The Prime Minister Will Speak on the Construction of Temporary Hospitals. We Discussed This Matter Yesterday at the Government Crisis Management Team Meeting

Dworczyk:
This Isn't a Field Hospital. The First Temporary Hospital Will Be Located in Warsaw. It Will Have 500 Beds, Including 50 ICU Beds, with the Potential to Expand to 1000 Beds
Równocześnie w kilku województwach trwają przygotowania do ewentualnego utworzenia kolejnych takich szpitali. Ten proces będą już nadzorować wojewodowie, natomiast pierwszy taki szpital tymczasowy będzie zlokalizowany właśnie tutaj, w Warszawie. To będzie 500 łóżek, z czego 50 łóżek OIOM-owych z możliwością rozszerzenia tego zaplecza do 1000 łóżek - stwierdził Michał Dworczyk w rozmowie z Beatą Lubecką w Radiu Zet.
08:48
– I don't want to speculate whether they will arrive, when they will arrive [patients at the temporary hospital]. We'd like the first quarter of a thousand beds to be ready to accept patients by the end of this week, but one has to be very cautious when making such declarations. This is because it is a difficult logistical challenge, and we are also aware of the significant challenge of securing medical personnel at this time. Therefore, it's probably best to say that everyone involved in this project is giving their all to ensure this facility is ready as soon as possible – stated Michał Dworczyk on Radio Zet.
08:49
Schetyna:
I still see no openness from the government to build any shield against the rising number of infections
„I still see no openness from the government to build any shield against the rising number of infections. Here, contact with local governments is needed, a conversation about the future of Polish schools is necessary, because they are currently the biggest spreader of infections. A conversation is needed, a subject-oriented treatment of local government officials, to consider how to save this situation in the coming days” - said Grzegorz Schetyna from Civic Coalition in an interview with Marcin Fijołek on Polsat News.
08:56
- You are well acquainted with those charts, which indicated that at the time the Prime Minister spoke those words [about the virus retreating], the pandemic was in absolute retreat, it was receding. The Prime Minister never said there wouldn't be a second wave, and that's what we're dealing with today – stated Michał Dworczyk on Radio Zet.
08:56
"I'm keeping my fingers crossed for the activity of Rafał Trzaskowski, all local government officials, everyone who is outside of current politics. I will support it and I will consider that the civic movement established by Trzaskowski has a great role to fulfill: building assistance in constructing a political structure before the next parliamentary and local government elections" – said Grzegorz Schetyna from Civic Coalition in Polsat News.
08:58
- It is my great intention and I hope it will be realized, and I deeply believe that the Minister will also pay attention in his service to ensuring that parents truly have a real influence on the decisions made regarding curriculum content and other matters taught within the school premises and as part of the school – said President Andrzej Duda during the appointment of the Minister of Education and Science.
09:08
- Both I, and above all, the Minister, who is after all a university professor, are fully aware that, particularly in recent years, there have been situations where individuals attempting to achieve higher degrees in scientific development, to formalize it, are simply brutally attacked for not holding a worldview that we would today call politically correct, meaning primarily liberal-leftist - said President Andrzej Duda during the appointment of the Minister of Education and Science.
- I kindly ask, as it is of immense importance to me, Mr. Minister, that alongside verifying the reforms implemented in recent years, about which opinions differ, but which certainly deserve attention, you examine how this reform is being implemented at universities, how these new solutions are being introduced, and where necessary, make appropriate corrections. However, I would primarily ask that true academic freedom of research be genuinely ensured at Polish universities. Of course, independence must be maintained, the autonomy of universities must be preserved, this is clear and obvious, but autonomy cannot consist of autocracy and the destruction of people within universities simply because they do not hold views considered universally binding by some individuals - he added.
09:10
- Currently, there are no plans [to close cemeteries on November 1st]. However, we are appealing for people to stagger their visits during these first days of November, to spread them out in time, so that it might not be November 1st itself, but rather the weekend before or the weekend after. Those who can afford to visit the graves of their loved ones not necessarily on Sunday, but on a weekday, that is what we are encouraging + of course, the fundamental matter, maintaining distance and all the measures that we should be observing and adhering to today, in order to limit the transmission of the virus - stated Michał Dworczyk in an interview with Radio Zet.
10:22
Kraska:
We are planning another hospital in Warsaw. In other locations across Poland, we are planning one temporary hospital each.
