combating COVID-19; we want to provide criminal security guarantees for doctors. In the law that we will submit to the Sejm, which will be considered tomorrow, there is a provision that excludes criminal liability for those doctors who, in the course of fighting COVID-19, within the scope of the prevailing epidemic, make a mistake. If this mistake is unintentional, if it is not an obvious negligence, then the rigour of criminal sanctions is excluded - stated Adam Niedzielski at a press briefing at the Chancellery of the Prime Minister.

As 300POLITYKA has learned, Prime Minister Mateusz Morawiecki has today appointed Professor Andrzej Horban as his Chief COVID-19 Advisor. Since the beginning of the pandemic, Horban has been advising the Prime Minister as the National Consultant for Infectious Diseases. According to our sources, the Prime Minister has now decided on a new and formal form of cooperation – Prof. Horban will be responsible for coordinating the work of the entire group of the Prime Minister's epidemiological advisors. Our informants emphasize that a team of advisors is to be appointed in the near future.

- In two, three, four weeks, should the worst-case scenario, an unfavorable scenario, come to pass, we will also be ready with temporary hospitals. In the meantime, we are implementing the full operational organization of additional beds in hospitals subordinate to the Ministry of National Defence, hospitals subordinate to the Ministry of the Interior and Ministry of Health, as well as in various district hospitals where operational and organizational changes are being made. This is precisely to ensure there are enough places for patient treatment - said Mateusz Morawiecki during a visit to the Material Reserves Agency's depot in Wąwał.

– I want to assure you that we are taking a middle-of-the-road approach. If additional restrictions are needed, we will announce them in two to three days, and they will be constructed in such a way as to minimize the impact on a large part of our economy, because defending jobs and the ability for entrepreneurs to provide services is a fundamental condition for successfully fighting the epidemic – said Mateusz Morawiecki during a visit to the Material Reserves Agency Depot in Wąwał.

- As a responsible government, we must consider all variants, including those where the healthcare system reaches its limits. That is why Prime Minister Mateusz Morawiecki decided on Saturday to begin preparations for temporary hospitals. The first such temporary hospital will be established at the National Stadium. Others will be prepared in selected voivodeships - Michał Dworczyk said during a press conference. - In the first stage, we want to prepare five hundred beds, of which 50 beds will be designated for intensive care, the rest will be places for sick individuals with symptoms requiring oxygen therapy - he continued. - The Chancellery of the Prime Minister will finance, or rather refinance, all these activities. Personnel and all medical services will be coordinated by managers from the Ministry of Interior and Administration Hospital, and this will be financed by the Ministry of Health - he added. - This is not a hospital for today. Currently, although the healthcare system is facing very significant challenges, the system is functioning. But as I said, we must think about various situations, including worst-case scenarios - he stated.

“A second temporary hospital will be built in Warsaw. The Voivode Konstanty Radziwiłł, a man who is not only a good and efficient voivode but also a doctor, understands the specifics of these matters, will proceed with the construction of another temporary hospital in Warsaw. This is important given that the pandemic in Warsaw is reaching significant proportions, but also due to Warsaw's central location – in special circumstances, patients requiring assistance from central Poland will certainly be transportable to Warsaw” – said Minister Mariusz Kamiński.

- Professor Horban has long collaborated with Prime Minister Morawiecki, with the Council of Ministers, and was in constant contact with the Minister of Health. He is also the national consultant, so his involvement was already significant in that capacity, and today it has indeed been formalized in such a way that he has become the main advisor. Consequently, his involvement will be even greater, and the cooperation and coordination within the government crisis management team and the government's work concerning the epidemic will be supported by the knowledge not only of Professor Horban, but also by his designated collaborators, who will join this council. These are doctors, virologists, individuals with professorial titles. Also, in the coming days, we will present the full composition of these collaborators, and of course, it will be a group that will critically assess actions, advise the government, and support the government in the fight against COVID-19 in a highly competent manner – stated Michał Dworczyk at a press conference.

„In the coming weeks, we are ready to open the entire network of such [temporary] hospitals. Voivodes in each voivodeship are working on this. Of course, as the need arises, such hospitals will be opened and will be available to patients requiring such care. These will be professional facilities with good staff” – said Minister Mariusz Kamiński.

- If these actions and restrictions that we have introduced start to work, we will first deal with a gradual decrease in the growth rate, and then a gradual stabilization of the number of cases. But certainly, this flattening should not be expected this week. If this flattening does appear, we are rather thinking of a two-week perspective, when the restrictions that have been in place since Saturday will start to have an effect. Please remember that they do not work from day to day, but rather over a period of 10 days to two weeks - said Adam Niedzielski in an interview with Dorota Gawryluk on the program 'Gość Wydarzeń' on Polsat News.

- Equipment is being delivered there, construction is already underway in individual rooms designated for placing beds, equipment is also being delivered, partition walls, so these are concrete actions. This was planned over three weeks ago, and the very concept of building temporary hospitals was developed earlier, including in cooperation with engineers from Gdańsk and the Tri-City area - said Adam Niedzielski on Polsat News.

- It's not that what you are seeing now means that action is being taken, because preparation for it happened much earlier. But of course, I understand that the accusation leveled by the opposition is that we should have taken such actions practically in the spring or during the summer holidays. Please remember that the course of the pandemic has been very varied from the very beginning. We had a period of calm during the summer holidays, especially at the beginning, which perhaps lulled our vigilance, but now I assure you, Madam Editor, and all of you who are watching us, that the government and all subordinate services are acting in order not to repeat the Italian scenario, in order to provide effective solutions - he added.

“It's difficult to speak unequivocally today [regarding lockdown] because the situation is extremely dynamic. The increase in infections is indeed very high. It may still grow. The truth is, the government is currently pursuing a policy of, on one hand, taking care of the health and lives of Poles – that is the most important issue. On the other hand, these actions cannot destroy the economy. I hope that we will avoid this [lockdown], but speaking firmly and unequivocally about something happening or not happening is not good.
