Friday's Political Agenda: Decision on Additional Sejm Session, Second Day of European Council Meeting, Parliamentary Committee on Constitutional Tribunal Cases Regarding RPO and Abortion

At 10:00, the parliamentary legislative committee will convene to provide an opinion on matters pending before the Constitutional Tribunal, including those with case numbers K 1/20 and K 20/20. The first case concerns so-called "eugenic abortion," and the second concerns the Act on the Commissioner for Human Rights (RPO), or more precisely, the current situation where Adam Bodnar continues to serve as RPO despite the end of his term because parliament has not elected his successor. The Constitutional Tribunal's hearings on these cases are scheduled for next week.

At 12:00, the Sejm Presidium will meet to set the date and agenda for an additional session of the chamber. It can be assumed that the MPs will convene next week.

- "Minister Adam Niedzielski, along with the RZZK, has appealed to Marshal Witek to convene a new Sejm session, to convene a Sejm session in the near future in order to adopt new regulations. Regulations that will be able to define the principles of healthcare functioning in the circumstances we find ourselves in," said Prime Minister Mateusz Morawiecki during a press conference.

Friday marks the second day of the European Council meeting. EU leaders will meet in Brussels to discuss the epidemiological situation, relations with Great Britain, climate change, and relations with Africa. Poland, due to Prime Minister Morawiecki's quarantine, is represented by the Czech Republic.

Kukiz:

First and foremost, I wish Mr. Giertych good health. However, for me, detaining the Pope would not be a cover for a COVID-related condition. I also wish for a bit of modesty, in addition to health.
- First and foremost, I wish Mr. Giertych good health. However, you know, I'm sorry, Mr. Roman, or Mr. Prime Minister, but for me personally, detaining the Pope would not be a cover for some condition related to this COVID. So, one also needs, I wish for a bit of modesty, in addition to health - said Paweł Kukiz in an interview with Robert Mazurek on RMF FM's "Morning Interview".

Kukiz on Animal Protection Law: I Voted For It to End the Cretinous, Bandit-Like Practice of Killing an Animal Just So Some Matron Can Flaunt a Fur Coat with Amber Eyes in Moscow

- I believe this law should be divided into three parts. I would vote for dogs, I would vote for further ritual slaughter, I will elaborate on this in the next part, and I would vote against the breeding and killing of these minks. I voted for it, primarily for the reason of ending what is, quite simply, for me a cretinous, forgive me, bandit-like practice of killing an animal just so some matron can flaunt a fur coat with amber eyes for show in Moscow - Paweł Kukiz said on RMF FM.

Dworczyk on Mask-Wearing Regulations: This Provision Will Be Transferred Directly to the Law to Avoid Unnecessary Discussion and Emotions

- This provision will be transferred directly to the law, in order to avoid unnecessary discussion and emotions that are taking place. The opinions of lawyers on this matter are divided. There is a very large part of lawyers who believe that the current solutions are sufficient - said Michał Dworczyk in an interview with Jacek Prusinowski in "Sedno Sprawy" on Radio Plus.

- However, there is also a certain part of lawyers who claim that all these regulations should be contained not at the level of a regulation, but at the level of a law. To avoid this discussion, although our opinions and analyses indicate that this solution is sufficient, but to avoid this discussion in the context of other legislative changes, this entry will be clarified - he added.

Schetyna:

Trust in this government is impossible because we know nothing was done in the initial months of the pandemic to prepare for the second wave.

We cannot trust this government because we know that in the initial months after the pandemic broke out, nothing was done to prepare our country for the second stage. It was known, and everyone said it, that autumn would be the most difficult, that the pandemic would return, that there would be a second wave. [The government] didn't even sleep through it, they got involved in the election campaign” - said Grzegorz Schetyna from Civic Coalition in an interview with Beata Lubecka on Radio Zet.

Schetyna on School Closures: A Decision for a Few Weeks – Two or Three – Should Be Made

We need to defend jobs, but for a few weeks – two or three weeks – when it comes to schools, that is a decision that should be made. Close them and try to get a handle on the growing number of infections. If this doesn't happen, if we continue with half-measures, this pandemic will drag on,” said Grzegorz Schetyna of Civic Coalition on Radio Zet.

Schetyna on Giertych's Arrest: I See It Not Only as a Sign, a Symbol of Vendetta and Political Revenge, but Also as an Attempt to Paralyze Access to Real Information Regarding KNF's Activities

The fact that there is a search of a law firm, the fact that there is an interrogation at home without the participation of a representative of the bar association, and that this is done several hours before the detention hearing concerning Leszek Czarnecki, whose attorney Giertych is the sole defender. We know Roman Giertych's activities in recent years, and we know that he is public enemy No. 1 for Kaczyński and for PiS. I see this not only as a sign, a symbol of vendetta and political revenge, but also as an attempt to paralyze access to real information related to the activities of KNF, President Chrzanowski, and all that concerned the takeover of Leszek Czarnecki's banks” – said Grzegorz Schetyna from Civic Coalition on Radio Zet.

Dworczyk:

I hope the Prime Minister will apply for a shortened quarantine, in accordance with current regulations, to return to normal operations, but the decision has not yet been made.
- I hope that the Prime Minister will apply, also in accordance with current regulations, for a shortened quarantine, in order to return to normal mode of operation, but this decision has also not yet been made. When it is made, we will inform about these actions - stated Michał Dworczyk in an interview with Jacek Prusinowski on Radio Plus.