- We are also planning another hospital in Warsaw, because we know that Warsaw is a large city, so there may be more needs there. In other locations, cities in Poland, we are planning one temporary hospital each, and these will be approximately 500 to 700 beds. We want to concentrate as many patients as possible in these locations, because then we will need significantly less medical staff than if it were dispersed. This will definitely be under the agenda of the Szaserów Military Hospital [in Warsaw]. The location is currently being finalized; we know the voivode is already talking with a certain company about where it will be built. It might be a convention center, as it is the easiest and quickest to build there. Medical equipment is at the Material Reserves Agency, so that's the easiest part, even though what I'm saying might seem absurd, it's the easiest part of building a temporary hospital. The most important part is the medical staff, who will unfortunately have to work in these hospitals as well - stated Waldemar Kraska in an interview with Jacek Prusinowski on Radio Plus.

„The healthcare system in our country is at its limit. Around 10,000 confirmed cases daily are pushing the healthcare system in Poland to the brink of collapse. In recent weeks, the government has floated ideas on how to change this situation. One of these ideas is a bill aimed at disciplining doctors. This bill is scheduled for debate tomorrow. On behalf of the entire Civic Coalition, I want to state clearly that today, a bill disciplining doctors is not needed. What is needed is a bill that disciplines the Polish government, because it is the Polish government that, over the past months, has failed to make every effort so that Poland is not in crisis today” - said Cezary Tomczyk, the leader of the Civic Coalition club, at a press conference.
„Today, we are submitting a bill that disciplines the Polish government. It proposes the preparation of a special 5-billion fund, from which tests, vaccines, and the purchase of necessary equipment for Polish hospitals can be financed. Secondly, it stipulates that the government will be obliged to purchase 10 million flu vaccine doses, which can then be distributed to Polish citizens. Thirdly, every Polish citizen must be tested within a certain timeframe. The number of tests must increase to 100,000 per day. Fourthly, the government must inform the Sejm and the public at least once a week about the true state of the situation. It's not about holding press conferences from which specific social groups learn what will be changed. We are submitting a motion for the bill to be included in tomorrow's Sejm deliberations” - he added.

Kraska:
These Regulations Aim to Maximize Medical Staff Involvement in Fighting Coronavirus, Starting with Financial Incentives at 175% of Previous Salary
- These regulations are designed to engage as much medical staff as possible in the fight against coronavirus. Starting with the financial aspect, which is 175% of their previous salary, so that is also quite a significant incentive. Also, as you mentioned, Mr. Editor, the Good Samaritan clause – stated Waldemar Kraska on Radio Plus.
- So this [will be included in this act]. It may happen that a doctor, unfortunately, will not be able to be seconded because their health condition does not permit it. If this is confirmed by a forensic medical expert and a court-appointed doctor, then of course such a doctor, and not only a doctor but also another healthcare worker who has been seconded by the governor to another place of work, may of course not go to that place, but this must be confirmed by a court-appointed forensic medical expert – he continued.

Kosiniak-Kamysz:
Private Healthcare Needs Integration and All Doctor Visits in Private Practices Funded by the National Health Fund
- In our opinion, it is necessary to integrate private healthcare and to fund all doctor visits in private practices and private hospitals from the budget of the National Health Fund - said Władysław Kosiniak-Kamysz during a press conference.
- Private hospitals, doctors working in private healthcare, in private practices should accept patients and this should be funded not from the patient's pocket, but from the state budget, from the NFZ budget - he added.
- This is a very clear, specific demand, tomorrow I will present it in the Sejm during the Prime Minister's information and we demand its implementation - he continued.

Niedzielski:
We Urge Spreading Cemetery Visits Over Two Weeks, Not Concentrating Them on a Single Day
„We are urging people to spread out their cemetery visits over the entire two weeks, rather than concentrating them on a single day. The scenario of a free day on Monday was analyzed by us, but at this moment, there is no such agreement, no such approach that we would create such a day off. This is because, in our opinion, it would increase the number of social interactions, which are a catalyst for the spread of the virus. Such a solution would encourage travel” - said the Minister of Health, Adam Niedzielski, at a press conference.
14:00
Niedzielski:
We're Preparing for All Possible Scenarios, Including the Worst, with Potentially 15-20 Thousand New Infections This Week
- We have three streams of work: district hospitals, provincial hospitals dedicating part of their internal medicine wards to COVID treatment, and also the third stream in the form of private hospitals. I hope that in a week's time, this will allow us to double the bed capacity available for COVID patients. But of course, we are also preparing, and in fact, this should be treated as such, for all possible scenarios, including the worst scenarios, which will manifest, for example, as even 15 or 20 thousand new infections this week. Because, although we have a certain decrease over the weekend, today's number of infections is 7500, but I remind you that a week ago it was 4000. So this increase, despite the weekend drop, is still dynamic, and we are practically seeing a doubling. If the number of infections continues to increase at this rate, we must be aware that next week we might start with 15-20 thousand daily infections - stated Adam Niedzielski at a press briefing at the Chancellery of the Prime Minister. https://twitter.com/PremierRP/status/1318151466746548224
14:02
Niedzielski:
Depending on the Scenario of Daily Cases, We Will Have to Consider New Restrictions, as This Perspective Likely Awaits Us
„I also know that the Prime Minister will be conducting broader consultations. Depending on the scenario of the daily number of infections, we will have to think about new restrictions, because this perspective is likely awaiting us. We will try to introduce these restrictions through social dialogue with various industries” - said the Minister of Health, Adam Niedzielski, at a press conference.
14:17
Niedzielski:
We Will Submit a 'Good Samaritan Law' to Parliament to Ensure Medical Staff Safety and Dignity
- We will submit, perhaps it has already been submitted by RCL, a draft bill to the Sejm, which I'm tentatively calling the 'Good Samaritan Law.' This law is intended to ensure the safety and dignified conditions for the medical personnel who are fighting the pandemic with such great dedication. We have prepared, and this is the most important part, two instruments. The first is a supplement for combating COVID. This supplement will be paid to every staff member involved in fighting COVID. Doctors, nurses, we will also include medical rescuers, and the proposal we will submit to the Sejm will be to double the basic remuneration of these medics, meaning a supplement equal to 100% of their basic salary will be paid, so we are talking about twice the amount, a 200% remuneration. In addition, all medics who are sent into quarantine or isolation as a result of fighting COVID can count on full remuneration compensation during this period - stated Adam Niedzielski at a press briefing at the Chancellery of the Prime Minister.
14:22
Niedzielski:
Law to be submitted to Parliament includes provision exempting doctors from criminal liability for unintentional errors made during the fight against COVID-19
- A special situation requires a special mode of action, meaning that not only doctors specializing in infectious diseases or intensive care should be involved in combating COVID-19; we want to provide criminal security guarantees for doctors. In the law that we will submit to the Sejm, which will be considered tomorrow, there is a provision that excludes criminal liability for those doctors who, in the course of fighting COVID-19, within the scope of the prevailing epidemic, make a mistake. If this mistake is unintentional, if it is not an obvious negligence, then the rigour of criminal sanctions is excluded - stated Adam Niedzielski at a press briefing at the Chancellery of the Prime Minister.

As 300POLITYKA has learned, Prime Minister Mateusz Morawiecki has today appointed Professor Andrzej Horban as his Chief COVID-19 Advisor. Since the beginning of the pandemic, Horban has been advising the Prime Minister as the National Consultant for Infectious Diseases. According to our sources, the Prime Minister has now decided on a new and formal form of cooperation – Prof. Horban will be responsible for coordinating the work of the entire group of the Prime Minister's epidemiological advisors. Our informants emphasize that a team of advisors is to be appointed in the near future.
15:03
- In two, three, four weeks, should the worst-case scenario, an unfavorable scenario, come to pass, we will also be ready with temporary hospitals. In the meantime, we are implementing the full operational organization of additional beds in hospitals subordinate to the Ministry of National Defence, hospitals subordinate to the Ministry of the Interior and Ministry of Health, as well as in various district hospitals where operational and organizational changes are being made. This is precisely to ensure there are enough places for patient treatment - said Mateusz Morawiecki during a visit to the Material Reserves Agency's depot in Wąwał.
15:07
PMM:
If Additional Restrictions Are Needed, We Will Announce Them in Two to Three Days, Constructed to Minimize Impact on Our Economy
– I want to assure you that we are taking a middle-of-the-road approach. If additional restrictions are needed, we will announce them in two to three days, and they will be constructed in such a way as to minimize the impact on a large part of our economy, because defending jobs and the ability for entrepreneurs to provide services is a fundamental condition for successfully fighting the epidemic – said Mateusz Morawiecki during a visit to the Material Reserves Agency Depot in Wąwał.