Latos on an Additional Sejm Session: Everything Points to it Being Tuesday
"According to the information I am receiving at this moment, it will most likely be Tuesday [the Sejm session]. I am waiting for official confirmation. I deny yesterday's reports that it would be Friday. Everything points to it being Tuesday" - said Tomasz Latos from the Law and Justice party in an interview with Beata Michniewicz on Polskie Radio Program III.

Latos on Bonuses for Healthcare Workers Facing Coronavirus Risk: Currently 50%, Will Increase to 75%

"The second matter [concerning the planned act] is related to increasing salaries during this difficult period, for those individuals who are working under the threat of coronavirus. This bonus, which currently stands at 50 percent, will be 75 percent. Let us remember that this is just the preliminary stage; the provisions are before the first reading, and there will be an opportunity for amendments during parliamentary work" - said Tomasz Latos from Law and Justice on Radio Trójka.

Terlecki:

Sejm on Tuesday, with the Prime Minister's Address
- There will be a session on Tuesday. The presidium is meeting now, and we will present the plan for Tuesday. The Prime Minister will deliver an address on the state of the country in the context of the pandemic - said Deputy Speaker of the Sejm, Ryszard Terlecki, in a hallway conversation with journalists.

Trzaskowski:

As local government officials, we have a strong feeling that the government does not treat us as partners. There are definitely too few consultations.

As local government officials, we have a strong feeling that the government does not treat us as partners. There are definitely too few consultations. We had a meeting with the Prime Minister this week, only half a year after our last meeting. The government does not consult us on strategy, does not discuss various scenarios of how the situation might develop, but rather informs us of its decisions on an ongoing basis” - said Rafał Trzaskowski, the Mayor of the Capital City of Warsaw, at a press conference.

Czarzasty:

Am I supposed to vote for a bill that would force doctors to abandon cancer patients and treat people with other illnesses? This is an absolute scandal!
"Yesterday, one person from our group waited 6 hours, and I'm not saying this because they are from our group, they waited to get tested. Another person couldn't get through to Sanepid (State Sanitary Inspection) all day. Am I supposed to vote for a bill right now that would force doctors to abandon people with cancer and instead tend to people with other illnesses? This is simply an absolute scandal," said Włodzimierz Czarzasty in a conversation with journalists in the Sejm.

Czarzasty:

They had half a year to foresee simple matters. I will always ask in such situations: what will the Prime Minister do when there are two thousand people on respirators and how will they disconnect your father or grandfather because he is older?
"They had half a year to foresee simple matters. I will always ask in such situations: what will the Prime Minister do when there are two thousand people on respirators and how will they disconnect your father or grandfather because he is older? I am upset because my father died," Włodzimierz Czarzasty said in a conversation with journalists in the Sejm. (thanks to the broadcast of the conversation on TVN24).

Jackowski on Exclusion from PiS Club: 'I Have No Knowledge of Any Such Motion'

"There is no such thing as being 'one foot out' [of the club], because currently I am formally a member of the club, but if I were to cease [to be one], as I am not a member of the PiS party and never have been, regarding the procedural formula for exclusion, it involves the club's leader or presidium submitting a motion, and then the general assembly of the club, with at least half of all members present – meaning MPs, senators, and MEPs who are also in our club – makes a decision by voting on a resolution. To date, I have no knowledge of this matter, whether such a motion is ready or will be submitted. The only thing known in this regard is the statement made by Marshal Terlecki on one of the radio stations yesterday" - said Senator Jan Maria Jackowski of Law and Justice in an interview with Karolina Lewicka in "Political Interview" on TOK FM.

17:37

Jackowski:

I Defended PiS's Program in My Statements. What May Have Displeased the Club's Leadership Was Criticizing Nepotism, Yet This Contradicts PiS's Program, or the Issue of Glapiński's Associates' Salaries

I ran on the PiS ticket, I supported PiS's program, and in my statements, I defended that program. However, what may have displeased the club's leadership was my criticism of nepotism, but nepotism is fundamentally contrary to the PiS program, and unfortunately, it has also been present within the ranks of PiS. We had media reports on this matter. Or the issue of salaries for some of President Glapiński's associates at the NBP, but the leadership eventually agreed with me on this criticism. I consider these accusations to be entirely inadequate to the content” – said Senator Jan Maria Jackowski of Law and Justice in an interview with TOK FM.

20:18

Horban:

In My Opinion, the Situation is Still Under Control. This is a Typical Surge. Schools and Universities Could Have Been Closed Two Weeks Earlier

"For now, the situation is still – in my opinion – under control. This is a typical surge. It could have been done two weeks earlier – by closing secondary and higher education schools. There is a chance that the curve [of infections and mortality] would look different [if restrictions had been introduced two weeks ago]. At this moment, the resistance from society and decision-makers was so great that there was no consent to introduce these types of restrictions. These types of restrictions are not introduced by doctors, but by the government. This is not a mistake, because there were no preconditions yet to introduce this type of [restriction]" – said the national consultant in infectious diseases, Professor Andrzej Horban, in an interview with Krzysztof Skórzyński on "Sprawdzam" on TVN24.