17:53
Dworczyk:
Prime Minister Decided on Saturday to Prepare Temporary Hospitals. The First Will Be at the National Stadium. This Isn't a Hospital for Today. We Must Think About Worst-Case Scenarios
17:58
Kamiński:
A Second Temporary Hospital in Warsaw is Coming
18:00
Dworczyk:
Professor Horban has long collaborated with the Prime Minister. Today, this has been formalized
- Professor Horban has long collaborated with Prime Minister Morawiecki, with the Council of Ministers, and was in constant contact with the Minister of Health. He is also the national consultant, so his involvement was already significant in that capacity, and today it has indeed been formalized in such a way that he has become the main advisor. Consequently, his involvement will be even greater, and the cooperation and coordination within the government crisis management team and the government's work concerning the epidemic will be supported by the knowledge not only of Professor Horban, but also by his designated collaborators, who will join this council. These are doctors, virologists, individuals with professorial titles. Also, in the coming days, we will present the full composition of these collaborators, and of course, it will be a group that will critically assess actions, advise the government, and support the government in the fight against COVID-19 in a highly competent manner – stated Michał Dworczyk at a press conference.
18:07
Kamiński:
We are ready to open the entire network of temporary hospitals
„In the coming weeks, we are ready to open the entire network of such [temporary] hospitals. Voivodes in each voivodeship are working on this. Of course, as the need arises, such hospitals will be opened and will be available to patients requiring such care. These will be professional facilities with good staff” – said Minister Mariusz Kamiński.
19:49
Niedzielski:
If Restrictions Take Effect, We'll See a Gradual Slowdown in Growth Followed by Stabilization of Cases. Flattening Not Expected This Week.
- If these actions and restrictions that we have introduced start to work, we will first deal with a gradual decrease in the growth rate, and then a gradual stabilization of the number of cases. But certainly, this flattening should not be expected this week. If this flattening does appear, we are rather thinking of a two-week perspective, when the restrictions that have been in place since Saturday will start to have an effect. Please remember that they do not work from day to day, but rather over a period of 10 days to two weeks - said Adam Niedzielski in an interview with Dorota Gawryluk on the program 'Gość Wydarzeń' on Polsat News.
20:03
- Equipment is being delivered there, construction is already underway in individual rooms designated for placing beds, equipment is also being delivered, partition walls, so these are concrete actions. This was planned over three weeks ago, and the very concept of building temporary hospitals was developed earlier, including in cooperation with engineers from Gdańsk and the Tri-City area - said Adam Niedzielski on Polsat News.
- It's not that what you are seeing now means that action is being taken, because preparation for it happened much earlier. But of course, I understand that the accusation leveled by the opposition is that we should have taken such actions practically in the spring or during the summer holidays. Please remember that the course of the pandemic has been very varied from the very beginning. We had a period of calm during the summer holidays, especially at the beginning, which perhaps lulled our vigilance, but now I assure you, Madam Editor, and all of you who are watching us, that the government and all subordinate services are acting in order not to repeat the Italian scenario, in order to provide effective solutions - he added.
20:13
“It's difficult to speak unequivocally today [regarding lockdown] because the situation is extremely dynamic. The increase in infections is indeed very high. It may still grow. The truth is, the government is currently pursuing a policy of, on one hand, taking care of the health and lives of Poles – that is the most important issue. On the other hand, these actions cannot destroy the economy. I hope that we will avoid this [lockdown], but speaking firmly and unequivocally about something happening or not happening is not good. The situation is very dynamic, and we must adapt our actions to its development” - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, in an interview with Monika Olejnik on "Kropka nad i" on TVN24.
20:14
Dworczyk:
Cemetery closures are not being considered at this moment, but we urge people to spread out their visits to graves
"Cemetery closures are not being considered at this moment, but we urge and appeal to everyone to spread out their visits to the graves of our loved ones, and when visiting cemeteries, to adhere to sanitary requirements," said Minister Michał Dworczyk, head of the Prime Minister's Chancellery, on TVN24.
20:25
Dworczyk:
Strategic Reserves Agency Continues Purchases; Approximately 2,000 Respirators in Stock
"I will not provide an exact number – of respirators that are in hospitals, that are in the army. To my knowledge – and I emphasize this, as it is constantly changing, the Strategic Reserves Agency is continuously making purchases – there are approximately 2,000 respirators in the ARM's stock" – said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, on TVN24.
20:26
Dworczyk:
Perhaps it was indeed a mistake during the first term not to implement thorough and fundamental changes in the operation of the Material Reserves Agency. Now ARM is undergoing thorough restructuring.
"Perhaps it was indeed a mistake during the first term not to implement thorough and fundamental changes in the operation of the Material Reserves Agency. At this moment, this agency has been undergoing a very thorough restructuring for several months, and today it is already operating in a significantly better way than a few, let alone a dozen or so, months ago," - said the Head of the Prime Minister's Chancellery, Minister Michał Dworczyk, on TVN24.
